Main directions of state regulation, support and stimulation of pig-breeding sub-sector and pig production market in Russia

В статье анализируются новейшие процессы цифровизации в аспекте цифровой институциализации, охватывающей различные уровни современной мировой экономики - от глобального до национального. Цель статьи - на основе анализа практики внедрения цифровой институциализации на различных уровнях выявить их особенности и соответствие современным требованиям развития мировой экономики и системы международных финансов. Научная новизна исследования заключается, во-первых, в рассмотрении недостаточно изученного в экономической литературе направления (цифровой институциализации), во-вторых, в анализе и выявлении закономерностей на основе новейших статистических данных и последних нормативных изменений. Несмотря на присущие им некоторые характерные черты, в целом отмечается нарастание цифровизационных процессов, прежде всего при участии финансово-технологических компаний, а также при поддержке регулирующих органов. Анализируя их протекание, автор приходит к выводу о нарастающем стимулировании использования диджитальных валют в форме стейблкоина, поддерживаемого Банком международных расчетов и G7 - на глобальном уровне, и соответствующими институтами государственного регулирования - на региональном и национальном уровнях. The article analyzes the latest digitalization processes in the aspect of digital institutialization, covering various levels of the modern world economy - from global to national. The purpose of the article is, based on an analysis of the practice of introducing digital institutialization at various levels, to identify their features and comply them with the modern requirements for the development of the world economy and the system of international finance. The scientific novelty of the study lies, firstly, in considering the direction (digital institutialization) that has not been sufficiently studied in the economic studies, and secondly, in analyzing and identifying patterns based on the latest statistical data and the latest regulatory changes. Despite some characteristic features inherent to them in general, there is an increase in digitalization processes, primarily with the participation of fintech companies, as well as with the support of regulatory bodies. Analyzing their course, the author comes to the conclusion about the growing stimulation of the use of digital currencies in the form of a stablecoin, supported by the Bank for International Settlements and the G7 - at the global level, and by the relevant institutions of state regulation - at the regional and national levels.

The main factors that stimulate the management development of organic forms are systematized: the deterioration of the overall ecological situation, the increase in the demand for environmentally friendly products, the possibilities for expanding the export of organic products, allows obtaining higher profit levels, etc. The approaches to legal regulation of organic products production in foreign countries and Ukraine have been generalized, which allowed to compare the order of organic products production (raw materials) of plant and animal origin, certification of organic farms and bringing organic products to the market. It is substantiated that there is a need to establish a state monitoring of the pig products quality, which should include: regular inspection of the self-inspection plan; inspection of the industrial premises sanitary condition, adjoining territories, vehicles, forages, fodder additives and ingredients; testing of equipment, materials, substances and technological additives in contact with meat raw materials. It has been proved that the frequency and procedure for state monitoring is ensured taking into account the analysis and assessment of the risks associated with the maintenance of animals and the receipt of meat raw materials. It is generalized that the strategic priorities of the organic pig production development is to increase the production of pig slaughter products, accordingly, it requires levers substantiation of the economic regulation to stimulate the producers of the sector in this direction. To sum up, there is a need to develop standards for the certification of animal origin organic products, namely, it is advisable to delimit the production of organic products (raw materials) and inorganic production in the regulatory and legal framework; utilization of waste and by-products of plant and animal origin in the process of organic products production, etc. It is proved that the low demand of consumers in the domestic market makes producers of organic products, including pigs, to focus on the markets of other countries. Measures to motivate foreign investors in the production of organic meat in Ukraine could become one of the most effective instruments for the intensification of organic pig production, and in the future, it could deliver its supplies to foreign markets, but realize it itself. It is obvious that in this approach there is a possibility of increasing value added in the supply chain of organic pig production, provided that the domestic processing capacity of organic produce and organic meat products is adjusted internally. At present, one of the most important lines of state policy is regulation of development of scientific, research and innovative sphere, which is to a large extent reasoned by significant influence of scientific processes on modernization of the present economy. In this connection, issues of effective management of scientific activity both at the federal and at the regional levels become the most important ones. Inter alia, we speak of creation of system for stimulation of interaction of economic entities and scientific organizations with the purpose of development, testing and implementation of advanced Russian technologies into production processes. Individual regions in the framework of their powers frequently use their own stimulation mechanisms, and as a result of implementation thereof, significant differentiation of innovative activity level of Russian enterprises in various subjects of the Russian Federation takes place. Peculiarities of state scientific and engineering policy, preconditions and lines of improvement of state regulation of development of scientific activity in Russia are considered in the article. The author paid special attention to development of recommendations on improvement of this mechanism at the regional level under the current conditions.

In the context of the theory of entrepreneurial ecosystems (EE), a set of administrative and legal measures that stimulate the development of entrepreneurship in agriculture have been identified and analyzed. These elements of EE are poorly studied in science, at the same time, administrative and legal measures to stimulate entrepreneurship in agriculture are positioned from the point of view of the development of the institution of state regulation in agriculture and can have a significant impact on all structural elements of EE. The authors have identified three models of state regulation of entrepreneurship in agriculture, one of which is the model of state stimulation of entrepreneurship in agriculture. State and non-state measures to stimulate entrepreneurship in agriculture are highlighted, the forms and levels of regulation are indicated in state regulation. The quantitative and qualitative growth of rural entrepreneurship subjects, the introduction of innovations, the formation of entrepreneurial values, the potential for solving modern problems of agricultural entrepreneurship are highlighted as the goals of state stimulation of entrepreneurship in agriculture. It is concluded that it is possible to single out an agricultural entrepreneurial ecosystem (AEE).

The main aim of this article is to research the existing scientific concepts for considering the essence of the category of «fiscal instrument» and substantiate the essence of this definition. It is noted that there is an urgent issue of deepening the provisions formed and also developing further provisions in the field of functioning of the fiscal system, searching for the optimal model when developing such a system. Thus, there is a need for the implementation of new researches in this sphere to deepen the theoretical aspects of the functioning of the fiscal system, including the need to substantiate the content of certain scientific categories and specify existing ones. The article considers the essence of the category of «economic instrument», analyzes the existing concepts of research of this definition. It is determined that this type of instruments is an integral part of the whole mechanism of the State regulation of the national economy, stimulation of the development of certain sectors of the economy, management of the State property. This allowed us to continue to study the role of various types of economic instruments in ensuring the efficient functioning of the national economy, in particular fiscal ones. It is also determined that in the vast majority of cases, using the category of «fiscal instrument», scientists often identify it with the definition of «tax instrument». In a significant number of works when considering derivative scientific concepts from the word «fiscal», it is also not enough attention to specify the content of fiscal instruments. Thus, the article proposes to consider the content of the category of «fiscal instrument» as follows: fiscal instrument – a means used to save financial resources of economic entities in order to generate the State budget revenues.

The article analyzes the effectiveness of the application of the main financial instruments of state regulation of the agrarian sector. The analysis showed that the system of state regulation, which is the main factor of sustainable development of agriculture in our country, has certain drawbacks. In this connection, the authors made suggestions on the improvement of such financial mechanisms of state regulation of the agrarian sector as a system for lending to agricultural producers, tax regulation, budget financing, state support for agricultural insurance, stimulation of innovative development of agricultural enterprises. The implementation of the proposed directions will contribute to improving the efficiency of agricultural production and the competitiveness of domestic products, as well as the investment attractiveness of Russia’s agriculture.

The study is devoted to the development of approach to comprehensive assessment of the regional agro-food industry development problems. This task was solved using the methods of expert assessment and statistical analysis of their results. We have substantiated a system of agro-food industry development indicators, which covers the level of enterprises and the level of government. Approbation of the proposed approach using the example of the Republic of Crimea revealed the key problems. At the enterprise level: low level of development of advanced technologies, low share of innovative products, ineffective organization of cause-and-effect analysis, insufficient scientific feasibility of technological processes. At the state level: insufficiently effective state regulation in the field of import substitution, insufficient stimulation of demand for domestic products of the processing industry of the agro-industrial complex (AIC), insufficient state stimulation of the production of highquality domestic products, insufficient level of scientific research support. This allows determining the priority directions for the development of recommendations and the implementation of actions to ensure the regional agro-food industry development.

The article considers the issue of stimulating innovative activity in construction. The purpose of our investigation is to study influence of state regulation on innovation activity in construction. The role of construction participants in the innovation process and the reasons for low innovation activity in construction are determined. The tasks of the policy of innovative development, levers of state stimulation of innovative activity were discussed. Counterfeit tenders and corruption have been identified as an important factor hindering innovations in construction. A macroeconomic model of the state's influence on the process of stimulating innovation in construction and a model of logistical relations between organizations for innovation in construction have been developed. The necessity of active realization of organizational, financial, tax, budgetary, legal, information levers of the state policy as the tool of the state stimulation of innovative development in the building sphere is substantiated.Key words: state innovation policy, construction, public policy, project organization, building contractors, innovative activity.

The key contradictions characteristic of public administration systems in global and national aspects are systematized. The content of the basic values of public management activities is proposed. It is recommended to use the concept of role behavior to improve the organization of employees' activities. In relation to the industrial sphere, the current directions of its state regulation are shown, focused on the preservation of valuable, development and elimination of threats. The mechanism of state stimulation of actual directions of industrial and innovative activity at the macro level is proposed.

The basic tools of the state influence on tax, price, depreciation, investment policy of enterprises with the purpose of activating innovation activity are highlighted.
