Entrepreneurship acts as an impetus for economic prosperity of a nation. It has a great potential of creating huge employment opportunities, industrialization, rural development, technological development, and contribution to national income. In India, various initiatives have been taken at both Centre and States level in order to flourish the entrepreneurship development in the country. The Government of Jammu and Kashmir has established an organization in 1997, which is known as Entrepreneurship Development Institute (JKEDI). However, the Entrepreneurship Development Institute of Jammu and Kashmir has started functioning properly from 2004 and has created a wide network in the state. The major aim of this institute is to provide support and training to the people with a host of services of research and training for entrepreneurial skills, such as entrepreneurship development programmes, entrepreneurship orientation programmes, entrepreneurship awareness programmes, consultancy and information. Therefore, the present study aims to examine the performance of Entrepreneurship Development Institute, of Jammu and Kashmir.

Entrepreneurship plays a paramount role in the magnification and development of the economy of any country. Entrepreneurship acts as a vaccine for a nation's economic prosperity, leading to the generation of employment opportunities, national income, rural development, technological development, industrialization, export promotion, etc. Many institutes and companies are involved in entrepreneurship development activities, and some join these programs as a stepping stone to becoming an entrepreneur. Entrepreneurs convert conceptions into economic opportunities through innovations considered a significant source of competitiveness in an increasingly globalizing world economy. Ergo, most regimes strive to augment the supply of competent and ecumenically competitive entrepreneurs in their respective countries. The primary purport of this research is to understand the paramountcy of entrepreneurship in India. Numerous factors need to be considered while expertise the significance of entrepreneurship. Entrepreneurs experience several opportunities and challenges inside the direction of pursuance in their goals and targets.

Introduction: The imbalance between technological development and ideological strengthening has resulted in the fading of the Pancasila ideological values of millennials. Technology that accompanies everyday life seems to be the main character in human life. Yet if humans themselves do not use technology wisely, technology can be a threat to both individuals and the life of the nation and state. If technology is increasingly out of control, threats to the Pancasila ideology are very likely to occur, such as in the G 30S PKI incident. Therefore, it is necessary to take action both from the government and the community as individuals to safeguard the development of technology to be used wisely. That way, we can prevent the threat to the Pancasila ideology together. Writing this article aims to analyze how the role and influence of the Pancasila ideology on the millennial generation in the 4.0 industrial revolution and to find solutions so that the values of Pancasila remain attached to the next generation of the Indonesian nation. Method: Writing This article uses a qualitative method by using literature reviews from the results of related research journals that have been published online through websites and other online media. Results: Thirteen journals and one book have met the criteria for the inclusion of a predetermined review. Research is based on the stigma of society regarding technological developments in the Industrial revolution 4.0. Therefore, the government is expected to be more severe in implementing human capital management. Conclusion: By procuring human capital management, it will be possible that Human Resources (HR) in Indonesia will be able to carry out the ideals of a golden Indonesian generation with Pancasila values inherent in the hearts of the people and the nation's future generations.

Abundant natural resources are not a guarantee for the welfare of the people in a country. Another most important aspect in achieving prosperity is the strength of its human resources. Entrepreneurship as a solution in improving the standard of human life needs to be considered as an alternative. One of the roles of government in forming an entrepreneurial society has been carried out by Disperindagkop. Coffee is one of the commodities in Central Aceh. By creating more value from coffee, it is hoped that the people of Central Aceh will be able to increase their income. In making decisions requires a variety of considerations and careful design. ANP is a qualitative method for a decision-making process with a general framework without making assumptions about the independence of elements at a higher level than those at lower levels and about the independence of elements at a level. By using ANP, we know in detail which things are the most priority or important of problems, strategies and solutions, because sometimes there are a lot of policies or policy making, there are many limitations related to resources, so we need to know and understand which ones should be the first key / main problem or main strategy. After testing with ANP, it is found that the most priority aspect in determining the entrepreneurship development strategy is based on local wisdom is the entrepreneur / community, followed by Disperindag and the last one is academics. Creating individuals who have an entrepreneurship spirit is not an easy job. It takes a variety of education and training related to entrepreneurs and has become part of the government's responsibility for the welfare of its people, and one way is to educate people to become strong entrepreneurs.

The clean water service of PDAM Loa Janan Sub-district has not yet reached all villages, including Batuah Village, which has not yet received clean water services from the government. To meet the need for clean water for the people of Batuah Village, they use drilled well water, dug water that does not meet health standards because it contains heavy metals that are toxic (poisonous). This activity aims to meet the needs of clean water for the community in Batuah Village. Activities start from identifying the potential and quality of raw water sources which include physical, chemical and biological parameters, designing and manufacturing clean water treatment units as well as testing the quality of water products produced, socialization and training to partner groups on the process of operating clean water treatment technology and monitoring the sustainability of the water treatment process after being managed independently by the partner group.

ABSTRACTThis article highlighted the role and policies of the government and its staff in carrying out the tasks or functions of community empowerment, including identifying the supporting and hindering factors in the community empowerment process. Community empowerment also has several principles in its implementation, namely awareness of the community, providing education and training, organizing, developing strengths, and developing dynamics (decisions in the hands of the community itself). Community empowerment is focused on various aspects related to people's lives as a nation's society, namely empowerment in the fields of education, economy, socio-culture, psychology, and politics in the era of the digital economy. Through literature studies and qualitative approaches aimed to examine and interpret the events related to policies and the role of government, then compare to Islamic governments in the past. In the era of Amirul Mukminin bin Al-Khattab as the second caliph, he ran the government firmly but was very sensitive to his people. The policies, that he issued, were for the benefit of the people, not only Muslims but also all citizens who live in the authority of Umar's caliphate. These policies in community empowerment during Umar's time should be interpreted in the current context. The era is known as the digital age, of course, it needs to modify the policies of the previous era so that they can be relevant and able to be implemented in real terms.Keywords: Government Policy, Community Empowerment, Digital Economy Era.ABSTRAKArtikel ini menyoroti peran dan kebijakan pemerintah dan jajarannya dalam menjalankan tugas atau fungsi pemberdayaan masyarakat, termasuk mengidentifikasi faktor pendukung dan penghambat proses pemberdayaan masyarakat. Pemberdayaan masyarakat juga memiliki beberapa prinsip dalam pelaksanaannya, yaitu penyadaran terhadap masyarakat, memberikan pendidikan dan pelatihan, pengorganisasian, pengembangan kekuatan, dan pengembangan dinamika (keputusan di tangan masyarakat itu sendiri). Pemberdayaan masyarakat difokuskan pada berbagai aspek yang berkaitan dengan kehidupan masyarakat sebagai masyarakat bangsa, yaitu pemberdayaan di bidang pendidikan, ekonomi, sosial budaya, psikologi, dan politik di era ekonomi digital. Dengan melakukan studi pustaka dan pendekatan kualitatif untuk menelaah dan menginterpretasikaan kejadian-kejadian yang terkait dengan kebijakan serta peran pemerintah dan membandingkannnya dengan pemerintahan Islam di masa lalu. Di era Amirul Mukminin bin Al-Khattab sebagai khalifah ke dua, ia menjalankan pemerintahan dengan tegas namun sangat peka terhadap rakyatnya. Kebijakan-kebijakan yang dikeluarkannya adalah untuk kemaslahatan umat, tidak hanya umat muslim tetapi juga seluruh warga yang berada dalam naungan kekhalifahan Umar. Kebijakan-kebijakan dalam pemberdayaan masyarakat di masa Umar tersebut patut diintepretasikan pada konteks sekarang. Zaman yang dikenal dengan zaman digital tentu perlu modifikasi kebijakan era dulu, sehingga dapat relevan dan mampu diterapkan secara nyata.Kata Kunci: Kebijakan Pemerintah, Pemberdayaan Masyarakat, Era Ekonomi Digital.

Management of zakat, donations, endowments, other religious assets and supervision of trusteeship in Aceh has not been realized as expected. This research was conducted to further study about the implementation of management carried out by Baitul Mal based on Qanun Number 10 of 2018, especially zakat as Regional Original Revenue (PAD). This study is a qualitative study using in-depth interviews with 11 (eleven) informants who are Baitul Mal Aceh apparatus and related elements, as well as observation and documentation. The results showed that, the implementation of the management of Zakat by Baitul Mal Aceh based on Aceh Qanun Number 10 of 2018 had not been realized optimally, because it was still focused on the management of zakat which was sourced from the income of the government apparatus. Theefforts to better understand about Zakat, PAD and Baitul Mal need to be done through increasing internal and external intensively socialization  through mass media and electronic media, meetings and training, seminars, technical guidance, more regular work coordination, professional apparatus placement, adequate work facilities, clear and consistent work rules or SOPs must be followed up with various implementing regulations as a basis for implementing Qanun Number 10 of 2018. It is to adopt the organizational structure, duties, functions, authorities and work system as a single unit in the form of financial management patterns of regional public service center (BLUD) and stipulates zakat as a special PAD. The involvement of informants from relevant government agencies and the community from representatives of the people, academics, scholars of the dayah/pesantren and other general public is needed to obtain more varied research results.

<p><em>This article describes the condition of applying zakah and tax calculation management in Indonesia. The enactment of tax regulation is to get the government to obtain the maximum national income to be utilized for social welfare.In fact, zakah as a potential economic instrument inincreasing the national income, has been paid less attention by the government rather than the issue of tax payment. Although the government has issued regulations on the integration of zakah and tax calculations, some weaknesses found especially related to the implementation of the zakah and tax calculation. This paper concludes</em><em> </em><em>that the governement is expected to implement and </em><em>inclusive management</em><em> based on </em><em>principle of </em><em>maqashid al syari‘ah in determining the amount of </em><em>zaka</em><em>h</em><em> and tax</em><em> for better collection and distribution of zakah and tax. The p</em><em>rinciple of </em><em>maqashid al syari‘ah </em><em>means that Islamic law</em><em> has a purpose to prosper the people</em><em>.</em><em> Similarly, zakat together with taxes essentially aims at alleviating poverty and improving the welfare of Muslims</em><em>.</em><em></em></p>

Purpose: This paper offers relevant insights from the activity of the network of Centres d’Innovació i Formació Ocupacional (CIFO), analyzing the development of innovation in a continuing education and training (CVET) programme for unemployed, in Catalonia (Spain). (Required field)Design/methodology/approach: This is a qualitative study, carried out using the communicative methodology approach and co-constructing knowledge with the heads of the centers. The data was collected through the realization of eight interviews with the heads of seven of the eight CIFO that compose the CIFO network in Catalonia plus the Coordinator of the network, who had been head of the other CIFO, and it consisted in identifying the barriers to innovation and the elements that help to overcome them within different dimensions of this programme, through the exclusionary and transfomative dimensions, specific to the communicative methodology. (Required field)Findings: Innovation at the CIFO has three main strands where we have identified many opportunities for the CIFO: methodological, pedagogical and technological. The methodological has to do with the actions derived from the ISO 9001 certification, which gives the centres the mission of continuous improvement and satisfying the needs of the people and enterprises in the territories they serve. Pedagogical innovation is related to the detection of the innovation and including it in the curriculum of the centre, organizing experimental training courses, using the project methodology, enhancing entrepreneurship, or introducing digital technologies in the classroom. Technological innovation is related to the use of the latest technologies and equipment in the market. (Required field)Social Implications: This study opens new venues for research in the area of VET, CVET and lifelong learning because of its implications in adjusting education and training to the requirements of the labor market and improving students’ employability and helping them develop or design their personal projects and professional trajectory. The processes described in this article could be transferred to other contexts and in all types of activiiesy or initiatives in lifelong learning.Originality/value: This study contributes to fill a gap in the scientific literature, because innovation in the area of continuing vocational and education training and even in lifelong learning is scarce. Another contribution of this article is the focus on innovation, which is one of the main priorities for the EU in the area of Education and Training, and aso in the US, because of its contribution to economic growth and competitivity.  (Required field)

Market traders are the people most at risk of being infected with Coronavirus Disease (COVID-19). Transaction activities in the market between sellers and buyers are high, so awareness is very important to implement the COVID-19 preventive health protocol recommended by the government. The target of this activity is traders in the Pasar Besar City of Palangka Raya, Central Kalimantan. The purpose of this activity is to increase knowledge and awareness in implementing health protocols in the market in order to accelerate the prevention of handling COVID-19. The method of this activity is by conducting surveys through questionnaires, providing education and training/demonstrations in implementing health protocols in the market, and distributing leaflets, masks, and hand sanitizers. This community service activity focuses on education, socialization, and training/demonstration of the application of health protocols in the market for 72 traders in the market, which includes: (1) wearing masks; (2) perform hand hygiene; (3) avoiding touching the face area, (4) applying proper etiquette coughing or sneezing; and (5) maintaining a distance (at least 1 meter) from other buyers/traders.
