Economic transformations in Ukraine push industrial enterprises to seek radically new approaches to solving current problems. This article is devoted to the study of the main scientific approaches to the identification of the strategy of industrial enterprise development as a prerequisite for the impact on labor migration in the region. Numerous studies and experts argue that among the many factors of labor migration, economic reasons are central. During the study, the authors conducted a comprehensive analysis of the competitive environment of an industrial enterprise that is a leading producer of bricks. The critical factors of success were identified in the study; the factor analysis of micro- and macroenvironment was carried out. Among all the methods of strategic analysis, the SPACE-method was chosen for the identification of enterprise development strategy. As a result of a combination of statistics, expert assessments, and the results of previous studies, a strategy of centered diversification was offered for further implementation. As an option to diversification, the offer to implement the strategy of coopetition was developed. If implemented, coopetition strategy has a lot of advantages: reduction of competitive pressure, increase of resource provision, scaling of production, reduction of production costs, creation of reserves for the development of personnel potential. The paper presents theoretical generalizations about the strategy of coopetition, its forms, the main prerequisites for implementation. The innovative development of industrial enterprises is the key to the development of the region, including an increase in average wages, and therefore the strategic decisions of one market operator affect others. It is proposed to create a consortium for a specific case of development of innovation potential of the region. This consortium is an educational and scientific one, which, in addition to solving staffing issues, can help slow down labor migration.

The article outlines some aspects of the formation of the management system of development factors on the basis of strategic controlling at an industrial enterprise. The emergence of the need to control the management of industrial development in the current economic conditions of Ukraine is due to the instability of the external environment, increased competition in domestic and foreign markets, increased risk, the need for constant monitoring of changes in external and internal environment. forecasting, increasing the role of planning the activities of the enterprise not only in the short term but also in the long run. The works of scientists who studied the implementation of strategic controlling and management of development factors in an industrial enterprise are analyzed. The system of strategic controlling provides for the analysis and consideration of factors of the external and internal environment of the enterprise, so the article analyzes and summarizes the factors influencing the development of industrial enterprises. It is determined that all industrial enterprises, carrying out production and economic activities, constantly feel the influence of factors of different nature and direction. The author's approach to the classification of factors of development is offered. The factors of development of the industrial enterprise which can be directed by means of system of strategic controlling of the enterprise are defined. The mechanism of increase of efficiency of factors of development of the industrial enterprise which by means of continuous monitoring of an estimation of efficiency of development of the enterprise allows to react in advance to system of strategic controlling and by that constantly to improve the mechanism is developed. The algorithm for forming a strategy for sustainable development of an industrial enterprise has been improved, where due to the constant closed cycle of strategic controlling there is an opportunity to develop and implement an effective development strategy at the enterprise. The advantages of the presented author's method are that it is universal in application, based on a systematic and integrated approach, allows to take into account not only quantitative but also qualitative indicators, obtain information about the main structural components of the enterprise and assess the current state of the enterprise as a whole.

Proposals on the prospective goal-setting and possible results of industrial policy have been formulated.

This scientific work analyzes the current state and problems of implementing the concept of sustainable development in industrial regions, in particular, in Poland and Ukraine. Emphasis is placed on slowing down the implementation of the main provisions of this doctrine, in particular, the violation of environmental requirements and non-compliance with ecological standards by industrial enterprises. The aim of the article is to find effective innovative tools for intensifying the process of implementing the strategy of sustainable development in industrial regions. The paper uses theoretical methods—analysis and synthesis, formalization, hypothetical-deductive modeling, mental modeling, systematization and generalization—as well as empirical: observation, description and comparison. The main result of the work is the substantiation of the scientific idea that the implementation of a sustainable development strategy in industrial regions is possible by intensifying the process of ecological marketing through the use of new information and communication technologies (ICT) and their innovative tools—methodologies, digital systems, the Internet, cloud technologies, and systems of product design, manufacture and sale—due to accelerated communication links. The authors’ approach to the development of the mechanism of creation and functioning of the single information space (field) of the ecological marketing of the industrial region is offered in this work, and also, the classification of modern ICT and their tools, which it is expedient to use in this mechanism, is carried out. Their purpose and the expected results from the introduction of ecological products for market research, the development of ecological technologies for the life cycles of ecological products and, thus, the impact on the acceleration of sustainable development in industrial regions are determined.

Studying the problems associated with dynamism and the volatility of the economic environment require the constant development of the enterprise is a complex and multifaceted phenomenon, marked by many unresolved problems. The choice of other business processes for outsourcing is an important problem, from the decision of which depends the efficiency of the development of industrial enterprises. They require constant development and improvement of the organization of the enterprise, development of new, progressive forms and management methods that can minimize and neutralize the impact of negative factors on the indicators of their development. Especially it concerns the industrial enterprises. The problems of low competitiveness of industrial enterprises, the limited resources necessary for their effective functioning, and the low level of human resources require changes in economic activity through effective management methods, high efficiency of business processes and increase the competitiveness of business entities, which should become the basis for the formation of a new model of economic activity of industrial enterprises on the basis of the constructed model for choosing the optimal outsourcing, providing to increase the efficiency of the industrial process of an industrial enterprise. The development of modern economy is based on the effectiveness of business processes, therefore research of business processes of industrial enterprises, are based on it, deserves special attention. Accelerating the pace of modernization, the speed of creating new knowledge and competition need not just the use of more advanced technical and technological solutions, but the introduction of management methods based on the model of choice of optimal outsourcing. Therefore, business processes in industrial enterprises are closely related to the introduction of new methods, technologies and management tools aimed at adapting business entities to the changing conditions of the external environment and the full realization of their production and potentials, and those that allow an industrial enterprise to obtain other competitive advantages.


The article is devoted to dynamic capabilities manifestation issues as a mechanism for implementing the potential of an industrial enterprise. In this context, a methodical approach to managing the industrial enterprises potential is formed, the basis of which are dynamic capabilities indicators. The emphasis on the human factor is made as a basis for the development of dynamic capabilities. The issue of "weak signals" comprehension and detection in the role of organizational changes markers is investigated. Different models of change markers work and study, their role in mutual understanding of people and enterprises are considered. The active and accurate detection of these markers changes allows us to interfere into the processes course, adjusting them with the smallest consumption of forces, material, mental and spiritual resources. The algorithm for an industrial enterprise potential managing is constructed according to the criterion of dynamic capabilities, taking into account markers of organizational changes. The method of an industrial enterprise dynamic capabilities quantitative assessment is developed on the interaction of the dynamic capabilities level and their co-care with weak signals degree. Unlike existing ones, based solely on expert estimates, the proposed method uses statistical data, which allows you to get more objective result. The external weak signals environment changes predicting method using nonlinear dynamics tools, which allows you to identify the most significant organizational markers, to predict changes in the environment and take into account these changes in the process of strategic decisions acceptance. Methodological approach implementation allows an industrial enterprise to take preventive decisions that allow you to store and increase competitive advantages. The obtained research results practical significance is the possibility of using the developed methods in the context of making a strategy for managing the industrial enterprise potential in response to rapid environment changes. Obtained results build the principles of the organizational and economic mechanism for ensuring the effective use of the potential of industrial enterprises in the implementation of domestic economy development European vector.

In this paper, the authors demonstrated that the industrial enterprises development is impossible without evaluating changes that occur with technological and manufacturing sector enterprises by external and internal factors. As a result of this study on the ratio of different types of external and internal changes, the authors developed a classification of typical situations in which the technological and production sphere of the enterprise. To address the evaluation of changes in the paper developed a set of models assessing the impact of natural and artificial changes to enterprise development based on consideration of the consequences of different rates of technological and industrial areas researched the company and its competitors and provides a definition of the type of the current situation in which the industrial an enterprise that provides grounds for the development of appropriate strategies and measures for its development.

In the paper, we investigate the impact of global trends Industry 4.0 on the structural transformations of Ukrainian industrial sector through the prism of global technological challenges. The current structural imbalances of Ukrainian industrial development and highlights the opportunities that 4.0 technologies provide for innovative industrial renewal are considered; and the readiness for adoption of innovative technologies of Industry 4.0 in the industrial enterprises is assessed. The key conclusion of the study is that further innovative transformation of global production will lead to inevitable changes in the organization and management of production processes. Based on the research results, an effective solution to certain problems has been proposed. The key finding of the research is that representatives of Ukrainian industry though perceive the importance of this tool face many obstacles in its implementation. Considering research results the efficient solutions of identified problems were proposed. They include the establishing strengthening the strategic partnership between the state science and business institutions in the process of stimulating cluster development; improvement of innovation infrastructure, creating the innovation ecosystems for the capitalization of scientific developments and the commercialization of innovations; creation of competitive conditions for all market participants, including equal conditions for access to the raw materials market, technology transfer, protection of property rights; reforming educational infrastructure; creation of a favorable investment environment with the help of mechanisms of state guarantees for foreign investments.

Mainstreaming of the issue of resources in the implementation of enterprise development strategies makes it necessary to determine the extent of its impact on the efficiency and quality of labor, with a focus on the formation and use of a whole range of social resources. The presented study is based on a decade of comparative research that covers 19 industrial enterprises across Saint Petersburg to examine the effects of resources on the efficiency of an enterprise in pursuaing its strategic objectives.Aim. The study aims to substantiate the way resources increase performance and improve the efficiency of development strategy implementation in indusitral enterprises.Tasks. The authors perform a theoretical and empirical analysis of the problem of using the social resources of industrial enterprises, analyze risks of insufficient management support in a market economy, and develop a set of measures aimed at optimizing the use of internal resources to increase the performance of industrial enterprises.Methods. The theoretical and methodological basis of the study includes the interview method, expert assessment, content analysis, and findings of foreign and Russian scientists in the field of social and labor relations, development of labor potential, improvement of the enterprise management system, formation of behavioral practices among employees to improve labor efficiency.Results. This study provides a practical assessment of social resources at industrial enterprises in terms of the social expectations of employees, the level of trust between individuals and groups, commitment to the goals and values of the enterprise, opportunities for creative and professional fulfilment, perception of the fairness of compensation, social and psychological climate, etc. It is established that disregard for the resource component leads to social and psychological division, divergence of values, spiritual and moral positions, employee performance benchmarks, and impaired productivity in general. The study substantiates the importance of coordinated goals for each functional unit; procedures for continuous collection and analysis of enterprise performance data; development ofprofessional knowledge, skills, abilities, and experience; the need to identify, assess, and provide managerial support for the socially important qualities of employees.Conclusions. The obtained empirical data make it possible to develop a set of measures for industrial enterprises to identify, assess, and provide managerial support for the socially important qualities of employees, and to optimize the use of internal reserves that are the most significant resource for the enterprise development strategy.

The article discusses main strategic aspects of modern corporations’ development. As a model, the model of G. Kleiner’sintrasystem space is used, which considers the mental, cultural, institutional, cognitive, technological, imitative and historical subsystems. Each subsystem includes key processes that contribute to the formation of enterprise competitiveness parameters. According to the system model, the characteristics of subsystems of industrial enterprises of the Altai Region are given. The strategic aspects of enterprise development are considered, in particular, the formation of the dynamic capabilities underlying the achievement of strategic competitiveness. A theoretical basis for the formation of the concepts “core competencies”, “dynamic abilities”, “routine” and their role in the formation of strategic landmarks is being formed. The author’s model of formation of unique dynamic abilities of an industrial enterprise and organization of an enterprise’s intrasystem space is given.
