     This study investigates the rentier economy and its impact on the political system. This study claims that the adoption of renter economy which leads to the emergence of political system which is not able to allow the accountability in any way. The inductive approach was employed to investigate the research argument. The research found that the state which relies on exporting natural resource to cover the public expenses tend to does not allow the accountability in government departments. In hence, the renter economy does not allow the political system to become democracy.

Problem of setting. Public government – it political practice of power which is carried out within the limits of the constitutionally political system and has a direct influence on all industries of life of socium is important. An effective public management in Ukraine must provide the state of stability, implementation of social obligations the states, deserving a condition for realization of congratulatory, financial, spiritual and social necessities of citizens; but him high-quality indexes far imperfect and characterized the plural of problems. Recent research and publications analysis. The questions of modernization and reforms of the system of state administration, constructions of the legal, social state, social and political processes are actively probed in the scientific mind of Ukraine, by the necessity of achievement of balance between the vital necessities of societies and interests of the state. Quite a bit Ukrainian scientists were engaged in researches of these questions - V. Kostytsky, І. Kostytska, O. Koban, A. Kovalenko, O. Batanov, I. Reznik, G. Chapala, M. Pukhtinskiy et al. Paper objective – ground of position, that a public management in Ukraine, which is carried out by public organs, local self-government, political parties and groups of political influence, must correlate with public resonance, to support the legitimity and answer to the innovative tendencies. Paper main body. A management in the public sphere of the state is very difficult professional activity, and foresees state and legal responsibility and account of public interests and expectations. However, disfunctions and destructions of public management can draw social and political instability, cutback of economic activity or regress, even weakening of sovereignty of the state. The criteria of political modernization matter very much for modern Ukraine: capacity of the political system for perception of innovations and mobilization of resources of power, structural and functional perfection of institutes of policy, powerful «social elevators» for equal access of people to imperious positions, effectiveness of principle of «equality all before a law». To Ukraine, as to the young state which passed by democratic transit, naturally peculiar strategy of reforms. Reformation is a not workaday situation for a country, it generates calls and problems. Among them most difficult is destructive of political power, what democratic development of country and becoming of civil institutes is braked through. Sociological researches rotined that a population considered: «The state must take more responsibility in providing of life of citizens» (68,6%). Stably negative is attitude of people toward a department judicial, which loses a «social capital» through inability to the just legal proceeding and mercenary political interests. In the end, unique reform 2014, that purchased positive social resonance is the process of decentralization the public power and strengthening of local self-government, which is mainly approved by citizens. Conclusions of the research. Problems of public management and collision of reforms are the sign of modern democracies which are modernized. The political system and public management can be effectively modernized at the maintainance of their integrity, institutional memory and, at the same time, harmonious relationships with a social environment.

During most of the Republic, the Romans viewed only perduellio as a threat to state security. Other threats were dealt with through institutionalised mechanisms of stability in Rome’s political structure, above all through the public lawmaking assemblies. Only when the political system wavered in the late Republic did the Romans criminalise “diminishing the superiority of the Roman people” maiestas populi Romani minuta (maiestas) as a crime against the state. Inherent in maiestas is the authority of the Roman people to negotiate consensus through the public lawmaking process in which the people voiced their commands. During the Empire, the emperor embodied the superiority of the Roman people and through him, as the chief lawmaker of Rome, were channelled the commands of the people. The scope of maiestas was altered to adapt to changing ideas of the state, but the idea that maiestas constituted the chief crime against the state persisted.

This article rethinks the political and institutional causes of the rapid debt growth and its exploitation in the italian “blocked” political system (so-called “First Republic”). Italian State has always lived above its means, with a constant imbalance between income and expenditure and at the same time expanding its distance with respect to society (but the debt was paid by social groups that took advantage of it). This process triggered off a perennial crisis of representation and strengthened the instability of relations between political institutions and society. Therefore, sovereign debt downturns are always crises of institutional legitimization and require a redefinition of the ways in which sovereignty and power are exercised. Thus, the article investigates the impact of the “political use” of the public debt by governments on the relationship between the State and society.

AbstractThis study aims at examining the law and impact of corrupt politician behavior on public trust in political parties and the efforts of reforms by the parties. Using the survey method, this study has come to the following conclusions. (1) the corruption committed by politicians mostly occurs due to the work pattern and the Indonesian political system which develops towards political apathy, in which regeneration does not optimally take place, while the drive to maintain power and dominate the political parties in the state system is increasing; (2) the corruption does not only influence the public trust in political parties, but also the perspective and paradigm of society towards the political system and government in Indonesia. (3) The impact of this political apathy, which we might be able to see from how the radicalism and extremism easily exist and develop in Indonesia. An encouragement to even create a new system is present from this political apathy. If this is not immediately corrected, a change in the system in Indonesia can probably occur.Keywords: Law, Corruption, politicians, Political Parties, Community Trust.

This chapter focuses on the riot that took place in Lahore, Pakistan following the publication of the “Danish cartoons” on February 14, 2006. It shows the importance of emotions in the transition to violence by focusing on three levels of observation. At the micro (individual) level, one must articulate certain types of emotions to moral sentiments and specific frameworks of perception. At the meso level (the riotous crowd), the “emotional work” of the entrepreneurs of mobilization failed to stem the micro-conflicts that were playing in the crowd, and these entrepreneurs are to be seen in the wider context of everyday urban violence. Finally, at the macro level (the political system), the chapter highlights the need for a renewed interest in an aspect often neglected in studies on the impact dimension of social movements, namely the politics of emotions produced by the state.

The digital transformation of the structural components of the state system forms new socio-organizational forms and practices of political interaction. The transformation process is based on the dialectical overcoming of existing elements of the old order, the development of new goals and the formation of new specific ways to achieve them. As a result of the digital transformation of the structural components of the state system, new socio-organizational forms and practices of political interaction are being formed. Before our eyes, the transition of initially networked social formations into political offline processes is unfolding, new power resources and mechanisms of influence on the political organization as a whole are emerging in society. These processes relate to social self-organization and are characteristic of the adaptive algorithm of social changes. At the same time, changes in system parameters do not violate the contours of the existing state system. However, in the conditions of deliberate stimulation by the authorities of the digital transformation of all spheres of society’s life, the limited ability of the political system and the state to ensure the manageability of social and political processes is more clearly manifested.The article considers the process of deformation of the state system caused by the digitalization of public relations, analyses changes in theoretical models of explaining social reality and related changes in the organization of the political system and political practices.The multi-component nature of the impact of the global ICT paradigm on the sphere of public administration of a particular state is noted. In the era of the diversity of broadcast information, the dominance of the mass media and social networks, the public becomes a mass / crowd and an object of manipulation. The impact of information and communication technologies on the functioning of society is manifested in maintaining the gap between formal and informal institutions, intensive introduction of innovations, launching new mechanisms of social inequality, and the like, as a result, the integrity of the social system is violated. The risk of loss of manageability of social processes increases due to the fact that the recommendations for authorities on digital transformation, as well as most scientific publications on the topic of digitalization of public administration do not contain a critical assessment of the ICT paradigm itself and the concepts, concepts and practices formed on its basis.

This article substantiates theoretical and methodological approaches regarding the impact of the power–opposition interrelations on strengthening and weakening of democracy. Based on the analysis of a number of indicators and modern political process in Poland, it has been established that democratisation takes place against the backdrop of the permanent formation and preservation of two opposed poles in the political space. Deflection from democracy increases the distance between two competing/conflicting parties – pro-government and opposition. This situation automatically accumulates the potential of pole's force. Therefore, the interrelations between the power and the opposition turn into the force of stratification and equalisation that allows reducing the "democracy deficit" and bring the political system into the state of equilibrium

Beginning in the early 1970s, Jewish and Muslim feminists, tackled “oral law”—Mishna and Talmud, in Judaism, and the parallel Hadith and Fiqh in Islam, and several analogous methodologies were devised. A parallel case study of maintenance and rebellion of wives —mezonoteha, moredet al ba?ala; nafaqa al-mar?a and nush?z—in classical Jewish and Islamic oral law demonstrates similarities in content and discourse. Differences between the two, however, were found in the application of oral law to daily life, as reflected in “responsa”—piskei halacha and fatwas. In modern times, as the state became more involved in regulating maintenance and disobedience, and Jewish law was backed for the first time in history by a state, state policy and implementation were influenced by the political system and socioeconomic circumstances of the country. Despite their similar origin in oral law, maintenance and rebellion have divergent relevance to modern Jews and Muslims.

One of the main criteria for economic development is the size of the public debt and its dynamics. The article considers the impact of public debt on the financial security of Ukraine. The views of scientists on the essence of public debt and financial security of the state are substantiated. An analysis of the dynamics and structure of public debt of Ukraine for 2014-2019. It is proved that one of the main criteria for economic development is the size of public debt and its dynamics. State budget deficit, attracting and using loans to cover it have led to the formation and significant growth of public debt in Ukraine. The volume of public debt indicates an increase in the debt security of the state, which is a component of financial security. Therefore, the issue of the impact of public debt on the financial security of Ukraine is becoming increasingly relevant. The constant growth and large amounts of debt make it necessary to study it, which will have a positive impact on economic processes that will ensure the stability of the financial system and enhance its security.
