<p>Gedangan is a village located in Grogol District, Sukoharjo Regency, Central Java. In 2021, Gedangan Village will become one of the partners of the Sebelas Maret University Student Community Services Program (KKN). In this village, KKN activities were carried out using a hybrid system due to the pandemic. KKN is carried out through online and offline activities with the theme of empowering community potential through counselling in the fields of animal husbandry, education, social and creative industries. The work programs that have been implemented are "Literacy Lanterns", Catfish Cultivation in Buckets, composter making, educational posters, PHBS counselling, Reading Houses, and murals to attract the public. The implementation strategy includes socialization, teaching, and various trainings. With this KKN team work program, the people of Gedangan Village are able to optimize the local potential of the village, especially in the fields of Education, Social, and Creative Industries. This activity is supported by the village government and local communities from various backgrounds. This activity is useful for developing Gedangan Village in managing village potential and can help the community be more interested in developing Gedangan in the future.</p>

Transparency is one of the principles that can guarantee access or freedom for all people to obtain information about the administration and management carried out by the government. With the principle of transparency, it is hoped that the Melilian Village government, Gelumbang District, will manage the Village Fund transparently and involve the Village community. This study aims to describe the management of Village Funds and the mechanisms for managing Village Funds carried out by the Melilian Village Government, Gelumbang District, Muara Enim Regency. The method used in this research is descriptive qualitative method. Data collection techniques in this study include, observation, interviews and documentation. The results showed that the management of the Village Fund carried out by the Melilian Village government, Gelumbang District, was in accordance with the applicable laws and regulations and involved the community from the planning, implementation, administration, reporting and accountability stages to the delivery of development results. Based on the transparency indicator, it shows that there is availability of document accessibility as well as completeness, clarity and convenience for the public to access information as a whole with the installation of billboards and information boards at several points. This study concludes that Melilian Village, Gelumbang Subdistrict, has carried out the process of the Village Fund management mechanism in stages by involving several related elements including the people of Melilian Village, Gelumbang District.

This study aimed to describe the role of government-community on the development in the Sedati Gede Village, Sidoarjo Regency and its supporting and inhibiting factors. This research used qualitative descriptive method. The informants in this research are Head Village (as key informan), village government, Karang Taruna and citizen. Technique data is collected by triangulation (combined), data analysis is inductive, and qualitative research results further emphasize the significance rather than generalization. The results showed that the government's role in the development of Sedatigede village was quite good and balanced. Their cooperation was mutualistic which the parties involved in understanding the position and role in rural development. The village government got the role in facilitating community and provides good guidance to the public about the purpose of the development to be carried out. Society plays a role in contributing ideas, power, and material in succession of development. Meanwhile, the supporting factors in this cooperation used human society approach and they had a good understanding of the position and its role in development. In addition, the inhibiting factor is the lack of public awareness on environmental hygiene as well as the persistence of the notion that the government was subordinate to the people and objects in development supervision.

The purpose of this study was to determain the application of the principles of participation, responsibility, accountability, and transparancy in financial management starting from planning, implementation, administration, reporting, and accountability in  Kuala Alam Village, Bengkalis District, Bengkalis Regency. This type of research is qualitative with a case study. Data collection techniques performed consisted of observation, interviews, and documentation. The results of this study indicate that the village government of Kuala Alam is responsible to the community, the BPD, the Regent to compile a work plan that has been prepared during the village meeting. Openness in obtaining information that has been conveyed to the public consists of billboards containing information about the APBDes. At the time of planning the village government of Kuala Alam had conducted a musrenbang involving the community. When implementing Kasi and Kaur, they must be responsible for the tasks that have been given in accordance with the standards and regulations. While at the reporting and accountability stage the Kuala Alam village government has provided reports to the Regent through the Camat and BPD as community participants. In addition the village government of Kuala Alam installed billboards in front of the Kuala Alam village office to make it easier for the people of Kuala Alam to obtain information.  So that with this research both the community and the Kuala Alam Village Government can cooperate with each other in conducting supervision on village financial management in order to create good governance.Keywords: Management; Participation; Responsibility; Accountability; Transparency. AbstrakPenelitian bertujuan untuk mengungkap penerapan prinsip partisipasi, responsibilitas, akuntabilitas, dan transparansi dalam pengelolaan keuangan desa dimulai pada tahap perencanaan, pelaksanaan, Penatausahaan, Pelaporan, dan pertanggungjawaban di Desa Kuala Alam Kecamatan Bengkalis Kabupaten Bengkalis. Jenis penelitian ini adalah kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data yaitu observasi, wawancara, dan dokumentasi. Hasil penelitian ini menunjukkan bahwa Pemerintah desa Kuala Alam bertanggungjawab kepada masyarakat, BPD, Bupati untuk melaksanakan rencana kerja kegiatan yang telah disusun pada saat musyawarah desa. Keterbukaan dalam mendapatkan informasi yang telah disusun disampaikan kepada masyarakat berupa baliho yang berisi informasi tentang APBDesa. Pada saat perencanaan pemerintah desa Kuala Alam sudah melakukan Musyawarah Perencanaan Pembangunan melibatkan masyarakat. Pada saat pelaksanaan Kasi dan Kaur sudah bertanggungjawab atas tugas yang telah diberikan yaitu sesuai dengan standar dan aturan yang berlaku. Dalam tahap penatausahan pemerintah desa sudah melakukan pembukuan dengan tertib. Sedangkan pada tahap pelaporan dan pertanggungjawaban pemerintah desa Kuala Alam sudah memberikan laporan kepada Bupati melalui Camat dan BPD sebagai perwakilan masyarakat. Selain itu pemerintah Desa Kuala Alam memasang baliho didepan kantor desa Kuala Alam agar mempermudah masyarakat Kuala Alam untuk memperoleh informasi. Sehingga dengan adanya penelitian ini baik masyarakat maupun Pemerintah Desa Kuala Alam bisa saling bekerjasama dalam melakukan pengawasan terhadap pengelolaan keuangan desa agar terciptanya Good Governance yang baik.Kata Kunci: Pengelolaan; Partisipasi; Responsibilitas; Akuntabilitas; Transparansi.

Utilization of land for public facilities is the ideals of the constitution as stated that "to be used for the greatest prosperity of the people" and "land to function socially" based on Law No. 5/1960 concerning Basic Agrarian Regulations. The use of land for the public facilities does not give priority rights to a party or individual. Collective use within the community must be addressed wisely and proportionally in its use. A public road that is regarded as a public facility, no one can claim to be entitled to a road because it borders or is close to the land or occupancy. With the closed access to the use and benefitting of roads as the public facilities, it is difficult to determine the violation of the law committed. There is a Provincial Regulation which regulates the prohibition of parking on the roads, but this prohibition is not well-regulated in other regions with its legal products. Disregarding in the community to the road users as public facilities, can become a social problem and must be resolved with a consensus reflecting the Pancasila as the life point of view. Deliberation and consensus is a solution to solving problems by involving Village Traditional Institutions or similar names based on regionalism. Deliberation and consensus as a solution to the use of land for public facilities, can produce decisions in village deliberations. The Village Customary Institution as a partner to the Village Government can propose the joint use of community public facilities to be regulated in a Village Regulation. Normative legal research is the method used in this study. There is no violation of legal rules in the unwise use of public facilities, making this community problem must be resolved by the community itself by prioritizing the value of the Pancasila and after that it can be elaborated in the simplest rules in the Village Regulation.

ABSTRACT This study aims to determine the management of village funds with a good governance approach in 19 villages in West Merapi District Lahat District. The formulation of the problem in this study is How Implementation of Village Fund Management done on 19 Villages In West Merapi District Lahat Regency?. Are the principles of good governance applied in managing the Village Funds in 19 villages of West Merapi district of Lahat regency? The research sample consisted of 19 villages of West Merapi sub-district of Lahat Regency. The data used is the result of data processing questionnaire. The results showed that the implementation of village fund management with Good Governance approach based on the analysis of accountability, transparency and participatory variables that the village government has followed the procedures established according to the Minister of Home Affairs Regulation. The village government has also taken into account the costs and benefits, as well as prioritizing the public interest in determining the village fund program in the aim of prospering the people.

The people in Kabuaran village used to defecate haphazardly. Since a sanitation program for healthy closet was promulgated, the people have been used to using water closet. To date, the village has been renowned as Open Defecation Free (ODF) Village, which is national award endowed to an area where the poeple no longer defecate haphazardly. The present study applied qualitative approach. The paradigm founded the study was criticism paradigm, coupled with the theory of Hegemony and Gramsci domination, adopted from Marx. The research findings evinced that the public behavioural change represented government’s control, actualized by local government. The synergy was a structure operationalized for positive behavioural change to stop haphazard defecating. Numerous innovations and initiatives were carried out by the village government, be it providing public toilet, clean water program, and water closet provision. It was at this juncture that domination mechanism was at work. In this regard, the village government accidentally involved traditional intellects, religious figures, to take part in accruing public awareness, which was done in hegemonic manner through regular Al-Qur’an recital. Village government as one of the public institutions must implement public information openness on all its activities based on Law no.14 Year 2008 concerning public information openness and Village Law No. 6 Year 2014. This study used cognitive dissonance theory to analyze the meaning of public information openness on village government officials in Central Java. This research aimed at finding the meaning of messages conveyed by the village government about public information openness. Moreover, this research used qualitative approach through case study method. In addition, research data are obtained through interviews, focus group discussions and observations. Meanwhile, post positivism paradigm was used to analyze all the findings of this study. The findings of this study indicate that human resources working in the village government have not completely understood the meaning of information openness. This may due to a lack of socialization and information on public information openness. Many of them interpreted it differently. Thus, there were several village officials conducting a violation in information openness.

Bungo Village, Subdistrict of Wedung Indonesia, is one of the regions that still upholds the traditions of the region as a form of preserving culture. Along with the development of technology and science, there are many traditions in the village that are considered not modernist by the people. Therefore, some village government and community heads in the village of Bungo, Wedung District, are trying to maintain traditions in their area as a form of preserving local traditions or culture and when developed can have potential for regional income. Coastal traditions in the Bungo Village area that are still carried out include Apitan, Syawalan, and Alms of Earth, the meaning of this tradition as a form of community gratitude to God. There is a Nyadran tradition, the Panji Kusuma Cultural Kirab is a tradition carried out as a form of respect for coastal communities and in memory of the services of heroes who have established villages in the coastal region. There is also the tradition of Keong Keli, Barian, Kembang Sayang, which basically implies a form of community effort to avoid doom and danger. This research was conducted using ethnographic methods, data collection using in-depth interviews and observation. From the coastal traditions carried out by the Bungo people, it is shown that coastal communities depend on the sea for their livelihoods and the wealth of natural resources to survive.

This study aims to determine how Administration, Reporting and Accountability of Dana Nagari in Batang Anai District, Padang Pariaman Regency, West Sumatra Province. There are three (3) aspects in village funds, administration, reporting and accountability. To achieve these objectives, descriptive qualitative research methods are used. Data sources are primary data and secondary data. Data collection techniques are carried out by observation, interviews, and documentation using qualitative descriptive analysis techniques. The results of the study show: (1) Administration carried out by the treasurer in the form of receipts and expenditures which are recorded in the general cash book, bank book, income details book, and financing details book which is equipped with receipts. (2) Reporting that the delay in disbursing village funds was due to the late regulation of the Regulations of the Regent of Padang Pariaman which caused the disbursement of stage I and phase II village funds to be delayed too late. (3) Accountability Submission of accountability reports to the public through various media, such as websites and billboards. Submission through this media can make it easier for the public to obtain information about the performance of the village government.

Tourism is now seen as a sector popular in the national economy and the world,where one of the motor industry style of contemporary capable of providing social servicescommunity, especially in the village of Genito in providing natural attractions and agro, aswell as the opportunities of economic growth in terms of employment opportunities, income,the standard of living and to enable the local production sector. The purpose of this studywhich is to identify the factors driving and inhibiting natural attractions as well as therestructuring and agro tourism. Problems include the lack of accessibility of land and thedifficulty of the motor vehicle to the location of natural and agro. This is a qualitative study,which describes the study explanation about the state of the field findings and submit thequestionnaire contained structured questions addressed to the public ranging fromcommunity leaders, stakeholders of the village administration, the offender driving tourism,and tourists with the total respondents as many as 30 people, using the method of randomsampling incidental. The study results showed that the natural attractions and tourism in thevillage of Genito there are two attractions that nature tenure is owned by forestry andagricultural land supported rural communities that provide beauty agro tourism.Restructuring of natural attractions such as swimming pools, fish ponds and objects whoseexistence Selfie nestled in the woods with Sukorini name. Restructuring of the naturalattractions in the form of a pool is an innovation village government.
