Aim. Calculations are an integral part of the development of any complex technical object. Normally, they are subdivided into the calculations to confirm product operability (kinematic, electrical, thermal, strength, hydraulic and pneumatic systems analysis, etc.) and calculations to confirm its dependability (calculation of reliability, longevity, maintainability, storability and other indicators). As it is understood and provided in statutory documents, dependability calculation involves procedures of identification of an object’s dependability indicators using methods based on their calculation using reference information on the object’s components dependability, on the dependability of analog objects, on the properties of the materials and other information available at the time of calculation. However, in the case of development of unique highly vital systems, obtaining statistical data for dependability calculation is impossible due to two conflicting conditions, i.e. the limited number of produced objects and the requirement of high accuracy of the input information. Nevertheless, in the author’s opinion dependability calculations must be performed. The only question is how to calculate the dependability and what such calculation should mean.Methods. In the classic dependability theory, the conventional understanding of probability of no-failure is the frequency of failures in time, yet for unique highly vital systems the failure rate must tend to zero over the entire period of operation (preferably, there should be no failures at all). For this reason the concept of “failure” in the context of unique highly vital systems should probably be interpreted not as an event, i.e. any fact, which as a result of experience can occur or not occur, but as possible risk, i.e. an undesirable situation or circumstance that is characterized by the probability of occurrence and potentially negative consequences. Then, an event in the form of a real or potential failure in operation can be associated with a risk in the form of probability of failure with negative consequences, which in terms of the consequences is equally unacceptable with regard to unique highly vital systems. In this case dependability calculation can be reasonably substituted with risk assessment, a process that encompasses risk identification, risk analysis and comparative risk assessment. Thus, risk assessment enables the achievement of the target dependability directly by substantiating the stability of manifestation of a specific product’s properties and not indirectly through undependability caused by failures of analog products.Results. The paper shows the procedure of risk assessment for unique highly vital systems. Using the example of a mechanical system with actuated parts represented by a spacecraft single-section pivoted rod the risk assessment procedures are shown. The feasibility of risk assessment with the use of design engineering analysis of dependability is demonstrated.Conclusions. It is shown that the absence of statistical data on the dependability of analogs of unique highly vital systems does not prevent dependability calculation in the form of risk assessment. Moreover, the results of such calculations can be a source and guidelines for adopting design and process engineering solutions in the development of products with target dependability indicators. However, legalizing the method of such calculations requires the modifications of the technical rules and regulations to allow for dependability calculation by other means than with the use of statistical data on the failures of analogs.

Abstract Dialysis processes within the home care context is associated with risk factors which are not very prominent in the hospital context. This includes risk factors such as unanticipated device malfunction, or erroneous operation of the equipment, which exposes the patient to injury while undergoing dialysis. Importantly, the mentioned risk factors are further attributed to technical aspects such as sub-optimal equipment maintenance or following improper clinical procedures when administering care to the patient. Hence, it is important to follow a methodological approach to identify and assess hazards embedded within the dialysis treatment process, and on this basis, formulate effective strategies to mitigate their negative consequences on patient safety. This paper presents a comparative risk assessment for in-hospital versus in-home dialysis care. For the two cases, the risk assessment considers expertise of care givers involved in administering dialysis. The findings show that performing risk assessment for hospital environment, is more structured owing to expertise of clinicians and care givers responsible for administering dialysis. However, assessing risks for the home-care environment is more challenging owing to absence of domain knowledge, hence a survey approach to structure the risk assessment process is necessary. Moreover, risks in the home care context is influenced by logistical aspects, and lack of domain knowledge for maintaining dialysis equipment. Overall, insights from the comparative studies yields important learning points expected to improve dialysis care as more healthcare providers transfer care to the home environment.

This article presents the research from the first phase of our study on blood-borne risk management, wherein we solicited epidemiologists’ and healthcare practitioners’ expert opinions on a blood-borne infection risk assessment in Poland. Forty-two experts were recommended by epidemiology consultants and recruited from all districts in Poland. We used the SWOT (Strengths, Weaknesses, Opportunities, Threats) method in the evaluation. Experts’ opinions showed that there is room for improvement in the prevention of blood-borne infections. Commonly reported weaknesses in the risk assessment included gaps in knowledge and inappropriate procedures, which are largely caused by financial constraints and practitioners’ lack of awareness of developments in their trade. Strengths included legal regulations for medical services and procedures, surveillance, and increasing awareness on the part of medical staff. When paired with the existing statistical data, these results provide a comprehensive view of the problem of blood-borne infections in Poland. The analysis supported the development of a strategy proposal to prevent blood-borne infections and enhance existing risk assessment procedures.

Assessment for potential adverse effects of plant genome editing logically focuses on the specific characteristics of the derived phenotype and its release environment. Genome-edited crops, depending on the editing objective, can be classified as either indistinguishable from crops developed through conventional plant breeding or as crops which are transgenic. Therefore, existing regulatory regimes and risk assessment procedures accommodate genome-edited crops. The ability for regulators and the public to accept a product focus in the evaluation of genome-edited crops will depend on research which clarifies the precision of the genome-editing process and evaluates unanticipated off-target edits from the process. Interpretation of genome-wide effects of genome editing should adhere to existing frameworks for comparative risk assessment where the nature and degree of effects are considered relative to a baseline of genome-wide mutations as found in crop varieties developed through conventional breeding methods. Research addressing current uncertainties regarding unintended changes from plant genome editing, and adopting procedures that clearly avoid the potential for gene drive initiation, will help to clarify anticipated public and regulatory questions regarding risk of crops derived through genome editing.

The last will issues are always relevant, since they are associated with the desire and ability of a citizen to provide financially for their heirs. The current legislation takes into account the will of the testator and reflects, to some extent, the changes that occur in society. The present article features the current inheritance law of the Russian Federation, which, as it appears, do not reflect the special legal status of an individual entrepreneur. The authors analyzed statistical data confirming the place of individual entrepreneurs in the modern economy. The legislation on inheritance underestimates this fact, which leads to a violation of people’s rights and negative consequences in the business sphere. The research objective was to consider the issues of inheritance after the death of an individual entrepreneur, taking into account the preservation of the business, the stability of civil circulation, and the interests of the testator. The authors examined the existing approaches to the legal status of an individual entrepreneur and various cases of controversial conclusion about the property inheritance. They also assessed the effectiveness of legal regulation of inheriting the property of an individual entrepreneur and developed options for preserving the business, including a trust management agreement for inherited property. However, the notarial practice in this regard remains quite inconsistent. The paper contains several proposals for improving the current inheritance law.

Abstract. Introduction. The issue of financial risk management of commercial banks is quite relevant today, because the activity of banks is the most risky of all. The presence of risks in banking can lead to unexpected losses, namely the loss of own resources. That’s why for the stable operation of the bank without loss the priority is to assess the financial risks, which is the basis for their further neutralization. Purpose. The purpose of the article is to develop conceptual provisions for assessment financial risks and justifying the need to neutralize them. Results. The article analyzes the impact of risks on the financial stability of a banking institution. The main methods of bank risk assessment are considered. All these include the statistical method, the analytical method, the expert method, the analogue method and the combined method. The necessity of neutralization of financial risks in order to avoid negative consequences is substantiated. Also the methods of bank risks neutralization are considered. It should be noted that these methods of neutralization can not only be used, but also supplement the list with new methods must be done, which in the future will protect the bank from the influence of undesirable factors. A conceptual approach to the assessment and neutralization of financial risks is proposed. This conceptual approach aims to ensure effective assessment of the level of risk with their subsequent neutralization Conclusions. Use of a conceptual approach will allow an effective risk assessment and decision-making to avoid or accept risk. Thanks to using this approach, the banking institution will be able to react swiftly to the presence of financial risks and to prevent the occurrence of negative consequences, which may lead to a violation of the financial stability of the bank.

Проведенный анализ современных нормативноправовых документов и практики оценки физического износа структурно сложных объектов водопроводноканализационного хозяйства показал, что современные методы оценки не учитывают особенности этих объектов. Выявлены факторы, влияющие на структуру показателей оценки физического износа по основным группам и элементам объектов водопроводноканализационного хозяйства. На их основе разработан алгоритм оценки физического износа объектов с применением рискориентированного подхода для трех уровней: объект, технологические элементы объекта (сооружения), функциональные элементы в составе сооружений (здания, оборудование). Использование алгоритма позволяет разработать рекомендации по корректировке периодичности и частоте проведения мониторинга показателей уровня физического износа объектов централизованных систем водоснабжения и водоотведения и их элементов. Практическое применение разработанного алгоритма будет способствовать внедрению современных подходов по управлению рисками, связанными с уровнем физического износа и оценкой вероятности потенциальных негативных последствий природного, антропогенного и другого характера. Внедрение алгоритма позволит также устанавливать уязвимые области и проводить предупредительные мероприятия в отношении возникновения угрозы нарушения обязательных требований, в том числе меры по снижению рисков (техникотехнологическое обновление зданий, сооружений, оборудования). Это необходимо для объективного и обоснованного планирования капитального ремонта, восстановления и развития объектов водопроводноканализационного хозяйства и их элементов.The paper analyzes current regulatory documents and experience in the field of assessing the deterioration of structurally complex water supply and sanitation facilities. The paper shows that modern assessment procedures do not take into account any features of such objects. The paper identifies factors that affect the indicator framework for assessing the physical deterioration of the main groups and components of water supply and sanitation facilities. Based on these factors, the paper proposes an algorithm for assessing the physical deterioration of facilities using a riskoriented approach for three levels: an object itself, its engineering components (facilities), and their functional elements (buildings, equipment). The paper indicates that the use of the algorithm would provide for developing recommendations for adjusting the frequency of monitoring indicators of the physical deterioration level of facilities of public water supply and sanitation systems and their elements. The implementation of the developed algorithm would contribute to the successful introduction of advanced approaches to managing risks associated with the level of physical deterioration and assessing the probability of potential negative consequences of natural, anthropogenic, and other origins. The introduction of the algorithm would also allow identifying vulnerable areas and taking preventive measures against the threat of violation of mandatory requirements including measures for reducing risks (technical and engineering renovation of buildings, facilities, equipment). This is required for objective and substantiated planning of overhaul, restoration, and development of water supply and sanitation facilities and their components.

Although extensively studied, psoriasis still has negative consequences and is associated with multiple comorbidities, including metabolic syndrome. The severity of psoriasis seems to influence the occurrence of diagnostic criteria for metabolic syndrome. 208 patients diagnosed with psoriasis were identified, who were divided into lots depending on the severity of psoriasis, but also to the presence or absence of metabolic syndrome. Interpretation of statistical data was done with SPSS V21 (Statistical Package for Social Science) and MEDCALC (Statistical Software). The coexistence of severe psoriasis with metabolic syndrome increases the risk of developing cardiovascular diseases by 2.97 or greater, with a confidence interval of [1.60, 5.51], than that of patients with severe psoriasis who have no metabolic syndrome. The hypothesis was statistically confirmed by p = 0.003. Analyzing the total group with psoriasis by severity, we found the following distribution: from the total number of 208 patients, 39 (18.8%) had severe psoriasis, 83 (39.9%) moderate psoriasis and 86 (41.3%) mild psoriasis. The higher incidence of metabolic syndrome in patients with psoriasis is evidenced by the Pearson Chi-Square test, where p [0.001. The association of metabolic syndrome in patients with psoriasis is evident. The more severe the psoriasis, the more likely it is to develop metabolic syndrome.

Asset management, as a global process through which value is added to a company, is a managerial model that involves major changes in strategies, technologies, and resources; risk management; and a change in the attitude of the people involved. The growing commitment of companies to sustainability results in them applying this approach to all their activities. For this reason, it is relevant to develop sustainability risk assessment procedures in industrial assets. This paper presents a methodological framework for the inclusion of sustainability aspects in the risk management of industrial assets. This approach presents a procedure to provide general criteria, methodology, and essential mandatory requirements to be adopted for the identification, analysis, and evaluation of sustainability aspects, impacts, and risks related to assets owned and managed by an industrial company. The proposed procedure is based on ISO 55,000 and ISO 31,000 standards and was developed following three steps: a preliminary study, identification of sustainability aspects and sustainability risks/opportunities, and impact assessment and residual risks management. Our results could serve as a model that facilitates the improvement of sustainability analysis risks in industrial assets and could be used as a basis for future developments in the application of the standards to optimize management of these assets.
