NATURE AND ORIGIN OF MAJOR SECURITY CONCERNS AND POTENTIAL THREATS TO THE SHIPPING INDUSTRY

During the last decades, maritime security has always stood as a separate critical problem for both shipowners and crews of sea-going ships, characterized by alternating periods of relative stability and periods of occurrence and growth of new threats, which proceeded from times of sailing fleet to an epoch of iron steam shipbuilding. Certainly, it is difficult to overestimate the significant role of the scientific community, which has been researching this problem for a long time, studying its scientific and practical sides. The professional experience of seafarers in sufficient measure, served as a basis of interest to this question, has led to the development of strategies and complex measures, which until now provided safety for ships and their crewmembers. Without recent advances in maritime security, shipping as an industry would not be able to reach the current level of reliability in shipping processes. Each generation of humanity has prioritized maritime security, contributing to improving its standards and stressing the importance of continuous development of the theoretical base. At least 23 million tons of cargo and 55,000 passengers move daily by water transport, so the concept of maritime safety applies not only to the safety of life at sea, ship and cargo security but also to the prevention of maritime accidents and pollution. The increasing share of sea and river transport in the international cargo and passenger turnover leads to the need to increase demands on maritime safety and security.

Maritime security in recent decades has always been a separate issue, one that has been acute for both shipowners and crews of seagoing vessels. It has been marked by periods of relative stability and periods of emerging and growing threats, from the days of the sailing fleet to the era of ironclad steam shipbuilding. Certainly, it is difficult to overestimate the significant role of the scientific community, which has long investigated this problem, revealing its theoretical and practical sides. The professional experience of maritime industry specialists has also sufficiently served to ensure that systematic interest in the issue has provided the basis for the development of strategies and integrated approaches that ensure the safety of vessels and crews at modern levels. Without the latest advances in maritime safety, shipping, as an industry, would not be able to achieve the current level of reliability in ensuring shipboard processes. Every generation of mankind has prioritized maritime safety, contributing to improving its standards and stressing the importance of continuous development of the theoretical framework. At least more than twenty million tons of cargo and more than five hundred thousand passengers move daily by water transport, so the concept of maritime safety extends not only to the safety of life at sea, the safety of vessels and the safety of cargo, but also to the prevention of maritime accidents and pollution. The increasing share of maritime and river transport in international freight and passenger traffic has led to the need for increased maritime safety requirements due to the technical upgrading of maritime transport. This process is based on the principles of current control over the process of vessel operation and prompt acquisition of necessary data and relevant information during the voyage, anticipated route and control over the state of work parameters of technical means of the vessel, but the key aspect of safety is assessment of existing threats and development of ways and methods of ensuring vessel safety.

The role of monetary factor in generating inflationary processes in Russia has stimulated various debates in social and scientific circles for a relatively long time. The authors show that identification of the specificity of relationship between money and inflation requires a complex approach based on statistical modeling and involving a wide range of indicators relevant for the price changes in the economy. As a result a model of inflation for Russia implying the decomposition of inflation dynamics into demand-side and supply-side factors is suggested. The main conclusion drawn is that during the recent years the volume of inflationary pressures in the Russian economy has been determined by the deviation of money supply from money demand, rather than by money supply alone. At the same time, monetary factor has a long-run spread over time impact on inflation.

The article considers the scientific diplomacy — a relatively new phenomenon in international practice — as a type of diplomacy which took shape quite recently, in the 21st century, with the advent of both the term itself, and the corresponding concepts, and the Foreign Ministry units of some countries. However, it is necessary to clarify the terminology and essence of this practice, which has a much more long history. At the present time, there is a reassessment of this historical experience, as well as another attempt to put science in the civil service in one more — diplomatic aspect, as it has already happened with the military, educational and some other areas. At the same time, the scientific community itself in this process has the opportunity to play not only the role of an object or a passive performer. The demand for science is clearly manifested in periods of war and conflict, which in various forms do not stop today. This causes the urgency of the problem. At the same time, the conscious activity of politicians and scientists is combined with objective, independently developing, incl. latently, unobviously, by the processes of political struggle and scientific knowledge, which leads to complex combinations of interrelations between politics and science. The study of such events and processes allows us to draw some conclusions regarding relations between science and diplomacy, to determine the trend of consistent “scientification” of diplomacy, like of any other sphere of society, the transition from diplomacy-mail (communication) through diplomacy-art to diplomacy-science, formulate a hypothesis that diplomacy in general is a scientific project.

Definitions of concept and sphere of the concept are widely used in different aspects of modern linguistics. There is no single understanding of these notions and universal methodology of research has not been invented by linguists yet. This predetermines topicality of the article. The aim of our research is analysis, generalization, and systematization of different approaches to the interpretation of the notion ‘concept’ that exist in modern linguistics. It results in the following tasks: analysis of existing definitions of concept and its division into certain ranges and defining classification features. Modern linguists raise the questions of the conceptual and linguistic image of the world, the role of a human factor in its formation and interaction as in a linguistic process more frequently and it is defined as a fact in today’s linguistic scientific literature. The problem of individual language formation, poetic one in particular gains important meaning in this context. Ukrainian linguists use the notion of ‘concept’ for a long time now although they adhere to different views on its definition. Researches of the question define two major approaches in the analysis of the notion ‘concept’ that is linguistic-cognitive and linguistic-cultural. We can claim that words-concepts are agents between material reality and the ideal world that is synthesized in poetry, carriers of sense since with their help the versatility of the real world correlates with eternal spiritual values. Therefore, main features of the notion ‘concept’ in which objectively-cognitive and subjectively-creative features are combines are as follow sensual authenticity, time-spatial features, mediation between material and spiritual, semantic filling, ability to polysemy. A word with a generally symbolic meaning that is implemented in a language process through literary techniques typical for poet’s idiotype is the main core of the concept. The concept in poetic language formation by modern Uman poets is semantically integral, fulfilled, able to penetrate into other concepts and absorb semantically narrower images saving unity and semantic independence, varying numerous interpretations that project it in a certain semantic space, saving potential of real reflection.

The article aims to highlight the role of Arvīds Grigulis’ (1906–1989) personality in the Latvian Soviet literary process in the context of the Latvian Soviet Writers’ Union, attempting to discover the contradictions and significance of Arvīds Grigulis’ personality. Arvīds Grigulis was a long-time member of the Writers’ Union, a member of the Soviet nomenklatura, and an authority of the soviet literary process. His evaluations of pre-soviet literary heritage and writings of his contemporaries were often harsh and ruthless, and also influenced the development of the further literary process. The article is based on the documents of the Central Committee of the Latvian Communist Party, the Latvian Soviet Writers’ Union and the Communist Party local organization of the Latvian Soviet Writers’ Union that are available at the Latvian State Archive of the National Archives of Latvia, as well as memories of Grigulis’ contemporaries. It is concluded that the personality of the writer Arvīds Grigulis, although unfolding less in the context of the Writers’ Union, is essential for the exploration of the soviet literary process and events behind the scenes. The article mainly describes events and episodes taking place until 1965, when Arvīds Grigulis’ influence in the Writers’ Union was more remarkable. Individual and further studies should analyse changes and the impact of his decisions in the cultural process of the 70s and 80s of the 20th century.

Acid-sensing ion channels (ASICs) are proton-gated Na+ channels. Being almost ubiquitously present in neurons of the vertebrate nervous system, their precise function remained obscure for a long time. Various animal toxins that bind to ASICs with high affinity and specificity have been tremendously helpful in uncovering the role of ASICs. We now know that they contribute to synaptic transmission at excitatory synapses as well as to sensing metabolic acidosis and nociception. Moreover, detailed characterization of mouse models uncovered an unanticipated role of ASICs in disorders of the nervous system like stroke, multiple sclerosis, and pathological pain. This review provides an overview on the expression, structure, and pharmacology of ASICs plus a summary of what is known and what is still unknown about their physiological functions and their roles in diseases.

Abstract This article evaluates the relationship between the texts of 1 Sam 2:22 and Exod 38:8 using a methodology that proceeds from textual criticism to literary criticism. According to a traditional text-critical approach of the available textual witnesses (MT, LXX, 4QSama), the short reading of 1 Sam 2:22 found in LXXB 4QSama is preferable to that of MT. By contrast, using a literary critical approach, this article proposes that MT-Exod 38:8 depends on MT-1 Sam 2:22 and not vice versa. MT-1 Sam 2:22 has greater affinity with Num 4:23 and 8:24 regarding the terminology used for the women’s ‘cultic service’ at the entrance to the Tent of Meeting. 1 Sam 2:22b ought to be regarded as a post-P addition made after the text of the LXX had been translated from the Hebrew. For Exod 38:8 and related texts, we examine the role of the Vetus Latina in resolving this text-critical problem.

The benefits from educational travel programs (ETPs) for students have been well-documented in the literature, particularly for programs looking at sustainability and environmental issues. However, the impacts the ETPs have on the destinations that host them have been less frequently considered; most of these studies focus, understandably, on destinations in the Global South. This paper draws on a framework of sustainable educational travel to examine how ETPs affect their host destinations in two case study destinations, based on the author’s professional experience in these locations, interviews with host organizations that use the lens of the pandemic, and information from government databases. The findings highlight an awareness of the sustainability of the destination, the importance of good, local partnerships with organizations well-connected in their communities, and educational activities that can benefit both students and hosts. Nonetheless, we have a long way to go to understand the full impacts of ETPs on their host destinations and thus truly learn to avoid them.

AbstractGlobally landscape fires produce about 256 Tg of pyrogenic carbon or charcoal each year. The role of charcoal as a source of environmentally persistent free radicals, which are precursors of potentially harmful reactive oxygen species, is poorly constrained. Here, we analyse 60 charcoal samples collected from 10 wildfires, that include crown as well as surface fires in forest, shrubland and grassland spanning different boreal, temperate, subtropical and tropical climate. Using electron spin resonance spectroscopy, we measure high concentrations of environmentally persistent free radicals in charcoal samples, much higher than those found in soils. Concentrations increased with degree of carbonization and woody fuels favoured higher concentrations. Moreover, environmentally persistent free radicals remained stable for an unexpectedly long time of at least 5 years. We suggest that wildfire charcoal is an important global source of environmentally persistent free radicals, and therefore potentially of harmful reactive oxygen species.
