Assessment of Civil Servants’ General Competencies while Implementing the Civil Service Competency Model in Lithuanian Municipalities

This paper presents summarized results of a survey on the new Civil Service Competency Model implemented in the Republic of Lithuania. Mažeikiai District Municipality was chosen for this survey.This complex study using qualitative research (semi-structured individual interviews) and quantitativeresearch (questionnaire with closed questions for opinion investigation) methods confirmed scientists’ opinion about the benefits of a centralised assessment of key competencies in the selection process and showed that a general aptitude test should be continuously revised and updated. Municipal authorities emphasised that specific and so far not assessed but very important competencies, such as decision making, project development, managerial, should be assessed. 25 civil servants from MažeikiaiDistrict Municipality, who took part in the competition for a position and passed a general aptitude test, supported centralised assessment of general competencies as contributing to the objectivity and transparency of the selection process.

The article highlights the problems of deep intergenerational transformation in the civil service of the Republic of Kazakhstan over the past decade, offers a new approach to public administration in accordance with the theory of generations, formulating solutions based on the value of each generation. At the same time, frequent staff turnover, self-determination of civil servants, efficiency of civil service and other issues are analyzed in accordance with the concepts of the theory of generations. The article developed empirical recommendations that will serve as the basis for improving some functions of the civil service.

The article examines and analyzes the process of the formation and development of the public administration system in the Republic of Kazakhstan. Attention is paid to the period after Kazakhstan declared its independence and the Republic’s secession from the USSR in 1991. The article provides a detailed analysis of the three stages of administrative reform aimed at the formation of a modern system of public administration in Kazakhstan; the work also contains a detailed description of the regulatory documents adopted at each stage. The system of training and education of civil servants in the Republic of Kazakhstan is described in detail; the main element is universities, which are the foundation in the system of training civil servants. The system of civil service and civil service personnel training is shown in the context of the socio-economic and political transformations of the Republic, its fundamental legislative acts and regulations, decisions of the country’s authorities, strategies, and state programs. The authors emphasize the close interconnection between the civil service and civil service personnel training system with the state policy of the Republic of Kazakhstan as an integral and most important part of the state. At the beginning of the article, there is a comparative analysis of the socio-economic development of Kazakhstan, based on information from the official international indices of economic and social development.

he study analyzes the experience of advanced democracies, as well as some postSoviet states that have implemented successful reforms and joined the European Union, on models for building a civil service system and the division of civil servants into categories, types and groups. It is noted that the civil service is classified according to various criteria, in accordance with the division by branches of government service is allocated in the legislative, executive, judicial branches, there is a division into civil, specialized and militarized civil service (the latter include police). It is emphasized that the specifics of the civil service system and, accordingly, the place of service in the police were influenced by a number of factors, namely the historical development of the state, the legal system, the form of the state. In accordance with such traditions, there are three groups of models of foreign civil service: organizational models with a division into centralized and decentralized, a model of openness with a division into career, job or open, Anglo-Saxon and continental (from the standpoint of Western civilization). It is also outlined that due to traditions in the world, the terms "civil service", "public service", "civil service" are interpreted differently. Specific examples of division into different categories of civil servants and the place among such division in France, Germany, Hungary are considered. Particular attention is paid to the legislation of the Republic of Lithuania, which regulates civil service and the place of service in the police in the general system. It is noted that police officers are statutory civil servants who are subject to special legislation determining the specifics of service, selection and dismissal, their system of ranks, etc., and who are not covered by the Law "On Civil Service" of the Republic of Lithuania.

The article analyzes the theoretical concepts of competence, competence management and competency model and their relationship between each other. Article reveals possibilities of using the competency model in the process of human resources management in the civil service. The model of competencies of the civil service of the Republic of Lithuania and the methodology of its application is analyzed. The aim of the article is to study the experience of applying the competency model in the process of human resources management in the civil service in Lithuania. To achieve this, a qualitative social survey was conducted - a semi-structured expert interview. The article studies some aspects of improving the legal regulation of civil service in Ukraine. Domestic norms that provide for the application of restrictions on civil servants in accordance with the Law of Ukraine “On Purification of Government” were analyzed. Moreover, it was found that such restrictions violate a person’s right to respect for private life. The procedure for assessing the performance of civil servants was studied. It was substantiated that the application of dismissal of civil servants as a result of receiving a negative assessment after the performance appraisal does not meet the principles of individuality, objectivity and proportionality when deciding on dismissal and general norms concerning disciplinary liability of civil servants provided by the Law of Ukraine “About civil service”. The experience of legal regulation of civil service in Poland, Moldova and Germany was analyzed. It was determined that the improvement of domestic legal regulation of civil service in some part may occur through the borrowing of those peculiarities of civil service, which are found in the legislation of the abovementioned countries. For example, the experience of the Republic of Poland is useful for borrowing in terms of improving the performance appraisal of civil servants. Moldova’s experience shows the successful use of polygraph testing of civil servants. The German experience is useful for Ukraine in terms of training and retraining of civil servants. Proposals were presented to improve the legislation on the civil service, namely the application of reprimands, rather than dismissal due to a negative assessment of the results of the civil servant’s performance appraisal. It is suggested to amend the lustration legislation, which would provide for an individual approach to a person who will be lustrated if his guilt in making decisions, committing acts that contributed to the undemocratic regime of Viktor Yanukovych is proved.

Object: It is a social relations, developing in the sphere of formation of the civil service in the Republic of Kazakhstan. National and other countries experience indicate that it is impossible to create an effective public service system without developing scientifically based and verified concepts and features of personnel management in the public service system, which would eliminate systemic contradictions in the legal regulation. The growth of scientific interest in the problems of theory and practice of public service has objective grounds of the study. Methods: Methods of grouping and classification, as well as methods of mathematical modeling, were used in the processing and systematization of data. An econometric model was constructed. Findings: While investigating the features of personnel management in the system of civil service of Kazakhstan, it was revealed that the civil service is based on certain principles, on the basis of which it is possible to carry out personnel planning to respond to changes in the needs of the public service. The authors hypothesized, there is a relationship between the indicator "Services in the field of public administration; services in the field of mandatory social security" and the factor "The list number of employees in the field, mandatory social security" and "The average monthly salary of civil servants". A regression analysis was performed to prove or disprove this hypothesis. Conclusions: Based on the analysis we can say with confidence, the hypothesis put forward about the relationship between the indicators in previous stage are confirmed. The authors comes to the conclusion that the staffing of civil servants is a necessary management process, since the effectiveness of the activities of public authorities is largely determined by the quantity and quality of resources for effective public administration

This article describes the civil service in the Republic of Uzbekistan, including the civil service system, regulatory documents, the need and importance of their improvement. At the same time, the article focuses on improving the procedure for admission, passage and termination of civil service, labor and responsibility of civil servants in general, reducing a number of legal gaps in the legislation on civil service, creating a transparent mechanism for admission and transition to the civil service, including the development of selection procedures , training and placement of modern and innovative personnel in the public service. In addition, proposals and recommendations have been developed to improve the civil service in the Republic of Uzbekistan.

The study deals with the peculiarities of service in the police of the Republic of Lithuania in relation to the general system of civil service, the status of the police and police officials, highlights the regulations governing the police. It is pointed out that in each country the formation of the specifics of the civil service and the police service was influenced by historical features, being in a certain legal family, the form of the state. It is established that in the Republic of Lithuania there is a special category of civil servants, called statutory civil servants, and they are subject to special legislation and statutes governing their selection rules, service process, social guarantees, legal status and powers, system of ranks, rules for calculating wages, conditions and grounds for dismissal, etc., they are not covered by the Law "On Civil Service". The grounds and conditions of dismissal from the police and the conditions under which a person is subject to dismissal from service in the system of the Ministry of Internal Affairs are given. Emphasis is placed on the need to introduce in Ukraine the Lithuanian experience in terms of loyalty and loyalty to the state.

The side of the government bureaucracy to the political power or the dominant group makes the bureaucracy not sterile. Many viruses continue to irritate it like; impartial service, far from objectivity, too bureaucratic, etc., as a result they feel stronger themselves, immune from supervision. The descriptions above may be concluded that the neutrality of the bureaucracy will always be associated with political elements and political power; in this case the political element is defined as the power to make decisions, while the political power is all political aggression in the form of political parties. With the issuance of Law Number 5 of 2014 concerning ASN, in which the law has been regulated and determined in the form of restrictions and sanctions that will be received by a member of the ASN Public Servants and Government Employees with this Work Agreement (PPPK). By looking at the phenomena or opinions above, the writer tries to give a little review of the various impacts that will occur on the roles and functions of civil servants ASN and PPPK if they are not neutral in bureaucratic services as follows: 1. Community interests are distorted, 2 Services are not optimal, 3. Position placement tends to see the involvement in the election, 4. The position of the bureaucracy is filled by incompetent civil servants. That in order to maintain the neutrality of ASN in the election, it is very necessary: There is a strengthening of the ASN Code of Ethics with clear and firm limitations, There is a guarantee of protection in maintaining the neutrality of ASN; Collaboration with BKN is established to provide administrative sanctions in the form of not being promoted to ASN, Construction of KASN cooperation, Regional Civil Service Agency (BKN) with Regional Civil Service Agency (BKD) as a source of information in the regions, and Bawaslu to oversee the election and election throughout the Republic of Indonesia.
