Within the article, information on the current state of clustering is systematized,  for which the data on the cluster formations functioning in the world are analyzed, on the basis of which seven world models of clusters are singled out, their main and characteristic features are outlined. The orientation of Ukrainian clusters is clarified, special features are revealed and their characteristics are given. It is proved that modern manifestations of digital economy significantly influence the process of clustering and cluster formation. The analysis of digitalization of Ukraine in the regional section is carried out, grouping of regions on digital development of regions is conducted. The influence of digitalization on the development of socio-economic relations is revealed and outlined. The main transformational changes of modern clustering in the conditions of digitalization are formulated, it is proved that its change led to the appearance of such cluster formations as clusters of digital economy, their concepts, essence, features and advantages are clarified.

This paper is a theoretical and methodological substantiation of the provisions for the transformation of business in the digital economy and the development of practical recommendations for the formation of an organization’s digital strategy. The characteristic features of changes in consumer behavior that contribute to improving the business management model in the digital economy through the development and implementation of a digital strategy are highlighted. The relevance of theoretical and methodological recommendations and organizational provisions of compositional management and the creation of a fundamentally new enterprise management subsystem are substantiated. Theoretical approaches to improving the organizational structure of enterprises in the digital economy are investigated. The goal and main trends in the field of human resources management are identified, which must be taken into account when forming the organization's digital strategy. The research models of the roadmap of digital transformation of the business, as well as the structural model of the digital development of the business model of the enterprise are presented.

The article is devoted to the study of the prospects of using technology of blockchain, which allows you to consolidate information about transactions in a system of record chains distributed among users. Labor relations are one of the most widespread and regulated forms, which requires the provision of guarantees for entities. It is blockchain that can be the technology that will significantly change the world of work, save it from routine operations, formalization, losses, and costs that do not create value for the subjects. To identify the prospects of this technology a corresponding study was conducted. To understand the development prospects, we conducted a series of in-depth interviews with experts in the field of blockchain application, which allowed us to identify key obstacles, conditions for the success of implementation, the effect of the application in the field of labor relations. The study showed that at present under existing unstable conditions, subjects cannot clearly define the “rules” of relations and follow them for a long time. It is necessary to train all subjects of economic relations in the basics of the digital economy, IT technologies, and only after that proceed to the implementation of the blockchain in mass relations.

The article explores new global external challenges to the development of national economies around the world. The impact of COVID-19 on a country’s economy and society through the prism of rapid implementation of digital technologies in all spheres of public life. The scientific-theoretical and regulatory framework for the development of the digital economy in Ukraine is defined. The total digitalization of Ukrainian society is seen as one of the positive consequences of the spread of the COVID-19 coronavirus, has stimulated an unprecedented growth of digital transformation of all sectors of the economy and public administration. Separate legal acts establishing the fundamental basis for the development of the digital economy and society in Ukraine are analyzed. Specified ways of development of electronic economy through the use of information systems, networks, resources and modern information and communication technologies of new forms of social and economic relations. An analysis of the conceptual and categorical apparatus in the area under study is presented. The legal definitions of “digital economy”, “electronic economy” and “electronic commerce” are commented. The modern trends of economic activity paradigm changes in the development of digital economy, result economy, sustainable socio-economic and environmental development are highlighted. Risks caused by the COVID-19 pandemic can be minimized by developing an effective state anti-pandemic policy aimed, first and foremost, at protecting national interests of Ukraine and ensuring social and economic security of digital and economic development. The conclusions about the ways and strategic tasks of formation of effective state antipandemic policy of the country are made. It is stated that the current stage of global socio-economic development is characterized by the significant impact of digitalization. The current research revealed that digitalization of all spheres of society is a global trend; the COVID-19 pandemic has influenced and continues to influence the economic situation in all countries of the world.

The article deals with conceptual issues related to the adaptation of the Russian economy to the new financial and economic reality that is emerging as a result of the COVID-19 epidemic. The current state of the world economy is studied, the main characteristic features of the «new reality» are highlighted, and the complex of anti-crisis measures implemented in the US and the EU is considered. The results of forecast assessments of the consequences of the pandemic for the economy of our country in the short and long term are analyzed; the principles, priorities and vectors of post-crisis development of the Russian economy are substantiated.


The issue of the correlation of local and global is one of the main problem in comprehending the development prospects of modern society. The directions of development of the world economy are quite controversial and combine two components that reflect its glocalization, that is, the result of the transformation of economic relations of various types, levels and forms. The subject of this research is the evolution of the innovative development of entrepreneurship in the context of globalization and localization. The purpose of the article is to study and clarify the essential understanding of the concept of “glocalization” and the development of the theoretical foundations of the formation of a new scenario of economic development, taking into account the trends of the digital economy. Objective: to study the etymology of the concept of glocalization and to carry out a historical excursion into the process of its diffusion; to form an idea of the complementarity of the globalization of competition and the localization of sources of competitive advantage; identify the main criteria for the formation of an effective innovation environment; argumentation of the need to create a new scenario of economic development, taking into account the trends of glocalization in the digital economy. General scientific methods of analysis and synthesis are used. The following results were obtained: it was proved that the imposition of technological and integration processes taking place in modern society require clarification of the features of innovative development. Integration of the Ukrainian economy into the global economic space requires the creation of conditions for high-tech production and innovation. Conclusions: economic and political events of recent years have substantiated the increasing relevance of glocalization and fragmentation studies. It is necessary to create a new scenario of economic development, namely, an innovative type of development. Updating the technological base of production, digitalizing the economy and building up intellectual capital is the basis of the innovative development of the economy.

The growth of the digital economy has become the most significant trend in global development. The digital economy creates new impetuses for economic growth, but at the same time it deepens global inequality and impacts the growth of countries of the global South. The role of global governance institutions such as the BRICS grouping of Brazil, Russia, India, China and South Africa — the main representative of developing countries in global governance — in the promotion of digital growth has not yet been fully explored. There is also some ambiguity concerning the development level of the digital economy in particular countries. In the context of Russia’s third BRICS presidency in 2020, issues of digital development in BRICS have become particularly relevant. The author analyzes current indicators of digital development in the BRICS countries, drawing on several existing methodologies, ratings, and decisions made by BRICS on issues of digital growth and levels of compliance, and makes recommendations for the further development of BRICS’ digital agenda. According to data provided by the Organisation for Economic Co-operation and Development (OECD), the International Telecommunication Union (ITU), the World Bank, the World Economic Forum (WEF), the European Union (EU) and the International Development Institute (IDI), the BRICS countries differ in terms of the maturity of their digital economies. They are characterized by a relatively low quality and affordability of digital infrastructure; additionally, the penetration of information and communications technology (ICT) into business and daily activities in BRICS countries lags behind the world leaders, and data on the quality and efficiency of regulatory and innovative frameworks in the BRICS countries is insufficient. However, decisions made by BRICS on matters of digital growth are followed with a high-average level of compliance. Thus, recommendations for the further development of BRICS’ digital agenda are strategic in nature. The author defines three promising areas of cooperation on digital matters during Russia’s 2020 BRICS presidency: facilitation of dialog and exchange of best practices supporting digital growth; development of a common BRICS standard offor the production of digital goods and services and; promotion of a common BRICS position on cybersecurity issues

The digital economy is evolving at an incredible pace due to its ability to collect, use and analyze volumes of information (digital data) about anything. The fast-growing segment of e-commerce and sharing economy has become the driving force in the process of creating new workplaces. Digitalization accelerates economic and social processes, making them more efficient and transparent. This article aims to give a comprehensive account of the main aspects of the digital economy development that have an impact on economic systems and tells how economic values, basics and characteristics of the country's digital economy will be created. The main directions of digital development in Great Britain has been studied. As well as that there are shown achievements and problematic areas of the formation of the country’s digital economy. The program based on the BIM-strategy BIS, which is the most ambitious and comprehensive program in the world, has been researched. The problem of the gap in digital skills of population of the country and the shortage of skilled workers employed in digital form has been identified. The current state of the digital economy in Ukraine has been analyzed. In the given analysis of Ukraine's economy in terms of involvement of information and telecommunication technologies, the unevenness of "informatization" depending on industries and sectors has been determined as well as the ways of the country's development to overcome the digital gap between smaller cities and centers, people of different ages, backgrounds and incomes in the digital industry. Digitalization creates not only economic benefits but also risks. The Introduction of ICT in the financial sector increases the efficiency of financial services provided and promotes increasing the financial inclusiveness of the population, but poses financial threats to stability and complicates the work of financial supervisors and regulators. Ukraine has a good chance of reducing "electronic interference", unless the state begins to build regulatory policy in accordance with global practices and will not create artificial barriers to development business. The findings are of direct practical relevance.

In the classical form, the stock exchange is an organized by professional participants, constantly operating wholesaler of the best securities, with special trading principles, admission procedures to securitiestrading and brokers. Historically, stock exchanges have become, in a sense, the peculiar locomotives of thesecurities market, and their role in the development of economic relations is quite significant. Today, thereare more than 200 stock exchanges with different levels of capitalization around the world. The activities ofsuch financial institutions have an impact on the intensity of economic processes throughout the market. Inparticular, the stock exchange provides optimal conditions for the circulation of securities and acts as a reg ulator of prices for them. Despite the large number of financial regulators operating in all countries of theworld, only some of them have saved and increased the capacity of their economic potential. The level oftheir capitalization exceeds 1 trillion and equals 87% of the global market.This article proposes consideration of the methodology for analyzing the existence of a dependencebetween the direction of the exchange and the economy. The features and problems, historical aspects ofdevelopment of world stock exchanges have been determined. The comparative analysis of ten largest worldstock exchanges, the rating of which is based on stock indices and data of the total turnover of trades, hasbeen conducted. The dynamics of stock indexes of the investigated exchanges for 2015-2018 has been considered.
