Development in coastal areas is an essential priority for overcoming social and economic gaps and conflicts through empowerment programs. The purpose of this research is to create a model of ecotourism-based coastal community empowerment. This study uses the Participatory Rural Appraisal (PRA) qualitative research method by collecting data through in-depth interviews, observation, documentation analysis, Focus Group Discussion (DKT) and Participatory Decision Making (PDM). Research locations in the border area of West Kalimantan are Sebubus Village and Temajuk Village, Paloh District, Sambas Regency. The informants of this study were 35 people consisting of empowerment activists, community leaders, village government, business groups, academics, and tourists. Research data were analysed using a SWOT analysis. The results showed 1) To develop the potential of mangrove forest ecotourism and processing of food from mangrove fruit, sea turtle breeding, and coastal inheritance, participatory empowerment programs are needed; 2) Youth activists become activists of empowering ecotourism with community leaders needing support and cooperation with village and regional governments, as well as the private sector; and 3) The need to improve road infrastructure, electricity and telecommunications signals, especially in Temajuk Village so as not to cause social and economic dependence and jealousy with the Malaysian border area.

Development in coastal border areas is an important priority for addressing social and economic disparities and conflict through empowerment programs. The objective of the research is to analyze the empowerment as community learning based on ecotourism of coastal border. This research uses qualitative method in which Participatory Rural Appraisal (PRA) and data collection is conducted through in-depth interview, observation, documentation analysis, Focus Group Discussion (FGD) and Participatory Decision Making (PDM). The research takes place in the border area of West Kalimantan namely Sebubus Village and Temajuk Village, Paloh Subdistrict, Sambas District. The informants are determined through purposive sampling consisting of empowerment activists, community leaders, village government, business groups, academics, and tourists. Data is analyzed using SWOT analysis. The results show (1) to develop ecotourism potential of mangrove forest and food processing from mangrove fruit, turtle breeding, and coastal tourism, a participatory and sustainable empowerment of community learning program is necessary. (2) Youth figures as community learning activists of ecotourism empowerment along with community leaders need support and cooperation from village and local government, as well as private parties. (3) Temajuk village in particular requires the improvement of road infrastructure, electrical lighting and telecommunication signals in order not to cause social and economic dependency and jealousy with Malaysian border areas.

In accordance with the guidelines for implementing village fund allocation (ADD) that one of the allocations for Village Fund Allocation is for village development costs, but the problem now is that development should not only be oriented towards physical development, but also need human resource development through community empowerment .This type of research used in this research is descriptive qualitative. Data collection techniques using in-depth interviews, documentation and observation. Based on the background that has been described, the authors propose a problem that is the center of attention in the research as follows: 1). How is the effectiveness of the village fund allocation program (ADD) in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency. 2). What are the supporting and inhibiting factors in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency. While the objectives of this study can be formulated as follows: 1) To find out and describe the effectiveness of the village fund allocation program (ADD) in Community Empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency. 2) To determine the supporting and inhibiting factors in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency.The results show that the effectiveness of the Village Fund Allocation program in Community Empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency is as follows: Achieving the effectiveness of the Village Fund Allocation Program (ADD) in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency in terms of achievement of goals has been running quite effectively. Because in its implementation the village government has made programs and policies for community empowerment in Liang Ulu Village, be it from business assistance activities such as making wheat crackers, or assistance from the poor, assistance in making fish trap ponds through BUMDes borrowing siampan, infrastructure development such as ironwood bridges connecting roads in riverbank areas with major roads that involve the village community, and training provided by the village government to its residents, such as sewing training, workshop training, fishery cultivation training and others.

In the last five years, smartphone sales have increased by an average of 2% annually. This increase is supported by the era of globalization and technology that makes smartphones become one of the needs at this time. At the level of competition between modern retail players who are very competitive, directly causing PT. ERP should carry out a strategy to increase its sales. PT. ERP as one of the retail players needs to recognize the strengths and weaknesses of the company in competition against competitors and need to recognize the opportunities and threats that exist in the market. Considering this background, the objectives of this study are: (1) Analyzing the market share of PT sales. ERP and sales volume growth rate (2) analyze internal strengths and weaknesses pt. ERP and opportunities and threats to PT. ERP (3) formulate and effective marketing strategy for PT. ERP to increase sales. This study employed the descriptive with guided group discussion, in-depth interviews and using BCG matrix anaylze and so SWOT analysis. The result showed that, PT ERP should focus on strengthening marketing materials related to the officiality of the product, as well as vigorously conducting exchange promos for outlets located in the Mall, WO strategy that can be applied is cooperation with brands related to sales training, as well as ST Strategy is to open outlets outside the Mall, while the WT strategy that can be done is strengthening the price strategy and the implementation of scheduled promotions. Abstract Border areas can be a source of growth in food production in Indonesia. One of the provinces in the border areas having prospects as a source of food growth for export is West Kalimantan. This province has started to export food (mainly medium and special quality rice) to Malaysia via Sanggau district. However, food exports from the Kalimantan border are still in limited quantities and face several obstacles that have resulted in unsustainable food exports. This study aims to analyze the prospects and strategies for food exports (especially rice) from West Kalimantan border area. The study was conducted in September 2018 in three subdistricts of Sanggau District, namely Entikong, Sekayam, and Kembayan. Data were collected through focus group discussion, and SWOT analysis was employed. The results show that rice exports from the West Kalimantan border areas are in the Weakness-Opportunity (W-O) quadrant, indicating an opportunity to export but cannot yet be utilized because the existing strength is not enough to carry it out. The main opportunity is that the rice market actors are ready to export, while the main weakness is that the rice prices are not competitive with those from other exporting countries. The decision that can be taken is either (1) releasing existing opportunity and looking for other alternatives or (2) forcing them to work on this opportunity.

Kediri City is known by the name of the “Kota Tahu” because many tofu scattered craftsmen. There is a production center area know precisely in the village of Tinalan Kediri. Whose citizens produce tofu and dairy. The purpose of this research is to describe and analyze the implementation of the development of tofu village in Kelurahan Tinalan Kota Kediri become an educational tourism area to make various processed tofu. Researchers collect data in the field by acting as an active instrument. Researchers use data collection techniques through interviews, observations, Forum Group Discussion (FGD) and documentation. The data analysis used is an interactive analysis model. This study uses a qualitative descriptive approach. Analysis of data used include data reduction, data presentation, withdrawal conclusion/verification and validity of data is done with the trust test, acquisition, dependency and certainty and SWOT analysis. Data collection techniques are conducted with interviews, documentation and observations. Based on the results of the research, the development strategy can be concluded in the education tourism Kampung Tahu that promote promotion through mass media, social media and web. Building infrastructures such as providing adequate parking space, making the tourist attractions processed products know and involve the community in the management of tours. With the proper development strategy saw from increased strength and opportunities as well as minimizing weaknesses and avoiding threats, the educational tourism object of the tofu village that located in Kelurahan Tinalan subdistrict Pesantren Kediri City will be able to Compete with other attractions. Saemaul Undong program implementation in DI Yogyakarta province is the result of sister province cooperation between government of DI Yogyakarta which represented by the Agency of Women and Community Empowerment and Gyeongsangbuk-do province, South Korea which represented by Saemaul Global Foundation (SGF). The focus of program are farming and women empowerment where Bleberan village, Gunung Kidul regency as one of implementation area. The aim of research are, first, to learn the condition, potency, and the challenge of Saemaul Undong program implementation; second, to learn the participation process and the strategy chance of community empowerment. The method of research is qualitative evaluation by elaborating survey, literature review, interview, and focus group discussion. Qualitative analyse is done making deep description and survey analyse is matching the characteristic of result. The result showed that Saemaul Undong program implementation Bleberan village has good response and can bridging the relation between government and community in village farming development. Besides that, Saemaul Undong program also improved the spirit of self-quality development through sharing experience and knowledge. The consequents are persuasion process to make others people interest to this program quite hard. The strategy of capacity building of organization, access improvement, and infrastructure development, strengthening system capacity, improvement of skill and income is a form of collaboration and result of cooperation inter sector between village government and Saemaul Undong Global Foundation.  Keywords: Saemaul Undong, Capacity, Participation, Strategy, CollaborationDOI: http://dx.doi.org/10.17977/um021v4i12019p001

Conflict handling in Papua so far is more often done with the repressive approach. The impact of conflict level is not decreasing, even international rejection is increasing. For that reason, a more humanistic approach is needed, including through empowerment. The purpose of this research is to study the community empowerment model in conflict-prone areas as an effort to realize the food security and the strategy of model replication in another area. The research method is done by action research, and SWOT analysis to formulate the strategy of model replication. The empowerment model conducted in several ways. First, gradually improve farming skills more productive-with the introduction of simple agricultural technology brings the change of community behavior from nomadic to the subsystem. Second, farming in order to provide for basic needs and also daily, weekly, monthly income as well as savings for families. Third, business development efforts by partnerships, with the government, companies, and religious institutions. The nodes of empowerment activities are conducted through the Agribusiness Training Center (ATC) that facilitates all empowerment activities. There are several things to consider in the replication model of empowerment: identification of program targets, needs assessment, institutional initiation, technology selection, assistance to the program, and partnerships with various stakeholders.

This study was conducted in a traditional Islamic boarding school (IBS) located in West Kalimantan. Among the existed boarding schools in the area, Pondok Pesantren Abdussalam was chosen due to its potential. This study adopted qualitative approach, utilized observation, documentation, interview and focus-group discussion (FGD) technique in collecting the data which then being analyzed using action research technique. The originality of the study is as follow: the study in this topic area has not been conducted previously, especially the one which focuses on the integrated economics improvement of IBS in rural area. The study result shows that there have been some economic activities in the institution in spite of its remote location. Additionally, the economic activities have been provided the institution with some benefits. However, the effect of such activities have not been felt fully yet. There have been three reasons in regard with this situation, namely insufficient human resources who have expertise in existed economic sector, limited capital as well as infrastructure factor. We propose the synergetic model to solve these three issues. The model is a cooperative model which can be implemented both with internal institution such as internal sharia micro-finance institution or with external institution such as local government or universities.

Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.
