The study found that the existing potential of the timber industry complex is not used effectively enough, as evidenced by the low level of wood processing, the development of only 50 % of the declared annual allowable cutting rate, insufficient use of modern technologies for processing wood raw materials, as well as reforestation. The consequence of this is the low share of the timber industry complex in the total volume of production in the regions. Based on the cluster method, the regions of the Russian Federation were grouped in 2010–2019 according to indicators reflecting the availability of resources (forest cover of the territory and the total stock of wood) and the level of their use (the share of the type of economic activity in the total volume of production in the region). The analysis carried out and the results obtained on this basis made it possible to identify the most successful practices for realizing the potential of the timber industry complex, as well as possible directions for the development of the forest industry in the regions of the Russian Federation.

The timber industry complex of the Russian Federation ranks fourth among all branches of the country, because in terms of forest area Russia ranks first in the world (8148895 km2), which is about 49.76% of the total area of Russia. The timber industry complex is a complex system and consists of four components (logging industry, woodworking industry, pulp and paper industry, wood chemical industry). Particular attention is paid to this industry in Eastern Siberia, Western Siberia and the Far East, because these regions have the greatest forest cover. In sparsely wooded regions, the timber industry is not a priority and little attention is paid to it, both by the state and by investors. In this article, we examined the state of the forestry complex of the Voronezh region, the forest cover of this territory is only eight percent of the entire territory of the country, all forests are protective, therefore the volume of timber is carried out thanks to sanitary felling and is about 285 thousand m3. In this region there are about 20 large and medium-sized enterprises involved in the timber industry and about 40 small private enterprises. The main problem of the timber industry complex in a low-wooded region is low-quality products, imperfection of regulatory legal acts at the regional level, and lack of investment. In this regard, measures were proposed that will contribute to the development of the timber industry complex in the low-forest region.

The territories of the timber industry complex of the constituent entities of the Russian Federation that are part of the North-West Federal District are considered. A number of regions in the North-West Federal District possess a significant forest resource base and a system of logging and woodworking centers, which is a prerequisite for the intensive development of the timber industry complex and its territories. However, at present, the wood resource potential of these constituent entities of the Russian Federation and the capabilities of the timber industry complex of the North-West Federal District are not being used rationally and are being subject to extracting the current profits by renters of forest areas, which саuses stagnation of wood processing companies and places of their locations. In order to search for potential field of development of territories belonging to the timber industry complex of the North-West Federal District, urban planning aspects of the modern use of these territories have been studied, key urban-planning and resource problems requiring a scientifically based solution have been identified and structured.

The classification of the Russian resource regions is carried out in the study. It is shown that it is necessary to take into account the dynamic aspects of development of raw materials territories in the analysis of the social-and-economic development of resource regions. The recommendations to increase the role of the subjects of the Russian Federation in regulating the mineral and raw materials complex are proposed.

The increasing demand for zinc and a range of zinc-related metals (for example: lead; indium; tin; cadmium; and copper) in the Russian Federation cannot be satisfied by the existing production plants due to the lack of raw materials. At the same time, ferrous and non-ferrous metallurgy and the chemical industry have accumulated hundreds of millions of tons of zinc wastes (falling into the hazard categories 2 to 4), the processing of which could not only make up the raw material base, but also improve the environmental situation. In the world, over 85% of ferrous dust is recycled using the Waelz process. The Waeltz process is used for distilling separation of elements under reducing conditions. In this study, a block diagram for production of the following elements from industrial wastes is proposed: zinc, cadmium and indium in form of massive metals; zinc and indium in the form of fine powders; and clinker as a raw material for cement production. The technical and scientific details of this new process have been patented in the Russian Federation and abroad. For the first time, the following operations have been implemented with the use of large-sized Waelz kilns: vapour-oxidized Waeltz treatment of polymetallic wastes; recycling of heat from gases and solid products with generation of process fumes; and implementation of alternative flux (dolomite) and alternative fuel (petroleum coke). The article presents the modern legal framework for the restoration and development of the land reclamation industry in the Russian Federation; specifics of the implementation of the State Program for the Development of Agriculture and the regulation of markets for agricultural products, raw materials and food, considering the implementation of the departmental program "Development of the Land Reclamation Complex of the Russian Federation". The formulation and content of the concept of the socio-economic potential of amelioration of the country have been concretized, which made it possible to identify the target orientation of such private potentials of the industry as: resource, innovation and technical, investment and entrepreneurial, economic, regulatory, social and personnel and information and digital. The classification of factors influencing the social and economic potential of land reclamation in the Russian Federation was substantiated and the relationship between the leading groups of these factors, focused on the financial and investment potential of agricultural producers, government support and the level of demand for agricultural products, was visualized. The official documents are detailed, which allow to manage the personnel potential of the industry, as the most important component of its reclamation potential. Sectoral guidelines for the development and formation of ameliorative potential at the federal level and the importance of regional programs for the development of rural areas are outlined. In the course of the study, it was revealed that there was no relationship in the regulatory documents on the formation and development of the potential of the reclamation industry of the agroindustrial complex, and it was concluded that it was necessary to improve the mechanisms of regulatory and methodological tools.

The prospects and problems of using the Northern sea route for transportation of raw materials are examined. The author makes an attempt to study the current state of the Northern sea route as the most important transport corridor of the Arctic region, and analyzes the existing problems that reduce the economic efficiency of cargo transit along the NSR. The ways to improve the efficiency of transportation of raw materials along the Northern sea route are reviewed. The author assesses the importance of the Arctic region for the Russian Federation as a whole, as well as he points out the need for its development in the near future.

The Murmansk region is a region with the largest enterprises of the mining complex of the Russian Federation: KF JSC “Apatit”, JSC “Kola MMC”, JSC “Olkon”, JSC” Kovdorsky GOK”, JSC” North-West Phosphorus Company”, LLC”Lovozersky GOK”. They provide the majority of the country’s demand for phosphate ores, zirconium raw materials (baddeleyite), niobium, tantalum, and rare earth metals. In addition, the mining and processing of copper-nickel, iron and chrome ores, nepheline and ceramic raw materials, facing stone and building materials is carried out. At the same time, the activities of enterprises have a very negative impact on the environment. The issues of environmental safety in the extraction and processing of minerals, storage of mining waste in the Arctic zone of the Russian Federation are of particular relevance. The definition of sustainable development in relation to the mining industry is given. The concepts of available best technologies, circular economy, and “green growth” are considered from the point of view of their contribution to sustainable development. It is shown that the sustainable development of enterprises at the present stage is impossible without improving the environmental friendliness of production. The article analyzes the legislation of the Russian Federation and the practice of its application to identify mechanisms that promote sustainable development and eliminate barriers to the implementation of this concept in the mining industry. New technological solutions have been developed for mining enterprises of the Murmansk region, aimed at reducing aero-technogenic emissions, cleaning waste (mine) water, processing tailings of enrichment as man-made deposits, which allows both to minimize man-made environmental impacts and to increase the full use of mineral raw materials. Thus, the expediency of using the principles of “green growth” for the development of economic development policies in the Arctic is justified.

The article is devoted to the development of new and perspective for the State Pharmacopoeia of the Russian Federation (SP RF) techniques for determining of the moisture (loss on drying) of medicinal plant raw materials of the morphological group “Fruit” and medicinal plant preparations by the use of infrared thermogravimetric (IRTGM) method. The techniques for determination of moisture (loss on drying) IRTGM-method as exemplified by the fruit of the following medicinal plants: Silybum marianum (L.) Gaertn., Rosa cinnamomea L. and Anethum graveolens L. were developed. The comparable results for determining of the moisture (loss on drying) of the medicinal plant raw materials of investigated plants were obtained by means of two methods: IRTGM and pharmacopoeial method, which allow us to recommend the developed techniques for inclusion into the relevant monographs of the State Pharmacopoeia of the Russian Federation.

Nowadays countries are focused on the development of high-techology industries, which will allow them to increase their competitiveness. However, Russia specializes in the export of raw materials and goods with a low degree of processing. In this regard, one of the key aims of Russia is to develop high-technoligy production and expand its presence in the markets of goods with a high degree of processing. The abstract reveals the export of high-technology goods and services. The article analyzes position of the Russian Federation in the world market of high-technology goods and services. Russia specializes in the export of such high-technology goods as aerospace production, nuclear technologies and weapons. Russia specializes in the export of such high-technology services as telecommunications, computer and information services, professional and consulting services, engineering services, services in technical fields and in the field of architecture. Special attention is paid to the promising directions of high-technology exports, the importers of Russian high-technology products and trends in exports and imports of high-technology goods as well as trends in exports of high-technology services. For example, Russia should develop exports of such high-technology goods as jet engines, nuclear reactors and their components, fuel rods, nuclear technologies and weapons. The most promising export directions from the machine-building industry are vehicles and equipment production. Russia should focus on the export of such high-technology services as information, telecommunications, computers, professional and consulting services. To stimulate the export of these services, it is necessary to create a favorable business climate in Russia, eliminate the shortage of specialists in the field of ICT, as well as improve the quality of their training.

The Strategy for the development of the fisheries complex of the Russian Federation for the period up to 2030, approved by the decree of the Government of the Russian Federation (dated November 26, 2019 N 2798-r) provides for a set of measures for the rational use of biological resources. The most promising direction of this task is the creation of modern technologies for deep pro-cessing of fish raw materials, providing for an integrated approach and taking into account its technological potential.
