The increase in Covid-19 caused the Bali provincial government to issue Bali governor regulation number 46 of 2020 which is an order from presidential instruction number 6 of 2020. Presidential instruction is not a product of statutory regulations, the researchers formulated two research objectives, namely to determine the position of Bali governor regulation number 46 2020 concerning the implementation of discipline and enforcement of health protocol laws as an effort to prevent and control the 2019 coronavirus disease in a new era of life in the statutory system in Indonesia, as well as to determine the validity of the enactment of the Bali governor's regulation Number 46 of 2020 in the statutory system of law in Indonesia. Indonesia The research method used in this study is a normative juridical research method. Based on the results of the research, it can be argued that Bali governor regulation number 46 of 2020 is the implementing regulation of the presidential instruction as a product of policy regulations. Then, Bali Governor regulation Number 46 of 2020 does not have binding power as is the case with statutory regulations. the basis for the judge's consideration is not statutory regulations but the general principle of good governance.

The writing of this article aims to find out and analyze how the analysis of Governor Regulation Number 46 of 2020 concerning the Application of Discipline and Law Enforcement of Health Protocols as Efforts to Prevent and Control Covid-19 seen from the rapid spread of the corona virus at this time. After the announcement of a positive case for the Covid-19 virus by the government on March 2 (two) 2020, the government continued to increase efforts and policies to suppress transmission of this virus. Starting from limiting social relationships (social distancing), limiting physical contact relationships (physical comparison) by appealing to all State apparatus, BUMN employees and private employees to limit activities in the office by encouraging work from home. The writing of this article is a research that uses a normative research method, using a statutory approach. Then analyzed descriptively qualitatively using primary, secondary, and tertiary legal materials to get conclusions that are relevant to the problems at hand. The result of writing this article is how the form of public services provided by the Bali provincial government to the community to deal with or prevent the spread of Covid-19.

The approach that the organization uses to manage its cyber-risk to its workforce, information, systems, and networks is paramount to ensure sustainability and continuity in the Fourth Industrial Revolution. Improving cyber-resiliency in the organization reduces the chance of future threats and attacks and builds better capability. Cyber resilience involves continuous operations, good governance, and diligence supported by the right security strategy of a computer security incident response team (CSIRT) that can protect government operations and control cyber-risks. CSIRT can build better resiliency at the decentralized provincial government level, and contribute to cyber awareness amongst the workforce, public, and other government departments. A CSIRT can further contribute to resilience to the organization by analyzing the threats and attacks, developing countermeasures for the future in protecting its systems and networks from threat actors.

Design of System Monitoring Unit in the framework of Good  Governance Provincial Government of West Nusa Tenggara (NTB). The research is a survey research, namely by taking a sample of the population using questionnaires as a means of collecting. Research survey conducted for the purpose of explanation (explanatory or confimatory) that provides an explanation of the relationship between variables through research and Examination formulated earlier. Methods in building these systems use System Development Life Cycle (SDLC) with structured techniques and engineering Prototyping with master data is divided into 5 form Stuffig the data, to 5 the form will each have a relationship, then the data is prioritized in advance in accordance with the following sequence: a .formulir workplace; b. Costs form; c. Data form barriers; d. Data form Projects Agency; e.formulir Barriers Project. This application is made does not mean that everything can be solved by good, so that what is desired by the government of NTB can be contained in this system. Constraints that occur are minor adjustments to the user desires with the rules that exist in programming and easiness in operationalising can be implemented as quickly as possible. The use of the control system must be properly addressed, either physical control, hardware control, device control, database control, and control brain ware, so that the system can be run in accordance with desired.

The natural resource management should aim to prosper society in accordance with the purpose of nation and state. This study aims to find out how the authority of mining business licensing in Kuningan district based on Law No. 23 year 2014 on Regional Government and Implementation of authority in the management of mining business licenses based on Law No. 23 year 2014 on Regional Government in Kuningan district. This research method used empirical juridical with data collecting tool through interviews and observation. The result of this research is the mining arrangements based on Law No. 23 of 2014, the matters of energy and resources in the districts / cities are entirely handed over to the provincial government, while the affected areas are in the districts / cities there is no segregation of community authority or criteria that provides regulatory opportunities to districts / cities. In implementation of mining management in districts Kuningan based on Law No 4 Year 2009 is correct, with the division of authority between the central government, provincial government, and district governments, and not apart from the control and control factor. In the Law Number 23 Year 2014 is only divided between the Central Government and Provincial Region. Licensing becomes the authority of the central provincial government, uncontrolled supervision and control, constraints, long distances, complicated process procedures. The conclusion is that the regulation of mining authority based on law No 23 year 2014 is contradictory to the theory of Regional Autonomy for the licensing of mining management of provincial government authority.Keywords: Authority, Local Government, Mining Management.�AbstrakPenelitian ini dengan latar belakang yaitu untuk mengetahui bagaimana kewenangan pengelolaan pertambangan di Kabupaten Kuningan berdasarkan Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintah Derah. Tujuan penulisan ini adalah untuk mengetahui Bagaimana Kewenangan Pengelolaan pertambangan berdasarkan Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintah Daerah dan untuk mengetahui Bagaimana Implementasi Kewenangan Pengelolaan pertambangan berdasarkan Undang- Undang Nomor 23 tahun 2014 tentang Pemerintah Daerah. Metode penelitian yuridis-empirik dengan teknik pengumpulan data melalui wawancara dan observasi. Hasil penelitian menunjukan bahwa pengaturan pertambangan berdasarkan Undang Undang-Nomor 23 Tahun 2014, urusan energi dan sumberdaya mineral yang ada di kabupaten / kota diserahkan seluruhnya kepada pemerintah provinsi, sedangkan daerah terkena dampak berada di kabupaten/kota, tidak ada pemilahan kewenangan baik secara komoditas maupun kriteria yang memberikan peluang melakukan pengaturan kepada pihak kabupaten/kota. Implementasi pengelolaan pertambangan di Kabupaten Kuningan berdasarkan Undang-Undang Nomor 4 Tahun 2009 sudah benar dengan adanya pembagian kewenangan antara pemerintah pusat, pemerintah daerah propinsi, dan pemerintah kabupaten. tetapi tidak melupakan faktor pengawasan dan pengendalian. sedangkan Undang Undang Nomor 23 Tahun 2014 hanya dibagi antara Pemerintah Pusat dan Daerah provinsi. Perizinan menjadi kewenangan pemerintah propinsi menjadi tidak sederhana, jarak yang jauh dengan tata cara proses rumit, pengawasan dan pengendalian tidak terkendali karena menjadi kewenangan pemerintah pusat. Kesimpulan yaitu pengaturan kewenangan pertambangan berdasarkan Undang Undang Nomor 23 Tahun 2014 bertentangan dengan teori Otonomi Daerah. Undang Undang 23 Tahun 2014 memiliki kelemahan secara teori sistem hukum dengan tidak memberikan kewenangan pada pemerintah daerah kabupaten sebagai wilayah kegiatan pertambangan.

This paper aimed to explain public financial governance based on good governance implementation in Jakarta Provincial Government. This paper specifically discussed towards transparancy implementation of local budget (APBD) through open data portal that publishes budget data to public. In general, financial transparency through open data has met Transparency 2.0 standards, namely the existence of encompassing, one-stop, one-click budget accountability and accessibility. But there are indeed some shortcomings that are still a concern in order to continue to maintain commitment to the principle of transparency, namely by updating data through consistent data visualization.Transparency of public finance needs to continue to be developed and improved through various innovations to maintain public trust in the government.Keywords: Public Finance, Open Data, Transparency

This study was conducted to know the effect of applying Peer Review Strategy on the students’ achievement in writing descriptive paragraph. It was conducted by using experimental research method. This research design was conducted pre-test, post test in experimental and control group. The population of this research was the eight (VIII) grade students of SMP IT IQRA’ Medan. The sample of this research was taken by lottery technique. They were in class VIII-1 by experimental group and the class VIII-2 by control group. The experimental group was taught by using Peer Review Strategy while the control group was given no treatment. The instrument used to collect the data was writing essay test. The data were analyzed by using t-test formula. The result showed that the value of t-observed was higher than the value of t-table. (3,55 > 2,05 (a = 0.05)) with the degree of freedom (df) = 28. It means that there was a significant effect of applying Peer Review Strategy on the students’ achievement in writing descriptive paragraph. So, the alternative hypothesis (Ha) was accepted.

The aim of our research was to study the impact and purpose of the reporting on socially responsible conduct on the success of corporate operations. The data and information were gathered with the quantitative research method, whereas the instrument for gathering them was a questionnaire that was distributed among 759 large and medium sized organisations from the field of market services in the Republic of Slovenia. We have established that activities aimed at socially responsible conduct are directly connected with the success of corporate operations, especially the revenue (p = 0.001), the profit of a company (p = 0.000), operational growth (p = 0.007) and operational economy (p = 0.002), and are typical for organizations with a larger number of employees (p = 0.032). In this regard, the real estate and construction market activities received the lowest scores. Research results provide theoretical as well as practical benefits for everyone dealing with the planning, implementation and control of sustainable development, as well as socially responsible conduct within the organization.

Transparency International released an annual report on the corruption perception index in 2018. The survey results of 180 countries showed a bad score because more than two-thirds scored less than 50. The highest score is 100, which means very clean or free of corruption, and the lowest is zero which means it is very corrupt. Indonesia must learn from New Zealand and Australia who have succeeded in helping improve the corruption perception index in their country, even though Indonesia's corruption perception index experienced an upward trend in 2014-2018. In an effort to analyze Good Governance in eradicating corruption in Indonesia, the researchers applied the Penta Helix Model, better known as the ABCGM concept, namely Academicians, Business, Community, Government, and Media to reduce the level of corruption in Indonesia. This research method is qualitative to investigate, find, describe, and explain the quality or features of social influences that cannot be explained, measured or described through a quantitative approach. The Penta Helix model is considered to have a positive influence in eradicating corruption.

Combating against corruption is one of the most important factors for establishing Good Governance. Corruption is a social, political and economic phenomenon that defect the democratic institutions and stop establishing good governance. This study using analytical – descriptive, analyses the role of civil society in combat corruption with glance to I.R.IFindings of this study show that the role of special civil societies has remarkable efficiency and effectiveness in combat corruption. In challenging corruption different actor such as government, private sector and specialized civil society have function, but the role of civil societies is more effective than others.In relating to the I.R.I actions against corruption, the country enacted different laws such as the law of access to information, the Law of United Nations Convention against Corruption and this process will send a clear message that the country is determined to prevent and control corruption. In pathology of corruption in I.R of Iran the concentration on fighting against corruption, is concentrated on "The Staff of Combat against Economic Corruption" and civil society don’t have effective or remarkable role to fight against this abnormality and this Staff is most important centers to harmonize the actions against corruption. Finally, the most important causes of corruption in every developing Nations in Transit such as Iran are big government and interference of Government in economy, the weakly embedded rule of law, the ineffective and inefficient of government policy, lack of accountability and institutional transparency.
