In this article, the author considers non-traditional challenges and  threats to national security to the People's Republic of China and the  Russian Federation. The author notes that the political and economic potential of these two countries is steadily increasing. The  countries have solved a complex border issue, effectively cooperate  within the framework of the SCO. At the same time, despite the warming of the general political climate in the Northeast Asia  region, China-Russia security, as well as international security in  general, continue to be threatened by various challenges of  nontraditional security. To traditional security, the author refers to  the state, political and military security of the country.  Unconventional security exists in relation to traditional security, and  includes, first of all, the issues of economy, culture, education, science and technology, the environment, as well as  terrorism; environmental pollution; the spread of drugs and the  spread of infectious diseases. The threats to unconventional security  are peculiarities of non-state, non-state, transnational, unexpected and unpredictable and are located to rapid changes and  from local ones can quickly turn into world challenges. That is why  China and Russia need cooperation to prevent and stop  unconventional challenges and threats to national security.

The article reveals the problem of the correlation of national security, state and security, analyzes the National security Strategies of the Russian Federation in 2015 and 2021. Attention is focused on the absence of a separate strategic planning document on ensuring state security in the Russian Federation, as well as a legal definition of the term «state security». The authors have studied the experience of legal regulation of relations related to ensuring state security in the People's Republic of China: the Law «On State Security» is analyzed from the point of view of its structure and content, the main advantages and disadvantages of this normative act are highlighted. This regulatory legal act traces the consistency and clarity of the wording, indicates the obligation of citizens of the People's Republic of China to ensure state security.

In a multipolar world, military security issues still occupy a key place in the public debate. Military technology is one of the most developing sectors in the world. There is no doubt that the United States and the People’s Republic of China have dominated this sector in recent years. The Russian defense industry is associated with outdated equipment, technology and corruption. Nevertheless, recent conflicts show that the Russian Federation has mastered the elements of information war. “New war” theory was advanced by Mary Kaldor to characterize warfare in the post-Cold War era. According to newest research, nowadays military conflicts employ some elements of both conventional and cybernetic combat, while military operations are supported by domestic and international propaganda. The main goal of this article is to determine what type of conflict is contemporary Russia preparing for and in what ways.

The paper considers the assessment of the impact of the possible consequences of the implementation of the Chinese concept of the Community of a Single Destiny of Humanity on the system of international relations in the XXI century and ensuring the national security of the People's Republic of China, the United States of America and the Russian Federation. An approach to the assessment of the above – mentioned influence and changes in the policy of the states of the strategic triangle Russia – China – USA is proposed, which allows identifying the policy priorities of these countries in different regions of the world. The results of the assessment can be used to justify recommendations to the military and political leadership of our country.

The paper considers the assessment of the influence of the Latin American component of the policy of the United States of America, the People's Republic of China and the Russian Federation on the national security of these countries. An approach is proposed to compare the influence of the Latin American component of the policy of the states of the strategic triangle Russia-China-USA, which allows us to identify the priorities of Russia's policy in Latin America and other regions of the world. The work can be used to justify recommendations to the military and political leadership of our country.

The article analyzes the strategy and principles of building the national security strat-egy of the Russian Federation, considers the priorities of ensuring national security. Security doc-trines are aimed at security in the military, political, and informational environment. The article highlights the priority tasks in the field of national defense of the Russian Federation. The review analyzes the integrated security strategies of the countries of the Baltic region – Estonia, Lithuania, Latvia; analyzes the effectiveness of the doctrine of “total defense” of Estonia, the procedure and forms of its implementation. It is stated that the Baltic countries are considering various options to improve security, the concept of “total defense”, is based on the protection of the position of neu-trality, the defense policy of the countries is based on cooperation with large European and regional countries (Finland, Sweden, Poland). The article states that the military security of countries is associated with the need to deepen cooperation with NATO. The doctrine of territorial defense of Estonia, Latvia, Lithuania, directions of defense policy and territorial security is analyzed.

Problem setting. The relevance of the article is confirmed by the fact that the interaction between the main components of the Security and Defense Sector of Ukraine, namely the security forces and defense forces, in both peacetime and wartime, is the main condition for national (state) security. The problem of the Security and Defense Forces development is at the planning stage, as, given their current state, there are still many shortcomings in the actions of the state leadership and the governing bodies of the Security and Defense Sector. With the adoption of the new version of the National Security Strategy, the tasks of the security and defense forces become more complicated, which requires some adjustments for changes in strategic planning. This very point actualizes the topicality of the article. Recent research and publications analysis. The analysis of domestic and foreign scientific literature has shown that the issues, considered following the topic of the research, are now covered in the studies of many authors, such as V. Bogdanovich, O. Bodruk, O. Vlasyuk, V. Gorbulin, S. Kononenko, G. Perepelytsia, V. Pocheptsov, O. Reznikov, A. Semenchenko, G. Sytnyk, M. Sitsinska, M. Sungurovsky, V. Lipkan, I. Hrytsyak, A. Kachynski, V. Telelym, A. Paderin, T. Starodub, A. Sitsinsky, O. Sukhodolia, L. Chekalenko, V. Chaly and other scientists. However, a comprehensive study to determine the role and place of the security and defense forces of Ukraine in the system of military security of the state has hardly been conducted. Highlighting previously unsettled parts of the general problem. The purpose and the objective of the article is to analyze the problems of security and defense forces development in the context of ensuring Ukraine’s military security, and to identify ways to improve the effectiveness of interaction between the security and defense sector components in the course of implementation of the new national security strategy. Paper main body. The main element of the security and defense forces is the Armed Forces. The Armed Forces of Ukraine is a military formation, which, according to the Constitution of Ukraine, is responsible for the defense of Ukraine, protection of its sovereignty, territorial integrity and inviolability. The Armed Forces of Ukraine provide deterrence and repulse of armed aggression against Ukraine, protection of state airspace and underwater space within the territorial sea of Ukraine; in cases specified by law, they participate in activities aimed at combating terrorism. The main military formation of the security forces is the National Guard of Ukraine, which is designated to perform tasks of the state security and protection of the state border, and which also participates in cooperation with the Armed Forces of Ukraine, while repelling armed aggression against Ukraine and eliminating armed conflict by conducting military (combat) actions, and in the implementation of territorial defense tasks as well. Conclusion of the research and prospects for further studies. It is stated that, given the complexity of the threats the country is facing, the accumulation of efforts of all components of the security and defense forces is required, especially in conditions of aggravation of the social and political situation in Ukraine, caused by the active influence of the Russian Federation on the spread of anti-state and separatist tendencies and direct intervention in all social processes of our state. Therefore, only after the elimination of the threat from the Russian Federation it will be possible to divide the issues into separate security or defense ones, since such issues as ensuring the territorial integrity of the state, preserving public peace, freedoms and rights of citizens are very interrelated.

This paper examines, summarizes, and updates the study of a strategy for the Northeast Asia Power System Interconnection conducted by the Asian Development Bank. It presents independent reviews and assessments by various stakeholders from Japan, Mongolia, the People’s Republic of China, the Republic of Korea, and the Russian Federation together with additional analysis by experts from the private and public sectors, academe, and international research and development institutions. It also calls for further discussions, studies, and activities in the development of the vast renewable energy potential of Mongolia’s South Gobi. Specific integrated investment project approaches for solar and wind power development and two cross-border transmission links in the region are proposed.

The study examines modern challenges affecting the development of the Arctic marine transport system and the economic situation of the Arctic zone of the Russian Federation (AZRF). The basic normative legal acts that determine the activities of economic organizations in the Arctic are presented. It was deter-mined that in the context of the world economy regression caused by geopolitical, economic, natural and other reasons, increasing the AZRF economic potential is a priority goal, and the implementation of tasks for the Arctic zone development and ensuring national security corresponds to the implementation of the Fundamentals of State Policy of Russia. The tendency of competitive struggle by the Arctic countries on the issues of economics and geopolitics is noted. The Northern Sea Route (NSR) is presented as the basis of the Arctic sea transport system, its economic potential, international importance, international integration with the People's Republic of China is shown. The main infrastructural projects of the Arctic for the development of the oil and gas complex, the construction of an icebreaker fleet, the construction of new and modernization of the existing ports of the NSR, etc. are presented to solve the problems of increasing cargo traffic along the Northern Sea Corridor. New projects for modernization of port infrastructure, transport development, etc. are considered. The purpose of the study is to assess the ongoing and planned infrastructure projects carried out by the state and business to increase the economic potential of the Arctic. Many of them are unique, which expresses firm confidence in the modern development of the Arctic zone, in ensuring the national security of the Russian Federation.

The main objective of the article is to substantiate a systematic approach to the introduction of all types of innovations in the development of the military-industrial complex of the Russian Federation. The relevance of the study is due to the fact that in the modern world it is especially important to ensure the national security of the country and the defense industry plays a crucial role in this. At the same time, one cannot but note the importance of the defense industry in the production of high-tech civilian products and dual-use products, which enhances the country's competitiveness in the world market. In addition, the relevance of the topic is due to the presence of rather serious problems in the Russian defense industry, which require immediate resolution. The article uses the methodology of structurally functional analysis, the institutional approach and the method of comparative assessments. The authors conclude that technological innovation alone will not be able to achieve strategic results for ensuring national security, only in conjunction with organizational, product, social and marketing innovations, the domestic defense industry is able to solve its tasks.

In modern times, it is believed that by reducing the risk of military intervention, military security has lost its relevance, and economic security has become a priority of national interests. The principle of economic security is as follows: national interests are supported through an economic system that supports free exchange and ensures the upward mobility of the nation. The analysis of economic security is based on the concept of national interests. It is well known that the problem of national security and its components cannot be considered only from the standpoint of current interests; it is closely related to the possibilities of their implementation over a significant, long-term period. Each stage of realization of national interests of the country is characterized by its assessment of its geopolitical, geostrategic and geoeconomic conditions, security threats and the main carriers of these threats, the mechanism of realization of national interests (each of the stages has its own assessment of the main definitions and categories of security, the main vectors of geoeconomic policy). Economic security is the foundation and material basis of national security. A state is in a state of security if it protects its own national interests and is able to defend them through political, economic, socio-psychological, military and other actions. There is a close connection between economic security and the system of national and state interests, and it is through this category that the problems of economic potential and economic power of the state, geopolitical and geoeconomic positions of the country in the modern world are intertwined. At a time when regional forces are trying to expand markets, provide access to finance and the latest technology, economic security has become a necessary component of the ability of regional forces to expand their influence. The article is devoted to the study of economic security of Ukraine and its components using the model of quantitative assessment of economic security of Ukraine. Using the Fishburne method, a model is built that allows to obtain an integrated assessment of the level of economic security based on the synthesis of nine partial indicators.
