The article is devoted to the matters related to determination of functions of the regional libraries: universal, research, children's, youth libraries and libraries for the blind. There are substantiated the methodological principles allowing to organize the system of functions in the conditions of diversity of approaches and designations, proposed in the dedicated print media, as well as there are identified the directions of actualization of functions in the modern circumstances.

The theoretical and methodological principles of ecosystem assessment of losses from pollution of water resources are researched. For the first time scientific approaches to ecosystem assessment of losses from water pollution by objects of losses, which include three main aspects: orientation to the development of the theory of losses of ecosystem services, the theory of ecological risk and the theory of degradation of the water ecosystem, are grounded. The algorithm and conceptual scheme of ecosystem estimation of losses from pollution of water resources which can be applied at formalization of their value measure is offered.

Целью данной работы является демонстрация нескольких методологических подходов к решению задач управления процессами трансформационных превращений вещества на границе раздела фаз макроповерхности и в дисперсных системах, которые можно, на наш взгляд, использовать в качестве критериев количественной характеристики одного из основополагающих законов научного направления «Геоника» - закона «Сродства структур». Предложенные подходы базируются на фундаментальных положениях физической и коллоидной химии, кристаллоэнергетики. В качестве данных критериев, позволяющих управлять структурообразованием на межфазной границе, предложены энергетическая интерпретация кинетической модели топохимического взаимодействия компонентов и значение аналоговой постоянной Гамакера. Разработаны методологические принципы экспериментального определения этих характеристик. Проведена апробация предложенных подходов на примере различных тонкодисперсных композиций: глиоксаль-кора, базальт-кора, базальт-полиминеральный кварцево-полевошпатовый песок и базальт-сапонит. Кроме того, коллоидно-химический подход к созданию суспензий на основе тонкодисперсных частиц горных пород, обладающих специфическими свойствами, позволяет синтезировать агрегативно устойчивые суспензии магнитных жидкостей. Приводятся примеры их использования в строительном материаловедении. This work aims to demonstrate several methodological approaches to solving problems of controlling the transformation processes of matter at the interface of the macro-surface and in dispersed systems, which, in our opinion, can be used as criteria for the quantitative characteristics of one of the fundamental laws of the scientific direction "Geonics" - the "Affinity of structures" law. The proposed approaches are based on the fundamental principles of physical and colloidal chemistry, crystal energy. The energy interpretation of the kinetic model of the topochemical interaction of thecomponents and the analog Hamaker constant value are proposed as these criteria make it possible to control the structure formation at the interface. We have developed the methodological principles for the experimental determination of these characteristics. We have tested the proposed approaches on various finely dispersed compositions: glyoxal-bark, basalt-bark, basalt-polymineral quartz-feldspar sand, and basalt-saponite. Besides, the colloidal-chemical approach to the creation of suspensions based on finely dispersed particles of rocks with specific properties makes it possible to synthesize aggregately stable suspensions of magnetic fluids. Examples of their use in building materials science are given.

In the articles worked out methodological principles of resource-ecological safety providing in the region, it includes three stages: authentication of danger, determination of resource-ecological safety zones and forming of idea of problem decision; a choice of providing events of sufficient resource-ecological strength of region security (it comes true on the basis of optimization economic models and complex estimation of alternative scenarios of the naturally-economic potential use in the region that takes into account an ecological, economic and technological criterion); adjustment and concordance of decisions (it comes true on the basis of integral model of the economic- ecological systems development of the secondary material and power resources use in the region taking into account a regional specific).

The article substantiates the theoretical and methodological principles of vocational education and training content modernization. It describes the modern principles of vocational education content designing for future vocational education teacher in the field of agricultural production training. Based on theoretical analysis and taking into account the features and requirements for information and communication future vocational education teacher in the field of agricultural production training, criteria for selection and construction of content-oriented information and communication teacher training are selected. They are the following: determination of this content by the structure of professional activity and object (subject) study; functional completeness; minimum required content; interdisciplinary support and professional expediency; compliance of the complexity of the time allotted for mastering the content with the established methods; typicality; the effectiveness of the elements of the organized training process to motivate future professionals to use ICT in future professional activities; relevance; compliance with the content of the existing educational and methodological support of classes. The necessity of using the offered criteria as a tool for evaluation and selection of content, which ensures the implementation of the training goals, information literacy, and professionalism of modern vocational education, which can be considered through the synthesis of competencies containing visual-methodical, psychological-pedagogical and ICT components.

The effective implementation of the structural-functional model, introduced into the educational process of an educational organization, is facilitated by the determination of the necessary and sufficient pedagogical conditions, which are determined taking into account the specifics of the educational process of the organization and the relationship of these conditions, which structurally form a single, integral complex. The article is devoted to the modern interpretation of the methodology of theoretical simulation of international relations - the system of the methodological principles. Thus, applying the principle of interference, the researcher receives additional methodological possibilities for the determination of rules necessary to form typological groups of international relations, and to determine the criteria for ranking of international interactions in terms of their social and historical significance. The principle of sustainability in the historical context of international relations regards international relations as a special natural and continuous process within human society. The principle of coherence requires to bear in mind the level of human awarenees in the modeling of international relations – the awareness of individuals – participants of international community, and accordingly, of the whole social community to which they belong. Each of the proposed principles focuses on individual, but synergistically linked and relevant to the researcher notional subject– the being of international relations.
