The purpose of this research is to obtain empirical data on tutor’s performance in managing instructional activities of Package C Program at Community Learning Activities Center (CLAC). The research was conducted at a CLAC in North Jakarta. The method employed was descriptive method with qualitative approach. The researcher made direct observation to the CLAC where Package C program was being implemented. To obtain valid and reliable data and information, the researcher also conducted in-depth interview. Based on the available data and information, the research concluded that according to the respondents’ opinion all tutors have conducted instructional process in the line with the existing standard procedures. The tutors make a good preparation before instructional process and they are capable enough to perform their tasks professionally. They have a good mastery of the instructional materials and sound ability to use appropriate instructional media to improve participants’ learning achievement. For a better result in the future, the tutors are suggested to be more proactive to develop their knowledge and skills related to their job.

The purpose of the research is to validate the model design of Community Learning Center (CLC) management in improving education services. This research uses a qualitative approach with a descriptive method. The results show that first, the conceptual model consists of rationalization, assumptions, objectives, components, indicators, and model procedures; second, validation of model is conducted through discussions with peer groups and expert judgment; third, implementation of model trials is described in learning activities in CLC. The learning steps include the process of planning, organizing, implementing and assessing in learning. The conclusions of the developed model show effective results with indicators: first, there are active involvements and positive responses of community members to the learning activities; second, learning outcomes of community members show there is an increase in the ability of knowledge, attitudes and skills.

AbstractThis article is written based on the research focusing on foreign students in Pesantren (Islamic Boarding School) Wali Barokah Kediri. This research focused on the orientation (perspective and vision) and service for foreign students in the Pesantren. The research was conducted by using qualitative approach and descriptive method. Data source was obtained through observation, documentation studies, and in-depth interview with the Pesantren leaders, kiai/ustad (religious senior/teacher),  and foreign students. The findings in this research were: 1) The foreign students in Pesantren Wali Barokah aimed to achieve Islamic theology or tafaqquh fiddin excellently, accurately, and completely (kaffah), 2) The parents of foreign students were also involved in learning activities in Pesantren Wali Barokah, 3) The foreign students’ vision to study in pesantren is to be guided directly by ustad/ustazah (male and female teachers) who possess articulate Islamic theology (sanad keilmuan Islam) and are faithful to their academic performance. Furthermore, the students can particularly accomplish reading one of the Kutub Sittah holy books and memorize 30 Juz (part/section) of Alquran, and 4) The parents have their expectations that by sending their children to study in pesantren, they will be independent and become high quality human beings. Abstrak Artikel ini merupakan hasil penelitian tentang santri asing di Pesantren Wali Barokah Kediri. Penelitian ini difokuskan pada orientasi (pandangan dan aspirasi) dan layanan asing yang belajar di pesantren tersebut. Penelitian ini menggunaakan pendekatan kualitatif dengan jenis penelitian deskriptif. Sumber data diperoleh melalui pengamatan, studi dokumen dan wawancara mendalam terhadap pimpinan pesantren, kiai/ustad dan santri asing. Hasil temuan penelitian ini antara lain: 1) santri asing belajar di pesantren Wali Barokah bertujuan untuk memperoleh Ilmu agama Islam  atau tafaqquh fiddin secara baik, akurat dan lengkap (kaffah), 2) para orang tua santri asing juga sama-sama mengikuti pembelajaran di pesantren Wali Barokah, 3) Aspirasi santri asing belajar di pesantren yaitu  memperoleh bimbingan langsung para ustad/ustazah yang memiliki sanad keilmuan yang jelas, serta dipertanggungjawabkan secara akademis. Seliaan itu, secara khusus mereka dapat mengkahatamkan salah satu dari kitab Kutub Sittah dan menghafal Alquran 30 Juz. 4) Sementara itu, harapan orang tua santri belajar di pesantren ini ingin anak-ananya menjadi manusia mandiri dan  berakhlak mulia.

Teachers can facilitate students’ learning and enrich their learning activities by using instructional materials (IMs). They help the teachers in communicating to learners. As students differ in their responses to IMs, it is the responsibility of the teacher to use and select the most appropriate instructional materials that will promote learning among students. Hence, the researcher conducted this study to determine the IMs used by the faculty members of Batangas State University. The researcher used the descriptive method of research and utilized survey and interview to gather data from the 84 faculty members. Findings revealed that many were using textbooks, PowerPoint presentation, workbooks, manuals and modules while few were using magazines, news articles, monograph and audio/ video. Problems encountered in the utilization of IMs included unavailability, inadequacy and quality of materials and the faculty’s inadequate background on the manipulation of the material. Only 31 developed IMs, but many have plans of developing one. These lead to the conclusions that faculty-respondents mainly used traditional IMs and that availability and quality influenced their utilization. The study recommends that support for the utilization of IMs should be enhanced and accessibility plan be established to promote timely adoption and utilization of IMs.  Keywords - Educational technology, education, instructional materials, utilization, descriptive-survey, Philippines

The purposes of this research are (a) to describe service conceptual model of Community Learning Center (CLC), (b) to validate the service conceptual model of CLC, and (c) to analyze the implementation of the service conceptual model of CLC. The research employed qualitative approach and descriptive method. The data were collected by using document study, literature review, interview, and Focus Group Discussion as from April through September 2015. The subjects of the study included administrators, tutors, and CLC participants in Bandung Raya area. The research resulted in (a) the developed conceptual model consisting of rationalization, assumption, objectives, components, indicators, and procedure model; (b) the model validation used peer group and expert judgement techniques; and model implementation described in instructional activities in CLC. Instructional steps as the model components are planning process, organizing, implementation, and evaluation in instruction. The conclusion of the developed model indicates effective results with the indicators: (a) the active participation and respond of the community for instructional activities and (b) the learning achievement of the community shows the improvement in knowledge, attitude, and skills.

Night tourism development comes up as an innovative strategy for tourism development in this current intense competition. There are four main elements in night tourism, namely economic, social, environmental, and night atmosphere. Berastagi is the most popular tourist destination in Karo Regency, Sumatera Utara, Indonesia, which already have night tourism destination but unfortunately undeveloped yet. Night tourism development in Berastagi must be with the local wisdom approach to maximize its benefit. Karonese as the majority ethnic of the local community in this area potential to be developed on its night tourism. This paper only analyzes the environmental and night atmosphere aspects in Berastagi’s night tourism, which based on local wisdom. Qualitative primary data from field observation and depth interview results have been analyzed by using the descriptive method. The study shows that involving local wisdom in developing the environment and night atmosphere can give the typical identity for the night tourism in Berastagi.Night Tourism

A learning style is an issue related to learners. In one way or the other, learning style could assist learners in their learning activities if students ignore their learning styles, it may influence their effort in understanding teaching materials. To overcome these problems, a model for reliable automatic learning style detection is needed. Currently, there are two approaches in detecting learning styles: data driven and literature based. Learners, especially those with changing learning styles, have difficulties in adopting these two approach since they are not adaptive, dynamic and responsive (ADR). To solve the above problems, a model using agent learning approach is proposes. Agent learning involves performing activities in four phases, i.e. initialization, learning, matching and, recommendations to decide the learning styles the students use. The proposed system will provide instructional materials that match the learning style that has been detected. The automatics detection process is performed by combining the data-driven and literature-based approaches. We propose an evaluation model agent learning system to ensure the model is working properly.

This research purpose to analyze the strategic and technical to encourage the potential of Regional Original Revenue (PAD) from the Groundwater Tax sector owned by Garut Regency. In this research used the descriptive method of research and qualitative approach to obtain the illustration of groundwater tax potential in Garut Regency. The primary and secondary data obtained by depth-interview technique to The Regional Revenue Office of Garut Regency. The data analysis using the formula on the growth, contribution and potential. Besides that, in this research use SWOT analysis to identify internal and external factors that influence the achievement of organizational goals based on strengths, weakness, opportunity, and threatness. The result of this research based on the growth measurement obtained the average of the ground water tax reached -13.65% while the contribution of ground water tax to the regional tax was 0.83%. Thus, to repair this condition based on the SWOT analysis the government of Garut Regency needs to conduct the intensification and extensification to increase groundwater tax revenues in Garut Regency as rejuvenating the policy of groundwater tax strategy in Garut Regency.

<div class="page" title="Page 1"><div class="layoutArea"><div class="column"><p>This study focuses on deliberative democracy practices in Caturtunggal village, specifically in the sub-village (<em>dusun</em>) of Seturan, Karangwuni, and Ambarukmo. The study assesses the quality of deliberation in these dusun by applying the three out of  five indicators of deliberative democracy theory by Fishkin (2009), namely information, subtantantive balance, and equal consideration. This study deploys qualitative descriptive method and case-study approach with in-depth interview as the main data gathering technique. This deliberation has put Village Consultative Board (BPD) period of 2013-2019 as a mediator and to consider arguments and deliberative results. Based on the indicators which proposed by Fishkin, Seturan and Ambarukmo are categorized for having semi-ideal deliberation, meanwhile Karangwuni is categorized as not ideal. The study also finds elite capture practices in Seturan and Karangwuni, but they do not impact significantly. </p></div></div></div>

<p>The role of knowledge on English Morphology for the students of English Language Education (henceforth ELE) cannot be neglected. However, the preliminary observations done by the researcher during the instructional process of English Morphology at the State College for Islamic Studies (STAIN) Kediri Indonesia, for three academic years shows that most of the students still get difficulty in understanding the course content.  The researcher, therefore, is of the opinion that the instructional materials used in the classes need to be developed. The adaptation version of Borg &amp; Gall (1983) model of R &amp; D  covering preliminary observation, designing preliminary product, expert validation, product revision, field testing or try out, and revision to produce final product is used to develop an instructional material on English Morphology. The products mostly concern on 1) the course content, 2) the exercises, and 3) the level of language difficulty or word choice. The researcher expects that the final product of this study could be used as a handbook for the students in studying English Morphology.</p><p><strong>Keywords:</strong> <em>instructional materials, material development, English morphology</em></p>
