Virtual art performances are a form of program during the pandemic by the West Java Regional Cultural Management UPTD in the use of social media on YouTube. The purpose of this study was to determine the design of the virtual art performance program starting from the initial analysis stage, the production stage to the post-production by the executor of the West Java Regional Cultural Management UPTD. This research uses qualitative research with ethnographic study of public relations. This study aims to examine the behavior of public relations (PR) communication carried out by virtual art performers in collaboration with artists to carry out virtual art performances. The results of this study indicate that there are stages of the virtual art performance program, starting from the stage of situation analysis, determining the goals and objectives of the program. The stages during production are holding virtual art performances and post-production such as editing and uploading to YouTube media. Therefore, this study uses the relevant model, namely The IPPAR (Insight, Strategic Program, Program Implementation, Action and Reputation) mode in the process of virtual art performances.

Artikel ini mengenalkan sekaligus menawarkan hasil temuan penelitian tentang komponen perilaku komunikasi PR berbasis budaya. Komponen terdiri dari aspek Insight-Program Strategic- Program Implementation-Action and Reputation atau disingkat menjadi The IPPAR Model. Komponen perilaku komunikasi PR merupakan transformasi hasil temuan lapangan atau originalitas data tentang pola perilaku Jakhu Suku pada ritual pemberian gelar. Pola perilaku meliputi tahapan pekhsiapan (persiapan), khencana (perencanaan), lestakhi (pelaksanaan), penghengok (dukungan) dan penghanggum (kepercayaan). Hasil penelitian menyimpulkan bahwa ada keterkaitan antara temuan pola perilaku Jakhu Suku dengan konsepsi Public Relations dan budaya sehingga komponen The IPPAR Model dapat dikategorikan sebagai komponen Etnografi PR. Metodologi yang fokus pada perilaku komunikasi PR berbasis budaya. Dipaparkan tentang konsep, konstruk, prinsip dasar, serta cara kerja penelitian. Metodologi Etnografi PR dapat diterapkan pada konteks lembaga PR profit dan nonprofit. Kajian PR berbasis budaya pada konteks PR perusahaan, PR Pemerintahan, dan PR Non Pemerintahan.Kata Kunci: Etnografi PR, Perilaku Komunikasi, The IPPAR Model

Tulisan ini menjelaskan tentang proses pengelolaan Cyber Public Relations yang dilakukan oleh humas Polda Jawa Barat dalam rangka meningkatkan citra lembaga memalui website tribratanews.jabar.polri.go.id. Penelitian yang dilakukan menggunakan paradigma konstruktivisme, metode kualitatif dan pendekatan studi kasus yang bertujuan untuk mengetahui proses pengelolaan Cyber Public Relations dalam meningkatan citra pada website tribratanews.jabar.polri.go.id secara mendalam dan menyeluruh. Konsep yang digunakan adalah konsep The four steps public relations dari Cutlip, Center and Broom, dengan menggunakan teknik pengumpulan data observasi partisipatori pasif, dan wawancara mendalam. Teknis analisis yang digunakan adalah reduksi data dan penyajian data. Hasil penelitian menunjukan bahwa Pengelolaan Cyber Public Relations dalam Meningkatkan Citra pada Website tribratanews.jabar.polri.go.id Polda Jawa Barat tersebut dimulai dengan melakukan pendefinisian masalah dengan tahapan koordinasi penentuan masalah, penghimpunan data, pemilihan berita dan analisis penentuan masalah, selanjutnya melakukan perencanaan dan pemprograman dengan tahapan Perencanaan target sasaran berita, pembuatan judul pemberitaan, koordinasi dalam perencanaan dan konfirmasi pimpinan, lalu pelaksanaan dan pengkomunikasian di dalamnya ada tahapan Pengelolaan berita, membuat berita, upload ke website dan link ke media social. Terakhir adalah pengevaluasian guna mengetahui manfaat yang diperoleh, keberhasilan pengelolaan dalam mencapai tujuan dari instansi yaitu untuk meningkatkan citra. This paper describes the process of managing Cyber ​​Public Relations by the West Java Regional Police in order to improve the image of the institution through the tribratanews.jabar.polri.go.id website. The research was carried out using the constructivism paradigm, qualitative methods and case study approaches which aimed to find out the management process of Cyber ​​Public Relations in improving the image on the tribratanews.jabar.polri.go.id website in depth and comprehensively. The concept used is the concept of The four steps public relations from Cutlip, Center and Broom, using passive participatory observation data collection techniques, and in-depth interviews. The analysis technique used is data reduction and data presentation. The results showed that Cyber ​​Public Relations Management in Improving Citra on the Tribratanews.jabar.polri.go.id website of the West Java Regional Police started by defining the problem with the stages of coordination of problem determination, data collection, news selection and problem determination analysis, then planning and programming with the stages of planning target news targets, making news titles, coordinating in planning and confirming leaders, then implementing and communicating in them there are stages of managing news, making news, uploading to websites and links to social media. Finally, it is evaluating to find out the benefits obtained, the success of management in achieving the goals of the agency, namely to improve the image.

This study aims to determine the extent of the relationship between the Competence of Public Relations Government of West Java Province which includes communication skills, managerial abilities, ability to build relationships, credibility and creativity, with Standardization of Services is measured through the Service Level Agreement concept which includes Accessibility, Reliability, Response Time, and Resolution who were given Public Relations to the Community who visited / visited the Public Relations Government of West Java Province. The method used is the Survey research method, through questionnaires to the people who came to the West Java Provincial Government Public Relations. The testing techniques carried out are frequency distribution tabulation, score ranking and correlation test. The results of the study illustrate that the Public Relations Government of West Java Province has communication and managerial skills in the Very good category, with the ability to foster relationships, credibility and creativity in the category of Good, Whereas the assessment of Standardization of Services to the Community is measured through Accessibility, reliability, response time and resolution in the category of Satisfaction. From the results of testing the correlation data, it can be concluded that There is a strong, unidirectional and significant relationship between PR competencies in West Java Province with the standardization of services to the public. A unidirectional relationship means that the West Java Provincial Government Public Relations Competency is good, Service Standardization also be more satisfying

Communication procedure in public service academic at SLBN A Bandung City, Not all public academic know procedure. Some even made difficulties due to the stages that required the West Java Provincial Education Office first. Make a lot of academic public who repeat in making research letters conducted in SLBN A Bandung City. The uniqueness of this case study research lied in (1) the selection of research sites which are schools that provide special education for the visually impaired or previously known as the oldest extraordinary education in Southeast Asia. (2) Public Relations is not optimal in academic public services. (3) lies in a blind person who occupies the Deputy Principal for Public Relations and Advocacy in the SLBN A Bandung City. This study aims to know communication procedures in academic public services, the data in this research with qualitative approach is obtained through observation, in-depth interview, and literature study. The results showed that communication procedures in academic public services have seven procedures including Administration for PPL/PPG/KKN, Letter of Recommendation for the West Java Provincial Education Office for research, Disposition of Principals, Field Schedule Coordination, Conditioning Objects, Public Assistance by the Responsible Person / Teacher and Submitting the Activity Report

Penelitian ini dilakukan untuk mengentahui tugas pokok Bidang Kaderisasi DPW PKS Jawa Barat, untuk mengetahui proses tahapan dan sistem model kaderisasi PKS yang marhalah (berjenjang), untuk mengetahui dan mendapatkan data dalam memebentuk kader pemimpin Islami Bidang Kaderisasi DPW PKS Jawa Barat. Metode yang digunakan dalam penelitian ini ialah deskrptif kualitatif dengan tekinik pengeumpulan data berupa wawancara terstrurktur, observasi, dan studi dokumentasi.. Hasil dari penelitian ini menunjukan bahwa model kaderisi dalam menciptakan pemimpin Islami melalui tahapan-tahapan pembinaan kader yang marhalah (berjenjang). Yaitu, Pertama, ta’lim proses pembelajaran yang mana bertujuan para kader diberikan kurikulum kaderisiasi partai. Kedua, Tandzhim yang mana setelah pembelajaran diharapkan para kader dapat mengasah dan mengimplementasikan hasil kurikulum kaderisasi. Ketiga, taqwin para kader harus dapat menginternalisasi ajaran Islam dalam partai maupun kehidupan berbangsa dan bernegara. This research was conducted to identify the main tasks of the West Java PKS DPW Cadre Field Division, to find out the stages and stages of the PKS cadre model model that is marhalah (tiered), to find out and obtain data in forming the Islamic leaders cadre of the West Java PKW DPW Cadre. The method used in this study is a qualitative descriptive with data collection techniques in the form of structured interviews, observations, and documentation studies. The results of this study indicate that the cadre model in creating Islamic leaders through the stages of training cadres who are marhalah (tiered). That is, First, ta'lim the learning process in which the cadres aim to be given a party cadre curriculum. Second, Tandzhim which after learning is expected that the cadres can hone and implement the results of the regeneration curriculum. Third, taqwin of cadres must be able to internalize the teachings of Islam in the party and the life of the nation and state.

Public Relations of the Bandung Regency Government realizes that its area has a lot of potential for various local wisdom and has a heterogeneous society. This study aims to explore and analyze the values of local knowledge in developing public relations strategies in the government of Bandung Regency, West Java province. This study uses a constructivist interpretive (subjective) paradigm through a case study approach. The results showed that the Bandung Regency Government runs its government based on local wisdom. Bandung Regency Public Relations utilizes local insight and the region's potential to develop a public relations strategy to build and maintain a positive image of Bandung Regency. The impact of this research is expected to become a source of new scientific references in the development of public relations strategies in every region of Indonesia, which is very rich with various philosophies.Humas Pemerintah Kabupaten Bandung menyadari wilayahnya memiliki banyak potensi kearifan lokal yang beragam, serta memiliki masyarakatnya yang heterogen. Penelitian ini bertujuan menggali dan menganalisis nilai-nilai kearifan lokal dalam pengembangan strategi kehumasan di pemerintahan Kabupaten Bandung provinsi Jawa Barat.  Penelitian ini menggunakan paradigma interpretif (subjektif) konstruktivis melalui pendekatan studi kasus. Hasil penelitian menunjukkan bahwa Pemerintah Kabupaten (Pemkab) Bandung menjalankan pemerintahannya berlandaskan pada kearifal lokal. Humas Pemkab Bandung memanfaatkan kearifan lokal dan potensi wilayahnya untuk mengembangkan strategi humas dalam membangun dan mempertahankan citra positif Kabupaten Bandung.Dampak penelitian ini diharapkan menjadi sumber rujukan ilmiah baru dalam pengembangan strategi kehumasan di setiap daerah Indonesia yang sangat kaya dengan beragam filosofi.

Abstract In the mid-1970s, the dangers associated with nuclear power moved to the center of risk debates in Germany. Following the reactor accident at Three Mile Island (1979) and the Chernobyl disaster (1986), the West German nuclear industry’s business prospects severely deteriorated. How did the nuclear industry perceive and confront the challenge of nuclear skepticism? And how did this emerging challenge alter the perceived future of nuclear technology in the Federal Republic and beyond? The article argues that the nuclear industry did not passively accept the »depletion of utopian energies« (J. Habermas) to which the peaceful use of the atom was subjected. Instead, the industry worked to create new (utopian) prospects for nuclear power. The industry’s public relations campaign positioned nuclear power in two interrelated fields of insecurity: the decline of industrial society and environmental crises. Both threats, ran the argument put forth by nuclear proponents, could only be combatted by relying on nuclear power for electricity production. In this way, nuclear power was translated into a comprehensive promise of security that was intended to salvage the future of nuclear power as well as that of its investors in the face of growing anti-nuclear sentiment.

Focusing on the period between the revolutions of 1848 to 1849 and the First Vatican Council (1869–1870), this book explores the circumstances under which westerners, concerned about the fate of the papacy, the Ottoman Empire, Poland, and Russian imperial power, began to conflate the Russian Orthodox Church with the state and to portray the Church as the political tool of despotic tsars. As the book demonstrates, in response to this reductionist view, Russian Orthodox publicists launched a public relations campaign in the West, especially in France, in the 1850s and 1860s. The linchpin of their campaign was the building of the impressive Saint Alexander Nevsky Church in Paris, consecrated in 1861. The book posits that, as the embodiment of the belief that Russia had a great historical purpose inextricably tied to Orthodoxy, the Paris church both reflected and contributed to the rise of religious nationalism in Russia that followed the Crimean War. At the same time, the confrontation with westerners' negative ideas about the Eastern Church fueled a reformist spirit in Russia while contributing to a better understanding of Eastern Orthodoxy in the West.

Perum Perhutani Divisi Regional Jawa Barat dan Banten merupakan perusahaan atau instansi yang melaksanakan Human Relations melalui kegiatan informal, kegiatan informal tersebut dilakukan oleh Unit Seksi Humas dan Protokoler pada Bidang Ekspert Madya Komunikasi dan Pelaporan. Peneliti tertarik melakukan penelitian ini dengan tujuan untuk menetahui bagaimana gambaran impelementasi Human Relations melalui kegiatan informal di Perum Perhutani. Paradigma yang digunakan dalam penelitian ini adalah konstruktivisme yang bertujuan untuk memaknai makna-makna yang diungkapkan informan. Pendekatan yang digunakan adalah pendekatan kualitatif yang bertujuan untuk memahami fenomena yang dialami oleh subjek penelitian secara utuh. Metode yang digunakan dalam penelitian ini adalah studi kasus, karena penulis ingin mengetahi aspek “how” dan “why”yang bertujuan untuk mengetahui karakteristik setiap manusia dengan cara berinteraksi secara langsung dan mendalam. Berdasarkan hasil penelitian menunjukkan bahwa implementasi Human Relations melalui kegiatan informal tersebut menggunakan konsep POAC yaitu perencanaan (Planning), pengorganisasian (Organizing), pelaksanaan (Actuating), dan pengawasan (Controling), sehingga dalam kegiatan informal di Perum Perhutani menerapkan atau mengimplementasi Human Relations melalui kegiatan informal tersebut dengan sebaik mungkin. Implementasi yang tercipta di Perum Perhutani dapat menciptakan kenyamanan, merasa dihargai dalam melaksanakan setiap pekerjaan, sehingga dapat dipahami pula bahwa implementasi Human Relations melalui kegiatan informal di Perum Perhutani telah dilaksanakan dengan baik sehingga dapat menciptakan serta meningkatan produktivitas dalam bekerja. Perum Perhutani Regional Division of West Java and Banten is a company or agency that carries out Human Relations through informal activities, informal activities are carred out by the Public Relations and protocol section unit in the field of experts in intermediate communication and reporting. Researchers are interested in doing this research with the aim to find out how the descripyion of Human Relations implementation through informal activities in Perhutani Public Division West Java and Banten Regional Division through the concept of POAC from planning, organizing, implementing to monitoring (controlling) the activity. The paradigm used in this study is contructivism which aims to interpret the meanings expressed by informants. The approach used is a qualitative approach that aims to understand the phenomenon experienced by the research subject in its entirety. The method used in this study is a case study, because the author wants to know the “how” and “why” aspects that aim to find out the caracteristics of each human being by interacting directly and deeply. Based on the results of the study showed that the implementation of Human Relations throught informal activities using the consept of POAC namely planning, organizing, actuating, and controlling, so that in informal activities in the Perhutani public corporate to implement Human Relations throught informal activites as well as possibl. The implementation created in Perum Perhutani can create comfort, feel valued in carrying out every job, so that it can be understood also that the implementation of Human Relations throught informal activites in Perum Perhutani has been carried out properly so as to create and improve productivity in work.
