The article discusses the composition of territories and natural resource potential of the Arctic zone of the Russian Federation. The history of the formation of the population of Vorkuta Urban District, which is the part of the Russian Arctic from 2014, is discussed. The population dynamics in 1959 is shown. The article also contains more detailed information about the urban population of Vorkuta Urban District and other northern cities of the Komi Republic from 2011 to 2016. In the article the reproduction of the population since 1970 is analyzed. The article presents a forecast of the population until 2030.

t. Theoretical approaches to the sustainable development of cities and towns in the Arctic zone of the Russian Federation are considered. As such approaches, the concept of a «green» smart city, the concept of thermal stress in an Arctic city, the concept of a «winter city», the concept of an Arctic base city, the concept of developing coastal Arctic settlements based on the principles of the blue economy (the economy of marine nature management and coastal zones), the concept of ensuring the vital activity of Arctic cities, etc. are analyzed. In addition, the contribution of Arctic cities to environmental pollution and climate change, socio-economic and demographic development of the Arctic zone is analyzed. The development of Arctic cities, especially single-industry towns and settlements is considered in the context of the Republic of Karelia, the Murmansk, Arkhangelsk Regions, the Komi Republic, the Chukotka Autonomous Okrug, the Republic of Sakha (Yakutia) and the Krasnoyarsk Territory. The main directions of sustainable development of Arctic cities and towns are substantiated from the point of view of achieving the target indicators of the “Strategy for the development of the Arctic zone of the Russian Federation and ensuring national security for the period up to 2035”.

The authors of this article briefly note the relevance of this topic; give the composition of the Arctic zone of the Russian Federation; consider the features of the development and functioning of this zone; briefly analyze the rich and diverse natural resource potential of the Arctic zone of Russia with the identification of natural and anthropogenic trends in the state of the zone and areas of international cooperation in the Russian Arctic with the identification of environmental threats. The authors in a concise form consider some features of the spatial development of the economy of this Arctic zone, as well as the formation and development of the Northern Sea Route, highlight the most important problems in the western, central and eastern parts of the zone. In conclusion, the authors draw brief conclusions from the entire set of problems they have considered.

The article assesses the prospects for the development of strategic mineral resources in the Arctic zone of Russia (AZR). Despite the almost century-old history of mining, the subsoil of the AZR still contains a sufficient amount of mineral raw materials. The most important for the country’s economy are currently Ni, Cu, platinum group metals, Di2, P2O5, Zn, Pb, Au, Ag, Fe-ores, Ti, etc. The results obtained are based on the analysis of the most complete database compiled on deposits of various mineral types in the Russian Arctic. The analysis showed that the mining industry has significant development prospects in the Arctic zone of Russia.

In the 21st century, not only is Siberia the most important macroregion of Russia, the most extensive in its territory and significant in terms of natural resource potential, it is also one of the key objects of Eurasian geopolitics. The article shows the “sea factor’s” significance in its influence on the formation of ideas about the external borders of Siberia, as well as substantiates the conjugation of the socio-economic development of Siberian regions with the markedly increased maritime activity in the Russian Federation since the beginning of the 2000s (first of all, with the port economy and extraction of hydrocarbons on the sea shelf). Based on the application of statistical, comparative-geographical and cartographic research methods, it is shown that it is precisely due to the post-Soviet geo-economic and geopolitical processes (including Russia’s accelerated entry into the global “oceanic” economy) that the duality of Siberia’s position in the “continental-oceanic dichotomy” is more clearly manifested. The article is devoted to the history of the development of polar agriculture in the Yamal-Nenets National District during the Great Patriotic War. The questions of the dynamics of expansion of the sown areas of open and protected ground in the specified territory are considered. Based on the analysis of documents preserved in the state archives of the Russian Federation, detailed information on the development and use of sown areas is provided, in particular, the volumes of cultivated and manufactured products are indicated. Attention is paid to the development of collective and individual truck farming in the Yamal-Nenets okrug during the war years. The question is raised about the role of collective farms in the development of polar agriculture in the okrug, in particular, data on collective farms which areas were engaged in crop production are provided. The novelty of the study is seen in the attraction of new historical sources, allowing to enter into scientific circulation data that help to systematize and detail information on the development of polar agriculture in the Yamal-Nenets okrug during the Great Patriotic War. The relevance of the study is due to the scientific and social significance of the works devoted to the development of the Arctic territories of the Russian Federation in significant periods of Russian history. The authors conclude that during the war years in the district there was a leap in the development of the industry.

Based on the analysis of the conceptual documents of the Russian Federation the article determines Russias national interests in the Arctic, as well as the problems of their implementations. The importance of the Arctic zone for the strategic development of Russia is determined primarily by the natural resource potential that forms the basis for the countrys sustainable development. Along with the resource potential, of particular importance is the use of the possibilities of the Northern Sea Route (NSR) as a national transport highway. The special status of the Arctic is determined also by the geopolitical factor, the need to ensure the countrys military security. At the present stage, the leadership of the country have taken serious steps to implement the planned national projects, however, along with the successes the author notes negative trends related to the worsening of the demographic situation in the region, growing shortage of professional staff and insufficient funding.

The study is based on the identified archival and printed sources, full-scale studies of the author, which al-low more reasonably to reconstruct the figurative and material structure of the lost noble and merchant estates in the field of the origin of gardening and Park building in the Russian region. The scientific novelty of the research is associated with the author's expeditions to identify signs of the ex-istence of manor objects – landscapes and parks, full-scale inspection of a number of preserved manor complex-es, which previously did not attract the attention of researchers.. Of particular importance is the identification of archival and printed sources that allow more reasonably reconstruct the figurative and material structure of the lost elements of noble and merchant estates. The contribution to the modern knowledge is the systematized information about different types of manage-ment, their influence on the spatial structure of the estate and its natural environment, as well as the features of garden and Park techniques that existed in the studied period of the history of the Kursk region. The study was carried out at the expense of the State program of the Russian Federation "Development of science and technology" for 2013-2020 in the framework of the Plan of fundamental research of the Ministry of construction of Russia and RAASN, topic 1.2.2.

The question of the delimitation of powers in the sea open spaces adjacent to Alaska between two states (Russia and the USA) remains open and problematic to this day. This work is devoted to the study of more than a century and a half of the history of the Arctic conflict between the two powers in the Bering and Chukchi Seas. The prerequisites and stages of the conclusion of the 1990 agreement on the line of delineation of sea spaces, the legal consequences of the lack of Russian ratification of this treaty, as well as the economic losses incurred by the Russian Federation in connection with the reduction of the economic zone, are examined.

The article is devoted to the study of modern theoretical and legal problems of ensuring biological security in the Arctic zone of the Russian Federation. The published Draft of Federal law No. 850485-7“On biological security of the Russian Federation”provides an opportunity to take a closer look at the problem of legal provision of biological security in relation to the most vulnerable ecosystems, and, first of all, the Arctic. The article considers the most important features and potential risks of the Arctic zone of the Russian Federation of critical importance from the point of view of biological hazards, the features (specificity) of biological safety problems from the point of view of organizational-legal features and, in particular, from the perspective of environmental law. It is proved that, given the special situation of the Arctic zone of the Russian Federation, in addition to the base Federal law“About biological safety” required a specific law on biological and ecological safety of the Arctic zone of the Russian Federation, which should be generated on a slightly different model than the draft Federal law «On biological safety”, to wear the most specific, applied nature.
