The article assesses the prospects for the development of strategic mineral resources in the Arctic zone of Russia (AZR). Despite the almost century-old history of mining, the subsoil of the AZR still contains a sufficient amount of mineral raw materials. The most important for the country’s economy are currently Ni, Cu, platinum group metals, Di2, P2O5, Zn, Pb, Au, Ag, Fe-ores, Ti, etc. The results obtained are based on the analysis of the most complete database compiled on deposits of various mineral types in the Russian Arctic. The analysis showed that the mining industry has significant development prospects in the Arctic zone of Russia.

The development of the Arctic zone of Russia is associated with the development of a transport system that provides not only the export of raw materials, but also the delivery of construction materials, equipment and cargo to support existing industries. In turn, investment projects for the development of natural resources determine the requirements for the development of the transport system. For the first time, a schematic diagram and a map of the transport system of the Arctic zone (rail, water and road transport), including the main communication routes and transport hubs, are presented. The main points of formation of the cargo base of mineral resources have been determined. The interdependence of the development of the transport system and the development of mineral resources of the Arctic zone is indicated. It was concluded that the development of transport infrastructure that solves production tasks allows, among other things, to improve the quality of life of the local population and the connectivity of the territories.

Innovative processes of deep and complex processing of technogenic raw materials in the context of sustainable development of the mining industry and the economic challenges facing the mining industry should ensure the transition to a circular economy and the maximum use of natural resources. The article reflects the priority scientific and technological research on the involvement of technogenic mineral resources in efficient processing. Presented, developed at ICEMR RAS, including jointly with universities, research and production organizations and enterprises, modern innovative processes of deep and environmentally friendly processing of refractory mineral raw materials of complex material composition (tailings of enrichment of non-ferrous and noble metal ores, poor off-balance ores, slags ferrous and nonferrous metallurgy, sludge of metallurgical production) and hydro-mineral technogenic resources (acidic mineralized bottom-dump waters of mining enterprises of the copper-zinc complex of the Urals, saponite-containing circulating waters of diamond processing factories). Among other things, new directions in the field of selective disintegration of finely dispersed mineral raw materials based on energy effects and deep processing of slags are outlined; increasing the selectivity of enrichment processes; combined processing of technogenic raw materials; resource-saving processing of technogenic and hydro-mineral resources, obtaining secondary products from processing waste. It is shown that in the face of new economic challenges, Russia has sufficient scientific and technological potential in the field of deep and environmentally safe processing of technogenic raw materials in the form of developed and, to varying degrees, tested innovative resource-saving technologies that correspond to the world level, and in a number of technologies are superior to it.

The Murmansk region is a region with the largest enterprises of the mining complex of the Russian Federation: KF JSC “Apatit”, JSC “Kola MMC”, JSC “Olkon”, JSC” Kovdorsky GOK”, JSC” North-West Phosphorus Company”, LLC”Lovozersky GOK”. They provide the majority of the country’s demand for phosphate ores, zirconium raw materials (baddeleyite), niobium, tantalum, and rare earth metals. In addition, the mining and processing of copper-nickel, iron and chrome ores, nepheline and ceramic raw materials, facing stone and building materials is carried out. At the same time, the activities of enterprises have a very negative impact on the environment. The issues of environmental safety in the extraction and processing of minerals, storage of mining waste in the Arctic zone of the Russian Federation are of particular relevance. The definition of sustainable development in relation to the mining industry is given. The concepts of available best technologies, circular economy, and “green growth” are considered from the point of view of their contribution to sustainable development. It is shown that the sustainable development of enterprises at the present stage is impossible without improving the environmental friendliness of production. The article analyzes the legislation of the Russian Federation and the practice of its application to identify mechanisms that promote sustainable development and eliminate barriers to the implementation of this concept in the mining industry. New technological solutions have been developed for mining enterprises of the Murmansk region, aimed at reducing aero-technogenic emissions, cleaning waste (mine) water, processing tailings of enrichment as man-made deposits, which allows both to minimize man-made environmental impacts and to increase the full use of mineral raw materials. Thus, the expediency of using the principles of “green growth” for the development of economic development policies in the Arctic is justified.

The market of This paper The goal of the study is to analyze the degree of differentiation of the Arctic regions of Russia by the key indicators of socioeconomic development, dependence of their economic development on the raw materials industries, which should be accounted to shape an efficient regional policy by the state and achieve the strategic goals for the reclamation and development of the Russian Arctic zone. The methodology of the study is based on a systematic approach to assessing the socioeconomic and sectoral differentiation of the Arctic regions of Russia. A set of general scientific and special research methods was used. The conducted analysis indicates that all the Arctic regions under study have a narrow raw materials nature of the economy, the sectoral structure is poorly differentiated. The policy of equalizing the per capita income and the cost of living in the Arctic regions with other regions of Russia largely determined the outflow of population from the northern regions. The state regional policy in relation to the Arctic regions should take into account their heterogeneity in order to achieve the results outlined in the strategic documents.

Abstract The article presents the history of collecting data on mineral raw materials export and import in Poland and balancing mineral raw materials resources. The methodology of gathering data was analyzed on the basis of the publication “The Balance of Mineral Resources Deposits in Poland”. This is the current title of the yearbook, the back issues of which are collected in the Polish Geological Institute-National Research Institute headquarters. During the last decades the institutions responsible for collecting and delivering data have changed and they were cited in the article along with the names of general editors of the publication and the authors of the chapter devoted to the exports and imports. As a result, data on mineral raw materials international trade have been presented every year. Moreover, the scope of data and the manner of their presentation were covered in the article. The information on Polish export and import of mineral raw materials has been compiled since the 1960s. Significant changes took place for more than 50 years not only within Polish but also in the world economy, and these economic conditions – the growing number of trade partners, changes in accounting for commodities or currency changes – were the main factors influencing the successive conversions of data presentations. The range of data grew significantly, the source of data altered several times and the methodology of data presentation changed a lot. Over time, there were data presented in longer hindsight and not only on exports and imports but also on the turnover balance. The balance is treated as a reflection of the domestic mineral raw materials sector and of a situation in world mineral economy. Thus, tendencies in the trade turnover have been presented for the last 30 years, for export, import and balance. Graphs were also included in the article showing such changes in relation to the value and magnitude of the trade turnover for all mineral resources and for particular groups – energy, metallic, chemical and rock raw materials. The most important raw materials – in terms of affecting the total balance in Poland – were also specified in the article.

The article is devoted to the issue of the possibility of economic development of the mining industry in the subjects of the Far Eastern Federal District (FEFD) and the impact of investment projects. With the vast wealth and diversity of mineral resources, their involvement in the national economy is an essential factor in the industrialization and successful development of the regions. In the case of the establishment of processing plants, for a number of minerals, the region could provide its own needs, as well as the countries, finished products from it, and develop an export focus. The article considers the export orientation of the mineral and raw materials complex of Russia and the constituent entities of the Russian Federation, as well as the commodity structure of exports of the regions of the FEFD. Special attention is paid to the implementation of major regional investment projects, which are important for the development of the regions. So, it is proposed to implement a major project in the form of an integrated mining and metallurgical complex due to the fact that the region needs its own ferrous metallurgy. The calculations carried out (in various versions: basic, in the conditions of the territory of advanced development (TAD), without the costs of infrastructure creation) showed that the implementation of the project is cost-effective, but due to the high costs, the support of the state is necessary.

This paper summarizes the findings of the research aimed at the development of a new method for the integrated processing of naturally occurring and anthropogenic rare-earth raw materials based on the decomposition of rare-earth element (REE) concentrates in the presence of sulfocationite. Sorption and desorption of REE cations on a strongly acidic ion exchanger, sorbent regeneration, and REE recovery from eluates are discussed. A virtually zero-waste integrated process for apatite concentrate is proposed. The generalization of the research findings is aimed at demonstrating the prospects and universality of the proposed resource-saving and environmentally safe approach to the processing of various types of naturally occurring and anthropogenic rare-earth mineral feeds. The new methodology made it possible to develop a number of new hydrochemical processes united by a single approach, providing a qualitative increase in the processing performance of various types of rare-earth mineral feeds. The theoretical foundations of a unified approach to the processing of a wide range of minerals can significantly accelerate and cheapen the implementation of specific process circuits, significantly reduce reagent consumption and waste generation, simplify the separation of rare earth elements and impurities, and the separation of rare earth elements from naturally occurring radionuclides, fluorine, and phosphorus. The study was funded by the Kolarctic CBC 2014-2020 program, Project KO1030 SEESIMA — Supporting Environmental Economic and Social Impacts of Mining Activity.

The article discusses the composition of territories and natural resource potential of the Arctic zone of the Russian Federation. The history of the formation of the population of Vorkuta Urban District, which is the part of the Russian Arctic from 2014, is discussed. The population dynamics in 1959 is shown. The article also contains more detailed information about the urban population of Vorkuta Urban District and other northern cities of the Komi Republic from 2011 to 2016. In the article the reproduction of the population since 1970 is analyzed. The article presents a forecast of the population until 2030.

The authors of this article briefly note the relevance of this topic; give the composition of the Arctic zone of the Russian Federation; consider the features of the development and functioning of this zone; briefly analyze the rich and diverse natural resource potential of the Arctic zone of Russia with the identification of natural and anthropogenic trends in the state of the zone and areas of international cooperation in the Russian Arctic with the identification of environmental threats. The authors in a concise form consider some features of the spatial development of the economy of this Arctic zone, as well as the formation and development of the Northern Sea Route, highlight the most important problems in the western, central and eastern parts of the zone. In conclusion, the authors draw brief conclusions from the entire set of problems they have considered.
