This paper presents a case study about an environmental lawsuit proposed by an indigenous citizen and signed by an indigenous lawyer aiming at preserving the environment inside the Indigenous Land of São Marcos, near Pacaraima city seat, at the border of the Indigenous Community of Ouro Preto. The case is about the irregular disposal of solid waste by the city seat inside the indigenous land and within the limits of the community where the tuxaua author of lawsuit lives. The objective of the paper is to check whether the judicialization of this environmental claim resulted in the maturation of the indigenous movement pointed out by the exercise of the full protagonism in solving problems arising from the relationship with the Brazilian State. The methodological procedures were partially empirical, based on two years of field observations, carried out at the community and in several meetings at the Public Prosecution Office in Roraima, workshops and assemblies with indigenous leaderships; bibliographic and documental, based on literature and on procedural documents. Finally, it was possible to observe the indigenous protagonism in the defense of their interests through the judicial apparatus of the State, reinforced, in the concrete case, by the nature of the indigenous land as a conservation unit and abandonment of the government tradition of the representation guardianship.

A person in legal studies can be referred to as a legal subject because he commits the rights and obligations relating to certain matters. As in the early part of Surabaya mayor's draft regulation about the procedures of choosing the Board of Community Empowerment Institution of Local Village Village Institution, Citizen Association and the Neighborhood Association (draft regulation of surabaya’s mayor) that in order to regulate the relationship between Surabaya government with Community Empowerment Institution (LPMK), Citizen Association (RW and the Neighborhood Association (RT) as partners in the implementation of development in the city of Surabaya, the government of Surabaya has established the Mayor’s regulation No. 38 year 2016 on implementation of the Surabaya City Regulation number 15 year 2003 about the guidelines for forming the organization of resilience community of Kelurahan Institutions, RW and RT who are about to organize the electoral ordinances Management of LPMK, RW and RT. The draft of Surabaya’s Mayor regulation before it was confirmed was conducted socialization by the law of the secretariat of Surabaya area in Surabaya on 19 March 2019. This activity has been in accordance with Act No. 12-2011 where the socialization of the first to know the aspirations of the public in this case stakeholders related to the draft Perwali Surabaya. Article 21 of Act No. 25-2009 shows the purpose of a legal state relating to the so-called task of managing and organizing tasks. Related to the government in the modern state, Spelt and ten Berge, distinguishes them in the tasks of regulating and managing the tasks (ordenende en verzorgende taken).

In the last decades, the occupation of the pedestrian routes and in general of the public space in the city center of Cali Colombia, have been evidencing diverse phenomena, which to a great extent respond to the accelerated growth of the urban population, where the migrations that have occurred in the interior of the country (fruit of the social conflicts of the last decades), have particularly marked the realities. In Cali, on 10th and 15th streets, near the Government Building, the Palace of Justice and the Municipal Administrative Center - CAM, the public space in general terms has been stressed in a particular way, which has generated conflicts in the surfaces designed for the pedestrians, since they are occupied by vendors in the midst of the informality routines, forcing the pedestrian to use the automobile tracks being a notorious and interesting phenomenon, when observing the factors that produce it and using them as parameters in the design of architectural spaces that contribute to improvement.

This research was motivated by the need to identify what is the relationship between organizational support provided by the Superintendence of the Public Administrative Expenses Management – SUGESP to its servants, the perception of servants of this support and to the concepts of sustainability. The general objective is to assess the relationship between the organizational support offered by SUGESP and the perception of employees. Theoretical aspects were addressed, such as the theory of Organizational Support, the conceptualization of the importance of employee satisfaction for the success of organizations, the Theory of Organizational Support, concepts of Public Administration and sustainable development. The methodology employed is quantitative approach, the search strategy used was the case study and study procedures were done through document analysis. Data collection was carried out by applying a self-administered questionnaire to a sample of employees working at SUGESP, as well as with the managers of the Superintendence. At the end of the research, it was identified that the average responses from the interviewed employees point out that they are indifferent to the perception of organizational support, while the manager, in the direct affirmative questions, identifies that the support offered is indifferent.  In the inverse affirmative questions, he agrees that there is effective support. It was also identified that approximately 56% of the employees do not have a clear understanding of the concepts of sustainability, a fact that influences the achievement of objectives and goals defined by managers.

Governments are increasingly facing conflicting land uses in cities. Many governments strongly aspire to provide green spaces for the public, yet simultaneously stimulate private preferences for real-estate development. This paper argues that examining the interrelationship between land ownership and control over land clarifies the provision of green spaces in the context of private preferences for development. It presents a case study of the Carré de Soie urban development in which the government aspires to an abundance of green but concurrently encourages the market to take the initiative. The findings show that the lack of public land ownership combined with private actors having a say in control over land fell short in satisfying public aspirations for green spaces. This paper concludes that if cities need to become greener, recognising the role of the government to act in the public interest is of utmost importance.

This paper investigates the constraints that limit the use of public bus by people commuting to work in Putrajaya, Malaysia. Putrajaya was built to replace the city of Kuala Lumpur as the new administrative centre for the government of Malaysia. This research adopted qualitative methods which involved a total of 29 respondents who use car and/or bus to commute to their workplaces. The findings of this study show that several factors, such as reliability, safety, and customer service, play considerable roles in promoting the use of public transportation. The respondents agree that reliability (e.g. frequency, punctuality, and transfer) is an important factor in choosing a particular mode of transport. Safety is one of the major concern amongst the respondents, which need to be improved along with customer satisfaction of the public bus service. The results of this study suggest that a more reliable and accessible service is required to promote public bus as an attractive mode of transport.

The contribution of recyclers to the environment and the local economy is not recognized and they are not remunerated for the service they provide to the city. It is well known that informal collection contributes to the recycling of resources in a positive way, but it is also associated with several environmental, health, and social problems. In Colombia, these recyclers work informally. In 2016, Decree 596 was issued, which regulates the utilization of the public cleaning service and the transitory regime for the formalization of informal recyclers. The objective of this work is to evaluate the social and technical impact of recycling in the city of Bogotá three years after the regulations were issued. A study was carried out in order to study how recyclers have been affected by the new regulations after three years of validity as well as understand their perceptions of the evolution of recycling in the city. The study consisted of a series of surveys of recyclers from a statistical sample with 0.05 error that applied a mixed approach. Qualitative and quantitative analysis were included. This analysis was done in order to mix statistical results with deep analysis. The survey indicated that a low percentage of users (good 28%) performed good processes of separation at the source, which lowers the recovery of materials and prevents the potential use of many others. Likewise, it was evidenced that for a material to be sold or commercialized it depends significantly on the separation at the source. In addition, according to the perception of the respondents, society tends to discriminate against them, which leads to the conclusion that discrimination still exists between both the government and society. Finally, the current legislation has not been effective in its implementation and court declarations regarding recyclers as people with inherent rights have not yet been applied in Colombia.

  Literacy is still a problem in various regions. The times’ development has also changed the spectrum of literacy, so literacy is not just the ability to read, write, and count. The results of the measurement of various international institutions prove how the condition of literacy has deteriorated. How is the management of literacy carried out by the Government, Regional Government and the community? What should literacy stakeholders do in an effort to develop a cultural literacy? This study aims to describe the condition of literacy in the region, encourage the presence of the Government and Regional Governments to initiate extraordinary agenda of literacy implementation, and provide understanding to the public regarding the availability of public participation space to actualize literacy culture. This study used a descriptive qualitative approach to describe literacy in the area with a case study method in Baubau City. The study concluded the importance of rearranging literacy management in an integrated manner - Central and regional by involving stakeholders in literacy. It is recommended that the Baubau City Government initiate the Literacy Hub (L-Hub) which will be an accelerator of the development of cultural literacy by prioritizing the active role and collaboration between community elements. In addition, it is necessary to create a conducive climate that supports ecosystem literacy and literacy as a lifestyle for the sake of the creation of literate generations that will accelerate the realization of the city of literacy. Abstrak Literasi masih menjadi problematika di berbagai daerah. Perkembangan zaman turut merubah spektrum literasi, sehingga literasi tidak sekedar kemampuan membaca, menulis, dan berhitung. Hasil pengukuran berbagai institusi internasional membuktikan betapa terpuruknya kondisi literasi. Bagaimana pengelolaan literasi yang dilakukan Pemerintah, Pemerintah Daerah, dan masyarakat? Apa yang harus dilakukan para pemangku kepentingan literasi dalam upaya mengembangkan budaya literasi? Kajian ini bertujuan mendeskripsikan kondisi literasi di daerah, mendorong kehadiran Pemerintah dan Pemerintah Daerah untuk menginisiasi extraordinary agendapenyelenggaraan literasi, dan memberi pemahaman kepada masyarakat terkait ketersediaan ruang partisipasi publik untuk mengaktualisasikan budaya literasi. Kajian ini menggunakan pendekatan kualitatif deskriptif untuk mendeskripsikan literasi di daerah dengan metode studi kasus di Kota Baubau. Kajian menyimpulkan pentingnya menata kembali manajemen literasi secara terintegrasi - Pusat dan daerah dengan melibatkan para pemangku kepentingan literasi. Direkomendasikan agar Pemerintah Kota Baubau menginisiasi Literacy Hub(L-Hub) yang akan menjadi akselerator pengembangan budaya literasi dengan mengedepankan peran aktif dan kolaborasi antarelemen masyarakat. Selain itu, diperlukan penciptaan iklim kondusif yang mendukung ekosistem literasi dan pembiasaan berliterasi sebagai gaya hidup demi terciptanya generasi literat yang akan memercepat terwujudnya kota literasi.

<p><em>Competition in a government organization that has a position always causes negative friction. The source of all this is due to the absence of bureaucrats' policies in carrying out professional, efficient, neutral and honest duties and responsibilities. Implementation in the bureaucratic system is not spared from the view of the public who know that people who occupy bureaucratic positions always serve the community and become an intermediary between political parties and the government. It has become commonplace for bureaucrats to always use a system of mutualism, as well as mutual relations without harming one party to the other. In giving positions from superiors (patrons) to subordinates (clients), it is always included with a high desire and marukh that someone who has a high position then he must also balance with a broad and high power as well. Therefore the recruitment of bureaucratic members in the government does not always look at the functional side of a person, but because of the support of his subordinates. There must be a term that is always fixed in the mind and mind of a high-ranking bureaucratic official, that the stronger a person's power is always marked by the number of subordinates or staff he has especially in the city of Padang. The method used in this article is the writing method with literacy studies sourced from written sources, in the form of journals, articles, magazines, internet, literature or documents that are relevant to the problem under study. The results of the study with this literature study method are to analyze the relationship between patrons and clients towards government bureaucratization with the dimensions of parkinsonism or classic disease that cannot be overcome or eliminated which will have an impact on the wider community.</em></p><p><em> </em></p>

This study investigates how outsourcing multiple public functions in a single contract increases the complexity of the services rendered under the agreement. We hypothesize that product complexity arises in these bundled service agreements due to several factors including diseconomies of scope, the 'lock-in' problem, and communications problems between the contractor, the government and the public. We investigate these questions using a textual analysis research methodology to examine the initial contract documents that formalized an agreement between the City of Sandy Springs Georgia and the firm CH2M Hill. The results of this qualitative study identified several ways that different combinations of functions increased product complexity. It also revealed ways the contracts were designed to mitigate the risks of outsourcing multiple functions in a single contract.

The environmental issue is becoming an important sustainable development goal due to its devastating impact on the economy, society, and ecosystem. The need for managing environmental issues is leading a government to work closely with stakeholders such as environmental NGOs and local municipal councils. While collaboration between government and local municipal councils has been widely covered in the literature, the relationship between environmental NGOs and the government remains a complex issue. In the past, environmental NGOs have a responsibility to advise the government and create awareness to the public. However, the trend has soon changed, where environmental NGOs are becoming more active and influential in enacting policies to uphold environmental integrity. The purpose of this study is to investigate the role played by Malaysian environmental NGOs and the current states of environmental integrity in Malaysia. This study used a qualitative case study of illegal plastic recycling factories in Malaysia to achieve research objectives. The findings show that environmental NGOs in Malaysia are a mediator between the government and the public. However, environmental NGOs are now more active in influencing the public to pressure the government to uphold environmental integrity. In addition, Malaysia's environmental integrity has increased with several policies by the government for firms, and consumers are already in place and gearing towards zero plastics. An improvement from the government side should focus on an integrated waste management system to enables circular economy adoption among firms. This study novelty lies in the introduction of environmental NGOs as a mediator to foster Malaysian environmental integrity and integrated waste management
