This research examines military digital optimization as an information and communication system innovation in the industrial digitalization era 4.0. Advances in information and communication technology especially on the industrial revolution 4.0. The real impact is seen in several aspects of human- life. The industrial revolution 4.0 also provided a change in the government system into good governance. Technological advances also have an impact on the defense system or military system in Indonesia, especially for the Indonesian National Army, especially the (TNI AD) through the use of an e-military application system to facilitate the search for internal information related to TNI personnel. The research method is descriptive qualitative with a sampling technique that is purposive sampling. Kodam IX / Udayana, Denpasar, Bali as a location of this study. Data collection uses a structured interview method to a number of informants who have been willing to engage a number of 13 people.

The era of the fourth industrial revolution has caused many changes in every aspect of human life. The rapid development of technology has brought many advances affecting the socio-economic aspects of the lives of people in urban areas. The impact is different in people who are adapted compared with people who cannot adjust. Therefore, the government must interfere to accommodate these different conditions to reduce socio-economic inequalities for the future. The government also plays a role in efforts to improve welfare through the Smart City program, which involves all components of society. This program involves planning, developing and implementing technology in an urban area, which creates complex and synchronized systems of interactions. The purpose of this study was to determine the strategic role of Smart City in improving people’s welfare. Kediri is one of the regions in Indonesia that has implemented a Smart City program and is continuously improving its implementation. Descriptive qualitative methods were used with a phenomenological approach. Data were collected through observations and literacy studies, to obtain a reflection of the implementation of Smart City in Kediri. The results described the implementation of the Smart City program, and showed that the quality of government services relating to the welfare of the community has improved, in terms of the economy, education, health and public facilities. The level of community participation in supporting regional activities has also increased due to the support of information and communication technology. Purpose The purpose of this study is to examine the impact of coronavirus disease 2019 (COVID-19) on indigenous contractors in a developing economy with a view to enhancing their performance. Design/methodology/approach The study used a purposive sampling technique to select 37 indigenous contractors with ongoing construction contracts in Osun State, Nigeria who provided data for the study. A structured interview protocol was used to elicit the required information from the interviewees and frequency, percentage and content analysis were used for data analysis. Findings The results showed that the critical impact of COVID-19 on indigenous contractors in a developing economy is: time overrun, loss of profit and creation of dispute. Further results showed that other impacts are a disruption in supply of labour, locally sourced materials are with additional cost, the additional cost of implementing COVID-19 protocols, difficulty in sourcing imported materials and absence of new jobs with the corresponding retrenchment of workers. Practical implications The study recommended special palliatives for the indigenous contractors from the government so as to cushion the impact of the pandemic on them, thereby enhance their survival and performance. A special arbitration panel is set up in each state of the federation to look at disputes arising from the aftermath of the pandemic, this is with a view to adequately compensate indigenous contractors with genuine and properly compiled claims. inferring from the findings of the study, it suffices to say that the severity of the impact of the pandemic is very high on indigenous contractors in developing economies, as such a better preparedness strategy could lessen the impact of such pandemic in the future. Originality/value The study is an attempt to unearth the impact of COVID-19 on indigenous contractors with ongoing construction contracts in a developing economy. The study will be of value to construction stakeholders in providing the information needed to devise strategies to minimise the impact of a pandemic on indigenous contractors in future projects thereby enhance their performance.

Introduction: The imbalance between technological development and ideological strengthening has resulted in the fading of the Pancasila ideological values of millennials. Technology that accompanies everyday life seems to be the main character in human life. Yet if humans themselves do not use technology wisely, technology can be a threat to both individuals and the life of the nation and state. If technology is increasingly out of control, threats to the Pancasila ideology are very likely to occur, such as in the G 30S PKI incident. Therefore, it is necessary to take action both from the government and the community as individuals to safeguard the development of technology to be used wisely. That way, we can prevent the threat to the Pancasila ideology together. Writing this article aims to analyze how the role and influence of the Pancasila ideology on the millennial generation in the 4.0 industrial revolution and to find solutions so that the values of Pancasila remain attached to the next generation of the Indonesian nation. Method: Writing This article uses a qualitative method by using literature reviews from the results of related research journals that have been published online through websites and other online media. Results: Thirteen journals and one book have met the criteria for the inclusion of a predetermined review. Research is based on the stigma of society regarding technological developments in the Industrial revolution 4.0. Therefore, the government is expected to be more severe in implementing human capital management. Conclusion: By procuring human capital management, it will be possible that Human Resources (HR) in Indonesia will be able to carry out the ideals of a golden Indonesian generation with Pancasila values inherent in the hearts of the people and the nation's future generations.

The development of education is growing, and the technology-infused lesson is a powerful tool to attract pupils' attention, especially in reading. This approach can be seen as an adaptive movement to equip the learning process and the fourth industrial revolution. Nowadays, the demand of the technology-infused lesson is increasing as it is proven to help pupils learn the language better. Hence, this study explores multimedia learning as an approach to teaching reading comprehension. Besides, this study aims to answer two questions, which are the effectiveness of multimedia learning in helping indigenous pupils learn comprehension and which elements of media are effective in enhancing reading comprehension among indigenous pupils in Malaysia. Two instruments used to collect the data from 20 indigenous pupils in one primary school located in Kluang, Malaysia, and an action research design was used to achieve the purpose. The respondents were chosen through the judgment sampling technique. SPSS was used to analyse the data collected from the test, and thematic analysis was employed to analyse the semi-structured interview. The result shows that the implementation of multimedia learning in teaching reading comprehension is useful as the combination of multiple elements of media scaffolded the process of understanding. On the other hand, audio is the least effective in helping pupils comprehend the information.

<p>Special Unit for Upstream Oil and Gas Business Activities (SKK Migas) is an institution established by the Government of the Republic of Indonesia through Presidential Regulation (Perpres) No. 9 of 2013 on the Management of Upstream Oil and Gas Business Activities. The task of SKK Migas is to manage the upstream oil and gas business activities based on cooperation contracts. The purpose of the establishment of this institution so that retrieval of natural resources of oil and gas owned by the State can provide maximum benefit and acceptance for the state to the greatest prosperity of the people. Based on these tasks and objectives, SKK Migas is responsible to the state and all Indonesian people to work properly, honestly, fairly, cleanly, transparently and competently in order to achieve good governance of state institutions. Therefore, internal monitoring (internal audit) and accountability of its human resources are required. This research has a purpose to test the influence of internal audit and human resource accountability to the achievement of good governance at SKK Migas institution. This research uses survey method with population of all staffs of SKK Migas. Sampling method used is sampling with purposive sampling technique. In this study, 145 samples were taken. Methods of data collection was done by using questionnaires containing several questions with the method of data analysis using multiple regression. The result of this research is to accept both hypothesis which is internal audit have positive effect toward the achievement of good governance in SKK Migas. And the accountability of human resources positively affect the achievement of good governance in SKK Migas.</p>

Authentic leadership and school culture are essential factors influenced the acceptability of information and communication technology (ICT) for school management. This study aims to determine the effect of authentic leadership on the acceptance of ICT for school management. This study was conducted using a casual survey with proportional random sampling technique. A total 191 respondents were agreed to join in this study. Data were analyzed using path analysis with Partial Least Square (PLS) approach. The results of this study showed that authentic leadership has a positive and significant impact on ICT acceptance. In conclusion, authentic leadership influenced directly and indirectly perceptions of ICT use, easy use, attitude to use, and actual ICT.

Zimbabwe is one of the developing countries striving to reach a middle economy status by year 2030. In its bid to achieve this vision, it has adopted an electronic government strategy (e-government strategy) where government business is done electronically. An e-government strategy is a plan for e-government systems and their supporting infrastructure, which maximises the ability of government to achieve its objective of Vision 2030. An e-government strategy must give direction where the government is going, its goals, vision, mission, and some implementation guidelines. In order to reach this objective, the government has to become more accountable and transparent on its journey to Vision 2030, and one of its key drivers is proper records and archives management. Properly managed electronic government records bring about accountability, transparency, and good governance.

This study examine how covid-19 has induced social changes and criminality in Nigeria as a result of economic lockdown, restriction on inter-state movement, closure of international borders, restriction of religious worship, restrictions on all forms of marital rites, ban on all burial and funeral activities, suspension of all educational activities, and social interactions replaced by social distancing. Due to this alteration of the normal human life, and since survival is key, hence the issue of criminality. This paper examined cases of criminality in the country during lockdown, government interventions to mitigate the increase in criminality as a result of the pandemic, implication of covid-19 on fashion, determinant, forms and resistance to social change. The paper is qualitative in nature and relied principally on secondary data to achieved the scope of the study, these includes publications sourced from text books, bulletins, journals, government documents, newspapers and internet. The conflict and conspiracy theory of social change was adopted as the theoretical framework for the study. The findings in this study showed that the government with the aim to mitigate the spread of the pandemic in the country restricted the movement of its citizens with compulsory sit-at-home, thus affecting the normal life of its citizens, government intervention at the federal, state and local level is grossly inadequate to cushion the effect of the epidemic on the vulnerable citizens of the country, several structural factors helped triggered Nigeria’s current economic crises such as poor public health infrastructure, institutional corruption, weak and underdeveloped digital economy, lack of social welfare programme, leadership problem, over-dependent on oil sector of the economy, lack of saving culture and, high debt profile of Nigeria. The paper recommends that government should create an enabling environment to increase the standard of living of its citizens as poverty fuels criminality, the government should not politicalize the distribution of relief materials to victims in the face of emergencies, since the protection of the welfare and well-being of the people is the reason for governance, need for good governance and the rule of law, and government should improve capacity-building strategies for adequate security of life and property in Nigeria.

The lack of optimal implementation of Good Governance and the use of information technology is thought to affect the quality of government financial reports. For this reason, this research is intended to determine the relationship between the application of Good Governance, the use of information technology and the reliability of the financial statements of the regional government of South Sumatra Province. The study population was employees of 40 Regional Apparatus Organizations in South Sumatra Province. The sampling technique used is purposive sampling, and 120 respondents are obtained consisting of heads of departments, treasurers of offices, administrators of finance or accounting, and staff of finance at the Regional Apparatus Organization of South Sumatra Province. The collection method uses a questionnaire distributed from May-June 2019. The results of the study show that Good Governance does not have a significant effect on the reliability of local government financial reports.  On the contrary,  the use of information technology has a significant positive effect on the reliability of local government financial reports. The results of this study have implications for the Regional Government of South Sumatra Province as a Good Governance agent in the government to commit and consistently utilize information and accountable technology in transparent financial reporting.


Poverty is one of the problems in third-world countries like Bangladesh. There has been an ongoing battle against challenging living conditions-overcrowding, floods, deforestation, erosion, soil depletion, and natural calamities. Quite a lot of programs have been tried since the independence of Bangladesh in 1971, and to tell the truth, most have failed. Each time an anti-poverty program fails, it gives more fuel to the richer class to argue that there's no point in trying to help the poor. However, this is an age of information technology. Almost all of the spheres of human life are contributed by Information technology. Information Technology can change the fate of the poor by helping them to be with the current time and happenings by ensuring their capabilities to access information. The Government of Bangladesh also realizes the importance of the issue, and recently they concentrated on transforming the government services to digitize. As one of the initiatives to empower the poor with information, GOB has launched Union Information and Service Centre (UISC) in all of the Union councils of the country. The private sector started digitization of operations earlier than the government. Now, as the government has also initiated the process, the journey will get a smooth and parallel speed to develop the socio-economic condition of the poor of the country. This paper attempts to explore the capabilities of ICT to reduce poverty in Bangladesh. The study will also try to suggest how ICT can be better used to eradicate poverty. ICT is a rapidly growing field in Bangladesh in recent times. The contribution of ICT in every sector of the country is trying to be addressed to improve the situation. This study is conducted by reviewing the studies in this line to suggest better policies to be formulated. The results show that ICT has excellent capabilities to alleviate poverty despite many challenges to be faced.
