O presente artigo tem como objetivo descrever o processo de avaliação de uma política pública, através do estudo de caso do hospital municipal de pequeno porte do município de Quijingue no estado da Bahia.  Utiliza o método dedutivo, com a coleta indireta dos dados, através de pesquisa documental e bibliográfica que fundamentaram o tema. Divide o estudo em três etapas: a primeira busca definições e conceitos acerca da Política Nacional de Hospitais de Pequeno Porte (PNHPP); a segunda sobre um referencial teórico de avaliação de políticas públicas; e a terceira etapa relata o estudo de caso do HPP do município de Quijingue (BA) para as considerações finais.Palavras-chave: Avaliação. Contemporary life has been accompanied by a series of technological developments and inventions, which enthuses the designer in new challenges and on a number of its levels, whether architectural or structural, and how to combine the two in a product whose structure reflects the creators' high creative expression. Which may lead to dazzling by employing a number of styles to produce a dazzling structure. And from it emerged the research problem is (The lack of detailed studies of the strategies and mechanisms for the generation of dazzling structures in contemporary architecture) The aim of the research was to construct a theoretical framework that describes the forms of generation of dazzling structures in contemporary architecture, The research approach were concentrated in three stages of the analytical descriptive, The first is to clarify the dimensions of the research and to extract the research problem, the second is to construct a theoretical framework on the concept of dazzling and ways to achieve it; the third is to conduct the case study on the samples. It was concluded that the strategy of creation is the mother strategy to generate the dazzling structure and the other strategies revolve around its mechanisms.

O artigo objetiva avaliar a experiência do enfrentamento à violência contra as mulheres em Maracanaú-CE. Pauta-se em um paradigma experiencial de avaliação de políticas públicas, que toma como base os preceitos da abordagem qualitativa e com uma aproximação da realidade orientada no método etnográfico. Faz uso de pesquisa documental, observação, registro em diário de campo e entrevistas compreensivas. Percebe que a experiência local, apesar da falta de investimento do governo municipal em políticas de gênero, bem como de não seguir todas as orientações propostas pelo texto da Política Nacional de Enfrentamento à Violência contra a Mulher, tem conseguido realizar o enfrentamento à violência contra as mulheres na perspectiva de integração dos quatro eixos que o compõe (prevenção, combate, assistência e garantia de direitos) e da atuação ético-política dos atores institucionais.Palavras-chave: Violência. It is guided by an experiential paradigm of public policies evaluation, which is based on the precepts of the qualitative approach and with an approximation of reality oriented in the ethnographic method. We made use of documentary research, observation, field journaling and comprehensive interviews. We realize that local experience, despite the municipal government's lack of investment in gender policies, as well as not following all the guidelines proposed by the text of the National Policy againstViolence against Women, has been able to address violence against women. women in the perspective of integrating the four axes that compose it (prevention, combat, assistance and guarantee of rights) and the ethical-political performance of institutional actors.Keywords: Violence. This article intends to analyze the use of metaphors in a corpus of Donald Trump’s speeches on immigration; its main goal is to determine how migrants were depicted in the 2016 American presidential election, and how metaphor manipulated voters in the creation of this image. This study is multimodal since not only the linguistic aspect of speeches but also gestures are considered. The first part consists in presenting an overview of the theories on metaphor. It provides the theoretical framework and develops the main tenets of the ‘Conceptual Metaphor Theory’ (CMT). The second part deals with multimodality and presents what modes and gestures are. The third part provides the corpus and methodology. The last part consists in the corpus study and provides the main source domains as well as other rhetorical tools that are used by Trump to depict migrants and manipulate voters.

ABSTRACTThe purpose of this research is to analyze the participation of different stakeholders, resulting from the implementation of the Public Policy Magical Towns, aimed at sustainable development of Villa Tapijulapa. This investigation is currently underway, however it has been observed that it has been funded development projects, through various government institutions that contribute to Magic Towns Program, which has not been successful, in addition there is a misuse system resources. These issues are presented by the complexity of cooperation, multiplicity of participants and perspectives; and the various attitudes and degrees of involvement of the various stakeholders. As the analysis of the social capital of the community and the characteristics of the agency charged with implementing achieve identify areas of opportunity to propose strategies for improvement.RESUMENEl propósito de ésta investigación es analizar la participación de los diferentes actores sociales, derivada de la implementación de la Política Pública de Pueblos Mágicos, dirigida al desarrollo sustentable de Villa Tapijulapa. Esta investigación actualmente se encuentra en proceso, sin embargo se ha podido observar que han sido financiados proyectos de desarrollo, a través de diferentes instituciones gubernamentales que coadyuvan al Programa de Pueblos Mágicos, los cuales no han sido exitosos, además de existir, un mal uso del sistema de recursos naturales. Estas problemáticas se presentan por la complejidad de la cooperación, multiplicidad de participantes y perspectivas; así como las diversas actitudes y grados de compromiso de los diferentes actores sociales. Por lo que el análisis del capital social de la comunidad y de las características de la agencia encargada de la implementación lograrán detectar las áreas de oportunidad para proponer estrategias de mejora.

Os Direitos Humanos são princípios que orientam ou devem orientar as ações dos Estados, sociedades e indivíduos, porém, estes não possuem necessariamente o poder de configurar obrigações jurídicas. Bucci (2001) argumenta que para transformá-los de princípios em instrumentos com poder de regra, é necessário estabelecer políticas públicas para direitos humanos. Assim, este trabalho busca verificar a hipótese da autora através de um estudo de caso  sobre o sistema de refúgio no Canadá a fim de observar os efeitos causados pela construção de uma política pública apropriada para abordar o problema em questão. O país, que aderiu tardiamente aos acordos internacionais sobre o refúgio, não somente adequou-se às normas propostas pela comunidade internacional, comotornou-se referência na recepção, proteção e reassentamento de refugiados.Palavras-chave: Políticas Públicas, Direitos Humanos, Canadá.ABSTRACTHuman Rights are principles that guide, or should guide, the actions of States and societies and individuals, but they don’t necessarily have the power to create judicial obligations. Bucci (2001) states that the path to transform them from principles to tools with legal power, it is necessary to develop public policies for human rights. Therefore, this work aspires to verify the author’s hypothesis through a case study on Canada’s refuge system to observe the effects of the development of an appropriate public policy to this end. This study aims to describe the rationale for the importance of rehabilitation of drug addicts using islamic religious education and the islamic religious education model used for the rehabilitation of drug addicts in pondok pesantren Tetirah Dzikir Sleman Yogyakarta. This research uses a qualitative approach to the type of case study. The results showed that: (1) The rationale for the importance of rehabilitation of drug addicts using Islamic religious education, includes: juridical, religious, and psychological reasons; (2) The Islamic Religious Education Model in the rehabilitation of drug addicts is carried out in three stages: first, pre-education, second, Islamic education, includes guidance for prayer, fasting, dzikir, qiyamul lail, repentance bathing, religious lectures, learning akidah morals, fiqh, reading and writing the al-qur’an, and the third is post-recovery education. The author argues that in addition to treatment and / or treatment through medical rehabilitation, the healing process for drug addicts can be supported through a religious approach organized independently by the community. The author recommend several things: first, there needs to be moral support from parents to patients, so that the healing process is optimal. Second, the local government must fully support (especially financially) the activities at the pesantren. Third, the community must accept back clients who recover as part of the community.

<p>Limits of regulatory and contractual asymmetries: the case of the Brazilian airport infrastructure</p><p><em> </em></p><p>Embora uma regulação técnica implique captar e compreender as especificidades das cadeias e das atividades setoriais, essa modulação regulatória não autoriza distinções ilimitadas entre atores e atividades equivalentes, sob pena de se afrontar a isonomia e distorcer a concorrência, com impactos na qualidade do serviço a ser prestado ao consumidor. Este artigo defende que as assimetrias regulatórias (assim consideradas as regras diferenciadas para atores de um mesmo setor ou mesmo de uma mesma cadeia setorial) devem ser previstas se e na medida necessária para efetivar a pauta da política pública setorial. Além disso, o artigo define as balizas, de forma abstrata, para as assimetrias regulatórias, e depois as aplica a um caso concreto: o setor de infraestrutura aeroportuária, que possui diversidade de modelos exploratórios e contratos de concessões, o que permite distinguir as assimetrias regulatórias (decorrentes de sujeição geral e abstrata) das assimetrias contratuais (decorrentes de sujeição específica e concreta). Por fim, concluímos que as assimetrias regulatórias que extrapolam as balizas antes apontadas podem ser contestadas, administrativa ou judicialmente.</p><p> </p><p>In order to achieve a well-done technical regulation, it is necessary to deeply understand the specificities of one sector chains and activities. However, this regulatory modulation does not authorize unlimited distinctions between equivalent players and activities, otherwise it could violate the equal protection rule and distort competition, with impacts on the quality of the service to be provided to the consumers. This article argues that regulatory asymmetries (herein considered as the enactment of differentiated rules for players within the same sector or even the same sectorial chain) should be predicted if and to the extent necessary to implement the sectorial public policy agenda. Furthermore, the article establishes the generic limits of the regulatory asymmetries, and then applies them to a case study: the Brazilian airport infrastructure, formed by different exploitation regimes and concession agreements, which allows us to distinguish the regulatory asymmetries (arising from general and abstract subjection) from the contractual asymmetries (arising from specific and concrete subjection). In conclusion, we argue that regulatory asymmetries that overpass the aforementioned mentioned limits can be challenged with administrative or judicial procedures.</p>

The purpose of this article is to analyse three case study examples of musical folkbildning in Sweden. The first case study is from the establishment of the state-funded Framnäs Folk High Music School in the middle of the last century. The second case study, Hagström's music education, is from the same time but describes a music school run by a private company. The third case study concerns a contemporary expression of folkbildning, namely hip-hop. The theoretical framework that inspired this article stems from the work of Pierre Bourdieu. The double feature of folkbildning appears in terms of: elitist and democratic tendencies, high and low taste agendas, control and freedom.

ABSTRACT. The criminal act of corruption that done most of the regional leader increasingly rampant, caused one of them by to policy evaluation which is not appropriate with public policy theory. And purpose of this study is to increase criminal act of corruption policy evaluation in Indonesian.This research used qualitative approach with case study method, which is conducted for explore and understand something case,policy as or process view base from participant. Evaluation theory which varies in the specifications of object, the techniques of measurement, and the methods of analysis,in criminal act of corruption that implemented regional leader in Indonesian. Based on Komisi Pemberantasan Korupsi 2018, to mention the regional leader101people,the details 20 guvernor, 70 regent, and 13 mayor, of corrupsion so Indonesian failed to become a developed country.The results of this study, shows that criminal act policy evaluation of corruption in Indonesian, that done  of regional leader, so that Indonesian still not become developed countries.

O presente artigo versa sobre processos educativos não-formais e feministas direcionados para a reflexão da Política Nacional de ATER voltada para mulheres rurais que constroem a agroecologia. Neste sentido, iremos nos deter à experiência do “Projeto ATER, Feminismo e Agroecologia”, realizado durante três anos (2014-2017), no qual foram construídas e executadas metodologias e estratégias que buscam romper com a lógica da transmissão do conhecimento - numa via de mão única e hierarquizada - potencializando a troca de saberes, a valorização de vozes e histórias para a construção horizontal e dialógica do conhecimento e, sobretudo, para pensar a política pública vivida pelas mulheres a partir das suas realidades. Afirmamos a importância de se construir uma pedagogia feminista para desorganizar as relações de poder de forma subversiva e revolucionária, considerando o valor da subjetividade na criação histórica e o valor dos corpos inscritos nos territórios.  Concluímos que o aprender-fazendo em rede a partir da análise da política como instrumento, mas para além disso, como potencialidade da política vivida nos territórios, nos permitiu elucidar canais de confluência, princípios e metodologias que visibilizassem conhecimentos, saberes e transformações na vida das mulheres rurais.Mulheres Rurais. In this sense, we will look at the experience of the "ATER Project, Feminism and Agroecology", carried out over three years (2014-2017), in which methodologies and strategies that seek to break with the logic of knowledge transmission were constructed and executed - in a way of a single and hierarchical hand - potentializing the exchange of knowledge, the valorization of voices and stories for the horizontal and dialogical construction of knowledge and, above all, for thinking about the public policy lived by women from their realities. We affirm the importance of constructing a feminist pedagogy to disorganize the relations of power in a subversive and revolutionary way, considering the value of subjectivity in historical creation and the value of the bodies inscribed in the territories. We conclude that learningnetworking as a tool, but also as a potential of the politics lived in the territories, allowed us to elucidate channels of convergence, principles and methodologies that make knowledge, knowledge and women.
