The article deals with the evaluation of the political institutions in early medievalCentral Asia. The existing approaches to defining the governing systems of the imperial nomad unions focus on the concepts "chiefdom" and "state", but in both cases researchers have to state an absence of total compliance of the nomadic empires' governing structures to the classical attributes of chiefdom and state, thus constantly making reservations, which blur these concepts. The purpose of the work is to consider the possibility of solving this problem by using a broader "net" of terms determining different political systems and stages in their development in relation to early medieval nomadic empires. The methodological base of the article is the modern conceptions of multilinearity and diversity of the political genesis. The research has resulted in determination of a range of concepts which could better reflect the specificity of political institutions of different nomadic empires or make this evaluation more neutral but providing a clearer understanding of the complexity level of the political organization.

AbstractTransport routes are basic elements that are inextricably linked to diverse political, economic, and social factors. Transport networks may be the cause or result of complex historical conjunctions that reflect to some extent a structural conception of the political systems that govern each territory. It is for this reason that analyzing the evolution of the transport routes layout in a wide territory allows us to recognize the role of the political organization and its economic influence in territorial design. In this article, the evolution of the transport network in the Iberian Peninsula has been studied in a broad chronological framework to observe how the different political systems of each period understood and modified the transport systems. Subsequently, a second analysis of the evolution of transport networks in the northeast of the Iberian Peninsula is included in this article. This more detailed and geographically restricted study allows us to visualize in a different way the evolution and impact of changes in transport networks. This article focuses on the calculation of the connectivity to analyze the intermodal transport systems. The use of network science analyses to study historical roads has resulted in a great tool to visualize and understand the connectivity of the territories of each studied period and compare the evolution, changes, and continuities of the transport network.

The authors of the book analyze domestic political processes and international relations in the post-Soviet space. They examine the balance of political forces in Belarus after the presidential elections in August 2020, and transformations of political systems in Ukraine and Moldova. The main features of formation of the political institutions in the countries of South Caucasus and Central Asia and the latest trends in their devel-opment are analyzed. Attention is paid to the Karabakh and Donbass conflicts. The book examines the policy of major non-regional actors (USA, EU, China, Turkey) in the post-Soviet space. The results of develop-ment of the EAEU have been summed up. The role in the political processes in the post-Soviet space of a number of international organizations and associations (the CIS, the Union State of Russia and Belarus, the CSTO etc.) is revealed.

It is not, I imagine, necessary to argue in this Journal (whose birth I welcome) that the study of African politics should never be separated from the study of African history. There was a time when the political institutions of African states (except in a few special cases, such as Ethiopia) meant ‘colonial political institutions, together with such indigenous African institutions as had been permitted to survive within the colonial framework’. For students of colonial government the study of African history had no obvious relevance. For those who wished to explain such institutions as Legislative Councils in British-controlled territories, Communes Mixtes in French-controlled territories, or the Conseil de Gouvernement in the Belgian Congo, the history of the European state which had imposed the institution was understandably more significant than the histories of the African peoples upon whom it had been imposed. As for such indigenous African political systems as had survived, in a modified form, within the colonial administrative structure, their study was—by a kind of unwritten convention—left to the social anthropologists, whose historical interests varied according to the character of the system and the approach of the anthropologist.

The conditions associated with the existence and stability of democratic society have been a leading concern of political philosophy. In this paper the problem is attacked from a sociological and behavioral standpoint, by presenting a number of hypotheses concerning some social requisites for democracy, and by discussing some of the data available to test these hypotheses. In its concern with conditions—values, social institutions, historical events—external to the political system itself which sustain different general types of political systems, the paper moves outside the generally recognized province of political sociology. This growing field has dealt largely with the internal analysis of organizations with political goals, or with the determinants of action within various political institutions, such as parties, government agencies, or the electoral process. It has in the main left to the political philosopher the larger concern with the relations of the total political system to society as a whole.

In recent years there has emerged in this country a radical questioning and rejection of established political institutions unparalleled since the Civil War in its intensity and scope. One objective indicator of this trend since World War II is the marked rise in voluntary renunciation of American citizenship, an act which represents the formal and final estrangement of the individual from his former political ties. Available evidence suggests that estrangement from the polity is also widespread in countries throughout the world as fundamental questions are being raised about the legitimacy of political institutions and political leadership.Attitudes toward the political system have long been a concern of political scientists. Major orienting theories of the political system suggest that citizen support plays a crucial role in determining the structure and processes of political systems. Almond and Verba, for example, use the concept “civic culture” to refer to a complex mix of attitudes and behaviors considered to be conducive to democratic government. Easton underscores the fundamental importance of attitudes for system stability, focusing especially on “diffuse support” as a prerequisite for the integration of political systems. He suggests that “(w)here the input of support falls below [a certain] minimum, the persistence of any kind of system will be endangered. A system will finally succumb unless it adopts measures to cope with the stress.”The conversion of these general theoretical ideas into systematic empirical theory requires further rigorous and comprehensive analyses of types of citizen support and the development of empirical indicators for this domain.

The article defines that political institutions are integral elements of the political system of society, important subjects of politics and carriers of the political process, that regulate the political organization of society, ensuring its stable and long-term functioning. It is stated that the main scientific approaches to understanding the phenomenon of political communication is positivism, behaviorism, structural functionalism, institutionalism and the attention is drawn to the fact that the mass media perform several functions in modern society – communicative, informational, relay, through the implementation of which, media affects all spheres of society and play an important role in the process of interaction between the government and the public. It was noted that the authorities of the Republic of Bulgaria took advantage of the historical moment when the European Union member states were interested in cooperation and were able to convince the Bulgarian society that membership in the EU is a way to solve economic problems, which will further contribute to the economic well-being of the country. The article mentions that an important role in the European integration process of interaction between the authorities and the public was played by Bulgarian journalists, who conducted an extremely intensive and important information campaign, which resulted in 76% of support for the Republic’s membership in this international organization by the Bulgarian society The experience of the Republic of Bulgaria shows that effective work of the mass media is extremely important for establishing communication interaction between government and civil society at a crucial moment for the country. However, the modern Bulgarian media environment is subject to intense criticism for the poor quality of the media product, the media’s dependence on oligarchs, and corruption.

The interrelated concepts of historical policy and memory policy are considered. The foundations of the relationship between the security policy of the individual, society and the state and the policy of memory are traced. The author notes the peculiarity of modern Russian and Belarusian historical politics, which is associated with the use of historical memory as a source of legitimacy of political institutions. The author shows the prerequisites for the securitization of historical and memory policy in the context of increasing risks and threats of an external nature and internal destabilization in relation to the political systems of Belarus and Russia.

A democratic political system can be sustainable and stable only if it has society’s support that is based on legitimacy. So far, the attention of Latvian researchers has mostly been devoted to the so-called “ratings” of separate political institutions and politicians, but no attempt has been undertaken to investigate the political system as a whole through the prism of legitimacy. The aim of the present article is to explore whether there is a sufficient resource of legitimacy of the Latvian political system in order to provide stability and efficiency of the regime. The empirical basis of the research mostly consists of the results of the sociological research conducted in Latvia during the past six years (2011–2016). The data analysis of the present research is based on David Easton and Pippa Norris’ conceptual approach to the study of legitimacy of political systems. One of the conclusions that can be made is that the political system of Latvia is characterised by insufficient diffuse support, which then indicates that the political system experiences the problem of legitimacy. As there is a divided society in Latvia, both communities lack a shared national identity, which could connect the society. In addition, it can be stated that around half of the society is not satisfied with the functioning of the political regime. The analysis performed in the article allows concluding that the trust in political institutions is extremely low and the assessment of the political authority performance is highly negative.

The institution of elections is a significant feature of most present day political systems and is one of the most widely used of all of the political inventions of mankind. Rose and Mossawir have recently remarked that, “Elections are among the most ubiquitous of contemporary political institutions, and voting is the single act of political participation undertaken by a majority of adults in a majority of the nations in the world today.” The importance of elections is especially high in democratic systems. Both earlier and more contemporary discussions of the concept of democracy have employed elections as a primary definiendum and requisite feature of democracy. Indeed, if any single institution serves as popular democracy's sine qua non, it is that of elections.The general argument that elections are “those most essential events in the democratic process” is often posed from the perspective of the importance of the functions they perform in the political system. The most widely remarked of these functions is to provide a mechanism by which the great mass of members of the system are able to choose their leaders—thus giving majority approval to the exercise of leadership. This is important both from the standpoint of solving the problem of legitimate leadership succession and as a means of potential relief from abuses or inadequacies of a present set of rulers. Secondly, elections may serve as an indication of public choice among government policies—although this function is probably less frequently performed than once was thought to be the case. In referenda, the function is direct; but even in the elections of candidates for public office there is on occasion a question of public decision among the broader aspects of policy programs. Furthermore, belief by future candidates in the possibility that voters may reject them at the next election because of their policies may lead them to anticipate public feeling, thus allowing indirect influence of elections upon policy formation. The latter may operate even in the absence of more direct control by the electorate. A third central function of elections is legitimation of a regime. An election serves as a device of public endorsement—or occasionally, of repudiation—of the system of government.
