<p><em>The purpose of this research is to know the potential and self satisfaction womans in empowerment of creative economy with science and tecnologi and self satisfaction of Islamic economic perspective in fisherman of Kragan village. Rembang. Interview approach, documentation, observation and literature searching are use in order to collect data. Analyzing the researchers to be scientific then by reflective thinking by pacing between the method of deduction and induction. The results of this study is to know the various potensis  business that is very varied or creative by the womans of fishermen village Kragan Kab. Rembang. In addition to knowing self-satisfaction means the womans of fishermen in carrying out their creative economic activities in addition to beneficial for himself also useful for his family. Potential women fishermen need local government support to develop the creative potential of women fishermen, for example by using village funds budgeted by the central government. This potential can produce various kinds of creative processed fish such as crispy with various flavors, fish chips with various types of fish and crackers. Satisfaction experienced by the womans of fishermen is the sustenance and enjoyment given by Allah SWT who need to be grateful.</em></p><p>==============================================</p><p><span>Tujuan penulisan ini untuk mengetahui potensi perempuan dalam mengembangkan<span>  </span>pemberdayaan ekonomi kreatif<span>   </span>dan upaya pendekatannya sudah<span>  </span>bersifat modern ataukah masih manual atau tradisional. Pemberdayaan ekonomi dan self satisfaction yang dilihat dari kaca mata Islam di pesisir<span>  </span>nelayan desa Kragan kab. Rembang menghasilkan kemanfaatan atau kemaslahatan baik diri sendiri maupun maslahatan untuk masyarakat yang lebih luas. Metode penulisan ini menggunakan<span>  </span>cara wawancara, dokumentasi, observasi dan penelusuruan literatur kepustakaan digunakan dalam rangka untuk mengumpulkan data. Penganalisaan yang dilakukan peneliti agar ilmiah maka dengan kritis dan kreatif dilakukan mondar-mandir antara metode yang melalui kesimpulan yang logis dan dengan metode pengumpulan data kemudian dievaluasi untuk menyimpulkan. Penelitian ini mengetahui berbagai potensi bisnis bervariasi atau kreatif perempuan nelayan desa Kragan kab. Rembang. Self satisfaction nelayan dalam aktifitas ekonomi bermanfaat bagi dirinya juga bermanfaat bagi keluarganya. Potensi perempuan nelayan perlu dukungan pemerintah setempat guna mengembangkan<span>  </span>potensi kreatifitasnya perempuan nelayan, misalnya dengan pemanfaatan dana desa yang dianggarkan pemerintah pusat.<span>   </span>Kepuasan yang dialami perempuan-perempuan nelayan merupakan rezeki dan<span>  </span>kenikmatan yang diberikan Allah swt perlu disukuri<span>  </span>sebagai kwajiban perempuan untuk membantu suaminya<span>  </span>merupakan kwajiban istri<span>  </span>bukan merupakan beban.</span></p>

Abstract The fishing port as the basis for the capture fisheries sector has a very important role in the national economy. Since the inauguration in 2016 until now, Untia Makassar Fishing Port has not shown an increase in activity as expected. This research objective is to make an inventory of the regulations related to the Untia Fishery Port Management Policies and how is the implementation of the Untia Fishery Port Management Policies. This research uses a descriptive method with a qualitative approach. The sampling technique used was purposive sampling. The method of data collection is done by interview, participatory observation, documentation, and questionnaire. The results show that the Decree of the Minister of Marine Affairs and Fisheries of the Republic of Indonesia Number 74 / KEPMEN-KP / 2016 concerning the Management of Untia Fishery Ports has not succeeded in becoming a tool in increasing fisheries activities. Therefore, it is necessary to coordinate immediately with the Ministry of Administrative Reform - Bureaucratic Reform (Kemenpan-RB) so that the nomenclature of Untia fishery port managers can be immediately determined so that additional human resources and budgeting resources can be added. The efforts must be made so that policy implementation can be maximized in the community, namely (1) local government support for the initiation of the 30 GT ship to facilitate it to the fishery port for use and (2) local government support in the form of regulations for industrial entrepreneurs both in the ship supply industry as well as the marketing and distribution of fishery products to grow the fishery industry at the port of Untia.

This research aims to analyse the degree of fiscal dependence of local government upon the central government in the regency of Mimika, one of Indonesia’s eastern regencies. The ratio of fiscal decentralization is used to calculate the local government’s ability to increase its regional revenue in order to support development initiatives in all sectors (Malmudi, 2010). Secondary data of locally-generated revenue and total revenue from the period 2010-2015 are used to measure the degree of fiscal decentralization. The results show that the degree of fiscal decentralization in the regency remained at a low level, reflected from the average value of 12.92 percent with the highest degree, of 25.09 percent in 2012. An analysis of fiscal decentralization in the period 2010 – 2015, indicates that the regency lacked sufficient fiscal capacity, showing heavy dependence upon financing from the central government. The local government is expected to develop the region’s potentiality through creative efforts within their governmental apparatus to increase local revenues. The funds from the central government could provide a positive contribution if used in the consumption of goods and services that potentially support economic activities.

The phenomenon that occurs shows how potential Bengkalis city in terms of geographical aspects as a city that is very close to neighboring countries but from the aspect of creative economic development has not increased. This study aims to map the constraints of the creative economy industry in Bengkalis City and provide recommendations in order to improve and condition the creative economy better. The study was conducted in the city of Bengkalis by conducting a semi-structure interview with 50 respondents in order to explore the constraints faced by creative economic business actors from Administrative, Technical, Operational, and Managerial (ATOM) aspects. The results of the Technical, Operational and Managerial aspects are the majority of constraints felt by creative economy business actors. There must be a breakthrough effort that must be done by the local government, and synergy with the central government and educational institutions. Keywords: creative economic, administrative, technical, operasional, mangerial

<p class="StyleIABSSSLatinBoldGray-80">Abstract</p><p class="IABSSS"><strong>Purpose</strong> - By upholding the value of sharia principles economic activities. Electronic money is a financial transaction that is used by the community as a substitute for cash, and ottopay is part of it, to help become a financial intermediary with an electronic system through QR and billers.</p><p class="IABSSS"><strong>Method</strong><strong> </strong>- The research is based on researching ottopay in its transactions by using a descriptive qualitative.</p><p class="IABSSS"><strong>Result</strong><strong> </strong>- From the research method process used in the study resulted in the study that the implementation of ottopay in topping up by filling directly via the bank ATM or through an agent by clicking the wallet menu then top up and following the steps until the confirmation is successful and the balance is ready whenever it can be used.</p><p class="IABSSS"><strong>Implication</strong> - The existence of the Ottopay system is a support for the community to be able to think forward in the world of finance and technology, in addition, ottopay can be used as a business opportunity to provide benefits in the form of added value in the form of turnover that can be owned by merchants and can be used as additional income for the community.  </p><p class="IABSSS"><strong>Originality</strong> - The implementation of ottopay between users and publishers and users and merchants is in accordance with the rules of the DSN MUI fatwa, therefore the benefits of the ottopay application can guarantee security, easy and practical use so that people's economic turnaround is faster because it has an electronic digital system.</p>

Establishment of Regional Owned Enterprises (BUMD) An effort to reduce the dependence of local governments on balancing funds from the central government. This Regionally Owned Enterprise is mostly or wholly owned by regions of wealthy regions. This BUMD is a government instrument that has a role to develop the regional and even national economy. The existence of BUMD in successful regional economic activities is a new thing, but has been going on for a long time. The obligation to establish BUMD is to carry out regional development through services to the community, implementing public benefits and increasing the level of local government. The purpose of this study is to determine the legal description of BUMD in taking legal actions and what factors are obstacles for BUMD to achieve their orders. The research method used is normative juridical research method.

This research is a qualitative research to examine the application of Islamic economic perspective marketing in the business of sharia services in Semarang City, a case study in the sharia industry in the Sharia Universe of Semarang City. The focus of this research is to explain how the application of Islamic economic perspective marketing mix to hotel universe sharia. In this study focuses on product, price, promotion, distribution / place carried out by the hotel universe syariah city all the perspectives of Islamic economics theoretically. The purpose of this study is to provide a conclusion about the application of marketing mix namely product, price, promotion, and distribution / place carried out by hotel universe syariah Islamic economic perspective. This study uses a qualitative approach to the case study method. The data analyzed are the results of interviews, documentation and observations with the field of marketing, namely product, price, promotion, and distribution / place in the Semarang Sharia Universe Hotel. The results showed that the application of Islamic economic perspective marketing mix at the Semarang City Semesta Hotel had not been effective. Because in terms of Sharia Universe Hotel products still have not fully implemented several elements and sub elements provided by the Republic of Indonesia's Creative Economy Tourism Minister Regulation Number 2 of 2014 concerning guidelines for sharia hotel business operators. AbstractThis article argues that manufacturing policies of Chinese local governments have provided an important corrective to some of the weaknesses inherent in the central government's indigenous innovation framework, most importantly its inattention to the importance of advanced manufacturing capabilities for innovation. Based on an original dataset of over one hundred executive interviews conducted with 43 Chinese wind and solar firms, I identify both central government R&D funding and continued local government support for manufacturing as critical factors in enabling innovation among China's renewable energy firms. In particular, this article shows that firms have utilized a combination of both central and local government policies to establish unique engineering capabilities required for innovation in commercialization and scale-up to mass production. The findings suggest that continued local government support for the manufacturing economy has not undermined central government innovation policies, but has (1) broadened the range of resources available to entrepreneurial firms and (2) enabled new options for industrial upgrading that are outside the conceptualization of innovation underlying the central government's indigenous innovation framework.

The market is a place for economic activity where economic activities take place naturally so that the rules of the game occur naturally. So according to Islamic economics the market mechanism can occur naturally from the supply and demand side as it should. Furthermore, in terms of the market mechanism of the Islamic economic perspective, in principle, it rejects the existence of a price intervention if price changes occur because the market mechanism is reasonable. However, the market here requires morality, among others: fair competition, honesty, transparency and justice. If these values ​​have been enforced, there is no reason to reject market prices. And if there is a deviation, the state's obligation to regulate it is for the benefit of the people.

Denmark is a highly decentralized unitary state with a three-tier administrative system consisting of central government, 5 regions, and 98 municipalities. Danish municipalities are some of the largest compared to the rest of Europe. They are multi-purpose entities responsible for a wide range of technical and social services and have for decades been entitled with a high level of fiscal autonomy. A major reform of the local government system in 2007 followed by a strengthened national spending regime influenced the decentralization framework and autonomy of local governments in Denmark. While the Danish local government system continues to be among the most decentralized local government systems in Western democracies and has demonstrated a high degree of adaptability to changing conditions and externalities, it also faces a number of challenges in order to maintain the delicate balance between being local self-government and implementing agency of the state. These challenges include issues like coordination and capacity for handling complex decentralized tasks, pressure on the institutional framework for coordination of the local government’s economic activities with overall national policies, and an increasing politicization of the equalization scheme.

In accordance with Law no.37 of 1999 on foreign relations and law no.32 of 2004 on regional government further strengthen the position of local government to conduct an external relationship in an effort to build its own region. The purpose of this study is to describe more deeply about the cooperation of sister city Bandung city government in improving the creative economy industry in Bandung City and Petaling Jaya City, Malaysia with the program "Little Bandung" owned by the government of Bandung. In order to face the existence of ASEAN Economic Community (MEA). This study uses the approach of liberalism, the concept of creative economy, sister city, paradiplomasi and the theory of international cooperation. So as to illustrate the process of foreign cooperation implemented by the Government of Bandung. This research is descriptive and data collection technique through interview and literature study. In this study it can be concluded that with the existence of law no.37 of 1999 on foreign relations and law no.32 of 2004 on local government, a benchmark on each local government to build and develop its own region through an outside relationship Country in the form of cooperation among local governments apart from the central government.
