The article, based on a wide range of sources, attempts to reveal the essence of the concept of “information culture of the individual”. Authors investigate and generalize the views of domestic and foreign scientists concerning the essence of the concept of “information culture of the individual” and propose the author's definition of the studied concept.

Введение. Обсуждаются подходы к определению понятия «информационная культура», основные направления ее формирования у студентов гуманитарных вузов, а также характеристики сформированности информационной культуры у будущих экономистов и менеджеров. Осуществляется исследование инструментов формирования информационной культуры и математической грамотности у студентов гуманитарных вузов. Цель работы – исследование инструментов формирования информационной культуры и математической грамотности у студентов гуманитарных вузов. Материал и методы. Материалом исследования послужили разработанные преподавателями кафедры информатики и математики электронные курсы, размещенные по адресу https://edu.gup.ru/ Результаты и обсуждение. Рассмотрена модель электронного курса по дисциплине «Информатика» и последовательность формирования у студентов 1-го курса информационной культуры. Представлена декомпозиция деятельности преподавателя в ходе обучения студентов. Показаны возможные внешние воздействия на систему «преподаватель – студент», используемые преподавателем ресурсы (программные средства). Процесс деятельности преподавателя на занятиях по дисциплине «Информатика» раскрыт более подробно. Показано, что деятельность преподавателя заключается, в основном, в формировании списка заданий первого и второго семестра и контроля (проверка ответов студентов на задания в ходе изучения материалов дисциплины, текущей аттестации и промежуточного контроля знаний (зачетов и экзаменов)). Заключение. Описана структура разработанного электронного курса, а также обобщены статистические данные, полученные по результатам проверки ответов студентов, подготовленные по результатам выполнения заданий. Представлены элементы электронного курса «Методы оптимальных решений». В дальнейшем планируется продолжить совершенствование структуры электронного курса с учетом современных тенденций в области цифровизации образования. Introduction. The following issues are discussed in this work: – approaches to the definition of the concept of “information culture”, the main directions for the formation of information culture among students of humanitarian higher educational institutions (universities) during the teaching of disciplines that form mathematical literacy and information culture among students (during the work of students in the following disciplines: “Informatics”, “Information Technologies in Economy”, “Information Technologies in Management”, “Mathematics”, “Mathematical Analysis”, “Probability Theory and Mathematical Statistics”, “Methods of Optimal Solutions”); – characteristics of the formation of information culture among future economists and managers (characterize the level of formation of competencies based on the results of studying the above disciplines); – tools for the formation of information culture of students of the Saint-Petersburg University of Humanities and Social Sciences (electronic courses in disciplines). Material and methods. The material of the research was electronic courses developed by teachers of the Department of Informatics and Mathematics of the St. Petersburg Humanitarian University of Trade Unions (SPbGUP). Educational materials are posted in the system of supporting the independent work of students of St. Petersburg State Unitary Enterprise at https://edu.gup.ru/. Results and discussion. The article considers the model of the electronic course in the discipline “Informatics” and the sequence of formation of 1 course of information culture among students. Conclusion. The paper describes the structure of the developed electronic course, as well as summarizes statistical data obtained from the results of checking student responses, prepared based on the results of completing tasks. In the future, it is planned to continue improving the structure of the electronic course, taking into account modern trends in the field of digitalization of education.

The article includes the author's definition of the concept of "information culture  of education manager", the functional model of information culture of educational manager consisting of following components: motivational, normative-valuable, cognitive-operational, communicative, informational, critical, educational and creative. The article includes information about level and factor analysis of information culture of educational manager, detection of the main components affecting the information culture of educational manager and their dependence.

The article considers the conditions for the formation of information culture of cadets of a military educational institution in the process of teaching physics, which contribute to improving the efficiency of the educational process. The author outlined various approaches to the concept of "information culture": philosophical, informational and cultural. From the point of view of these approaches the definition of the information culture of the individual is given. The author identifies and describes the main components of the information culture of the individual. Based on this, the pedagogical conditions for the formation of information culture of cadets are formulated: the motivation of cadets to master information culture in the process of active cognitive activity in the study of physics, associated with the projection of educational tasks for the future profession; the use of problem-based learning that promotes the development of consciousness through the resolution of cognitive problems containing contradictions; the creation of a comfortable information and educational environment.

The article considers the preconditions for the emergence of the phenomenon and the concept of "information culture". The purpose of article is to identify the main components of the information culture of the individual, and to analyze their relationship. The author used the methods of logical comparison, systematization and generalization, which allowed to achieve the goal of the study and draw conclusions. The high rates of scientific and technological progress, the expansion of cognitive activity of people, the emergence of new sciences, the rapid change of not only production but also social technologies, the dynamism of modern society - all these aspects became the basis for significant growth of information resources. The factors of changing the attitude to the concept of "information culture" in chronological order are given. Distinctive and similar features in the views and attitudes to the "information culture" of scientists "East" and "West" are considered. The main approaches to the definition of "information culture" are highlighted. The views of scientists on the components of information culture are listed. The expediency and importance of using the activity approach to the formation of information culture are given. The main components of information culture of personality are singled out. A brief analysis of the interaction of each component is given.

Аннотация: В современном развивающемся обществе все больше расширяется роль и значение информации. Информация становится ключевым фактором развития человеческой цивилизации. В этих условиях важное место в структуре личности принадлежит ее информационной культуре, предполагающей владение источниками информации, способностью к ее поиску и активному использованию в жизненных процессах. В овладении молодежью информационной культуры важная роль принадлежит вузам и вузовским библиотекам. В статье показаны актуальность рассматриваемой проблемы, значение этих факторов становлении информационной культуры молодых поколений в период получения высшего образования, когда идет формирование всей культуры личности в целом. Раскрывается содержание понятия информационной культуры, кратко характеризуется современное состояние формирования информационной культуры в вузах Кыргызстана, определяется роль вузовских библиотек в воспитании информационной культуры студентов. The article shows the relevance of the problem, the importance of these factors in the formation of the information culture of young generations during the period of higher education, when the formation of the entire culture of the personality as a whole is in progress. The content of the concept of information culture is revealed, the current state of the formation of information culture in universities of Kyrgyzstan is briefly characterized, the role of university libraries in the education of students' information culture is determined. Introduction. The lack of a coherent systemology law does not enable the use of evidence-based formalization to solve the basic theoretical problems of law interpretation and enforcement. The development of an appropriate formal-theoretical apparatus is possible on the basis of a productive systemological concept. The justification of this concept is based on the study of philosophical bases and fundamental principles (integrity, dynamic equilibrium, feedback, etc.) and the use of logical and linguistic methods of problem-oriented system approach. Theoretical Basis. Methods. The conceptual and logical modeling of legal ergasystems, the systems analysis and resolution of the theory-applied base of technology of two-tier legal regulation; the synthesis and modification of private scientific results of the author published in 2000–2019, with copyright in the author’s scientific works and educational publications. Results. The contemporary conceptual variant of combined “ICS”-approach (“information, cybernetic and synergetic”) as a general methodology of analysis and optimization of legal ergasystems, as characterized by the following conditions: the substantiation of the appropriate three-part set of methodological research principles, corresponding to the triple-aspect physical nature of the study of complex legal systems as ergasystems; the clarification of the conceptual and logical model of the legal ergasystem taking into account the fundamental feedback principle; the definition of the law of necessary diversity of William R. Ashby is justified and corresponding conditions of realize of effective technology of two-level (normative and individual) legal regulation; the definition of basic concepts and methodological principles of modern systemology of legal regulation; the justification of the functional organization of the Invariant Rational Control Loop. Discussion and Conclusion. A developed conceptual object-oriented version of combined “ICS”-approach for analysis and optimization of legal ergasystems is a methodological basis for the development of a working formal-theoretical apparatus of legal regulation systemology. This will formalize the decisions of the main theoretical problems of law interpretation and enforcement, as well as developing and implementing special information and legal technologies based on the concept of information and functional databases and knowledge. This will in turn ensure the information increases the effectiveness of the system of legal regulation of public relations as an information and cybernetic system subject to the subjective organizing process of human activity and the objective synergetic processes of disorganization.

The article examines the characteristics of the functioning of information security in the e-government system, a phenomenon that is only possible based on the development of the information security infrastructure. The authors analyze information security as a key element of the concept of e-government, as well as various interpretations and ways of explaining the concept of information security. The research team's approach to the definition of the concept of information security is formed from the deep understanding of this concept, in terms of general theoretical analysis. Topics, objects, functions, types, principles, forms, levels of provision and structural elements of information security are studied. It is concluded that the organization of modern computer security of the State is undoubtedly a complex, systemic and multilevel phenomenon, whose state, dynamics, and perspectives are directly influenced by many external and internal factors, the most important being the political situation. In the world the presence of possible external and internal threats; state and level of development of information and communication of the country and internal political situation, among other aspects.

The article focuses on the importance of information culture as an integral part of professional culture of engineers, which affects the quality and safety of engineering solutions. The main two approaches to the definition of "information culture" are determined, which include an information approach when the information culture is reduced to the concept of computer or information literacy and a culturological approach when the concept "information culture" is seen as a way of human life in the information society. Development of the information culture acts as a process of harmonization of the inner world of man in the acquisition of socially significant information. The main components of information culture of engineers are highlighted, including literacy and competence in understanding the nature of information processes and relationships, humanistically oriented information value-semantic sphere, developed information reflection, creativity in information behaviour and socio-information activity. Based on a broad understanding of information culture as a qualitative characteristic of the life of a specialist in terms of receiving, transmitting, storing and using information, where universal moral values are the main priority, basic methodological approaches to forming information culture of future engineers are proposed, namely: system, personal, activity, integrative, culturological, axiological and reflexive approaches. The process of developing future engineers’ information culture in the process of professional training in higher educational institutions will be effective providing that it is based on the substantiated methodological approaches.

The key concept of information science is the concept of information which is tied to a number of complications. The main problem is that there is no definition of this concept. The purpose of this article is an analysis of the concept of information from the position of classical logic. The main method of the article is a conceptual analysis. First, we briefly deal with the overview of the concepts of information, with concepts and their definition as such and with the scope of the concept of information. Then, we provide an analysis of 31 important definitions of the concept of information which were developed within the scope of information science and related fields, and we consider relations between the concept of information and the concepts in other disciplines. Conceptual analysis of the concept of information leads to the conclusion that information is probably a concept that somehow addresses the entire reality, thus that it is a term, which is in the classical logic described as transcendental. This fact, in the view of the fact that information science is a special field, seems to be a serious methodological problem. Problems associated with the broadness of the concept of information have three possible solutions: transformation of information science into the universal science, narrowing the concept of information to a special term, or replacement of the concept of information by a different one. At the end of the article, we briefly point out our solution to the problem.
