According to the adopted Federal Law No. 273-FZ of December 29, 2012 (as amended on June 27, 2013) “On Education in the Russian Federation”, preschool education is the first level of the educational process. Precisely in a preschool children, for the first time, ideas about the surrounding world are formed, a system of values, as well as knowledge and skills, that can only be corrected but not radically changed. Numerous studies have shown that, thanks to investments in the early development of man, tremendous results can be obtained in the future through the formation of national human capital, which is the basis of the country’s innovative development. However, in modern theory and practice of management in the field of education, there is no universal mechanism responsible for assessing the effectiveness and efficiency of management. Questions about the criteria, methods, indicators of this assessment and, as a result, the problem of improving the methodology for managing human capital have not been resolved. The article provides an analysis of the state of affairs in the management of the activities of preschool educational institutions and gives recommendations on improving innovative management activities in the field of preschool education, as well as a three-phase methodology of estimation of the effectiveness and efficiency of preschool education in the interests of Russia’s innovative development with appropriate approbation of the results.

This scientific article reveals the methods of education of physical culture and basics of health and determination of working capacity of athletes of combat horting of pupil and student age, features of direction and volumes of training load. The publication analyzes the relationship between combat horting and health for schoolchildren and students during their education and training in sports sections of general secondary and higher education. Every year the National Federation of Combat Horting of Ukraine raises more and more problems of health-improving orientation of the educational process by means of sports. During the years of perestroika and reforms, scientists, teachers and leaders of the sports federation, educational sphere organized and conducted many serious studies, obtained many valuable sports, philosophical, socio-economic and psychological-pedagogical results, developed important concepts and recommendations, implemented a number of practical measures in the field of improvement of educational and training process, its adaptation to new conditions of educational activity in Ukraine. The analysis of methods of education of physical culture and basics of health of athletes of combat horting, the analysis and definition of their working capacity, value potential of combat horting and new ways of its development by a society and the person, and also pedagogical values of the trainer on combat horting, allows to receive ideas approaches formed in the modern theory and practice of combat horting.

The article analyzes the preschool educational work. The preschool education dynamics in 5 – 7 olds‟ compulsory preparation opportunities for school in preschool institutions and schools are compared. The opportunities of the holistic child development facilitation at the preschool educational institutions and in the preschool classes at the interests education institutions are characterized. An insight into development of the preschool education content is provided. Responsibility for the child readiness for school by teachers, parents and medical health staff is focused on. An insight into the preschool pedagogical process at x primary school is provided. The necessity for balance in theory and practice is pointed out for the accomplishment of mobile work at teachers‟ further education development at preschool. Conclusion is drawn that the adult support is significant in promotion of the child development

The purpose of the article is to reveal the importance of preparation of future preschool teachers for implementation of an integrated approach into children's education and to identify key concepts of integration in which the future pre-school teacher should be competent. Integration as a principle of development of pedagogical theory and practice of preschool education is a leading idea that reflects the harmonious integration among educational lines and as a result creation of a single inseparable educational process and guarantees its implementation the achievement of higher results in the development and upbringing of children of preschool age. Integration as a process involves the direct establishment of harmonious links among the defined systems of integration and the creation of a new holistic education system for preschool children in accordance with the defined result. As a process, integration involves the integration of objects (educational lines, different types of children's activities, forms and methods) and designing a way to obtain the expected result. As a result of the educational activities of the preschool institution, integration does not involve the amount of knowledge, skills and abilities, but the acquired integrative qualities of the child, such as curiosity, activity, independence, responsibility, upbringing, etc. Integration as a result is considered by researchers through the form of its organization in the educational process, namely the possible forms of preschoolers’ integrated learning (projects, holidays, travelling, excursions, business and role-playing games), which immerse the preschooler into learning. In the process of integrated studying with the help of different interdisciplinary links, children’ comprehensive and objective vision of the problems of reality and diverse approaches to their solution are formed. A competent preschool teacher should be ready to implement an integrated approach in the process of their practical activities. This will allow to implement the tasks defined by the normative documents in the field of preschool education for teaching children and the formation of their life competencies.

Presented are features of the preparation of foreign students in the conditions of distance learning. It was taken into account that the economy, education, medicine, politics were filled with new content and technology of implementation, and at the same time there was a tendency of global competition between different countries. New trends in world development have increased the importance of a person’s intellectual resource. The article considers the formation of a new paradigm of the educational process in universities and changes in both the content and the technological component of the training process of future bachelors, masters and postgraduates in universities. The importance of introducing innovations in the educational process, including in the training of foreign students, was taken into account. Innovative changes in the educational sphere in the context of globalization, the impact of the pandemic on this process are considered. The experience of such training at the Saratov Agrarian University is analyzed. The forms of international cooperation in the conditions of this university are considered. The stages, forms and methods of distance learning of the Latin language for foreign students at the Faculty of Veterinary Medicine, Food and Biotechnology are presented. The relevance of the problem has contributed to the fact that the question of the use of innovations, the features of distance education has found wide distribution in the modern theory and practice of teaching. In a number of universities of our country, a scientific direction related to the organization of international cooperation and the training of foreign students has become widespread. The theoretical significance of the proposed article is to reveal the features of distance learning of foreign students in the conditions of the university. The practical significance lies in the disclosure of the teaching methods of these students, in particular on the material of the Latin language.

The issues of effective interaction between parents and educators are relevant to modern theory and practice of preschool education. In 2020, pre-school education in the Russian Federation was forced to operate under the COVID-19 pandemic, which led to a massive shift of institutions of this type to a remote format of operation and had a significant impact on the livelihoods of both preschoolers and their parents. The aim of this study was to identify the range of problems parents faced when being isolated during the pandemic and establishing an online gaming club as a means of transforming the interaction between parents and educators in remote access using remote educational technologies. As the main tool of the study, questionnaire methods were used to clarify the problematic experience of parents of preschoolers and their attitude to such a format of interaction with teachers as the Online Gaming Parent Club. The authors found that the creation and operation of the Online Gaming Parent Club is the best way to transform the interaction between teachers and parents of preschoolers in modern conditions and allows to solve the problems of organizing joint play activities of parents and children in the conditions of home education and education.

The article presents materials of the workshop devoted to the scientific work of an outstanding child psychologist, Olga Mikhailovna Dyachenko. Among the participants of the seminar were both O.M. Dyachenko’s colleagues who worked with her for many years and psychologists from Russian regions and abroad who appreciate her contribution to preschool education. The relevance of Olga Mikhailovna's works for the modern theory and practice of preschool education was strongly emphasized by the participants. The workshop included presentations of experimental studies based on the ideas of O.M. Dyachenko, reports of applying her practical experience in modern conditions in Russia and abroad, and discussions concerning future research. The workshop concluded with stating the the need to preserve and further develop O.M. Dyachenko’s scientific heritage for the modern theory and practice of preschool education

The essence, main tendencies of asymmetries and disproportions of development of territorial communities are considered. The basic mechanisms of activation of the internal potential of their revival are outlined. The purpose of the study is to substantiate management decisions regarding choice of business model that provides socio-ecological and economic development in its location. As a result of the research the following tasks were solved: 1) determination of social and ecological problems of the territory and the main priority life needs of its population; 2) justification of the mechanism for implementing the goals of entrepreneurship bases on the creative approach activation to innovation management decisions under the condition of balanced development of territories with appropriate motivation of both managers and employees and increasing their potential. The object of the study is the process of managerial decision making by business leaders on an innovation and investment bases. The research was conducted inductively (by collecting and analyzing qualitative data) and deductively (through generalization of theoretical questions based on a systems approach), which was made possible by analyzing of synergetic transformations of nonlinear self-organized dynamical systems such as society, economy and ecology. Measurement of variables was performed on the basis of sociological survey data. In 2013–2017, 15 small and medium-sized businesses in the northern, central and southern regions of Ukraine were surveyed in order to identify factors of their socio-economic development. The cluster sampling method was used to select the settlement. Socio-economic data was collected using verbal socio and psychological methods using unstructured and semi-structured approaches. The great flexibility of the method allows to obtain comprehensive information about the socio-psychological causes of behavior (for example, methods of management, motivation). Studies of the theory and practice of business management, development of social and industrial infrastructure are illustrated from the standpoint of their impact on small businesses and could be implemented in to the educational process and development strategy of the region. It is generally recognized accepted that the key factors for success in business are trend analysis, market research, long-term goals, business modeling, resource management, team building, and marketing planning, subject to appropriate staffing of business processes. The UN's proclaimed strategy for sustainable development outlined seventeen priority goals for the formation of society, which were reflected in the formation of corporate social responsibility of business entities. It needs to coordinate all activities of society with the surrounding space as a whole determine the level of organization of the business structure as components of smart-organization. Ensuring the sustainable development of the organization is based on the concentration of efforts of participants on the practical goals of the organization and the practice of understanding by management and employees of companies of the tasks facing it. People, their activities, enthusiasm and development is the basis of success of the organization. As a result of the introduction of the system of resource exchange, mainly due to the activation of human capital and attraction of innovation and investment potential in the form of technologies generated by individuals for communities, in particular in rural areas, the mechanism of internal institutionalization becomes involved. It is most active now in ancestral homesteads and ancestral settlements, which are founded by initiative educated youth (the average age of initiators of reverse urbanization is 35 years, 82 % of whom have higher education and activate the average investment flow to rural areas in the amount of 4 thousand US dollars annually per hectare). Thus, the entrepreneurial potential of the territory, estimated by the share of national wealth per capita for poor countries is 59 %, its activation through innovation, creativity and creative technologies can increase the share of human capital in national wealth to 80 %. The corresponding increase in human capital due to the development of tribal settlements will encourage an increase in the capitalization of the territory annually (in the case of revival in each region of one settlement with adjacent territories with an average area of 500 hectares, where 250 families will live) by 3.28 million dollars of United States, which is the source of the development of the newly formed united territorial communities.

The article reveals the problem of the formation of professional abilities of future preschool teachers in the context of European integration. The state of the problem under study in modern theory and practice is analyzed; clarified the features of the formation of professional abilities of future preschool teachers; the professional abilities of students -future preschool teachers in the process of educational activity are characterized. Possible ways of intensifying the movement of the modern professional educational system into the European educational and scientific community and promising areas for further research are identified. Exploring the problem of forming the readiness of future specialists in pre-school education to carry out professional activity in the context of European integration, one of the factors is: the transition from productive ideas to a real change of educational space, the implementation of effective retraining of future pre-school teachers, to technologically and methodically update the educational process, to raise the quality of education, to rely on the intrinsic motivation of future pre-school teachers. We have found out that the specificity of professional activity requires the teacher of higher education institution to have certain knowledge and skills, in particular, knowledge of forms and methods of implementation; possessing a system of advanced competencies in the field of technology of modeling, designing and realization of pedagogical process on the basis of features and values orientations of students; changes in traditional technology of interaction with students. During the preparation of the student-future specialist in pre-school education for the organization of professional activity, it is assumed that the teacher as a subject of the specified activity of a complex of special abilities, among which are analytical, communicative, research, reflexive, presentation abilities. They are in the skill to effectively carry out their professional activities and teach students; to activate their cognitive activity by posing educational problems; organize research activities of different levels of independence according to the individuality of each student.

The importance and value of pedagogical documentation in the Re[1]public of Croatia is emphasized by the National Curriculum for Early and Pre[1]school Education (OG 01/15). However, in practice there is a different under[1]standing of it, which is a reflection of the theory and practice divide. The divide is perpetuated by other acts and regulations that govern different segments of the educational system. This paper seeks to define pedagogical documentation in the light of the contemporary paradigm of early and preschool education and presents the content of current acts, standards and regulations regarding the definition of pedagogical documentation in relation to the National Cur[1]riculum. Although the harmonization of content around the definition of basic concepts does not guarantee their understanding and application in practice, it provides the same starting point needed for systematic quality change. Given that these are basic documents that regulate the work of educational institu[1]tions and have direct implications on quality, their compliance with each other and with modern theory is necessary.

In the context of humanization and democratization of the educational space, the issues of comprehensive development of preschool-age child, development of his creative potential, national consciousness, independence and formation of interaction skills with other people become especially relevant. The development of the theory and practice of preschool education in Ukraine makes it possible to state today the forms today, methods and techniques of the educational process are being improved. Today there is a need for purposeful development of logical methods of thinking of preschoolers, which is provided, first of all, in the process of formation of elementary mathematical representations. The main place in this process belongs to the development of cognitive interest of preschoolers. The article has shown that it will have a positive effect on the expansion of the outlook of preschool children and will help to consolidate basic mathematical ideas of creating such an educational environment, when these classes will be combined with the use of means of choreographic influence. The purpose of the article – using elements of rhythm and choreography to integrate mathematical content in the play activities of preschool children. A search and bibliographic tool is used to collect, accumulate, and describe the necessary information sources by us; analysis and synthesis – to organize the procedure of research search; methods of generalization and systematization – for rational processing of the obtained results. Today, in order to form a comprehensive picture of the world and the ability of students to apply their knowledge in typical as well as atypical situations, modern preschool education should be directed not at the acquisition of individual knowledge from different fields by children, but at their integration. Educators need to organize the educational-cognitive process so that it stimulates the cognitive-search, mathematical activity of children, develops the ability to make assumptions, find out contradictions, formulate decisions. The article substantiates the importance of using the kindergarten preschool institutions to entertain the potential of mathematical and choreographic play. Examples of such games are provided. Having been preparing children for study at the New Ukrainian School, the caregivers should pay particular attention to integrating logic and mathematical development with other artistic pursuits. In particular, the combination with various forms of choreographic activity is quite successful.
