Abstract. A research method of determining the clustering potential of the industrial complex of the region is proposed within the article. The main objective of the research is the development of a strategy of the formation and development of an innovative agroindustrial cluster of the region in the setting of decentralization of authoritative powers. In modern economic conditions, the search and application of new, adequate approaches to innovative development of agroindustrial enterprises is reasonably required. It is proved that the most significant form of the implementation of the agroindustrial enterprise potential is innovative clusters, which should be considered as economic subjects concentrated and technologically related on the geographical grounds and technologically new ones, which form territorial production complexes on a specific territory. It is substantiated that the policy of decentralization of authoritative powers is a significant catalyst for the cluster development, especially the agroindustrial production and economic recovery of many rural areas. This article studies the objective of intensification of the formation processed of innovative agroindustrial clusters in the regions of Ukraine. The block diagram showing the result estimation of clustering development of innovative agroindustrial enterprises of the region is proposed. A conceptual model of formation and development of innovative agroindustrial cluster of the region, which is based on structural modernization of economic space, solution of economic, social and ecological problems due to effective use of available areal resources, is developed. The formation of the concept of sustainable and competitive development of rural areas on the basis of a balanced socio-naturaleconomic space is studied by the authors as an object of research and management. The purpose of the article was to study scientific prerequisites as the basis for developing the concept of a balanced socio-natural-economic space of the agroindustrial complex and rural areas as a condition for their competitive and sustainable development. The tasks of the research include a critical analysis and the development of a system of categories that ensure implementation of the research goal. The ideas of the foreign scientists, accepted by the international scientific community, are generalized and adapted to the purpose of the study. These include the need to resolve the problem of sustainable development of sociobiotechnical systems in the face of global threats and risks to humanity; taking into account and reducing the risks in the developing harmonious relations between natural and social environments due to the formation of a global information space; scientific substantiation for the role of clusters in forming the competitive advantages of the countries; substantiation of the importance of digital economy in modern agriculture. Basing on generalization of the theoretical and practical provisions of the concept of agriculture multifunctionality in reproducing goods and public goods, a methodology has been developed that allows to identify and scientifically substantiate the role of a balanced socionatural-economic space of the agro-industrial complex and rural areas as the basis for their competitive and sustainable development. In the research methodology, an interdisciplinary integrated approach was used, within the framework of which the main theoretical and applied directions of the formation of a balanced, sustainable and competitive socio-natural-economic space of the agro-industrial complex and rural areas were identified. The use of a systematic approach made it possible to scientifically substantiate the state policy priority directions for creating a sustainable and competitive socio-natural-economic space in the agro-industrial complex and rural areas. As part of the study, a terminological and expert analysis was carried out on the material of the current regulatory acts of the Russian Federation. The article deals with the issues of sustainable development of the agro-industrial complex and rural areas as an object of research and management. The main current challenges in the spatial development of the rural areas in Russia are identified. The author's interpretation of the category “socio-natural-economic space of the agro-industrial complex and rural areas” has been substantiated. A new trend of radical changes in agro-industrial policy in the field of spatial development of the productive forces of the agroindustrial complex is revealed and scientifically substantiated. New approaches to assessing the competitiveness of rural areas as one of the targets of their sustainable development have been identified. It was recommended to include in the concept of sustainable development of rural areas new categories “agro-space” and “healthy food”. The main result of the study was the confirmation of the author's hypothesis and the acquisition of new knowledge about the availability of scientific prerequisites that allow developing a new concept of competitive and sustainable development of the agro-industrial complex and rural areas on the basis of a balanced socio-natural and economic space. The conclusion is substantiated that the competitive and sustainable development of the agro-industrial complex and rural areas can be effectively formed and supported through the use of strategic management. Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.

The development of agro-industrial complex of the Republic of Tatarstan in the current economic conditions is a key element in the formation of food security and the competitiveness of the region. Further achievement of competitiveness is possible in terms of further development of the corporate approach, methods and management tools, that will increase the efficiency and effectiveness of the agro-industrial complex of the Republic of Tatarstan. The article considers the corporate governance features, which consists in the search by enterprises of agro-industrial complex of the Republic of Tatarstan for further sectoral parameters of development for sustainable economic growth, taking into account the stochastic conditions of activity, enterprises of this sector of the economy.

The article is devoted to topical issues of improving the methodology and organization of fixed assets accounting. Fixed assets play a huge role in the labor process, as they together form the production – technical base and determine the production capacity of the enterprise. Their condition directly affects the activities of the enterprise, namely its continuous operation. Over a long period of use, fixed assets enter the enterprise and are put into operation; wear out as a result of operation; are repaired, by means of which their physical qualities are restored; leave the enterprise due to obsolescence or inexpediency of further use. Fixed assets used in enterprises in modern economic conditions are one of the most important economic resources. Fixed assets, formed at the initial stage of the organization, require constant management. In the process of accounting at enterprises there are a number of problems of methodological and practical nature in the organization of accounting, valuation and depreciation of fixed assets. In the course of writing the article, the economic characteristics and concepts of fixed assets, theoretical aspects of fixed assets accounting, normative documents related to the researched problem were investigated. The analysis of fixed assets can be carried out in several areas, the development of which in the complex allows to assess the structure, dynamics and efficiency of fixed assets and long-term investments. Options for solving problems in accordance with modern economic conditions are revealed. The correct organization of accounting of fixed assets ensures the efficiency of their use, the timeliness of determining and reflecting transactions with changes that occur with them, the completeness of the reflection of these changes in value terms in accounting. Thus, the fixed asset accounting system needs to be improved. A comprehensive approach to the organization of fixed assets accounting is needed, which is able to provide the necessary conditions and opportunities for the use of valuable accounting information to make management decisions on the evaluation and effective use of fixed assets.

In article, development of ethnoeconomy is considered as a possibility of overcoming an imbalance in the agrarian sector of the Russian Federation. The carried-out analysis of the definition “ethnoeconomy” has revealed the need of addition of innovative component in interpretation of this term. It will allow giving a new look to traditional forms of managing or carrying out production of ethnic goods according to the latest technologies. Prospects of a clustering of business activity in the sphere of ethnic economy in Krasnodar Region are considered. It is defined that it promotes increase in efficiency of interaction of subjects of small and medium business and also growth of their internal potential in modern economic conditions. It is revealed that the lack of infrastructure for realization of the ethnic production is one of the main problems of ethnic economy of any region of the Russian Federation. The authors consider that “successful” ethnic production should have a certain popularity, to be eco-friendly, to conform to the quality standards, and to possess original packing. The authors have considered theoretical prerequisites of formation of the Cossack farms of innovative type as innovative elements of economic space of the territory.

In modern economic conditions, it is important to analyze liquidity and solvency in the framework of evaluating the effectiveness of the enterprise. The article presents the results of the analysis of the liquidity and solvency of an agricultural enterprise, as well as recommendations for maintaining an acceptable level of liquidity.

The article is devoted to some aspects of creating very complex technological systems in the agroindustrial complex of Russia. The foreseeable developments of these systems are in the focus of attention, which allows them to be referred to agro-complexes for the mass production of basic types of food. The growing complexity of APC technologies is seen as a dialectical inevitability in their development, which simultaneously leads to a simplification of the functioning of all processes in the agro-complex. The range of issues under discussion includes the urgency and expediency of creating system technological complexes in the agroindustrial complex, their structure and structure, the system regularities of these complexes, as well as the issues of constant renewal through innovations that need to be planned. This concerns the ties of subordination and cooperation, the modernization of production technologies and processing of agricultural products, the introduction of new equipment and computer technology. The issue of transition to cognition of very complex technological systems is considered, which is connected with the development of methods for comprehension of new types of complexity and methods for its overcoming. The forecasted appearance of the system complex "Agrarian-food technology" in the form of a block diagram is described in detail, as well as the components of the expected effect of its functioning. The expediency of the requirements of processing industries to the technological properties of agricultural products is substantiated. The scientific and organizational conditions for the dynamism of the development of agro-industrial complex technologies are formulated.

This article presents an original methodological concept for the diagnosis of social potential and the classification of peripheral areas. The authors operationalized and quantified this potential. The proposed typology of peripheral areas was assessed in terms of methodological correctness, cognitive usefulness and practical use. In the deliberations, it was possible to verify the hypothesis stating that peripheral areas, assessed as homogeneous clusters of communes, are subject to functional and structural classification. It is possible to distinguish relatively homogeneous types and to identify their local social potentials that serve to create the so-called critical mass that initiates development processes. The preliminary results of the research allowed the authors to assume as correct the statement that each of the distinguished functional types of communes in the peripheral area has a separate social potential that is characteristic of it. Its effective use may contribute to the initiation of innovative development processes in these communes. However, it is important that they take place on a separate path, adequately to the opportunities offered by this local social potential. The practical use of the methodological proposals will allow improving the process of planning and implementing the development strategy of peripheral communes, taking into account their specificity and social potential. It will also facilitate the implementation of the assumptions of the regional policy of the European Union.The authors’ methodological concept presented in the article, used to study social potentials in peripheral areas, is a proposal for researchers dealing with the issues of diversity in the socio-economic space and the problems of peripheral areas. one of the basic directions of the long-term development of the agro-industrial complex is the implementation of measures for import substitution of agricultural products and food, increasing the high rate of export potential of the industry. At the same time, it is necessary to solve the problem of increasing to a rational level the consumption of basic types of food products in groups of the population with a relatively low level of income. The solution of these problems will require new approaches to the economic conditions of functioning of agriculture, its spatial de-velopment, cooperation, social arrangement of rural areas.

The current problems of the effective use of labor potential of rural areas, farms (peasant farms), personal subsidiary plots, contributing to the increase in the competitiveness of agricultural sector of Kazakhstan, and ensuring the country's food security are considered. Assessment of structural transformations that have taken place in agriculture and their impact on development of labor potential of rural areas is given. The analysis of the level of diversification of production in agroindustrial complex by regions, the use of sown areas by agricultural producers in recent years. Calculated gross agricultural output of the republic in the period 2015-2019, including in sectoral breakdown: livestock and crop production. It is noted that the growth of the competitiveness of agroindustrial production depends on the increase in the efficiency of functioning of agricultural entities, as well as personal households. The authors identified the factors that hinder the development of households of the population. The results of calculations of effective management of private household plots based on grouping are presented, depending on the number of family members, livestock and the size of the areas required for growing crops in personal subsidiary plots. The main directions of increasing the competitiveness of the country's economy as a whole, including agroindustrial complex, have been determined. Significant arguments are given for the development of a competitive environment on markets of agricultural products and raw materials in the interests of the end consumer of goods, works and services, contributing to the rational use of resource opportunities, achievement of national welfare at relatively low costs of production and circulation.
