Community empowerment efforts by the City of Padang BAZNAS is through a program that is used as a form of productive zakat utilization and the distribution carried out by BAZ must be prioritized to productive businesses and on target. From this description, the researcher formulated the problem in three research problem formulations, namely 1. How is the BAZNAS strategy of Padang City in empowering the poor with the requirements of the mosque/mushalla congregation. 2. How is the implementation of empowering the poor by the Padang City BAZNAS on the condition of being a mosque/mushalla congregation? And 3. What are the inhibiting and supporting factors of Padang City BAZNAS in empowering the poor on the condition of being a mosque/mushalla congregation? This research is a field research using descriptive qualitative method. The results of this study are the BAZNAS strategy of Padang City in empowering the poor with the requirements of mosque/mushalla congregation, it has been conducted since 2011. If the people who submit do not have an active certificate of this congregation it will not be served at BAZNAS Padang City. Implementation of the empowerment of the poor by the Padang City BAZNAS with the requirement to be a mosque/mushalla congregation, in the field there are found mosques or mushallas that provide convenience, however there are also mosque or mushalla administrators who are indeed selective in providing the certificate, even though they face challenges from the community around it. The inhibiting factor of Padang City BAZNAS in empowering the poor on condition of being a mosque/mushalla congregation is the lack of public understanding of the purpose of the inclusion of the active congregation certificate. While the supporting factors are the City of Padang BAZNAS has strength, there is support and assistance from the government, has experienced human resources, and has a strategic location on the edge of the road by the city of Padang.Keywords: Strategy, Baznas, Empowering, The Poor, Mosque Jama'ah

Abstract. Akad Ijarah is an agreement whose object is to redeem the benefits for a particular time, i.e. ownership benefits in return. Ijarah is divided into two kinds, namely Ijarah, which leads to the collection of remuneration (' ala al-A'yan) and Ijarah which leads to wages wage (' ala al-Asykhash) is a service.  The background of this research problem is many of which do wild parking or in the government of land road owned by no license but the parking man asks for a fee to the rider who entrust his vehicle to the event of the poll The wild. This research was conducted to answer three problems; 1. What is the concept of Akad Ijarah according to Fiqh Muamalah? 2. What is the implementation of wild parking rental at Sukahaji Bird market in Bandung? 3. How is the review of Akad Ijarah and regulation of the city of Bandung No. 3 year 2008 about the parking organizers to take a wild car rental? This method of research is a qualitative research method with the type of field research and the nature of qualitative descriptive research. The object of this research is Sukahaji bird market. The data collection techniques in this study are observations and interviews. The results of this study stated that: First, Ijarah is an agreement whose object of redemption benefits in return. Rukun Ijarah There are four, people who berakad, rent, Ijab Qabul, benefits. Secondly, the implementation of parking at Sukahaji Bird Market is divided into two, the official park with the land provided by the market and there are unofficial parking that eat the road. Thirdly, the transaction that occurred in the collection of wild parking rental has not been fulfilled and the requirements of Akad Ijarah and local regulations Bandung City No. 3 year 2008 about the operator of the regulation because there is no agreement in the withdrawal of parking fees, and land That is used does not have a permit to maintenance the parking lot or ownership of the benefits taken not its legitimate property. Keywords: Akad Ijarah, Fiqh Muamalah, wild car Rental collection, Local regulationsAbstrak. Akad Ijarah adalah akad yang objeknya penukaran manfaat untuk masa tertentu, yaitu pemilikan manfaat dengan imbalan. Ijarah dibagi menjadi dua macam yaitu, Ijarah yang mengarah kepada pengambilan imbalan (‘ala al-a’yan) dan Ijarah yang mengarah kepada upah mengupah (‘ala al-asykhash) yaitu bersifat jasa.  Latar belakang masalah penelitian ini banyak yang melakukan parkir liar atau di badan jalan lahan milik pemerintah dengan tidak memiliki ijin akan tetapi tukang parkir meminta biaya kepada pengendara yang menitipkan kendaraannya sehingga terjadinya pemungutan secara liar. Penelitian ini dilakukan untuk menjawab tiga rumusan masalah; 1. Bagaimana ketentuan Akad Ijarah menurut Fikih Muamalah? 2. Bagaimana pelaksanaan pengambilan sewa parkir liar di Pasar Burung Sukahaji Kota Bandung? 3. Bagaimana tinjauan Akad Ijarah dan Peraturan Daerah Kota Bandung No. 3 Tahun 2008 tentang Penyelenggara Perparkiran terhadap pengambilan sewa parkir liar? Metode Penelitian ini adalah Metode penelitian kualitatif dengan jenis penelitian lapangan dan sifat penelitian deskriptif kualitatif. Objek penelitian ini adalah Pasar Burung Sukahaji. Teknik pengumpulan data dalam penelitian ini adalah observasi dan wawancara. Hasil penelitian ini menyatakan bahwa: pertama, Ijarah adalah akad yang objeknya penukaran manfaat dengan imbalan. Rukun Ijarah ada empat, orang yang berakad, uang sewa, ijab qabul, manfaat. Kedua, pelaksanaan parkir di Pasar Burung Sukahaji terbagi dua, parkiran resmi dengan lahan yang disediakan oleh pihak Pasar dan ada parkiran tidak resmi yang memakan badan jalan. Ketiga,  transaksi yang terjadi dalam pengambilan sewa parkir liar belum memenuhi rukun dan syarat akad Ijarah dan Peraturan Daerah Kota Bandung No. 3 Tahun 2008 tentang penyelenggara perpakiran karena tidak ada perjanjian dalam penarikan biaya parkir, dan lahan yang digunakan tidak memiliki ijin penyelenggaraan tempat parkir atau kepemilikan manfaat yang diambil bukan milik sah nya.Kata Kunci : Akad Ijarah, Fikih Muamalah, Pengambilan Sewa Parkir Liar, Peraturan Daerah

This developing area provides a very wide potential in the development as an area that has excellent products or development projects in Bandung. Cigondewah area has the potential to become this area as a creative industrial area that can support the income of the people and the city of Bandung. Cigondewah is one of the areas known as the Cigondewah environment and surrounding areas as a creative industrial area about the utilization of textile industry waste that sells the rest of cloth from factories around the city of Bandung. The area of Cigondewah grows and develops with the uniqueness of the community itself that will take advantage of opportunities from the textile industry, homes along the road corridor that turns into the shelter, the community into warehouses and shops to sell fabrics.It is also the aim of the government to promote and develop tourist areas Cigondewah for the future to be better again to enhance the identity of the area Cigondewah as a tourist area fabric shopping in the city of Bandung. This study aims to determine the development of creative industries in Cigondewah. Cigondewah Textile Tourism Area of Bandung City, especially Capacity Building, to show the identity and image of Cigondewah area as a textile tourism area in Bandung City. The identity of Cigondewah area which is currently called Cigondewah as Tourism Shopping Area Cloth. From this research is expected to give an idea that the environment is in the corridor Cigondewah road.

ABSTRACT  Related to the implementation of the Regional Regulation (Perda) about the increase in parking rates at the edge of the road prone to congestion in the city of Bogor ratified and entered into force on July 2, 2012, The first location that imposed this tariff is the Way Suryakencana and Jalan Siliwangi Bogor and the second location is the application of The Government through the Department trials Traffic Transportation (DLLAJ) Bogor City gets a reaction from the people around Jalan Suryakencana. Enactment of the increase in parking rates at Jalan Bogor Suryakencana expected to reduce illegal parking of vehicles in the area, which has been causing congestion. With parking rates that have been enacted many road users who park their vehicles in multiple and indiscriminate. The method used in this study is empirical juridical approach. The study, based on an inventory of positive law, the discovery of the principles of law and legal discovery inconcretto, which include observation of empirical operationalization of law in society. The conclusion from this study is the basis of the application of the levy Parking Services Bank Public Road, especially in the city of Bogor is Law No. 28 of 2009 on Regional Taxes and Levies and Regional Regulation No. 4 of 2012. Implementation of Regional Regulation No. 4 of 2012 on Increase Rates Parking is not yet fully effective this is due to high payments also has not been matched with adequate services, the responsibility for the damage and loss still be a burden for the owner of the vehicle so that the functions and responsibilities of the government that deal with parking problems is questionable. Impact parking tariff policy to demand that any increase in the parking rate of 10 percent would result in a decrease in the use of parking of 0.7 -0.8 percent, increase use of public transport and cycling amounted to 3.71 percent of 0.9 percent. This figure is even greater in the short term, when applied can lead to a new increase in the elasticity to be about - 0.28., Where the parking lot reducing the length of parking time and reduce the amount of parking.  Keywords: Regional Regulation, Rates Parking, Traffic Order

Geographical Indication is a sign used on goods that have a specific geographical origin and has the quality or reputation is based on place of origin. In general, Geographical Indications is the name of the place of origin of such goods. Agricultural products typically have qualities that are formed from the place of production and are influenced by local factors are specific, such as climate and soil. Sub Tambakroto Sayung is one of the District in the city of Demak, which has the potential to geographical indications. The potential of geographical indications which are owned by the city of Demak District Tanbakroto Sayung have the geographic conditions, natural resources, agricultural products, crops and cultural traditions. The problem in this research are: 1). Potential geographical indication of what is owned by the District of Demak TambakrotoSayung? 2). What policies adopted to improve the welfare of society through excellence geographical indications in the District of Demak Tambakroto Sayung? This study aims to: 1). Register geographical indications advantages possessed by Tambakroto Sayung District of Demak, 2). Knowing the supporting and inhibiting factors in empowering excellence Tambakroto Sayung geographical indications in the District of Demak, 3). Produce a model of community empowerment based on the superiority of geographical indications in the DistrictTambakroto Demak.This research was carried out by empirical methods juridical approach. The specifications used in this research is descriptive analysis. The location of this research is in DistrictTambakroto sayung Demak. The research data collected by way of interviews, documentation and direct observations in the field.The results of this study is the potential for geographical indications which are owned by the District Sayung the fruit tempe and lontong  fruit. Sub Tambakroto Sayung has advantages over other regions in wilyah city of Demak. Excellence is the product of geographical indication in the form of fruit tempe and lontong fruit known by the name of the tempe and lontong tambakroto. Potential is the potential for geographical indications that have long existed in the district since Tambakroto But this time the potential was nearly extinct where the biggest factor is masyarat nor the relevant local government is not keeping well and not doing it continuously for the potential development of geographical indication. Development and empowerment are preferred to be done in maintaining the geographical indication products Tambakroto District. After that application was made for the protection of geographical indication products. Steps are still far to be done but it is not impossible to do. District policy has not led to concrete Tambakrotoin pengupayaaan, empowerment and development of products of geographical indication Tambakroto District. Initial thing to do is perform on the public understanding of the meaning of Sub Tambakroto importance of geographical indication of products that have been owned by the community such Tambakroto District. Geographical indication of products that have been developed and empowered as optimal as possible will support the welfare of the people own Tambakroto District. Elderly was someone who was at the age of 60 years and older with conditions of reduced function of the health, social and economic.The condition was often the elderly had problems in terms of neglected or abandoned by families and communities. Overcoming the problems of the elderly in neglected or abandoned, the government has been providing social welfare institution of Tresna Werdha Sinta Rangkang for the elderly. Social welfare institution was a residence for the elderly who did not had a place to stay with the purpose of empowering the neglected elderly and abandoned. However, such observations can be in social welfare institution have a policy that only receives elderly healthy and independent. In fact, that should be more in need were elderly who were not in these circumstances in order to be empowered in this social institution.Then, with the issue of this study discusses the role of government to the elderly at social welfare institution of tresna Werdha Sinta rangkang in the city of Palangkaraya. The formulation of the problem, namely: (1) What is the role of government on the economy of the elderly in the city of Palangkaraya. (2) How is the role of government to the elderly in Social Welfare Institution Tresna Werdha Sinta rangkang.This study, a field research using qualitative descriptive approach.The object of this study is the role of government in the city of Palangka Raya and the research subject is the section head elderly Provincial and head of the Social Welfare Institution of Tresna Werdha Sinta Rangkang in the city of Palangkaraya. Methods of data collection by observation, interview and documentation. This results indicate that the function of government on the economy of the elderly in the city of Palangka Raya with the function of community empowerment through productive economic business assistance program. The assistance was in addition to venture capital for income elderly. Then the role of the government to social welfare institution Tresna Werdha Sinta Rangkang with service function society through meeting the needs of the elderly both in compliance with food and clothing and health care. It was the role of government to the elderly was maximal however, further enhanced by not limiting the client acceptance process

This study aims to evaluate and prioritize the various forms of strategic programs at the Bandung City Government in strengthening the economy and increasing purchasing power of the people in the city of Bandung based on public policy analysis. This study is comprehensive covering macro aspects, namely the potential and economic profile as well as the Human Development Index (HDI) and micro aspects, namely the external and internal environmental analysis relating to economic policy on purchasing power. Furthermore, evaluation and economic policy priorities in an effort to increase the purchasing power of the city of Bandung. There are few steps or effort in evaluating various forms of local government strategic program Bandung in economics in order to increase the purchasing power of the city of Bandung, namely: 1) Observing the potential and the problems by SWOT analysis (strengths, weaknesses, opportunities, threats). 2) Evaluation and prioritization of programs of economic analysis AHP (analytical hierarchy process) and connect it to the macroeconomic indicators Bandung. In conducting the evaluation and priority, strategic programs are done also based on the study of literature and discussions with experts. The number of respondents in this study is 15 (fifteen) and sampling was done by purposive convenience sampling. Based Matrix EFAS (External Strategic Factors Analysis Summary) shows that the Bandung City Government is in a strong position to exploit the opportunities that exist to minimize the threats that will arise with regard to the external factors that affect the purchasing power of the city of Bandung. The Government of Bandung can utilize the opportunities, which are significant factors, in order to increase the purchasing power of the people. These are plans such as: the Central Government Policies Regarding Rice for the Poor (RASKIN), Health Insurance for the Poor (insurance for the poor), and the School Operational Assistance (BOS), National Program Community Empowerment (PNPM), the People's Business Credit (KUR) with Interest Subsidy to Help Low Income Communities . Furthermore, from the results of Matrix IFAS (Internal Strategic Factor Analysis Summary) shows that the Bandung City Government is in a relatively strong position to use and harness the forces that exist to minimize the shortcomings encountered in efforts to improve the people's purchasing power. Internal factors that significantly influence the increase in purchasing power of the city of Bandung are the strong commitment of the Government of Bandung to increase purchasing power. Meanwhile, the biggest disadvantage factor and should be watched and minimized by the Bandung City Government in improving the purchasing power of the city of Bandung is a "Weak Monitoring and Evaluation Capability Strengthening Program Buy". The estimation results of AHP (analytical hierarchy process) to local agencies regarding the analysis of preference evaluation of Government programs of Bandung in economics in improving and strengthening the purchasing power suggests that external factors are the priority aspects. Meanwhile, based on analysis of the preferences of businesses, communities and government agencies to the actors who play an important role in strengthening the purchasing power of the city of Bandung show that the relevant local government agencies play an important role in influencing people's purchasing power state through a set of policies and programs it has taken.

AbstractThis work analyzes evidence of the resistance of poor shantytown dwellers during Brazil's First Republic period (1889–1930), which corresponds to the emergence and consolidation of these favela settlements into the city of Rio de Janeiro. This text not only addresses the different forms of resistance practiced by shantytown residents during the attempts by the government to demolish their homes, but also pays special attention to the years between 1907 and 1927 when the people of Morro da Favela (currently Morro da Providência) ensured the permanence of their houses through street protests.

Kulon Progo Regency is one of the districts that has many innovations, one of which is community empowerment in collaboration with a modern shop abbreviated as the shop name owned by the people (tomira). This research was motivated by the achievements of the Kulon Progo district government in carrying out development and innovation in the development of the Kulon Progo region by fully involving the Kulon Progo district community through community empowerment. This initiative was taken by the government of Kulon Progo Regency to improve community empowerment and protect the people of Kulon Progo Regency from various economic threats. Considering that in the past few years many modern shops have mushroomed in each district/city, so this is what makes Kulon Progo Regency move quickly to empower the community by collaborating between MSMEs or cooperative with modern shops. This study uses a qualitative method which case study approach. With the empowerment that has been done, the original products of Kulon Progo Regency or local products can be traded in modern stores so that local products in Kulon Progo Regency can compete with national products in these modern stores. The existence of such cooperation will indirectly improve the image of Kulon Progo Regency and lift the original products of Kulon Progo Regency. The lifting of the original products of Kulon Progo Regency will have a positive impact on the community, where indirectly the economy of the community will increase so that there will be prosperity for the community. Kabupaten Kulon Progo adalah salah satu kabupaten yang memiliki banyak inovasi, salah satunya adalah pemberdayaan masyarakat bekerja sama dengan toko modern disingkat nama toko yang dimiliki oleh masyarakat (tomira). Penelitian ini dilatarbelakangi oleh pencapaian pemerintah kabupaten Kulon Progo dalam melakukan pengembangan dan inovasi dalam pengembangan wilayah Kulon Progo dengan melibatkan sepenuhnya masyarakat kabupaten Kulon Progo melalui pemberdayaan masyarakat. Inisiatif ini diambil oleh pemerintah Kabupaten Kulon Progo untuk meningkatkan pemberdayaan masyarakat dan melindungi masyarakat Kabupaten Kulon Progo dari berbagai ancaman ekonomi. Menimbang bahwa dalam beberapa tahun terakhir banyak toko-toko modern telah menjamur di setiap kabupaten/kota, jadi inilah yang membuat Kabupaten Kulon Progo bergerak cepat untuk memberdayakan masyarakat dengan berkolaborasi antara UMKM atau bekerjasama dengan toko-toko modern. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus, dengan metode yang digunakan adalah dokumentasi. Dengan pemberdayaan yang telah dilakukan, produk asli Kabupaten Kulon Progo atau produk lokal dapat diperdagangkan di toko modern sehingga produk lokal di Kabupaten Kulon Progo dapat bersaing dengan produk nasional di toko modern ini. Adanya kerjasama tersebut secara tidak langsung akan meningkatkan citra Kabupaten Kulon Progo dan mengangkat produk asli Kabupaten Kulon Progo. Pencabutan produk asli Kabupaten Kulon Progo akan berdampak positif bagi masyarakat, di mana secara tidak langsung perekonomian masyarakat akan meningkat sehingga akan ada kesejahteraan bagi masyarakat.

ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. Citizens of our country face municipal complications like Street damage, Street cleaning, Garbage bin overflowing, light post damage, wa-ter outage etc. They started to register their complaints with advanced technologies. The complaint registration has many ways to file their complaints, it makes easier to register the complaint and saves our time. To solve these types of complications, we are going to implement a web application that helps the people to intimate about their issues directly to the government officer. So when the people iden-tify any complications in the city`s environment then, the government officer will solve the complications through his web portal. This will minimize time as well as money to go to an office for complaint registration. If the problem solved by those subjective then user will get the problem solved message. Otherwise, the problem will be again send to higher authorities to take action about it. The message alert will hap-pens repeatedly until the problem gets solve. Only the authorized persons have the rights to create the account by using aadhar card etc.
