<p class="A04-abstrak3"><span lang="EN-US">In order to reduce poverty in the agricultural sector, the Ministry of Agriculture implements the BEKERJA program, which is  an effort to empower poor farmers in farming multi-commodities, including laying hens, vegetables, fruit and plantation crops. The objective of this study is to understand the role of the program on increasing farmers' income and reducing poverty. This research was conducted in 11 provinces covering 38 districts which were the location of the BEKERJA program in 2018 and 2019. The data used were primary data collected through in-depth  interviews of farmers participating in the program. The results of quantitative and qualitative descriptive analysis concluded that the program was quite successful in enhancing agricultural business activities among poor farmers, but it had not been able to increase farmers' income significantly. The number of poor farmers participating in the program only decreased by 1.48%. There are many challenges faced in empowering poor farmers, and therefore a strong commitment is needed to reduce poverty in the agricultural sector. To increase the effectiveness of these poverty reduction efforts, the empowerment of poor farmers in the future should be carried out as the following: (1) commodities developed are focused on the  laying hens and vegetables farming, (2) farmers empowerment and  provision of agricultural facilities should be continued  at least until the farming activities is financially profitable, (3)  technical guidance for cultivation should be strengthen, (4) beneficiaries of the program should be  prioritized to  young farmers, and (5) development a special program that is focussed for the poor farmers.</span></p>

The study aims to determine how the role of bank credit in 2011 through 2016 in the agricultural sector in the province of North Sulawesi. The study was conducted in November 2016 until January 2017. The data used is descriptive data of quantitative and qualitative data sources are primary data and secondary data obtained from the events on the ground or opinion of a subject field related to the provision of credit to the agricultural sector, and resources that are not directly provide data to investigators, obtained by way of written documentation regarding matters necessary or variable of Bank Indonesia Representative of North Sulawesi. Analysis of the data used is descriptive analysis method of data analysis of quantitative and qualitative concerning the description of bank credit to the agricultural sector in the province of North Sulawesi. Analysis of data taken, namely Bank Indonesia report the amount of credit to the agricultural sector of the Year 2011 to the 2016. These descriptive data analysis aims to find bank financing in the agricultural sector in the province of North Sulawesi, which will be presented in the form of tables and graphs as well as to see the development lending. The results showed that the role of bank credit to the agricultural sector in the province of North Sulawesi is increasing every tahunnya dari in 2011 through 2016 with an average growth 14.36%. With the increase in the agricultural sector credit each year, meaning that the banks increasingly trusted by the community to help strengthen the capital of agricultural business operators in this regard in the form of lending.

This study aims to determine the role of the brokerage and intermediary business (BIMANTARA) in Banjarmasin Fishery Port at the fisher / producer level, at the buyer / consumer level, and the role in the buying and selling process of fishery products at the Banjarmasin Fishery Port, South Kalimantan Province. This research was conducted at the Banjarmasin Fishery Port with the object of research being fishermen / producers, buyers / consumers and intermediaries / brokers / agents, 40 samples were taken randomly. The data collected are primary data and secondary data. The data obtained were analyzed using qualitative descriptive analysis of the role of BIMANTARA at the fisherman / producer level, at the buyer / consumer level, and the role in the buying and selling process of fishery products at the Banjarmasin Fisheries Port, South Kalimantan Province. At the fisherman level / boat owners , BIMANTARA has several roles that are believed by fishermen / boat owners, including ensuring that the fish caught by fishermen can be sold out, being able to provide capital loans at sea, and providing security for transactions at the Banjarmasin Fishery Port. At the buyer / consumer level, BIMANTARA has several roles that are believed by buyers, including ensuring that they get the fish they want, being able to provide solutions for the cost of buying fish, and providing transaction security at the Banjarmasin Fishery Port. The role of BIMANTARA in the process of buying and selling fish caught at the Banjarmasin Fishery Port has a small effect on the determination of fish prices and sales and purchase permits, then it has a moderate effect on the provision of aid workers, but greatly affects the certainty of fish sales and fish purchases, is able to provide capital loans to buyers and sellers, and guarantee the security of the transaction of buying and selling fish caught at the Banjarmasin Fishery Port. Overall, the existence of BIMANTARA is needed by both sellers and buyers at the Banjarmasin Fishery Port.

This study aims to determine the role of leaders in improving library excellent service. The object of research focuses on content the role of the leader in library excellent services. The scope of the study examines the embodiment of the leader's role performance in library excellent services. Research is a historical approach, has the main characteristics of critical research about developments in reality. Utilization of primary data is the main source of information and data search methods using library research. Using qualitative descriptive analysis and content analysis to analyze the importance of understanding the role of leaders, the performance of librarians and excellent service and its application in library organizations. The observation was carried out as supporting theoretical construction. The results showed that the role of leaders in improving library excellent service is; (1). Planning strategies and effective communication in the working mechanism of library organizations. (2). Improving the performance of librarians through enhancing professionalism and competence using an assessment of librarian performance measures

This paper aims to determine the policies implemented by the Papua National Narcotics Agency against drug trafficking. This article is a qualitative descriptive study. Data collection methods through interviews and literature study. Data analysis using descriptive analysis model. The results showed that the role of BNN Papua is very central in the eastern region and the Indonesian border. The policies that have been planned by BNN with multi-stakeholder have been implemented, but the new modes adopted by the international network vary. The drug subscription policy cannot be carried out by one institution only, it needs to be supported by other government agencies and the community. The need for a serious role for the regional and central government in both preventive efforts and subscription programs in synergy with the Papua Provincial BNN.

This study aims to determine the perceptions of the younger generation of agricultural activities in the Buha Sub-District of Mapanget District. This research was carried out from August 2017 to May 2018. Primary data was collected through interviews of 15 generations of young people with the help of filling out questionnaires. Secondary data was obtained from the Buha Village Office, Mapanget District. This analysis uses descriptive analysis. The results of this study indicate that the perception of the younger generation of agricultural activities in the Buha Sub-District is overall negative for agricultural activities. Viewed from internal factors include education, employment, gender and age. The higher the level of education, the wider the insight of the younger generation so that the lack of interest in the younger generation in agricultural activities is getting bigger. The younger generation who already have permanent jobs in the non-agricultural sector look down on agricultural activities because they assume that agricultural activities have a low social level. Women have a low interest in agricultural activities because they assume that agricultural activities are not suitable for women because it will damage their appearance. Respondents aged 21-30 years have a low interest in agricultural activities, in addition to reduced agricultural land. External factors include socialization, parental work status and land ownership status. The younger generation with a low level of socialization results in a lack of interest in the younger generation in agricultural activities. Parents of respondents who work in agriculture or non-agriculture do not want their children to make agricultural activities the main job. The young generation whose parents still own agricultural land is still doing agricultural activities to help their parents work on their farms.

The purpose of this study is to find out the concept of khilafah according to Sayyid Quthub and Taqiyuddin al-Nabhani, differences and legal basis. This study is a library model, with primary data sources, the Zhilalal-Qur'anic Tafseer and Nizham Al-Hukmi Fi Al-Islam and qualitative descriptive analysis methods. The result is the thought of the concept of khilafah according to sayyid Quthub: 1). The concept of the ruler / caliph, that who becomes the ruler of the choice of the Muslims, acts in absolute freedom, but that person gets the authority because he constantly applies the law of Allah Almighty. 2). The Islamic government system, the Supra Nasional government (the unity of the entire Islamic world). 3). The pillars of his Islamic government: a). Justice of the ruler; b). People's obedience; c). Consultation between the people and the authorities. Thought of the concept of the Caliphate according to Taqiyuddin Al-Nabhani: 1). The concept of the ruler / caliph is a person who represents the Ummah in government affairs and power and in applying syara 'laws. 2). The system of government is khilafah. 3). The pillars of his Islamic government: a). Sovereignty in the hands of syara '; b). Power of the people; c). To appoint a legal Caliph fardlu for all Muslims; d). Only Khailfah has the right to carry out tabanni (adoption) against syara 'laws; e) The Caliph has the right to make constitutions and all other laws. The differences in the concept of khilafah are both: 1). According to Sayyid Quthub, if the ruler fails, then the ruler can be dismissed if the Muslims are no longer satisfied with him. This statement gives a signal that the people get rid of the rulers who no longer fulfill their functions (zhalim rulers). It is different from the opinion of Taqiyuddin al-Nabhani. An Amir al-mu'minin (Khalifah), even though he is responsible before the people and his representatives, but the people and their representatives are not entitled to dismiss him. Nor will the Caliph be dismissed, except when deviating from Shara law. The one who determined the dismissal was only the Mazhalim court. 2). The system of Islamic government according to Sayyid Quthub does not question any system of government in accordance with the system of conditions of society, but this government is characterized by respect for the supremacy of Islamic law (shari'ah). Whereas According to Taqiyuddin Al-Nabhani that the system of Islamic government is khilafah. 3). The pillars of Islamic government according to Sayyid Quthub and Taqiyyuddin al-Nabhani, points three parts a and b at the above conclusions are: 1). Sayyid Quthub: a). Justice of the ruler; b). People's obedience; c). Consultation between the people and the authorities. 2). Taqiyyuddin al-Nabhani: a). Sovereignty in the hands of syara; b). Power of the people; c). To appoint a legal Caliph fardlu for all Muslims; d). Only Khailfah has the right to do tabanni (adoption) against the laws of shara; e). The Caliph has the right to make constitutions and all other laws. The legal bases for determining the Caliphate according to both: 1). Islamic Government System, Qur'an Surah (24) an-Nur verse 55; 3). Pillars of Islamic Government, Qur'an Surah (4) an-Nisa 'verse 58. 2). The legal basis for the establishment of the Caliphate according to Taqiyyuddin al-Nabhani: 1). Ruler, hadith of Muslim history from Abu Said Al khudri, Hadith no. 1853 and Muslims from Abdullah Bin Amru Bin Ash, Hadith no. 1844; 2). Islamic Government System, Al-Qur'an surah an-Nisa '(4) verse 59, an-Nisa' (4) verse 65. Muslim, saheeh Muslim, volumes, 3 pp., 1459 and 1480; 3). This research is purpose to know the role of Otoritas Jasa Keuangan in overcome fictitious investment in Bengkulu city and To know the efforts of Otoritas Jasa Keuangan to protect the consumers that take fictitious investment in Bengkulu city. This research uses empirical approach, that is research in the place by using interviews to get answers about the role of Otoritas Jasa Keuangan to overcome fictitious investment in Bengkulu city and the efforts of Otoritas Jasa Keuangan to protect consumers that has done fictitious investment in Bengkulu City. This research uses two types of data,that is primary data and secondary data. Then, its data to be analyzed in a research report that is qualitative descriptive. The results of the research is the role of Otoritas Jasa Keuangan to  overcome fictitious investment in Bengkulu City that is preventive and repressive efforts. The preventive efforts for example to socializing and educating people to alert investment and coordinating with law enforcers and other regulators. The repressive efforts, for example set up an Alert Investment task force in every area. Then the efforts of Otoritas Jasa Keuangan to protect consumers that have  fictitious investment in Bengkulu City is regulated in POJK Number 1 / POJK.07 / 2013 about Perlindungan Konsumen Sektor Jasa Keuangan

This study aims to determine how Administration, Reporting and Accountability of Dana Nagari in Batang Anai District, Padang Pariaman Regency, West Sumatra Province. There are three (3) aspects in village funds, administration, reporting and accountability. To achieve these objectives, descriptive qualitative research methods are used. Data sources are primary data and secondary data. Data collection techniques are carried out by observation, interviews, and documentation using qualitative descriptive analysis techniques. The results of the study show: (1) Administration carried out by the treasurer in the form of receipts and expenditures which are recorded in the general cash book, bank book, income details book, and financing details book which is equipped with receipts. (2) Reporting that the delay in disbursing village funds was due to the late regulation of the Regulations of the Regent of Padang Pariaman which caused the disbursement of stage I and phase II village funds to be delayed too late. (3) Accountability Submission of accountability reports to the public through various media, such as websites and billboards. Submission through this media can make it easier for the public to obtain information about the performance of the village government.

Bawean Island which is within the scope of Gresik Regency has the potential of nature, culture, and religiontourism. The natural resources that have this potential will develop if managed and promoted with an effective and efficient strategy. The purpose of this study to analyze the communication strategy used by the local government of Gresik Regency in promoting potential tourism in Bawean Island. In this qualitative descriptive study the primary data was obtained through in-depth interviews with the head of Departement of Culture Tourist Youth and Sport in Gresik. The questions in the interview related to Bawean Island tourism promotion strategic plan along with what has been done by related parties. Data analysis was performed using interactive techniques from Miles and Huberman. The results of this study show that the Department of Culture, Tourism, Youth, and Sports has not had a marketing strategy and implementation based Integrated Marketing Communications. The strategies and promotions that have been there are also still not running optimally.


Although women’s participation in the workforce has increased remarkably in recent times but women are still lagging behind because of the traditional thinking and attitudes of their families in the context of Bangladesh. The purpose of the current study was to explore the role of the family in shaping women’s career development. The study was conducted in a qualitative approach and it was exploratory in nature. The study was conducted during November-December, 2019 in Khulna division, Bangladesh. The purposive sampling procedure was used to select the 25 respondents of the study. The respondents constituted of working women from different professions. Primary data was collected through semi-structured in-depth interviews extending from 35 to 45 minutes. The collected data were analyzed using thematic analysis method and nine themes emerged from the transcripts. The emerged themes were acceptance and aspiration from family, spousal support, being a mother, grown-up children as helping hands, family and work balance, family as a social network, family as a barrier, family as a lever, and gender inequality. This research highlighted the fact that women’s career practices and its development depended highly on familial roles. The family possesses the ability to affect women’s career success both positively and negatively. The study revealed that women who received positive support from their families were more motivated and achieved greater success in their professional life. Family can serve both as a lever as well as a barrier in shaping a woman’s career.
