Water ecological carrying capacity (WECC) refers to the ability of a water ecosystem to support and withstand economic and social development. WECC assessments can provide helpful information for resolving water issues. Since WECC involves a wide range of influence factors, indicator-based methods are useful tools for this type of evaluation. However, there are still some imperfections in the existing indicator-based methods for WECC evaluation, primarily in the aspects of index frameworks, indicator selection and evaluation criteria. Based on the pressure-support force-state index framework, this paper presents an indicator-based WECC evaluation method (PSSM). Using PSSM, overall WECC evaluation can be obtained by assessing the pressure of socio-economic development on the water ecosystem, the support from the water ecosystem for human development, and the health status of the water ecosystem. PSSM is directly focused on the pressure-support effect, and fully considers the determinant influence on WECC of the health status of the water ecosystem. The application of PSSM in Tieling City shows that further reduction in the pressure that comes from socio-economic development is still required, and the health status of the water ecosystem should be further improved.

Rapid urbanization has become a common occurrence all over the world, particularly in developing countries, and has thus resulted in various eco-environmental problems. In China, urban land has expanded at an unprecedented rate in the past several decades, and sustainable land urbanization has become an important issue in promoting sustainable development. Hence, scholars have proposed ecological carrying capacity (ECC) as a solution to balance socio-economic development and the ecosystems for achieving sustainable development. In the current work, we explored the spatial influence of ECC on land urbanization and its driving mechanism, using the Wuhan agglomeration as a case study. In the first step, we calculated the ECC at the county level using the ecological footprint method. Then, we applied a combination of kernel density and the “densi-graph method” on the basis of points of interest, in order to identify urbanized areas and to measure land urbanization rates. Finally, we devised spatial models with ECC-based spatial weight matrices to examine the potential spatial interactions or constraints and the influencing factors. Results indicate the following. (1) Land urbanization rates in most counties increased, whereas the average ECC per capita in the Wuhan urban agglomeration decreased from 2010 to 2015; (2) China’s land urbanization is primarily driven by socio-economic development, in which fixed asset investments and urban income present positive influences and agricultural outputs show a negative influence; (3) Spatial interaction was formulated through ECC during the land urbanization process. However, this effect was attenuated in 2010–2015. The findings are beneficial for understanding the regional spatial influence of ECC on urban land urbanization. They should also facilitate the formulation of relevant policies for protecting, restoring, and promoting the sustainable use of terrestrial ecosystems to ultimately achieve coordinated and balanced regional development.

AbstractOver time, historic buildings are exposed to various destructive mechanisms brought about by a wide range of damaging factors. Costs and methods of reinforcing their individual components are, among others, an important issue. The term "reinforcement" is linked with the concept of conservation, which stands for the actions taken with the aim of preserving a building. It provides a well-articulated system consisting of activities that lead to the reinforcement of the structure, usability enhancement or to the improvement of its carrying capacity. This article analyses the selection of an appropriate brick pillar reinforcement method, taking into account accepted evaluation criteria.

It is of great significance to establish a scientific and reasonable water resources carrying capacity evaluation system and evaluation method on the basis of studying the interdependence and mutual relations of water resources, society, economy and the ecological environment. This can guide water resources utilization and economic and social development planning, and promote the sustainable development of water resources and the socio-economic system. Projection pursuit technology can achieve automatic index selection and index weight confirmation. When used to assess water resources carrying capacity, the subjectivity and uncertainty of index weights can be avoided. Meanwhile, it can also be used to optimize the index system, and can improve the accuracy of evaluation results and discrimination. In this paper, the projection pursuit grade model of water resources carrying capacity is established. The evaluation criteria are determined by combining the theory with practice. Grades I to IV indicate that the water resources capacity declines gradually. This is the first study of water resources carrying capacity in four municipalities in China. The results show that the water resources carrying capacity of the four municipalities in 2012 belong to the third level, Chongqing is close to the second level and Tianjin is close to the fourth level.

Based on adequate consideration of status of water resources utilization and socio-economic development in the Shanxi Provinces, the AHP method was used to calculate the weights of each index and the fuzzy comprehensive evaluation of water resource carrying capacity in the Shanxi Province was carried out from 2006 to 2011. The evaluation results indicated that the overall level of the water resources carrying capacity in Shanxi Province was contained in critical state, however, a steady rise.

The regional water environment carrying capacity (WECC) is defined as the bearing capacity of water environment for human activity in a certain state, a region and a time, reflecting the coordination between regional water environment and socio-economic development. Using the fuzzy comprehensive assessment principle, on the based of determining the weight of each index and the classification standard of index, the paper evaluated the water environment carrying capacity of Jining City form 2007~2009. The results show that the water environment carrying capacity of Jining City is still at a relatively low level, and remains to be improved further, which should provide scientific basis for the regional water management and sustainable development strategies.

Strategizing the spatial development of the Russian Federation is an extremely complex, multifaceted task, which affects not only the traditional problem of the location of productive forces, but also a wide range of issues, concerning the ratio of different types of settlements, agglomeration processes, strengthening the role of each type of settlements and agglomerations in ensuring sustainable socio-economic development of the country and its regions. The active discussion around the dilemma “mega-cities and/or small and medium-sized cities”, which actively unfolded during the discussion of the draft of the spatial development Strategy, naturally didn’t lead to the formation of a mono polar position on this issue. Formally, newly adopted document paid tribute to the leading role of mega cities and large agglomerations in the development of the country’s economy and its modernization on the innovative basis, but also proceeds from the fact that the implementation of this trend of socio-economic development should not lead to the launch of the bulk of small settlements. This situation gives the reason to presume that many questions of the spatial development of the Russian economy haven’t yet received an adequate answer. This, in particular, concerns the settlement aspect of spatial Strategy. In addition, it is not clear what should be the program-target tools of the Spatial development strategy of the Russian Federation and what role national projects can play in this sphere.
