This study discussed about the contribution of Joglo Tani in increasing the role of youth in the development of the agricultural sector in order to achieved  food resilience. This research was a qualitative-descriptive aproach. Collecting data in this study used observation, interviews, documentation, and literature study. Observation was conducted by the researcher by observing the activities of Joglo Tani, the circumstance of the agricultural performed by Joglo Tani youth. Interview was conducted with key informant, the founder of Joglo Tani,  to  expanded the network of informants  to got another informant. Documentation was obtained from the founder, administrators, assistants, and youth of  Joglo Tani in the form of a collection of  the activities and products of Joglo Tani youth’s photos. A literature study was obtained from previous research relating to titles and books that supported.The results of the research showed that Joglo Tani really had big contribution in increasing the role of Joglo Tani youth, so they could be active in the agriculture sector development to achieved food resilience. The shapes of the role of Joglo Tani youth were production, promotion and marketing, as well as community empowerment.  The role of Joglo Tani youth in agriculture to achieved food resilience was  not always easy, but there were some obstacles encountered: (1) technical: the lack of the spirit of youth, land degradation, uncertain weather conditions, lack of cost, lack of youth-based agricultural training (2) lack of social support, (3) lack of government support. Strategic efforts undertaken by  Joglo Tani  youth to achieved food resilience by referring to the indicators of food resilience theory to fulfilled  food need from individual’s  to country’s need both the quantity and the quality, so it could be concluded that Joglo Tani youth had contributed to achieved  food resilience

Agricultural sector as a main contributor to GDP formation in West Sumatera is required to be able to diversify its business in order to highest achieving economic and social development. One diversified agricultural business prospective to be developed is agro-tourism. The development of agro-tourism requires collaboration and synergy between academician, businessman and government as known as triple helix actors. This study is designed with aim to (i) map the agro-tourism potential in west Sumatera; (ii) analyze the role of each actors, so they may take action in accelerating Agro-tourism development. This research uses observation, depth interview method, literature study and focus group discussion. The result shows that agro-tourism in West Sumatra is more prominent of great natural and cultural value, small scale and lack of local facilities. It also requires relatively high level of investment relative to its return. Therefore government support is likely an essential element of agro-tourism development and the effort may be better directed toward consolidating with intellectual and business also.

This paper aims to determine the policies implemented by the Papua National Narcotics Agency against drug trafficking. This article is a qualitative descriptive study. Data collection methods through interviews and literature study. Data analysis using descriptive analysis model. The results showed that the role of BNN Papua is very central in the eastern region and the Indonesian border. The policies that have been planned by BNN with multi-stakeholder have been implemented, but the new modes adopted by the international network vary. The drug subscription policy cannot be carried out by one institution only, it needs to be supported by other government agencies and the community. The need for a serious role for the regional and central government in both preventive efforts and subscription programs in synergy with the Papua Provincial BNN.

The diffusion of the technological innovation can affect the agricultural sector in the three-sided (social, economic and environmental), a hand, it can contribute to solve problems of the agricultural sector: the effects of the climatic changes, the farming exodus and the migration and the problems of poverty and it can improve the agricultural productivity. But on the other hand, he can lead to new problems, such as depletion of energy resources caused by excessive use of energizing technologies, pollution of air and water and the destruction of soil by industrial waste. This paper aims to theoretically and empirically analyze the role of technological innovation in improving agricultural sustainability through the impact of mechanization on agricultural productivity, energy production and net income per capita for a panel of three Maghreb countries (Algeria, Morocco and Tunisia) during the period 1997-2012. By using simultaneous equations, the authors' finding that technological innovation cannot achieve the purpose of sustainable development in the agriculture sector in the Maghreb countries through the negative impact of mechanization and research and development on agricultural productivity.

<p class="A04-abstrak3"><span lang="EN-US">In order to reduce poverty in the agricultural sector, the Ministry of Agriculture implements the BEKERJA program, which is  an effort to empower poor farmers in farming multi-commodities, including laying hens, vegetables, fruit and plantation crops. The objective of this study is to understand the role of the program on increasing farmers' income and reducing poverty. This research was conducted in 11 provinces covering 38 districts which were the location of the BEKERJA program in 2018 and 2019. The data used were primary data collected through in-depth  interviews of farmers participating in the program. The results of quantitative and qualitative descriptive analysis concluded that the program was quite successful in enhancing agricultural business activities among poor farmers, but it had not been able to increase farmers' income significantly. The number of poor farmers participating in the program only decreased by 1.48%. There are many challenges faced in empowering poor farmers, and therefore a strong commitment is needed to reduce poverty in the agricultural sector. To increase the effectiveness of these poverty reduction efforts, the empowerment of poor farmers in the future should be carried out as the following: (1) commodities developed are focused on the  laying hens and vegetables farming, (2) farmers empowerment and  provision of agricultural facilities should be continued  at least until the farming activities is financially profitable, (3)  technical guidance for cultivation should be strengthen, (4) beneficiaries of the program should be  prioritized to  young farmers, and (5) development a special program that is focussed for the poor farmers.</span></p>

This study aims to determine the role of social advisers as a judge's consideration in making decisions on those who are dealing with the law. This research is a normative legal research. Literature study methods such as law. This data analysis technique uses a qualitative descriptive technique. The results showed that the social adviser from the Correctional Center (BAPAS) has an important role for the suspect or defendant, namely children in the trial process, namely accompanying children and then conveying the results of social research to the judge. Community research reports are used for the purposes of investigation, prosecution and trial in cases involving children for judges in making their decisions.

Garbage is a big problem in Medan City. Therefore, this study aims to find out how the role of government in empowering the community through waste management. In this study, data collection techniques were carried out through interviews, observation, and literature study. The analysis technique used is an interactive qualitative. Qualitative data analysis is carried out interactively and continues continuously until it is complete so that the data is already saturated. The results showed that the government did not have a special program for the development of this garbage bank. When the government has not optimally developed future development plans, the community will also feel pessimistic and unsure of the existence of this garbage bank. The community is less interested in getting involved in this garbage bank. The community felt that the training they had received was only knowledge and did not have a great opportunity to be developed. This relates to the statement that one of the obstacles in implementing community empowerment is the rejection of the community itself because the community does not have confidence.

This study aimed to analyze and describe the performance of village assistants in sustainable community empowerment activities in Lalonaha Village, Wolo District, Kolaka Regency. Qualitative descriptive research method. Data obtained through interviews, literature study, and observation. The data analysis stage uses the Miles and Huberman method, namely data collection, data presentation, data verification, and concluding. Based on the research results, village assistants' capability in its implementation has not optimally because there are still many priority programs that people should expect but have not implemented. Activities carried out by village assistants in terms of development implementation, development supervision, and village administration training carried out by village assistants in Lalonaha Village, Wolo District have been able to run well, it is just that the obstacles faced regarding the quality of work by village assistants have not been able to carry out proper coordination fully. Both between the Lalonaha Village Government and the village community. In the implementation stage of village facilitator activities to help village government activities have not been able to run well, this is because in every development activity and supervision of development programs carried out more by the village apparatus themselves. The independence of village assistants in improving community empowerment in the village Lalonaha has not gone well because the village government itself carries out almost all the implementation of village assistance activities.

Purpose: this article includes the review of the Japanese policy on the digital transformation transformation of the agricultural sector, description and analysis of the implementation cases, as well as identification of obstacles to achieve the expected results.Methods: the study uses the methods of structural, comparative and systems analysis and the principle of formal logic. The article is based on the analysis of scientific and analytical materials devoted to the problem of research. The factual basis is the framework documents of the Cabinet of Japan, media, reports of Japanese research institutes.Results: the article provides a brief review and analysis of the Japanese public of digital transformation of the agricultural sector, provides some cases, summarizes the interim results of the measures taken, identifies problematic factors that prevent the achievement of the expected results. The hypothesis is put forward about the key role of the government in the process of developing new standards for the digital transformation.Conclusions and Relevance: Japan agricultural sector is facing a severe labor shortage. The situation is expected to get worse in the next 5 years. The Japanese government expects that digital technologies and autonomous equipment will compensate for the lack of labor on farms, as well as provide a new stage in the development of the traditional agricultural sector. However, the digitalization of agriculture sector is not limited to the introduction of the latest technology, but also involves the development of new safety rules for the use of robotic tractors, unmanned aerial vehicles, improving farmers ICT education, and standardizing new agricultural terms. However, despite the promise of using digital technologies, the high cost of new equipment and the complexity of its use is a significant obstacle to the digitalization of agriculture in Japan. The study of the features of the digital transformation of the Japanese agricultural sector is very important for the effective implementation of industry projects that exist today in Russia.

Mosque is an instrument of empowerment of people who have a very strategic role in efforts to improve the quality and can unite the community. This article aims to describe the role of the Al-Fatah mosque as a pluralistic and socially pluralistic community empowerment center. The main data comes from interviews and observations, while the method used is qualitative descriptive. This article concludes that the empowerment of the pluralist society around Al-Fatah mosque is done by optimizing the role of all community groups in various mosque activities. The mosque can be the center of activity of all community groups because its activities are not limited to religious activities only, but cover other social social.
