This article is devoted to a number of issues related to the importance of the method of budgetary lending in the legal mechanism of budgetary regulation. It has been established that in modern conditions, budgetary credit acquires special significance for the federal state, which is the Russian Federation. In 2021, the sub-federal budgets of public law entities are executed in the most difficult economic conditions of the need to overcome the consequences of the spread of coronavirus infection in Russia and the global financial crisis. Given the fact that the ongoing implementation of national projects requires significant expenditures, including at the level of regional budgets, the constituent entities of the Russian Federation are increasingly faced with a significant budget deficit and are increasing public debt to finance it. In the course of the study, various features of budget loans were highlighted, various aspects were studied and the definition of interbudgetary credit was formulated, the key powers of the Federal Treasury in the field of interbudgetary lending were described, the importance of this method for maintaining the stability of the federal state and its subjects was analyzed. It is determined that the Federal Treasury, using the method of interbudgetary lending, ensures the uninterrupted execution of the budgets of the budgetary system of the Russian Federation and state extra-budgetary funds. It is concluded that in modern society budget loans between public law entities play a key role in the process of redistribution of funds in the budget system of the Russian Federation and are one of the backbone forms in the legal mechanism of budget regulation.

The aim of the work is to study the compliance of the quality of education in Russia with the requirements determined by the needs of the Russian society. The article reveals the genesis of such categories as" quality of education "and"quality of products and services". The features of educational services as a public good in the forms of market relations are revealed. The structure and role of various consumers of educational services are defined separately, and a classification of the needs and requirements of consumers to the quality of education is proposed. In the course of the research, such methods as analysis and synthesis, induction and deduction, and statistical methods for studying the economic situation were used. The empirical base of the research is scientific works of Russian and foreign authors on the problems of education quality, National standards of the Russian Federation and International standards in the field of quality, the Federal law "on education in the Russian Federation", Federal state educational standards of the Russian Federation, official data of the Federal Treasury and the Federal state statistics service of the Russian Federation.

The organizational and economic mechanism includes the organizational and economic blocks. The article considers the elements of the organizational component of the investment development mechanism the size of the organization, the organizational and legal form and the specialization of the organization, which influence the investment development of the industry. The research was carried out on the basis of the official accounting statements of organizations of the Russian Federation for 2016 of the database of the Federal State Statistics Service of the Russian Federation using the software of the consulting financial and analytical company Akon. Groups of agricultural organizations were identified by type of activity. It is concluded that small forms of enterprises prevail in the sectors of dairy and beef cattle breeding, and potato farming that determines their lower profitability and limits the possibilities for investing at their own funds. In specialized large and medium-sized organizations (production of grain and oilseeds, and sugar beet production) the efficiency of production is higher against the mixed production. The predominantly joint-stock form of management among large and medium-sized agricultural organizations expands the possibilities of investment activity.

The departure of large foreign car manufacturers from the Russian market negatively affects all partners and interested parties car dealers, suppliers, employees, buyers and fans of brands of departed companies. This departure became even more painful for Ford itself, which leaves the domestic market with a loss of $ 500 million, which is 14% of the total annual profit of Ford Motor Co. in 2018 This sad event was caused by a number of circumstances: the consequences of the global financial crisis, the devaluation of the national currency, the decline in sales in the Russian car market, company errors in pricing, marketing policies and updating the model range, in assessing the prospects for marketing products and creating excess production capacities, as well as refusal to independently manage Russian business and the choice for this Russian partner in a joint venture. A close study of the reasons that forced the recent leader of the Russian car market to Ford to close its car factories and stop selling them in Russia is presented in the article. Particular attention is paid to the development of the domestic car market, the development of effective competition strategies in the face of falling household incomes and rising product prices, state support for the domestic auto industry, as well as the specifics of creating joint ventures in the Russian Federation and assessing the resource capabilities of joint venture partners.

The paper is devoted to the consideration of issues related to the value of the legal mechanism of budgetary regulation for the management of economic and social processes in a modern innovative society. The conceptual basis of the study was formed by the regularities of distributive financial relations that are objective in nature. Acting with the help of the rules of law regulating financial relations, the federal state through its public apparatus, on the one hand, regulates these relations, and on the other hand, forms, on the basis of these relations, financial and legal regulatory mechanisms for managing society as a whole. It has been established that the finance (the financial system), public financial activity and financial law constitute interrelated and interdependent elements of a uniform system that determines the distribution of gross domestic product in the state. For public financial activities aimed at distribution and redistribution of funds within the budgetary system of the Russian Federation, the mechanism of budget regulation governed by the rules of financial law is of key importance. In the course of the study, the author highlights various features of distributive financial relations in a federal state, examines approaches to the characterization of public financial activity, focuses on aspects of the concept of "budget regulation", and analyzes the significance of this mechanism for maintaining the stability of a federal state. The author concludes that groupings of financial law norms regulating certain types of homogeneous interbudgetary public relations associated with the distribution and redistribution of funds within the budgetary system of the Russian Federation constitute separate legal forms (methods) of budgetary regulation subdivided into primary and secondary forms (methods). It is concluded that in an innovative society, budget regulation is of key importance in the process of public financing, de facto performing the role of a universal management tool that ensures a socio-economic balance in the society.

In the article, development institution is considered from its legal form and nature, in which it can and should carry out its activities, namely, as a subject of public law. The relevance of this article is expressed by the introduction in the Russian law of a public law company concept, which is a new alternative to state-owned corporations. On July 3, 2016, Federal Law No. 236- FZ “On Public Law Companies in the Russian Federation and on Amending Certain Legislative Acts of the Russian Federation” (with amendments and additions) was adopted. After its adoption, a new wave of discussions began to take place on the active use of such concepts as a legal entity of public law in Russian legislation. At the legislative level, it became necessary to implement general principles regarding legal entities of the same type in the framework of the legal matrix, into which it is possible to attribute all known subjects of law. The special legal nature of development institutions requires a particular legal form that would meet the goals and objectives set for them. The use of almost all the provisions of the legal entity of public law theory, in modern practice, can be the correct decision to create the necessary legal form for development institutions. This will allow taking into account the features of the property base of their activities, peculiarities of management of the development institution, setting goals when making decisions, the ability to use specific tools of state regulation of economy in the implementation of public functions assigned to the development institutions.

Modern banking involves investment. Investment is an economic category characterized by a number of features. The types and forms of investment are diverse and can be transformed taking into account the state of the economy and the level of development of industrial relations. The faster growth of the financial sector in the economy led to the development of financial investments. Banks as financial and credit organizations are actively making financial investments in securities using Internet banking tools. Banks' investments in securities pursue a number of goals that determine the choice of securities for investment and their quality. The article examines the theoretical aspects of the investment activity of the banks of the Russian Federation and its impact on the stability of the banking sector as a whole, studies the issues of its classification, presents the author's position on the essence of the problem under study. Also, based on the analysis of actual data for 2014-2019, the target indicators of bank investments in securities and their development trends in modern conditions were determined. Official data of the Central Bank of the Russian Federation (Bank of Russia) and the Federal State Statistics Service were used as an information base for the study.

Subject. Considering the existing environmental situation, it becomes especially important for the State to regulate the anthropogenic footprint on the environment in the Russian Federation. Current amendments to the legislative framework for environmental security are intended to ensure the innovative development of regions concurrently with a reduction in adverse environmental effects and more active environmental policy. Objectives. The research is to devise methodological tools to evaluate the efficiency of environmental policy in regions. Methods. The research employs qualitative and quantitative methods of economic analysis, including statistical and content analysis, rating, matrix zoning. The dataset proceeds from the Federal State Statistics Service, governmental reports on the current environmental situation and environmental protection in the Russian Federation. Results. We propose our own approach to evaluating the efficiency of environmental policy. It may help trace the correlation between the quality of strategic documents and changes in environmental indicators for a certain period, flag the challenging areas in terms of the environmental policy implementation and outline possible development paths. The approach extends the list of quantification indicators in line with those ones adopted internationally and presented in the Environmental Security Strategy of the Russian Federation up to 2025. We evaluated the efficiency of the environmental policy referring to the regions of the Northwestern Federal District for the period from 2012–2016. Conclusions. Having analyzed the evaluation results, most of the Northwestern regions tend to be controversial and ambivalent in setting environmental goals and achieving them. The findings may prove useful as the analytical and data basis for articulating the environmental and economic policy of the regions.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.

The author touched upon topical issues of inter-budget alignment, budget provision of regions with financial resources, focusing on factors that directly affect the stability of the budget system, as well as highlighting problems in the budget sphere that require urgent attention from the authorities. It is concluded that the level of interregional differentiation continues to increase, and the modern mechanism of budget equalization requires urgent amendments and adjustments. It is emphasized that the main goals of socio-economic development of the Russian Federation related to the transition to an innovative type of development, changes in the structure of the national economy, set out in strategic documents and messages of the President of the Russian Federation and declared since 2009, are not being implemented, and the effectiveness of state economic policy and Federal budget expenditures for its implementation remains low. This indicates the need to review the current system.
