Public service is area where government and large society meet one another. Unfortunatelly, public service in Indonesia is still contaminated by various practices of corruption. Based on the such objective condition, war against corruption should be done not only by using repressive approach like law enforcement. This action, however, needs to be supported by preventive approach through public service reforms. By conducting public service reforms, government attempts to make social welfare of the people become higher by delivering acces of resources alocation (politics, social, and economics) as wide as possible for the people. Thus, the issue of public service reforms should be positioned as part of common efford to solve problems of justice, redistribution, and choice of development model. Public service reforms finally must be understood not just administratve affair, but also political affair.Key word: public service, corruption, reforms

The complex, intricate process of felony sentencing in Ohio makes ensuring clear, comprehendible sentences of the utmost import for the administration of justice and promoting confidence in the system. As such, for more than a year, the Ohio Criminal Sentencing Commission worked with justice system partners to develop a package of uniform felony sentencing documents that prescribe the most clear and concise, minimum language required to comply with Criminal Rule 32 and existing case law and establishes standardized, common data essential for identifying relationships and trends common to all felony courts. The adoption of the package of felony sentencing documents is the first step to begin standardized, aggregate felony sentencing data collection in Ohio—the Ohio Sentencing Data Platform. Sentencing data provide opportunities for robust research, including the ability to parse comparative data between counties, recognizing that community standards can drive law enforcement, prosecution, and sentencing decision-making. The Ohio Sentencing Data Platform will improve information about the people we are trying to help in the criminal justice system and has been met with enthusiastic interest and support from judges and courts throughout the state. Our modest, incremental path will ultimately yield high dividends in building public trust in criminal justice processes and outcomes. At the same time, without fiscal or administrative burden, it will help give judges and decision- makers access to the best information available to perform their public service duty in the most impactful way.

Extradition is one of the measures undertaken to demonstrate the ability of a country to optimize law enforcement upon the citizen committing criminal offense. Some issues in extradition discussed are (1) no arrangement(i) no arrangement regarding the deadline required to complete an extradition process, (ii) the extradition process in Indonesia has failed to reflect the government's intentionto optimizelaw enforcement measures. To note, optimal law enforcement activities will provide a state of political stability, prevent economic decline and or unstable circumstances, and the main objective is to maximize social welfare. The author usednormative juridical methods of research conducted by using the data and information contained in the legislation and literature. The conclusionwas drawndeductivelyusing coherentcriterium of truth. By dissectingthe rules on extradition of which is the basis of the promulgationof the extradition law, it is expected to createa regulation that prioritizes the welfare of the people of Indonesia. In addition, in conducting extradition, Government shouldbe stricts, but maintaininga good bargaining position beneficial forits side.

The concept of New Public Service emphasizes on that government is responsible to provide fast, easy and inexpensive service to the people as citizen. So far, Government of Indonesia has not been able to provide this service even many services are marked by corruption. Mentality of being served than providing service is still massive. It is because low moral culture of the Civil servants to serve and expert professionalism as civil servant. The low moral quality and professionalism of the Civil Servant cause the service in Indonesia is still complicated and takes long time. This weakness becomes the opportunity for corruption. The right training and recruitment process could minimize corruption potency in law enforcement. Through this training, besides improving individual and institutional moral, it also improved the service competence as required in the context of present public administration.

The phenomenon of illegal levies that occur in Government Institutions/Institutions involves individuals and society, which makes a social culture maintained so that it becomes a natural thing. This greatly tarnished the Institutions/Institutions that provided services to the community. The issue of public service is very complex so that people in need and providers of public services tend to perpetuate these illegal levies. Current practices of illegal levies have damaged the joints of community life and caused harm to the people who need them. Like an iceberg phenomenon, illegal fees only appear if caught after legal complaints / actions by law enforcement officials, but there are still many that have not been reported / revealed. The purpose of this study is to contribute ideas in the context of eradicating illegal levies in the public service sector through a legal sociology approach. The type used in the study is normative juridical using the statutory approach.

The Ombudsman as an external oversight body for official performance, in Fikih Siyasah (constitutionality in Islam) is included in the supervision stipulated in legislation (al-musahabah al-qomariyah). Supervision is done so that public service delivery to the community is in accordance with the rights of the community. This is done because in carrying out its duties, officials are very likely to conduct mal administration, which is bad public services that cause harm to the community. The Ombudsman is an institution authorized to resolve the mal administration issue, in which one of its products is by issuing a recommendation. Although Law No. 37 of 2018 on the Ombudsman of the Republic of Indonesia states that the recommendation is mandatory, theombudsman's recommendations have not been implemented. This is due to differences in point of view, ie on the one hand in the context of law enforcement, but on the other hand the implementation of the recommendation is considered as a means of opening the disgrace of officials. Recommendations are the last alternative of Ombudsman's efforts to resolve the mal administration case, given that a win-win solution is the goal, then mediation becomes the main effort. This is in accordance with the condition of the Muslim majority of Indonesian nation and prioritizes deliberation in resolving dispute. Therefore, it is necessary to educate the community and officials related to the implementation of the Ombudsman's recommendations in order to provide good public services for the community, which is the obligation of the government.

With the surge of populism in Europe, public service broadcasting has come under increased pressure. The established media are considered part of the corrupt elite not serving the interests of the people. The public service media, for which pluralism is at the core of their remit, are a particular thorn in the side of the populists. Therefore, they attack the financial basis of public service, which is supposed to guarantee their independence. The populist attacks on the traditional broadcasting corporations meet with the interests of neoliberal politics and of those political actors who want to evade public scrutiny and democratic control and do no longer feel committed to democratic accountability. The assaults on the public service media are thus an assault on freedom of the media and further increase the pressure on the democratic system.

Along with the development of society and economy, domestic tourism activities is rapidly increased, accompanied by increasing environmental problems brought by the tourism activities is becoming more and more brought to the attention of the people, if our country want to realize the sustainable development of tourism industry, we must replace the old development model to Eco-tourism to meet the needs of tourism and environment. Through qualitative analysis, this paper analyzed the characteristics of the Eco-tourism, and the classification of domestic ecological tourist resources to comb, and put forward some suggestions on developing Eco-tourism, hoping to provide a reference for the development of the domestic Eco-tourism.

Pelayanan publik menjadi suatu tolok ukur kinerja pemerintah yang paling kasat mata. Seiring dengan perkembangan teknologi dan banyaknya tantangan yang harus dihadapi maka pelayanan publik harus diselaraskan dengan terobosan atau inovasi. Salah satu pelayanan publik yang perlu dioptimalkan adalah Sistem Administrasi Manunggal Satu Atap (SAMSAT). Oleh karena itu, Kantor Bersama Samsat Gresik membuat aplikasi yang diresmikan pada tanggal 14 Juli 2020 adalah SAMSAT RAME (Samsat Ramah Merakyat) yaitu sebuah aplikasi pelayanan pajak serta informasi terkait pengurusan perpanjangan masa berlaku surat tanda nomor kendaraan (STNK) bermotor. Tujuan penelitian ini yaitu untuk mengetahui bagaimana optimalisasi pelayanan Kantor Bersama Samsat Gresik melalui Inovasi Aplikasi Samsat Rame (Samsat Ramah Merakyat) sehingga mampu menjawab beberapa permasalahan pelayanan publik Teknik analisis data dengan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan/verifikasi. Teknik pengumpulan data melalui wawancara, observasi, dokumentasi dan studi literatur.  Hasil dari penelitian ini menunjukkan bahwa aplikasi Samsat Ramah Merakyat (Samsat Rame) belum efisien karena input pelayanan masih memberatkan para pengguna jasa. Belum efektif karena tidak berhasil mencapai tujuan yang dikehendaki oleh penyelenggara. Serta kualitas hasil yang buruk dikarenakan faktor pendukung terkesan membuat aplikasi Samsat Rame di lakukan karena mendesak tanpa memikirkan jangka panjang. Sedangkan faktor penghambat lebih berpengaruh pada keberhentian inovasi Samsat Rame. Salah satu saran yang dapat diajukan yaitu meningkatkan sosialisasi dan promosi kepada masyarakat Kabupaten Gresik. Along with technological developments and the many challenges that must be faced, public services must be aligned with breakthroughs or innovations. One of the public services that need to be optimized is the One-Stop One-Stop Administration System (SAMSAT). Therefore, the Samsat Gresik Joint Office made an application that was inaugurated on July 14, 2020, namely SAMSAT RAME (Samsat Ramah Merakyat), which is a tax service application as well as information related to the extension of the validity period for motorized vehicle registration certificates (STNK). The purpose of this study is to find out how to optimize the services of the Samsat Gresik Joint Office through the Samsat Rame Application Innovation (Samsat Ramah Merakyat) so that it is able to answer several public service problems. Data analysis techniques are data collection, data reduction, data presentation, and conclusion / verification. Data collection techniques through interviews, observation, documentation and literature study. The results of this study indicate that the Peoples Friendly Samsat application (Samsat Rame) is not efficient because service inputs are still burdensome for service users. Not yet effective because it failed to achieve the goals desired by the organizers. As well as the poor quality of results due to supporting factors that seem to make the Samsat Rame application done because it is urgent without thinking about the long term. While the inhibiting factor has more influence on the discontinuation of the Samsat Rame innovation. One of the suggestions that can be put forward is to increase socialization and promotion to the people of Gresik Regency. Product design become more important thing for traditional snack producers, especially jajan pasar, which is the term for traditional snack in the Semarang and Central Java Region. The design of packaging and digital advertising is also a supporting tool in marketing of jajan pasar. The development of creativity and product packaging innovation is the key to achieving success for the business being run. Product packaging is a way for consumers to judge a product both in the terms of benefits, aesthetics and quality of the product. The unique product design is an added value in marketing of jajan pasar through digital advertising. Jajan pasar are the potency of Gajahmungkur, but this potential is not supported by packaging design and digital advertising in expanding marketing. Seeing this problem, the communication science lecturer cooperated with Karang Taruna Gajahmungkur to create a public service program about the importance of digital advertising supported by a unique packaging design to increase the marketing of jajan pasar in the Gajahmungkur. Public service activities regarding packaging design and digital advertising are expected to be able to help the people of Gajahmungkur in marketing jajan pasar product so that they can improve the prosperity of Gajahmungkur communities

This research is aimed at exploring an appropriate solution for various conflicts in land use, particularly in optimizing the utilization of the neglected land in Gili Terawangan, Lombok Island.  This solution is required to avoid potential horizontal conflicts among people, companies and government since 1993. Conflict over land in Lombok Island in general and Gili Terawangan particularly shows several factors; first, the wrong policy in the area of land (especially in tourist areas); second, the infirm attitude of the Party and the Government Land Office in the enforcement of laws; third, the jealousy of Gili Terawangan natives as cultivators; fourth, less responsibility employers (who acquire cultivating right); fifth, the absence of law protection for Gili Terawangan natives; sixth, the arrogant attitude of law enforcement officers. The comprehensive and final resolution to the conflicts of land use could only be achieved if: (i) the people, who already control and use or manage the land from time to time, are provided certainty on managing and optimizing the land based on the principles of welfare, justice, equity, efficiency and sustainability; (ii) the selection and determination of the companies that will be granted the right to cultivate (HGU) and the right to build (HGB) should be conducted based on the transparent principle. In this respect, the government could establish an independent team that involves all components of society and higher education.Key words: land dispute, tourism area, agrarian law.
