In the monograph at the level of the subject of the Russian Federation, a number of theoretical and applied problems of the economic and geographical plan are set and solved. The Amur region is considered in the work as a "region of opportunities" related to the availability of excess electricity and the implementation of large investment projects in the field of industry, transport and space technologies. The territorial structure of the fuel and energy complex of the region is presented in conjunction with the territorial structure of the economy and the location of the population; a typology of municipalities of the Amur Region on electric consumption was compiled. It is intended for researchers, employees of state authorities and management bodies, energy companies, university professors, graduate students and students of economic and energy specialties.

The article examines the current state of the fiscal policy of the constituent entity of the Russian Federation, which is a combination of diverse economic management measures based on the distribution and redistribution of financial flows. The analysis of fiscal policy on the example of the subject of the Russian Federation (Republic of Dagestan). The article outlines the problematic issues of the tax policy of the Republic of Dagestan and suggests ways to overcome the identified problems.

This article is dedicated to examination of the traditional structure of the Russian institute of mediation and its possible transformations in light of the provisions of the new draft law “On Settlement of the Disputes Trough Mediation in the Russian Federation". Based on the principle of historicism and systemic analysis, the authors consider the established structure of the Institute, and highlight the three stages in development: latent, euphoria and stagnation. It is assumed that such peculiarities of development are substantiated by its implementation “from the top”. The current state of the institute of mediation, despite the fact that it remains at the “initial” level of development, can be characterizes as a years-long stagnation. Therefore, the draft of the new Federal Law on Mediation, developed by the Ministry of Justice, which in case of enactment significantly changes the structure and functional concept of mediation, became the subject of intense discussion within the professional community, since the intended radical reform is planned to be implemented “from the top”, without consideration of the opinion of professional community and interested stakeholders. Having analyzed separate elements of the institute of mediation and changes therein, the authors came to the following conclusions. One of the three key reasons for the established situation in the area of mediation is the low level of professional qualifications of mediators; incompetence of mediators impedes conducting mass mediation and further development of the institute of mediation. The second reason consists in incompetence and disunity of the professional community of mediators, absence of an authoritative body nationwide. The third reason lies in discrepancy of the development of two vectors of mediation — traditional and academic as a special trend in reconstructive approach. The presented analysis allows reassessing the current state and potential of the Russian Institute of mediation, as well as forecasting further ways of its development.

Leading organizations of the national nanotechnology network (NNN) monitor staffing and develop mechanisms for coordination of educational processes of enterprises of the nanotechnology industry. To estimate the current state of training for nanotechnology industry in the leading universities of the Russian Federation, a study of their publications indexed in the Scopus database in 2012, 2014, and 2015 years in the subject area of “nano” was made. As a result of analysis, the universities, which form the background for the production of highly qualified specialists in the field of nanotechnology, were determined.

The paper analyzes the changes taking place in recent years in the coal industry of Ukraine and the world and examines measures for innovation in energy. The main goals, challenges and prospects of fair transformation of coal regions are revealed by analyzing the current state of the coal industry of Ukraine and world trends. The instruments of the state policy on providing the fired workers of the coal regions with jobs in case of liquidation / transformation of mines are defined and the alternatives of the policy of promoting the employment of the fired workers for making effective decisions are established. Peculiarities and factors of creation of technological or eco-technological parks on the basis of coal enterprises are studied. It is concluded that one of the effective solutions for the fair transformation of coal regions can be the transformation / transformation of the mine as a state enterprise into a park system by involving energy companies. The implementation of investment projects using the infrastructure of the mine for other activities is promising. Significant work should be done on job creation programs and training / retraining / retraining of workers, design of industrial parks and implementation of innovative projects.

The subject of this research is the theoretical and practical aspects of implementation of the regional investment projects (RIP) and special investment contracts (SIC), and prospects of their use as the instruments for incentivizing the development of innovation and industrial clusters in Russia. The article reveals the essence of cluster approach and its evolution in the Russian practice. The author meticulously examines the peculiarities of preferential tax regimes within the framework of RIP and SIC. Special attention is given to the conceptual changes of the legislation on SIC, and analysis of their impact upon the efficiency of the mechanism of SIC. The following conclusions were made: 1) preferential tax regime of RIP, being convenient, transparent and highly demanded by representatives of business sector, is presented as promising for supporting cluster participants; 2) novelties of the legislation on SIC contribute to the increase of its attractiveness for investors, including cluster participants; 3) tax regime of SIC may serve as the instrument for incentivizing such vectors of development of the cluster approach in Russia, as realization of joint projects of cluster participants, development of interregional clusters and intercluster cooperation.

Despite the great uncertainty in the timing that analysts indicate in their forecasts, the transition to a new energy system is inevitable. This transition does not mean an instant and complete abandonment of hydrocarbon energy, but its gradual replacement with energy sources that do not pollute the environment during operation, with a low «carbon footprint». And the role of hydrogen energy in this process is significant. The purpose of the article is to review and assess the current state of hydrogen energy in Russia, in particular on solid oxide fuel cell (SOFC) technologies. The article contains references from strategic and long-term planning documents in the field of energy, indicating the main directions of development of hydrogen energy in the Russian Federation; hydrogen energy technologies, including fuel cell technologies (FC): general characteristics, scope of their application, five main types of FC, and in more detail - the general characteristics and scope of SOFC as the most promising from the point of view of practical application and the level of technological development. The monitoring of publication activity on the subject of the SOFC was carried out, the methodology of which is based on the use of advanced search tools of the international scientific citation systems Web of Science and Scopus by keywords. The dynamics of the publication activity of scientists who conducted research on the subject of SOFC for the period 1990-2020 is presented; monitoring of the publication activity of 10 world leaders in scientific research in the field of SOFC for the period 2010-2020 and separately – the rating of Russian scientific organizations for the period 1990-2020. The results of the research of foreign scientists involved in this topic within the framework of megagrant projects, as well as the results of competitive selections within the framework of state support for young Russian scientists (grants and scholarships of the President of the Russian Federation) are analyzed.

The article analyzes the mechanism of public-private partnership as a source of attracting extra-budgetary funds in order to implement investment projects at the regional level. Particular attention is paid to concession agreements, as a classic form of public-private partnership, which implements most of the projects in this area. The authors note that despite the fact that in Russia in recent years the mutual interest of state bodies and the private sector in expanding mutual cooperation has increased and the number of PPP projects is constantly expanding, there are a number of restrictions that have a constraining effect on the implementation of this form of partnership, including, legal and institutional factors. A number of measures have been proposed, aimed not only at supporting ongoing projects, but also at stimulating programs for launching new project initiatives.

The article analyzes the current state of urban development in Moscow, there are revealed the insights into pattern of large investment projects. The regulatory framework as well as the state and the forecast of housing funds are scrutinized. A number of problems, that are related to the implementation of high-rise construction projects at all stages of the life cycles, are highlighted by the example of unique facilities, which are under construction or have already been built. Substantiation of high-rise construction by the transport hubs in megapolises is given. There are also considered main advantages of Moscow renovation project and criticism against it.

The subject of the research is current state and approaches to government regulation of blockchain technologies in Russia. The purpose of the article is to summarize the best foreign practices of government regulation of blockchain technologies adaptation, to recognize the basic models of government blockchain technologies regulation formed currently in different countries, and on basis of foreign experience analysis to formulate propositions how to improve the approaches to government regulation of blockchain technologies application in the Russian Federation. The authors advocate the necessity to reinforce and develop government regulation of blockchain technologies, especially the system of such regulating and regulatory documents of the Russian Federation. The authors exemplify the work by introducing blockchain technologies into different spheres of economy, including public administration and services. The foreign experience analysis, first of all Chinese the USA, demonstrates that systems approach to blockchain government regulation allows to guarantee the effectiveness of its application. At the same time, the current state of blockchain technologies rightful principles in Russia is at the initial state of development, which testifies to advisability to choose the systemic government blockchain technologies regulating. It is concluded that the slowness of public authorities in this sphere is an inhibitive factor for the economy development.

The current state of the housing stock of the Russian Federation necessitates overhaul of the common property of apartment buildings. The basis of the state program (concept) for overhaul of apartment buildings is formed by regional programs and short-term plans for overhaul of the common property of apartment buildings. Therefore, the purpose of this article was to study the implementation of the regional program for the overhaul of apartment buildings and develop directions for its improvement. The subject of the research is the regional program for the overhaul of the common property of apartment buildings in the Volgograd region, which is a document that guarantees the overhaul within the time frame established in it. The analysis of the implementation of the program according to the data of the Fund For Overhaul of the Volgograd region is presented. The problems of the implementation of the regional program are identified and directions for their elimination are outlined, which will allow achieving the target indicators of the regional overhaul program.
