The management of modern companies (enterprises, organizations) is a complex process that includes the selection and implementation of a certain set of management influences in order to solve the strategic tasks ofensuring sustainable financial and socio-economic development. Information and communication technologies, which have reached a new qualitative level in the last decade, greatly expand the possibilities of effective management, since they provide managers, financiers, marketers, production managers with the latest methods of processing and analyzing economic information necessary for making management decisions. The main goal of creating and improving the company's information and communication technology system is to provide information support to all departments of the organization and its management in order to achieve sustainable competitiveness and high efficiency of the company as a whole, taking into account the current factors of domestic and world markets. Based on the foregoing, it can be said that in the modern world information and communication technologies are very important in ensuring the development and maintenance of the economy, as well as for the formation of such a society in which various types of modern systems based on computer technology, networks will be widely used by all segments of the population, information technology, telecommunications.

This article discusses the role of information and communication technologies in diplomatic relations in the modern world. In particular, special attention was paid to the diplomacy of Kazakhstan and China. In addition, the article highlights new trends in digital diplomacy in international relations that are gainingmomentum today. In this article, the author tries to analyze the main tasks and methods of information support of the diplomatic service in the context of Kazakhstan and China at the present stage. The Charter for a Global Information Society in Okinawa, ratified by the permanent members of the UN Security Council on July 22, 2000, states that «information and communication technologies are one of the most important factors in shaping society in the 21st century.» The Chinese authorities use the Internet and modern information and communication technologies not only as a means of deterring rival states, but also as an excellent opportunity to create a positive image of the country in the international arena. Under the Information Agency of the State Council of the People’s Republic of China, a special administrative office for Internet propaganda has been established. He manages and coordinates government propaganda on the Internet.

The development of the modern world is very complex and rapid, and the process is characterized by high rates of development of information and communication technologies. The Internet space is a means of searching and obtaining information, as well as a medium for communication, virtual interaction, and has a significant impact on the formation of stereotypes of behavior of the young generation, as well as ideals, spiritual values, personal and social worldview. The article identifies the positive aspects of the development of cyberspace by young people, and also notes the threats and barriers to cyber socialization for modern youth. The necessity of conducting psychological and pedagogical research on cyber socialization is actualized, a conclusion is made about the use of new technologies for the purpose of positive cyber socialization of the younger generation.

The article contains the analysis of the role and function of information and communication technologies in contemporary models of innovative educational processes based on theoretical and empirical studies. Information and communication technologies are defined as a set of tools and methods for obtaining, collecting, analytic and synthetic processing, storage and dissemination of information used in the management of socio-pedagogical systems. It was found that the network, integrative, fast learning and knowledge sharing models of innovative processes create information and communication environment allowing quickly and effectively exchange information. The experience of scientific-methodical and information support of innovations is outlined.

Abstract Given the weak formalization and insufficient information support in the early stages of data processing tools development in information and communication technologies, the use of intellectualization mechanisms and the creativity of the researcher is highly relevant. Mathematical models, decision support systems are actively used to introduce intellectualization into the process of modeling development prospects itself through the use of fuzzy set models, fuzzy logic, opportunity theory and other disciplines focused on unlocking the intellectual, creative potential of the developer. With this in mind, the paper aims to develop a decision support system scheme to evaluate the development of data processing tools in information and communication technologies by activating the researcher’s intellectual capabilities through the use of his fuzzy reasoning, fuzzy structural modeling of development motives, visualization and schematization of the successive development of data processing tools. In the process of developing such a decision support scheme, a procedure for calculating the coefficient reflecting the ability of the considered variant of the appearance of data processing tools to further improvement was obtained. A system of membership functions is proposed, which is used to determine the influence of development motives on the qualitative characteristics of the ability of prospective data processing tools to further improvement. Specific examples are given to illustrate the developed methodological apparatus, in which the spacecraft of the Earth remote sensing system is selected as a data processing tool.

While digital technology has become a significant resource for contemporary schooling, we still have little understanding of how these resources shape teachers’ scholarly practices and what support is needed to improve and move forward. This paper reports on a 5-year qualitative, longitudinal study on the scholarly practices of a small number of Australian primary and secondary school teachers in their use of digital technology. The study aimed to understand the complexity of their changing practices. Four categories of change were evident in the teachers’ practice with digital technology over time: knowledge, learning organisation, pedagogy and core approaches to teaching. The changes each teacher demonstrated reflected their distinct knowledge sets and beliefs. Tracing their changes longitudinally showed that some teachers demonstrated faster and more consistent change in their practices with digital technology than others and that visible change in their practices was not evident over the short term. This study highlights that change in digital scholarship is a personal and complex process and worthy changes are those that meaningfully respond to the context and also contribute to the teachers’ commitment to reflection and renewal of practice. In the fast-changing realities of the modern world arises a new concept of education that defines new educational goals and policies. Conceptually new is the understanding of education as a factor of social and cultural cohesion and as an economic potential.The quality of education is measurable in every aspect and at each of the levels at which it can be operationalized. It is a measurable figure at school, regional, national and international level; there is a social, pedagogical and economic aspect; attribute is to each of the key features of the educational system - resources, functioning, results.The new concept of education requires positive changes in the following areas:- education management - decentralization and guaranteed participation of civil society in the development, implementation and monitoring of education development strategies; planning of enough resources for education;- educational environment - building a tolerant, healthy and secure educational environment that promotes individual development; clearly defined mandatory knowledge and skills; practical direction of educational content; attractive forms of education representing understandable educational content; measurable educational outcomes; widespread penetration of new information and communication technologies;- teaching profession - targeted policies on teacher qualifications and distribution of effective pedagogical practices;- monitoring - creating systems for effective measurement of educational achievements and systems for monitoring the activity of the teacher and the school.The European Quality Report on School Education identifies 16 indicators, divided into four areas, as follows:- achievements - mathematics, reading, science, information and communication technologies, foreign languages, learning skills, civic education;- student progress - dropping out, completing secondary education, entering higher education institutions;- monitoring of school education - evaluation and management of school education;- resources and structures - education and training of teachers covered in pre-school education, number of students per computer, educational costs per student.
