Design of System Monitoring Unit in the framework of Good  Governance Provincial Government of West Nusa Tenggara (NTB). The research is a survey research, namely by taking a sample of the population using questionnaires as a means of collecting. Research survey conducted for the purpose of explanation (explanatory or confimatory) that provides an explanation of the relationship between variables through research and Examination formulated earlier. Methods in building these systems use System Development Life Cycle (SDLC) with structured techniques and engineering Prototyping with master data is divided into 5 form Stuffig the data, to 5 the form will each have a relationship, then the data is prioritized in advance in accordance with the following sequence: a .formulir workplace; b. Costs form; c. Data form barriers; d. Data form Projects Agency; e.formulir Barriers Project. This application is made does not mean that everything can be solved by good, so that what is desired by the government of NTB can be contained in this system. Constraints that occur are minor adjustments to the user desires with the rules that exist in programming and easiness in operationalising can be implemented as quickly as possible. The use of the control system must be properly addressed, either physical control, hardware control, device control, database control, and control brain ware, so that the system can be run in accordance with desired.

Budgeting most colleges are not based on good governance and conceptual, but based on short-term needs in each college. Other problems are related to the use of information technology in both hardware, software and brain ware (user) in the management of information technology is still not well-thought in its development. This research aims to design a wake-up governance by using the Information Technology IT Balanced Scorecard framework is a system of management, measurement and control quickly, accurately and comprehensively can provide insight to the Leadership of the portrait and the development of information technology in institution. Information system development using SDLC (system development life cycle). College performance measurement method using IT balanced scorecard framework. The results showed that the use of information systems governance college performance using IT Balanced Scorecard help the efficiency and effectiveness in making an evaluation report IT governance, helping the presentation of information and error reduction calculations, the transaction data maintained intact his security, was able to complete the reporting process with fast, speed up the calculation process and the conclusion of the assessment of the performance of the college.

Corruption is a complex social, political and economic problem and occurs in every country with different levels. Corruption will complicate democracy and governance of a country. To overcome the problem of corruption, the government must implement good governance. This study aims to provide empirical evidence regarding the effect of elements of good governance on the level of corruption in Southeast Asia. Good governance variables are presented by six variables: voice and accountability, political stability and absence of violence / terrorism, government effectiveness, regulatory quality, rule of law and control of corruption. Meanwhile, the level of corruption is measured using the Corruption Perceptions Index (CPI). The research sample was selected using the purposive sampling method and produced a sample of 8 countries and the observation period was carried out in 2009-2018 or as many as 10 years, so the number of samples in this study were 80 samples. Corruption level data used in this study uses the Corruption Perceptions Index (Transparency International), while the good governance data used in this study uses the Worldwide Governance Indicators (World Bank). The research methodology used in this study is multiple linear regression analysis with the IBM SPSS Statistics 24 program. The results showed that the variable voice and accountability, political stability and absence of violence / terrorism, and rule of law had no effect on the level of corruption, whereas the government variable effectiveness, regulatory quality, and control of corruption affect the level of corruption.

Abstract. Procurement of government goods / services is the activity of obtaining goods / services at reasonable prices, quantity and quality appropriately and timely. Goods / services procurement activities cover efforts to meet the needs of goods / services based on prevailing regulations and legislation, with various considerations for the purposes of easy control and evaluation. By implementating good procurement of goods / services, the good governance atmosphere is hoped to be established. This study aims to analyze the factors that affect the quality of procurement of goods / services in the Provincial Government of Gorontalo. This is a quantitative research and data were analysed by multiple linear regression analysis. Primary data were employed in this study and collected by distributing questionnaires. This study uses four independent variables, namely self-estimate price (HPS), time of procurement of goods / services, integrity, method of selection of goods / service providers, and one dependent variable is the quality of procurement of goods / services.The result of the research shows that the estimated price affect negatively and significantly the quality of the procurement of goods / services. On the other hand, the time of procurement of goods / services, integrity, and the method of selection of goods / service providers affect positively and significantly  the quality of procurement of goods / services in the Government Gorontalo Province.Keywords: HPS, Implementation of procurement of goods / services period, integrity, procurement of goods/services. Abstrak. Pengadaan barang/jasa pemerintah merupakan kegiatan memperoleh barang/jasa dengan harga yang dapat dipertanggungjawabkan, jumlah dan kualitas yang sesuai serta pengadaan yang tepat waktu. Kegiatan pengadaan barag/jasa mencakup usaha-usaha untuk mencukupi kebutuhan barang/jasa berdasarkan peraturan dan perundang-undangan yang berlaku, dengan berbagai pertimbangan agar pengendalian dan evaluasi mudah dilakukan. Dengan pelaksanaan pengadaan barang/jasa yang baik akan menciptakan suasana pemerintahan yang baik (Good Governance). Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi kualitas pelaksanaan pengadaan barang/jasa di Pemerintah Provinsi Gorontalo. Metode penelitian yang digunakan adalah metode kuantitatif dengan analisis regresi linear berganda. Sumber data yang digunakan dalam penelitian ini adalah data primer dan pengumpulan data dilakukan secara langsung dengan menggunakan kuesioner. Penelitian ini menggunakan empat variabel independen yaitu harga perkiraan sendiri (HPS), waktu pelaksanaan pengadaan barang/jasa, integritas, metode pemilihan penyedia barang/jasa, dan satu variabel dependen yaitu kualitas pelaksanaan pengadaan barang/jasa.Hasil penelitian menunjukan bahwa harga perkiraan memiliki  pengaruh negatif dan signifikan terhadap kualitas pelaksanaan pengadaan barang/jasa, sedangkan waktu pelaksanaan pengadaan barang/jasa, integritas, dan metode pemilihan penyedia barang/jasa memiliki pengaruh positif dan signifikan  terhadap kualitas pelaksanaan pengadaan barang/jasa di Pemerintah Provinsi Gorontalo.Kata Kunci: HPS, waktu pelaksanaan pengadaan barang/jasa, integritas, pengadaan barang/jasa.

The writing of this article aims to find out and analyze how the analysis of Governor Regulation Number 46 of 2020 concerning the Application of Discipline and Law Enforcement of Health Protocols as Efforts to Prevent and Control Covid-19 seen from the rapid spread of the corona virus at this time. After the announcement of a positive case for the Covid-19 virus by the government on March 2 (two) 2020, the government continued to increase efforts and policies to suppress transmission of this virus. Starting from limiting social relationships (social distancing), limiting physical contact relationships (physical comparison) by appealing to all State apparatus, BUMN employees and private employees to limit activities in the office by encouraging work from home. The writing of this article is a research that uses a normative research method, using a statutory approach. Then analyzed descriptively qualitatively using primary, secondary, and tertiary legal materials to get conclusions that are relevant to the problems at hand. The result of writing this article is how the form of public services provided by the Bali provincial government to the community to deal with or prevent the spread of Covid-19.

The problems that often arise in the neighborhood of Neighborhood Unit (RT) and Rukun Warga (RW) are the distribution of information on citizen activities, administration, transparent financial management, and management of citizen databases as an effort to improve services and information facilities for residents. The purpose of this study is to support the government in implementing e-Government-based government systems, by developing Good Local Governance. The specific target of innovation to be achieved is the development of innovation in the form of a web-based Citizen Information System (SiWarga) application at the RT / RW level. The method used in this study uses the System Development Life Cycle (SDLC Waterfall) method, starting from the first is analyzing the needs by conducting a survey and the feasibility of developing the system, second is to make a detailed list according to system requirements specifications, third is to design the system by creating workflow designs and programming design, the fourth is the development of information systems with coding, the fifth is system testing, the sixth is the implementation and maintenance of the system

The spirit of reform encourages the State Civil Apparatus to carry out renewal and improvement of the system in the development, improvement and service of the community in order to encourage the community and support the implementation of good governance in public administration. Supervision carried out by. The Government, has determined the Functional Position of Auditors who have the scope, duties, responsibilities, and authority to carry out internal supervision on government agencies, institutions or other parties in it. For this reason, this research has two problems. First, how is the role of JFA in improving the performance of bureaucrats in the Central Java Province Inspectorate. Second. What obstacles were encountered by JFA in the supervision process of the performance of Bureaucrats in the Central Java Province Inspectorate. This problem was examined using a sociological juridical approach. In the sociological juridical approach, law as law in action is described as an empirical social phenomenon. The results of this study confirm that: First, there are 2 (two) roles of JFA in improving the performance of bureaucrats in the Central Java Province Inspectorate, namely: Improving the system of internal supervision and control, and improving the quality and professionalism of resources. Secondly, there were several factors encountered by JFA in the supervision process of the performance of bureaucrats in the Central Java Province Inspectorate that had to be immediately corrected to support good governance in public administration.

The fast-paced, rapidly changing e-business environment, coupled with its emphasis on brand image and the human-computer interface, and the creative nature of Web development teams combine to require changes in traditional system development methodologies. This chapter explores the fit between typical Web-based information system characteristics and existing development methodologies, from the traditional System Development Life Cycle (SDLC) to some of the newer rapid-response models. It concludes that, contrary to common practice in most organizations, one standardized development methodology is not best suited for all, or even most, e-business projects. Fifteen variables that are key to identifying the best methodology for a given e-business project are distilled, and a framework is constructed to aid development teams in the process of formulating a customized development methodology to serve as a basis for project management and control. Projections are made concerning the future of e-business system development methodologies.

The approach that the organization uses to manage its cyber-risk to its workforce, information, systems, and networks is paramount to ensure sustainability and continuity in the Fourth Industrial Revolution. Improving cyber-resiliency in the organization reduces the chance of future threats and attacks and builds better capability. Cyber resilience involves continuous operations, good governance, and diligence supported by the right security strategy of a computer security incident response team (CSIRT) that can protect government operations and control cyber-risks. CSIRT can build better resiliency at the decentralized provincial government level, and contribute to cyber awareness amongst the workforce, public, and other government departments. A CSIRT can further contribute to resilience to the organization by analyzing the threats and attacks, developing countermeasures for the future in protecting its systems and networks from threat actors.

Tourism area is expected to provide multiplier effects that encourage economic growth in Bangka Regency beside tin mining and farming. For a better way of managing of tourist destinations, preparation   of various aspects is required and the preparations are getting ready  for development of tourism in Bangka Regency area, especially the use of information technology and the Internet. In this study, the main key for  managing tourism based on information technology  is the management of tourist destinations in Bangka Regency, such as Matras Beach, Tongaci Beach, Tikus Mas Beach, Puri Tri Agung and so on which can be used as an interesting and unique destination for tourists to visit. Tourism management using information technology, especially Internet and android applications for tourism management in Bangka Regency to make it better and easier for both the government and tourists for controlling the data about tourism. This system is built using the System Development Life Cycle (SDLC) for make the system built correctly. The purpose is to  manage the tourism system  effectively and by using  Internet and Android, many people can  get informed about tourist attractions in Bangka Regency so  it is to be hoped that many people are interested in visiting tourist attractions in Bangka Regency. This tourism management aims to facilitate the delivery of tourist information and management of tourism destinations in Bangka Regency to make tourists easier and more comfortable when on trips in Bangka Regency.


The number of international tourist arrivals is crucial for the tourism sector. However, there are positive and negative sides of tourism. Unsustainable tourism will result in the destruction of the forest and consequently led to biodiversity loss. The great benefits of forest which is a home for a wide variety of animals and plants which help to stored carbon, preventing the risk of flood and drought to occur, influencing climate change, stabilizing soils as well as providing food and a place for the indigenous people to live. As long as these benefits are being concerned, the role of international community is needed to prevent them from any harm in the future. The government of both the developed and developing nations recognized the importance of sustainable biodiversity for the national ecosystem as well as to the global environment. In this study we also investigate the response of biodiversity loss (measured by the number of threatened bird species on six measures of governance: voice and accountability, political stability and absence of violence, government effectiveness, regulatory quality, rule of law, and control of corruption. The OLS outcomes suggest that tourism exhibit positive relationship with biodiversity loss. On the other hand, the six governance indicators suggest that good governance reduces biodiversity loss. Our further analysis using quantile regression estimates suggest that tourism affect positively biodiversity loss for all quantiles (0.05 0.25 0.50 0.75 0.90 0.95); while governance affect negatively biodiversity loss only at certain quartiles. One main policy implication of this study is that sustainable tourism is important to mitigate biodiversity loss, and effort for biodiversity conservation is supported by this study.
