This article presents an analysis of climate risks structure and effects on the Russian Federation's economic development. Despite the existed theoretical background, it is not clear about the leading risk factor, human adaptation to it, and the subsequent effect on the economy. This happens since some climate risks can be controlled; therefore, their impact on the regional economy is minimal. Thus, we are interested in the scope of certain climate risks affecting the Russian Federations economic situation. We have selected the North Caucasian Federal District because it is strongly susceptible to the most severe climate risks as droughts and floods. Considering the complexity of the climate risk formation process, we use mixed-methods. It allows identifying the quantitative component and analyzing the object in the framework of the existing theoretical background. During our research, we determined the cause of climate risk formation in the Russian Federation. With the collected empirical data for 2010-2013 regarding the level of drought, precipitation, and crop productivity, we have compared the region's economic situation with climate risks. It was determined that despite the clear manifestation of climate risks in the North Caucasian Federal District, the economic damage to the region is minimal due to the high level of the region's resistance to the existing threats and their localization. Nevertheless, guided by the theoretical and methodological basis of the topic under study and revised data on the migration loss of the region, we can assume that the North Caucasian FDs climate risks are expressed in the concept of climate migration, and this process has an increasing dynamic.

The article assesses the impact of internal and external factors on the economic security of the region in foreign trade activities. Negative consequences of the foreign economic activities on economic security of the Stavropol Territory are analyzed. Types of the risks enterprises may face when entering the foreign market are considered. Protectionist arguments in favor of pursuing a free trade policy are presented and argued, which implies a staged formation of a mechanism to efficiently counteract threats to the external economic security of the region.The study considers the level and dynamics of the main macroeconomic indicators of the subjects of the North Caucasus Federal District as compared to the average Russian achievements, the resource potential, problems of the economic development of the macroregion, prerequisites for the formation of the state policy on supporting the region. It substantiates the top priority directions of long-term socio-economic development of subjects in order to overcome the pervasive arrearage of the economy and social area.

Abstract Understanding the possible climate risks and potential economic losses of agribusiness in different regions is becoming a determining factor in the strategic planning of agricultural activities in the context of global warming. The purpose of this work was to assess the climate risks for agriculture in Russia. The study was conducted using techniques and tools of multivariate correlation analysis. The authors investigated the influence of deviations of the average monthly amounts of temperatures and precipitation from the average long-term values on the deviation of grain yields, using a set of data for 17 regions of the Central Federal district of Russia for the period of 2000-2019. The results showed that a smooth change in the parameters of heat and precipitation does not significantly affect the yield of grain crops. At the same time, increasing annual temperature variability and precipitation significantly reduce yields. An increase in the frequency of extreme events causes a growth in the probability of environmental and economic damage and the magnitude of climate risks. The maximum level of climate risk requires an appropriate adjustment of the agribusiness development strategy and the creation of an institution in society of fair compensation for damage caused by global warming factors.

The most progressive and promising model of spatial organization of food markets of the North Caucasus Russian Theatre is a cluster model. In the proposed methodology of the process approach to develop a structural model of agro-food cluster in the NORTH is cluster analysis. The regional food market as a single system, which combines production, marketing and consumption of foods with a specific hierarchy, is characterized by different relationships and proportions between its components and is an important an indicator of a country's economic development, achieving food security. Disclosure of potential in a market system, its effective use, taking into account regional particularities and specificities of the economy, improvement of the spatial organization and improving the efficiency of such a complex system as the regional food market is impossible without knowledge of its essence, principles of formation and operation. In this connection there was a need to develop modern methods of research, evaluation, analysis, improvement of structure and functional organisation of the regional food markets as an important factor for the socio-economic development the country. The novelty of the research lies in the fact that the clustering of agribusiness implemented taking into account the peculiarities of regional AIC on the basis of strategic management zones: industrial, conventional and organic. To determine the effectiveness of the cluster algorithm of its evaluation, which is based on the criteria of usefulness and survival in the conditions of the cluster in the region, which are defined using evaluation scales and weights the main factors utility and survival in the cluster.

The article provides an overview of the effects of the resonant impact of clusters on the ability of mountain areas to adapt to the modern realities of the technological level, as well as the ability to apply innovations, attract investment in the agro-industrial and tourist cluster. A panel of indicators is presented that provides correct comparability of achievements and reflects information for aggregation by various parameters of the economic and geographical indicators of the region: the national environmental rating of the subjects of the North Caucasus Federal District; indicators of sustainable development of the Russian Federation and the North Caucasus Federal District; investment risk of the republics of the North Caucasus Federal District; the main economic and social indicators of the RSO-Alania. It is established that the geoinformation study of the use of a multicomponent indicator of the state of mountain territories is the basis for determining the vector of their further socio-economic development and justifying appropriate management decisions to stabilize economic development. The peculiarity of the approach is the selection of criteria that will be used in the development of mechanisms for the sustainable development of mountain territories according to the target indicators, in accordance with the UN resolution "Transforming our world in the field of sustainable develop-ment for the period up to 2030".

The northern and border regions are remote from the main economic centers of the country. Geographical location is not only a limitation, but also a competitive advantage, which is determined by proximity to economically developed national economies and greater opportunities for interaction. The main goal of the study is to assess the impact of the geographical factor on development dynamics. The object of the study is the border northern regions of the NWFD, Russia and Finland. The study uses a set of methods and tools to analyze the dynamics of the development of territories with a border and northern location. Within the framework of this article, analysis is carried out on the basis of statistical methods of research. Analytical work is based on the information base of Rosstat and data from Internet sources. As part of the study, the level of Russian-Finnish relations in the investment component vector is determined. An assessment of foreign investment in the context of federal districts was made, which made it possible to distinguish the influence of the geographical location factor. Indicators of labor productivity in the national and foreign sectors in the regions of the North-Western Federal District have been determined. The dependence of the productivity indicator on the geographical location of the territory was investigated.The conclusions of the Territory, having a geographical position favorable for foreign economic activity, are not able to fully take advantage of its competitive advantages. The study identified a low level of dependence between geographical location and performance. The results will help to shape the directions of increasing this indicator and can be used in strategic and program documents.

SUMMARYClimate risk assessment in cropping is generally undertaken in a top-down approach using climate records while critical farmer experience is often not accounted for. In the present study, set in south India, farmer experience of climate risk is integrated in a bottom-up participatory approach with climate data analysis. Crop calendars are used as a boundary object to identify and rank climate and weather risks faced by smallhold farmers. A semi-structured survey was conducted with experienced farmers whose income is predominantly from farming. Interviews were based on a crop calendar to indicate the timing of key weather and climate risks. The simple definition of risk as consequence × likelihood was used to establish the impact on yield as consequence and chance of occurrence in a 10-year period as likelihood. Farmers’ risk experience matches well with climate records and risk analysis. Farmers’ rankings of ‘good’ and ‘poor’ seasons also matched up well with their independently reported yield data. On average, a ‘good’ season yield was 1·5–1·65 times higher than a ‘poor’ season. The main risks for paddy rice were excess rains at harvesting and flowering and deficit rains at transplanting. For cotton, farmers identified excess rain at harvest, delayed rains at sowing and excess rain at flowering stages as events that impacted crop yield and quality. The risk assessment elicited from farmers complements climate analysis and provides some indication of thresholds for studies on climate change and seasonal forecasts. The methods and analysis presented in the present study provide an experiential bottom-up perspective and a methodology on farming in a risky rainfed climate. The methods developed in the present study provide a model for end-user engagement by meteorological agencies that strive to better target their climate information delivery.

A technique based on Russia regions’ economic development analysis (on the example of human capital and labor productivity in the North Caucasian Federal District of Russia) by means of creation of econometric models related to labor productivity in regions of the North Caucasian Federal District of Russia has been realized. It has been shown that such a factor as an employed population’s education level is the important one in determining the labor productivity in the regions of the North Caucasian Federal District of Russia.
