The concept of employment has some aspects that are integrated in order to achieve the balance of the workforce, both aspects of demand and supply of labor. The labor market is considered as the location of meeting between the demand for labor from both the private and Government sectors and the supply of labor available. The meeting of demand and supply of manpower can exert influence on the determination of the level of wage labor. In other words, the labor market plays a role in assisting the Government in the process of making employment-related policies such as the determination of the level of wages. This study, by employing library research, demonstrated that the concept of labor as seen from the viewpoint of Islam will be able to reach the concept of labor. It is not limited to the extent of absorption of labor, but also related how the level of the workforce that is capable of being managed by the Government to be more productive. It also reviews the needs of a worker based on the principle of fairness and honesty, and protects both interests in the worker and the employer. This article studies the optimal government policies related to unemployment in a frictional labor market. To achieve the optimal allocation, we find that the government should not issue unemployment compensation or subsidies for hiring costs. Moreover, as both firms and households experience disastrous consequences related to the minimum wage, the government should not intervene in the labor market to influence the wage rate and should not set any minimum wage. What the government can do is to make appropriate expenditures on matching efficacy. Furthermore, considering heterogeneous labor abilities in the model does not change our main finding.

Respecting the principles of analytics, systematization and comprehensiveness, the paper deals with the frames of disparity between supply and demand in services market. The basic reasons for disparity are systematically divided into five groups: (1) reasons for problems in the area of information on supply and demand, (2) reasons for problems in the area of parallel functioning of the gray market, (3) reasons for problems in the area of psychological conditions and perceptions of consumers, (4) reasons for problems in the area of social and economic situation, (5) reasons in the area of institutional functioning. These groups contain reasons of the general character and reasons in individual areas and flows. The analysis of disparity has been conducted via relevant relations of demand and supply that exist in services market, as follows: (1) the relation of supply of services provided by companies towards adequate forms of demand (other companies, institutions, population), (2) the relation of institutions' supply of services toward adequate forms of demand (all companies, population) and (3) the relation of unofficial supply of services toward adequate demand (population). Within basic prerequisites for the solution to disparity of demand and supply in the service sector, we have especially emphasized and analyzed personnel potential. We have analyzed elements and problems of the labor market, available personnel potential (personnel potential of the employed and the unemployed), as well as latent personnel potential.

Recent research indicates that labor market power has contributed to wage inequality and economic stagnation. Although the antitrust laws prohibit firms from restricting competition in labor markets as in product markets, the government does little to address the labor market problem, and private litigation has been rare and mostly unsuccessful. This is a particular problem for mergers, which the government has never reviewed for labor market effects. One reason is that the analytic methods for evaluating labor market power in antitrust contexts are less sophisticated than the legal rules used to judge product market power. To remedy this asymmetry, the government can draw on insights from labor economics and use tools that have been developed for measuring labor market concentration.

In the perspective of the Islamic concept of the price is not much different from the modern economy. But in Islam has always emphasized the role of ethics (moral values). Basically, Islam has been described that a fair price is the price established by the market forces that run freely, the meeting between the forces of demand and supply. The concept of the proposed price of IbnTaymiyya is not much different from what has been formulated by modern economists. The only difference is the emphasis on ethics and morals. In principle, fair prices occurs when the demand and supply of naturally occurring and balanced (equilibrium price). A fair price according to IbnTaymiyya is the value of the price of goods which the seller sells his wares and generally accepted as being commensurate with the goods sold or other similar goods in a particular place and time. IbnTaymiyyah and very modern economists agree that if the government does not interfere in the determination of prices during a market mechanism walk naturally without any disturbances from the traders and from the buyer.

In addition, the Government has also formed a body called the Halal Product Guarantee Agency which has the duty to hold a Halal Product Guarantee. The government poured out the budget of trillions as a form of seriousness in handling the coronavirus outbreak which began to spread in Indonesia in the early of 2020. The amount of subsidized funds for the care of covid-19 patients provided by the government to hospitals is used by rogue hospital personnel to reap huge profits by convicting patients who are suffering from other diseases so that they have the status of covid-19 patients (not covid-19, sentenced to covid-19). This research is a type of normative legal research which is conducted by examining the library materials or secondary data. The secondary data in the form of primary legal materials, secondary legal materials, and tertiary legal materials used in this study were obtained through books, government publications, internal organizational records, reports, journals, and various sites related to coronavirus. The secondary data obtained are then processed by using library research data collection techniques (library research). The study is then analyzed qualitatively through the descriptive analytical method, so that a general conclusion is obtained about the coronavirus. The results showed that the form of legal protection against the determination of Covid-19 status in patients with general illnesses by hospitals in Medan was in the form of compensation. This refers to the Law Number 8 of 1999 concerning Consumer Protection and Law Number 36 of 2009 concerning Health. Keywords: Legal Protection, Covid-19

This study analyzes the impact of the shocks caused by the COVID-19 pandemic on the labor market. The research is vital for expanding the literature about maintaining the unemployment rate amid crisis, ultimately reducing unnecessary social costs. The quantitative approach in this study uses a Granger causality test to understand the effect of the shock caused by the COVID-19 pandemic on unemployment. Meanwhile, the qualitative approach in this study uses literature related to economic growth, crisis management, and unemployment. Granger causality tests show that economic slowdown hurts the unemployment rate. Based on discussion and synthesis from works of literature, this paper recommends some of the policies to maintain growth and prevent a more severe collapse in the labor market; the government needs to sustain aggregate demand and supply. Also, ensure the supply chain runs well amid various restrictions. Besides, this paper also proposes that the government maximizes alternative budget resources. Meanwhile, strengthening the labor system and developing health and food security industries must be a priority policy amid-post the pandemic.
