The methodological approach to the integral assessment of business environment security is developed in the article; the blocks of factors of business environment security are identified and the indices which affect the formation of economic security of entrepreneurship are analyzed. The integral indicator for assessing business environment security is based on 6 indicators, which are the most significant elements of the business environment formation: the availability of basic economic freedoms, the favorable organizational conditions for doing business, the state of political and legal system, the level (quality) of life, resource provision and infrastructure development, innovation development. A comparative analysis of the integral indicator of business environment security of Ukraine with the Baltic countries, Black Sea region countries and the Visegrad Group countries is carried out. The article identifies interdependence between the business environment security and the share of unprofitable enterprises. The functional relationship of the business environment security with the number of bankrupt enterprises and the level of enterprises losses is substantiated as well. The model shows that the increase of environmental security leads to the decrease of a number of bankruptcies exponentially. The negative and positive factors which influence the formation of economic security of entrepreneurship are revealed.

The article is devoted to the problems of socio-economic differentiation of municipalities, the excessive manifestation of which forms a threat to the integrity of the socio-economic and territorial space of the region. In order to avoid crisis manifestations of intraregional inequality, it is necessary to constantly monitor the state and trends of socio-economic development of the territories, which will ensure the timely elimination of growing imbalances. To this end, the article proposes a methodological approach to assessing the level of differentiation of socio-economic development of municipalities in the region, which determines the stage of unevenness and analyzes the nature of changes in the processes of interterritorial inequality in the region. The proposed methodology provides for an assessment of the depth and scale of territorial differentiation by individual indicators, which allows us to identify the «pain points» of the socio-economic development of the region. To assess the overall level of socio-economic differentiation, an integral indicator is calculated that reflects the degree of deviation of the main parameters of the municipality from the regional average. Based on the results obtained, the territories are grouped according to the degree of differentiation, which makes it possible to justify the choice of measures and tools of regulatory influence on the development of individual municipalities by regional authorities. The methodology was tested on the example of the municipal districts of the Khabarovsk Territory. The study showed that the territories of the region are characterized by a critical level of the gap in the state of their socio-economic parameters, which is constantly growing. The results of the study can be used in the activities of the executive authorities of the region.

Purpose. Under the conditions of strengthening of the destructive effects of the global economic crisis and the growing number of risks of agribusiness, there is a problem in finding the ways to improve accounting and analytical support as the only reliable source of the relevant and accurate information needed for economic security management. The purpose of the article is to substantiate the directions to improve the analytical basis as a component of accounting and analytical support of economic security management of the agricultural enterprises. Methodology / approach. The methodological basis of the research is a dialectical method of cognition of the complex economic phenomena. Consideration of the analytical support of complex management processes took place using a systematic approach, analysis and synthesis. Using an integral approach, a methodology for assessing and analyzing economic security of the agricultural enterprises is developed. This methodology approach includes the parameters of financial, social, resource and environmental security. Results. The analysis of the theoretical and methodological foundations of accounting and analytical support of economic security management showed a variety of the approaches to the choice of the indicators that describe the level of economic security. The situation is complicated by the need to analyze the information that may be relevant for management decisions in conditions of uncertainty. Under these conditions, it is proposed to implement a model of analytical support for economic security management under conditions of uncertainty and growing risks and threats to the business environment of the agricultural enterprises, which should be based on the use of general economic, statistical, integral and econometric approaches. It is determined that in the process of counteracting the risks and threats of the external and internal environment of the agrarian business the use of the integral methods of assessing economic security of the agricultural enterprises becomes crucial. It is substantiated that the most expedient in terms of achieving strategic goals of the enterprise, maintaining its competitive advantages and ensuring sustainable development is the use of integral assessment of economic security, which should be based on a synergistic approach to analysis of 25 indicators of financial, social, resource and environmental components. The approach was tested on the example of 24 agricultural enterprises of Kharkiv region (Ukraine) of crop specialization (2019). The model is also used to analyze the dynamics of the level of economic security under conditions of individual agricultural enterprises of different organizational and legal forms of management (2014–2019).  Originality / scientific novelty. According to the results of the research, a methodological approach to determination of the integral level of economic security of the agricultural enterprises has been improved, based on the impact of the indicators of its individual components, which, at the same time, improves the analytical support of economic security management and strengthens verification, forecasting, preventive, planning and control functions of accounting and analytical support of management mechanisms. Practical value / implications. The practical significance of the proposed approaches consists of the possibility of positioning the enterprises in terms of optimal, satisfactory, shaky and crisis economic security zones, as well as analyzing the dynamics of the integral level of economic security, which takes into consideration the causal relations of the key areas of the agrarian business under conditions of uncertainty.

The purpose of the research. The purpose of the article is to elaborate scientific and methodological approaches to providing economic security of an enterprise as a key component of its management. Methodology. The study applies general scientific theoretical methods – generalization, explanation, grouping – to analyzing economists’ and practitioners’ ideas about the object of the research and formulating conclusions of content analysis of primary sources, analysis and synthesis – to substantiating a new scientific approach to ensuring economic security of an enterprise. Results. Specific features of economic security of an enterprise as an object of management are taken into account as those revealing themselves in nonlinearity of links between its current level and the implemented set of managerial actions. To assess the results of ensuring economic security, its dynamic parameters have been substantiated including those of operational excellence as an internal prerequisite of its provision and market sustainability as an external form of manifesting internal systemic characteristics of a business. A methodological approach to assessing results of ensuring economic security of an enterprise is suggested on the basis on assessing the degree of correspondence of the above parameters (provision planes) to enterprises’ internal standards, industry averages and the best current business practices. Implementation of the suggested methodological approach to assessing the results of ensuring economic security in retrospective enables empirical confirmation of the fact that internal operating prerequisites and market positions of mining and metallurgical enterprises are determined by used/unused opportunities of the business environment for a certain period of time. Styles of ensuring the economic security of the enterprises under study are identified. It is revealed that the regressive style, which manifests itself in overestimation of internal standards with a dangerous degree of compliance with the best business practices is prevailing. It has been substantiated that its use puts the economic security level in a critically dangerous dependency on the market situation and, taking into account current trends in the economic and political environment, makes it possible to predict a decline in the economic security level of the enterprises under study in the near future: the global economic decline, increased protectionism on the markets, increased tax burden, increased environmental tax rates, etc. Practical importance. A scientific approach to ensuring economic security of an enterprise has been substantiated which integrates the strategic and operational levels of management and ensures minimization of the degree of inconsistency of the internal system characteristics of the business with stakeholders’ e requirements and trends in the external environment based on the use of opportunities for increasing value added streams in the context of permanent dynamic changes in the functioning of the enterprise. Further research is devoted to development of methodological approaches to taking into account the third plane of ensuring economic security – “stakeholder satisfaction”.

The influence of military-political instability at the state security has special consequences and cannot be ignored. That is why the methods of economic security calculations should be adapted to modern conditions. Significant changes in economic, political, social conditions in Ukraine because of the influence of military events cause the necessity of developing approaches to calculations of economic security level. The article aims at analyzing active methods of calculations of economic security level to adapt their indicators to actual economic circumstances in Ukraine and the world. Indicators of the economic security have been composed of budget, money-credit, foreign exchange, debt, known banking financial market security, banking security. Every component of economic security has factors of war influence, which, as a result, correlates with the integral indicator of economic security. The relevance and indispensability of reinforcement of the economy’s competitiveness on security foundations are substantiated. The authors’ methods of calculation of an integral indicator of economic security have been suggested. A taxonomic indicator is used to measure the level of security. Conclusions regarding the preconditions, capacity, and availability of tendencies of economic security in regions of the country have been made. Strategic priorities of the state policy for reinforcement of economic security have been substantiated.

The need to assess the resource availability of the industrial enterprise at each stage of the life cycle is due to the limited resources available and the increase of their effective and rational use. The development of a methodical approach to assess the resource availability of the industrial enterprise will allow not only to diagnose the problems that have arisen or may arise at a particular stage of its life cycle, but also to anticipate changes in the market situation and respond in a timely manner. Resource provision is a set of necessary types of resources that an industrial enterprise has and uses them rationally in order to extend or restore the appropriate stage of the life cycle and further development. For industrial enterprises, the highest priority are such components of the resource provision of activities by stages of the life cycle as: "Financial and information-intellectual resources" at the stage of birth, "Personnel and production and sales resources" at the stage of growth, "Image resources and resources of economic security" at the stage of maturity and "Resources of economic security and information-intellectual resources" at the stage of crisis. On the basis of the presented priority components of the resource provision of the industrial enterprise the system of indicators, allowing to measure and control the process of its development at each stage of the life cycle, was formed. The developed methodology of assessing the resource availability of the industrial enterprise at various stages of its life cycle includes 7 stages. According to the presented methodological approach, the assessment of resource availability of actually operating industrial enterprise at various stages of its life cycle was carried out. The meat-processing enterprise of the Voronezh region (LLC "X") was chosen as the one under study. The resulting value of the integrated integral indicator of resource availability of the industrial enterprise under study at the stage of birth corresponds to a very high level, at the stage of growth - to the average and at the stage of maturity - very low, which indicates the lack of priority components of resource provision to overcome the growth stage and the transition to the stage of maturity. Based on the assessment of resource availability the possible directions for the further development of "X" LLC were proposed.

The article is devoted to a comprehensive assessment and improvement of the level of regional development on the basis of determining the effectiveness of the mechanism of sustainable development of the region, developing methodical principles for the formation of regional and local strategies for ensuring sustainable development.The purpose is to substantiate the methodology and means of integral assessment to implement the principle of equalization of sustainable development of regions in the aspect of information and innovation support by means of theories of social development, systems, clustering of the economy and economic information theory.A methodological approach was proposed for assessing the level and trends of sustainable development of the region, based on the analysis of declarations, program and final documents of UN conferences on economic, social and environmental issues. The approach is based on the use of an integral index whose evaluation and analysis results can be used to solve problems and are implemented in the process of making sound management decisions. This approach made it possible to formulate, by means of factor analysis, a refined system of indicators that characterize economic, social and environmental sustainability parameters.The typical groups of industrial regions of Ukraine were identified and the level of socio-ecological and economic development was assessed. This made it possible, based on the procedures for reducing the dimension and constructing generalized indicators, to calculate the rating for each calculated integral indicator as a generalized estimate. The calculations that have been carried out make it possible to determine the trends of sustainable development of individual regions on the factors of development and to justify promising directions for effective growth and negative trends, which require the greatest attention from the state authorities and local self-government bodies.

Traditionally, an assessment of efficiency of regional housing policy is based on studies of housing construction sector, housing market, investment attractiveness, migration of economically active population and others. But the current stage of urbanization in Russia is accelerated by digitalization and smart technologies in cities, which makes a new type of housing policy assessment necessary. The article presents a four-level methodology for assessing the efficiency of regional housing policy, which evaluates the regional social and economic policy in the construction industry for urban districts with the population over 100,000 citizens in conditions of digitalization. The methodological basis for calculating the integral indicator of housing policy efficiency is presented and visualized in vectors. The author’s methodology is based on the methodological approach of S.A. Ayvazyan and the methodology of the urban digitalization index “IQ of Cities”, which was created by the Ministry of Construction of the Russian Federation in cooperation with Lomonosov Moscow State University. In the process of calculation the final integral indicator of efficiency of housing policy the authors use three equivalent integrated indicators of the 2nd level, such as economic, housing and digital indicators. The paper presents 10 indices for each integral indicator of the 3rd level and explains their economic meaning. The calculation of these indicators is carried out by means of the basic indicators of the 4th level on the basis of official statistics. The study presents the results of testing the authors’ methodological approach, which was made on the basis of official regional statistics. In the process of testing different cities from all federal districts of the Russian Federation were selected, so their results had a large spread. The purpose of such selection was to demonstrate the efficiency of the model and its suitability for the federal and regional authorities as a tool for planning and control.

Coastal regions are territorial social systems whose socio-economic and innovative development is strongly influenced by the factor of coastalisation. The effect of movement to the sea determines the dynamics of settlement systems as well as their economic and infrastructure development. This holds for transport, logistics, information and communications, industrial, and other infrastructure. Coastal regions are so diverse that it is impossible to construct a development model that will fit all of them. One can speak only of general trends. This study focuses on identifying differences between the innovation systems of northern and southern coastal regions within the same country. The geographical scope of the study is four Russian coastal territories: Murmansk and Arkhangelsk in the Baltic Sea region and Rostov and Krasnodar in the Azov-Black Sea region. Methodologically, this study carries out a comparative assessment of heterogeneity of innovative development at municipal and interregional levels, using four groups of indicators: human capital, economic growth and clustering, innovation and digitalisation, and quality and standards of living. All these components are vital for regional innovative development. A statistical assessment is supplemented by a qualitative analysis of spatial patterns of innovation capital accumulation; the agglomeration factor is taken into account. It is shown that northern and southern coastal regions perform very differently on innovative development, the latter doing better than the former. Three main models of innovation generation, implementation, and accumulation of coastal regions are described. Each is associated with a different way to benefit from proximity to the sea. These are maritime activities, maritime transport, and the economic use of recreational, natural and climatic resources.

Subject. The article deals with the security of the fiscal and budgetary system in resource-based regions during highly volatile prices in the global energy market external economic, political, technological and epidemiological shocks. Objectives. The study is to detect hazards in the fiscal and budgetary system of resource-based regions. Such hazards really put the regional competitiveness and economic security at peril. Methods. The article evaluates the security of the fiscal system in the Kemerovo Oblast through the integral indicator and the threshold (critical) value. Results. We found key threats to the fiscal and budgetary system of the Kemerovo Oblast, which undermine the regional competitiveness and economic security. Conclusions and Relevance. Authorities shall comprehensively attempt to create the environment for developing manufacturing sectors in the region, especially science-intensive and high-tech production enterprises by alleviating infrastructure and administrative constraints for business, raising the finance of science and innovation from the State and mobilize investors' resources, lure them to finance prioritized lines of the regional economic development. The findings and conclusions can be used to outline principles of the region's economic policy, socioeconomic development strategies of the region economy.

In modern times, it is believed that by reducing the risk of military intervention, military security has lost its relevance, and economic security has become a priority of national interests. The principle of economic security is as follows: national interests are supported through an economic system that supports free exchange and ensures the upward mobility of the nation. The analysis of economic security is based on the concept of national interests. It is well known that the problem of national security and its components cannot be considered only from the standpoint of current interests; it is closely related to the possibilities of their implementation over a significant, long-term period. Each stage of realization of national interests of the country is characterized by its assessment of its geopolitical, geostrategic and geoeconomic conditions, security threats and the main carriers of these threats, the mechanism of realization of national interests (each of the stages has its own assessment of the main definitions and categories of security, the main vectors of geoeconomic policy). Economic security is the foundation and material basis of national security. A state is in a state of security if it protects its own national interests and is able to defend them through political, economic, socio-psychological, military and other actions. There is a close connection between economic security and the system of national and state interests, and it is through this category that the problems of economic potential and economic power of the state, geopolitical and geoeconomic positions of the country in the modern world are intertwined. At a time when regional forces are trying to expand markets, provide access to finance and the latest technology, economic security has become a necessary component of the ability of regional forces to expand their influence. The article is devoted to the study of economic security of Ukraine and its components using the model of quantitative assessment of economic security of Ukraine. Using the Fishburne method, a model is built that allows to obtain an integrated assessment of the level of economic security based on the synthesis of nine partial indicators.
