Features of educational and professional activities of future social workers in legal competence formation

We consider the features of the educational and professional activities of future social workers in the legal competence formation. The components of legal competence are analyzed: motivational-value, cognitive, communicative and activity-reflexive. The formation of these components takes place through the involvement of future social workers at all levels of professional education in social and legal activities by creating pedagogical conditions: the formation of a value attitude to the legal aspects of professional activity among future social workers; purposeful and active self-knowledge of the student, mastering the legal aspects of professional activity by solving different levels of complexity of educational and professional tasks; acquaintance of future social workers with the professional community through internships in institutions, the implementation of volunteer activities on the basis of various organizations, participation in scientific conferences, seminars, round tables, etc.; orientation of students to active legal education and reflection. Considering the stages of student personal development (stage of holistic personal development, stage of specialized personal development, stage of strengthening professional preparedness) in the university continuing legal education of future social workers is necessary. All types of activities at each of the stages of personal development of the introduction of legal education and upbringing are necessary.

On the basis of Samara high school graduates life projects monitoring an issue urgency of high education institution choice and profession for the purpose of acquisition of professional competences is proved. In dynamic environment of societal life students need to acquire regulatory means for successful interaction with professional community representatives internationally that demands professional reasons formedness. Educational and informative activity of students is the most important means of students quality training improvement. In recent years researchers even more turn to study of training outcome which depends on the applied pedagogical means. Interest in studying of vocational training result from such subjective characteristic as motivation of high education receiving is unreasonably underestimated. Results of this research reflect new tendencies of modern high education: the integration processes setting new productive characteristics of vocational education quality - aspiration for career development, interest to creation of personal development trajectory. First and second year students survey results prove that set of educational means when studying foreign languages promotes revitalizing not only student cognitive activity but also reinforcement of professional competences acquisition requirement allowing to implode into professional association. As a result the foreign language becomes an evolvement means of professional motivation and the mechanism of linguistic identity formation that is successfully socialized in international professional area. The methodical aspect of a problem is presented by conditions of a foreign language acquisition: verbal and semantic, thesaurus, pragmatical. The comparative analysis of experimental work results confirms the expediency of students readiness formation for integration into new type of social reality in the course of communicative education. It is proved that the result of communicative education is achieved by integration of two models (the model of the linguistic identity and model of professional activity) that is assisted by means of a foreign language.

The necessity of professionals who are able to take effective measures immediately and adequately for the purposes of achieving goals has conditioned the requirements increase to the system of the departmental higher professional education that trains personnel for the penal bodies (the Penal System). The effectiveness of the penal correctional facilities depends on the level of graduates readiness for work with the convicted. The concept readiness was introduced into scientific use in 1950-1960 by B.G. Ananiev, but a unified position on its understanding has not been worked out in pedagogy. Scientists define it in different ways; it depends on the researcher approach to understanding the essence of readiness for professional activity. In this paper functional, psychological, personal, integrative approaches are characterized. The readiness for professional activity is determined by the requirements imposed to the specialist. The performance of the penal staff has some specific set of features; the main ones are focused on the convicted, as well as on its legal, peremptory, strictly subordinated character. The readiness for work with the convicted is thought of as an integrative synthesis of cognitive, personal components necessary for successful carrying out of professional activities and providing the greatest efficiency.

The boundaries of this field, on the one hand, are determined by the level of development of the relevant science that is a theoretical and methodological basis of professional activities and relevant innovative experiences, and on the other hand – by the opportunities, inclinations, abilities, axiological and motivational and volitional component, character of an individual.

The article considers the qualitative characteristics of the current state and development of higher legal education through the prism of professional activities of participants in the educational process. The main approaches to the establishment of criteria and indicators of professional activity of the teaching staff are highlighted. Promising directions of modernization of indicators of functioning of the educational organization are offered. The authors emphasize that the transparency and objectivity of indicators of the functioning of law schools and research and teaching staff can act as a vector for the modernization of higher education in general.

Training future specialist to professional activity is one of the main tasks of higher and professional education. Pedagogical modeling of professional activity is used to determine the content of quantitative and qualitative information, which is necessary for modern researchers to further work, and also directs them to the prospects of career growth. The purpose of the article is to analyse the content of the process of pedagogical projecting of the model of the future specialist. The author established requirements for the training of qualified personnel determine the necessary competences which specialist has to master, his professionally important qualities, necessary in future activity, and also carry out the goal setting of the training process, acquiring the necessary knowledge and skills. It is identified that the competence of future specialists is a set of their competencies, which in turn are classified into key required, without exception to all graduates and professional, appropriate to the particular specialty. The article reveals the content of constructing a model of the future specialist which allows to solve such problems: a description of the specialist's work in the course of its professional activities; identifying inconsistencies between the content of training and specific professional activities of specialists. Requirements are defined as quality standards to the training of future qualified personnel. The list of basic competencies of the future specialist has been set which include: general cultural, methodological, professionally-oriented. The model of the specialist personality is characterized. Disclosed the content of the process modeling of learning outcomes and the algorithm of its development is determined. The definition of the concept «pedagogical design» was offered to reveal the principles and forms of pedagogical design. It is established that pedagogical design is one of the most common types of research. It is considered as an alternative to the classroom system in educational institutions. Project technology should be used as a supplement to other forms of direct or indirect learning as a means of accelerated professional growth of the individual.

The Russian Federation has established and introduced a tax on professional activities (NAP) as part of the development of special tax systems, but the competitiveness of the professions offered by the tax legislation is not taken into account. The authors determined the purpose of the study: the expediency of using the professions specified in the tax legislation to provide services for personal, domestic and (or) other similar needs, For this purpose the following tasks were solved: the place of the NDP in the aggregate of all existing special tax regimes of the Russian Federation was considered; a comparative analysis of the application of taxation of self-employed citizens in Russia and abroad, in particular, in Germany, is carried out. The study uses methods of statistical observation, comparison, and analysis. It is revealed that during the period of use of the NDP, although the number of entrepreneurs has increased, but budget revenues are insignificant. The comparison of the lists of professions showed that the professions allowed for use by self-employed citizens (freelancers) in Germany differ from the Russian ones established by law: they are competitive in the economy. Self-employed citizens must confirm their professions with diplomas, belong to professional associations, associations, be sure to study at advanced training courses, compete with an employee. The analysis of the reasons for the use of the NAP regime by individuals in Russia showed that professional activity within the regime is forced and is aimed at obtaining additional, rather than basic, earnings, as in GermanAs a result of the study, it was found that the professions specified in the legislation of Russia are not competitive. It is proposed to change the list of NPA professions taking into account special professional education and competitiveness in the labor market.

Training a modern professional who can use a creative approach within the framework of their professional activities , as well as to easily adapt to many modern technological changes, requires the use of modern innovative pedagogical technologies in the training process. When performing this study, we used the project method to increase environmental awareness and environmental thinking among students of the specialty law. Environmental education is learning through the environment, for the environment, and about the environment. The authors believe that it should be universal, and its components should be present in preschool, school, vocational, higher, and postgraduate professional education. We believe that the greatest effect can be achieved by continuing environmental education, provided that it becomes an indispensable attribute of personal development. The article presents the meaning of the concepts of “professional and pedagogical activityˮ, “professional developmentˮ and shows that professional development is a multifaceted process of acquiring and using new knowledge, skills and qualities that are necessary for highly effective implementation of professional pedagogical activity. It is noted that professional development is a process of transforming the teacher’s individuality, aimed at self-improvement and achievement of acmeological peaks in professional activity; the features of professional and pedagogical activity of a teacher of higher military educational institution are singled out in the article. The stages of professional development of a teacher (choice of profession, professional education and training, professional adaptation, professional competence, professionalism, mastery and innovation) are analyzed. It is identified that self-improvement is implemented in two interrelated ways: self-education and personal development. A brief meaningful characteristic of these concepts is offered. The stages of self-improvement of scientific and pedagogical workers are characterized: the stage of self-knowledge (the initial stage of cognitive activity of a person), the stage of creating a personal self-improvement program (formation of goals and ideals for achieving one’s goal), the stage of implementation of self-improvement program (professional development implementation complex), the stage of control and regulation of self-improvement process (evaluation of achieved results). On the basis of theoretical analysis and selected results of the empirical research, the author offers advice for teachers of higher military educational institutions for their professional self-improvement. It is determined that constant improvement of professional skills is an important factor in the professional development of a scientific and pedagogical worker. The article actualizes the problem of the specifics ideas of University graduate students about coping difficult situations that they may encounter in their future professional activities. The purpose of the article is to present to the professional community the results of the study of the peculiarities of the presentation of students in the humanitarian and technical areas of training about difficult life situations and ways to overcome them. The authors predict the emergence of difficult life situations in the future professional activities of students. The sample consisted of 75 people, 36 people direction of preparation “Technosphere Safety” and 39 people direction of preparation “Teacher Education”. The data were collected using the methods: “Ways of overcoming negative situations” (S. Goncharova), “Ways of Coping Questionnaire” (R. Lazarus), “Life Style Index” (L.I. Vasserman et al.), and incomplete sentences. It has been established that for university graduates the concept of a “difficult life situation” is defined as some state of concern about the result. It is proved that they have the peculiarities of psychological readiness to overcome difficult life situations in their future professional activities. The identified peculiarities can be used in the preparation of a program for ensuring labor safety and protecting the health.

The article presents the authors’ strategy for the formation of positive motivation of students to educational and project professional activities, based on students’ project activities structuring and management at different hierarchical levels. For each level (academic discipline, main professional educational program, faculty, university, region, country) the authors propose various forms of project implementation, the content of which meets modern school challenges, professional community requirements and contributes to the transformation of the diffuse nature of students’ needs towards professional motives.In the course of the research, both theoretical methods (pedagogical literature analysis, modeling) and empirical methods (pedagogical experiment, questionnaire) were used.The basis for the experimental part of the study was made by 1st year students of Pskov State University, taking the course “Pedagogical Education”, studying the discipline “Introduction to Pedagogical Activity” that is built on the basis of a project-oriented program.An important educational effect of the presented strategy implementation was the growth of motives for professional self-realization, improvement of the emotional background of students’ motivation for professional activity, awareness of the subjective need for active interaction, as well as the acquisition of certain educational skills related to project activities and useful for teachers’ successful work.
