The goal of this article was to suggest the government to make the appropriate laws and policies in order to optimize the utilization of coal based on environmental sustainability. The research applied library research from several research results and the Act no. 4 of 2009. Data were analyzed qualitatively by the way of decomposition, connecting with the rules, and the legal experts’ opinion. It can be concluded that investors are not optimal in managing and conserving the coal mining and the government has not standaridized the environmental management.

The mining industry plays a significant role in economic growth and development. Coal is a viable renewable energy source with 185.175 billion deposits in Thar, which has not been deeply explored. Although coal is an energy source and contributes to economic development, it puts pressure on environmental sustainability. The current study investigates Sindh Engro coal mining’s impact on environmental sustainability and human needs and interest. The Folchi and Phillips Environmental Sustainability Mathematics models are employed to measure environmental sustainability. The research findings demonstrated that Sindh Engro coal mining is potentially unsustainable for the environment. The toxic gases (methane, carbon dioxide, sulfur, etc.) are released during operational activities. The four significant environment spheres (atmosphere, hydrosphere, biosphere, and lithosphere) are negatively influenced by Thar coal mining. The second part of the analysis results shows that human needs and interests have a positive and significant relationship except for human health and safety with Sindh Engro coal mining. Environmental pollution can be controlled by utilizing environmentally friendly coal mining operations and technologies. Plantation and ecological normalization can protect the species, flora, and fauna of the Thar Desert. The government of Pakistan and the provincial government of Sind should strictly check the adaptation of environmental standards. Furthermore, the researchers should explore the environmental issues and solutions so that coal mining becomes a cost-efficient and environmental-friendly energy source in Pakistan.

One of the environmental issues that affect the management of natural resources is mining activities. Based on Law No. 4 of 2009 concerning Mineral and Coal Mining began to open new horizons regarding the juridical aspects of mining management from its environmental aspects as well as being discussed about the independence of Indonesian mining. The role of the government in the formulation of environmental management supervisory policies must be optimized because natural resources have a very important role, especially in the context of increasing state revenue through clear and fair mechanisms of taxes, levies and profit sharing, and protection from ecological disasters. In line with regional autonomy, the gradual delegation of authority from the central government to regional governments in natural resource management is intended to increase the role of local communities and maintain environmental functions. The method in this research is normative legal research. The source of law used in this research is secondary legal material obtained by conducting literature review. Data analysis in this research is by qualitative analysis. Based on the contents of the discussion related to the supervision of environmental management in the mining sector based on Law no. 4 of 2009 concerning Mineral and Coal Mining covering environmental management, reclamation and post-mining including environmental management and monitoring in accordance with environmental management documents or environmental permits that are owned and have been approved; arrangement, restoration and improvement of land in accordance with its allocation; stipulation and disbursement of reclamation guarantee; post mining management; stipulation and disbursement of post-mining guarantees; and compliance with environmental quality standards in accordance with statutory provisions.

This study uses a grouping model in determining areas based on the type of environmental pollution. This study is a special reference from the government in improving environmental sustainability. The data from this study was taken from the website of the government statistical data provider, BPS (Statistics Indonesia) www.bps.go.id. This research uses the K-Mens method and releases it with RapidMiner software to create 2 clusters, high and low level clusters and see what the contents of the cluster are. From the research results obtained by high cluster centroid data that is ((1527), (810.4), (5865), (6655.3), (323), (315.1)) low cluster namely ((139.25) , (122.5), (508,833), (919,222), (64,417), (94,444)). With this analysis, it is expected to be able to load and information for the government to pay more attention to regions whose income is still below average.

Abstract The positive impact of coal mining has been reported to increase the country's economy and community income. However, the negative impact is found to be reducing the physical and chemical parameters of air, noise, soil and spontaneous combustion quality, therefore, having the potential to decrease environmental quality. Environmental management is often carried out to improve the physical and chemical parameters of societal quality, in order to match the required standards, therefore, resulting in sustainable coal mining. The management has also created environmental costs, as an externality of coal mining activities. Based on the technical assessment conducted, the results showed that environmental management at Tarahan Port Unit of PT BUKIT ASAM Persero Tbk, has been implemented in accordance with the Environmental Management/Monitoring Plan (RKL/RPL) documents, as well as the prevailing Indonesian laws and regulations. The physical and chemical parameters were observed to have met the standards of environmental quality, for a sustainable community. However, the economical assessment showed a mismatch between planned and realized environmental management costs. The funds used in the second quarter increased by IDR. 121,183,548 or 102.02%, compared to the realization program in that of the first. This increase was due to the construction of a dust suppression system and an operational chimney for the 2X8 MW Steam Power Plant, via the use of Electrostatic Precipitators. This research recommended a detailed inventory of environmental cost plans and escalation, in order to anticipate risk factors. And also help in carrying out machine maintenances, which are known to produce emissions on a regular basis. Therefore the emission produced were observed to be decreased, with the funds for managing and monitoring the environment also reduced.

The coastal area is an area that is very intensively used for human activities, such as the central government area, settlements, industry, ports, aquaculture, agriculture/fishery, tourism, and so on. The existence of these various activities raises the need for space as supporting facilities and infrastructure for each of these activities. This research is a normative legal research. normative legal research is a process to find the rule of law, legal principles, and legal doctrines in order to answer the legal problems faced. The answer obtained from the legal analysis regarding the legal consequences is that the Government does not specifically regulate the regulation of land rights in conservation areas which are determined through the Regional Spatial Planning (RTRW) and Regional Spatial Planning (RZWP3K) so that the legal consequences are uncertainty in law enforcement and also overlapping powers.

<p><strong>Abstract:</strong></p><p>This study is a library research using a philosophical approach and intended to examine how the concept of shura according to Hamka and M. Quraish Shihab’s view, which theygavein interpreting the verses of the Qur’an about shura in Tafsir al-Azhar and Tafsir al-Mishbah. This research will also examine the relevance of the interpretation of Hamka and M. Quraish Shihab about the shura concept in the present context.<br />Based on the research results, Hamka and M. Quraish Shihab assume that shura can be changed to adjust the condition of society. This is consistent with the interpretation of contemporary exegetes. This definition is not conflicting with the interpretation of the classical commentators. However, M. Quraish Shihab then states that it doesn’t need to bind themselves to the verdict of Islamic scholars and even former friends, so causing confusion to think, because there is no clear frame for the detachment. In short, the interpretation of M. Quraish Shihab stained the relativism interpretation. Nevertheless, Hamka’s concept of shura is still in accordance with the interpretation of the commentators so it’s very relevant when it is applied in enforcing the principle of shura in society and the Islamic state. The efforts of some Muslims who build Islam through democracy,for example in Public Election, it does not mean that they recognize democracy as a part of Islam, but it just the way(wasîlah) in maintaining dharûratul khamsah Muslims to consider the serious benefits and harms.</p><p><strong>Keywords:</strong> shura; democracy; Hamka, Quraish Shihab.</p>

As a regional income barn, the Nusa Penida Tourism Area needs to be managed comprehensively by involving all available resources, by encouraging new thinking about managing tourism that synergizes with environmental sustainability in the sustainable environment of the Nusa Penida Tourism Area. Tourism can increase economic growth but create a burden on the environment, so that Nusa Penida tourism becomes environmentally friendly tourism to support the development of green tourism. Progress in tourism impacts the environment, causes social and cultural changes in society and impacts the carrying capacity of land and water from the massive tourism development in Nusa Penida. For this reason, it is necessary to formulate a model of environmental management that is relevant and has been developed.This study uses a systems approach with the Interpretative Structural Modeling (ISM) method to formulate an environmental management model in the Nusa Penida Tourism Area. This method can be used to help a group, in identifying contextual relationships between sub elements of each element that forms a system based on ideas / structures or determinants in a complex problem (Saxena, 1992).The environmental management model in the Nusa Penida was formed based on government initiatives by involving all stakeholders as representatives of the Nusa Penida community and involving other elements such as non-government organizations and universities. In the management of the environment, institutional arrangements that specifically handle the environment and tourism of Nusa Penida must be formed with the government as the initiator and formed in a participatory manner. The recommended model of environmental management needs to be applied carefully and continued with the formation of institutions by involving the affected community sectors in Nusa Penida's environmental management and tourism.Keywords: tourism, model, management, environment, Nusa Penida

The writing of this article starts from the problems that exist in the development situation in each region, especially in spatial planning, almost certainly has the same problem, such as the absence of consistent and strict licensing in development. Such as floods that occurred in urban areas of Jakarta, Bogor, Depok, Tangerang, Bekasi due to the development of the city. It is increasing the number of population, activities, and land requirements both for settlements and economic activities so that there is a change of function that should be used as a conservation area and green open space has turned into a residential area. This research uses the normative legal research method or discusses this problem more to the study of literature or secondary data. The normative legal analysis includes research on constitutional principles, research on legal systematics, research on the degree of vertical and horizontal synchronization, comparison of law, and history of law. Law enforcement on sustainable spatial planning is a very complex phenomenon with various approaches, both legal, social, political, economic and cultural issues so that for the benefit of the community, the interests of the government as well as the harmony of spatial planning, environmental sustainability needs supporting capacity of the environment and resources nature is included in the case of sustainable development.

Environmental sustainability is a key issue of the coal mining sector. This is because the impact of damages on activities undertaken in this sector is deemed vulnerable to environmental sustainability. The damage that occurs has an impact on environmental unsustainability. The value of environmental sustainability is set forth in the Government Regulation No. 46 of 2017 on Environmental Economic Instruments. Under this regulation, any activity that has an impact on the environment including the coal mining sector shall assess the damage it causes. The mathematical model of environmental benefits and cost of coal mining discovered by Juniah (2013), is an expansion of the extended mathematical model of the benefits and costs of Munasinghe (1997). This model can be used and implemented to assess environmental losses and determine the value of environmental sustainability of coal mining as intended by the Government Regulation of the Republic of Indonesia. The environmental losses can be minimized by utilizing water void mine as raw water. This model can also be used by government, stakeholders, and mining investors to assess the sustainability of the coal mining environment for the resulting externalities, and the utilization of mine void water as raw water.

Islam prohibits human beings from destructing the environment which can provide detrimental effects on their lives and other creatures. The primary sources of Islamic teachings are Al Qur’an and Al Hadist as well as ijtihad (Fiqh). Fiqh as an Islamic jurisprudence is applied based on the development of the community in the context which derives from the authentic dalils from Islamic sources. In the Fiqh, so-called Fiqh Siyasah, the government plays a vital role in designing policy to align with and capitalize on environmental sustainability. So does Fiqh of the environment. It describes how Islam governs environmental management, so that it can be maintained and preserved from the destruction which can be harmful to human beings and other creatures in this world. This article aims to elaborate some Islamic principles concerning the guidance of environmental management issues which have to be followed by human beings to preserve their dignity and integrity as well as to protect nature and other creatures as a sign that they are indeed the best creation of all.
