In the article, a comprehensive analysis of theoretical aspects of the formation of “e-government” was carried out in the context of the development of new state management. Factors affecting the formation and development of e-government in Russia have been identified.The authors argue that the application of new and improved e-government tools is an important task in the context of improving the efficiency of public and municipal governance. The use of “e-government” technologies and tools makes the process of public administration more open, as citizens receive the necessary level of awareness about the results of the activities of public authorities. The advantages of developing interactive interaction between state administration bodies and citizens through expansion of activities of state ports, multifunctional centers of provision of state and municipal services, as well as state automated systems are justified.

The article is devoted to research of theoretical problems of the concepts of the subject and object of public marketing. The definitions of these concepts are considered in the article, the evolution of their development is studied. The article provides an analysis of the main approaches to the notion of subjects and objects of public marketing, their relationship and role in the processes of public marketing. The authors proposes concrete approaches to their systematization. These approaches allow us to identify specific types of public marketing and their main characteristics. Relying on the analysis of the concept of “subject of public (state) management”, it is concluded that as bodies of state marketing, most often act as executive bodies of state power. In this case, the following levels of marketing subjects in the system of public administration are allocated: the highest level of executive power; Branch central bodies of executive power; Local government bodies; Separate government agencies. It is noted that the diversity of subjects of public marketing is explained, first of all, by the dependence on the tasks of the state and municipal government, the possibilities of introducing the marketing concept of these subjects and certain characteristics of the said objects of state marketing. It is noted that the concept of “subject of public marketing” is not always the identical notion of “subject of public administration”. First, not all public authorities are subjects of state marketing. In some cases, this is not appropriate, for example, in the activities of the Ministry of Defense of Ukraine or the Ministry of Internal Affairs of Ukraine. Secondly, state marketing is just one of many alternative management concepts, which is not always the most effective in the public administration system.

The modernization of the management system and the knowledge management model is needed in the context of the public administration reform, taking into account the concept of decentralization and Good Governance. That is why the article focuses on the author’s approach to substantiating the formation of a modern knowledge system in public management and administration in Ukraine. It is proved that the approach to the knowledge system formation should be based on the identification of the needs of public administration objects. The need to comply with the necessary diversity law for a management subject of public entity regarding its knowledge of the entity has been identified. The content of the principle «from general to specific» for the objects of public administration is considered. The formation structure of the basic knowledge system in the public sphere is presented, which unites a number of blocks. The first block deals with the system of basic knowledge of public management and administration. The second block deals with the idea of a public authorities system at different levels. The third block concerns the formation of basic knowledge about public service. The fourth block concerns the formation of a basic knowledge system about current trends in the development of domestic public administration. The fifth block deals with the knowledge about the development and implementation of public policy and implementation of public administration. The sixth block deals with the consideration of public administration as a deliberate activity to establish internal procedures and processes in public administration to ensure their smooth functioning. The seventh block concerns the knowledge system for ensuring social stability. The eighth block is a glossary of basic terms and the ninth is a bibliography. The proposed approach is the scientific substantiation of the development of educational and professional programs of the basic textbook and standards for the specialty 281 – «Public Management and Administration». Governments are showing an interest in, or incorporating, gamification into their governance processes and/or services to citizens. The article describes the concept of gamification, examines its potential from the point of view of using elements of the game in public administration, for example, on the websites of authorities and special platforms, as well as in offline mode. The conclusion is made about the goals of introducing gamification into the practice of public authorities. The state administration can not only be the author of these projects, but also assist civil society institutions (public associations, citizens) in their development.

The article describes some peculiarities of using the basic approa- ches of state administration for professional and amateur arts. It is established that for the State it is necessary to provide an assistance to artistic development in all spheres of its appearance. The use of an indicative approach to profession- al and amateur art management is recommended. It is revealed that indicative state management of art will be able to transform the subjects of management into the subjects of responsibility, who will achieve clearly defined spiritual and educational tasks and become accountable. This will contribute to systematic assessment of the practice of state and municipal management of professional and amateur art and will allow to adjust educational policy at all levels of govern- ment — the state, the region, the settlement, a separate union of artists.It is proved that the formation of professional and amateur arts in the system of public administration should take place through the process of understanding the aspects of individual and group behavior, the system analysis, planning methods, motivation and control, quantitative methods and decision making. Applying the philosophical approach to the problem under study, I believe that a healthy soci- ety can not be imagined without art. Man in its essence tends to be beautiful, to recreate the surrounding world through the prism of their own feelings of objec- tive reality in works of art. That is why, for the state, it is extremely necessary to ensure the promotion of artistic development in all areas of its manifestation.It is noted that one of the main approaches of the state administration to the formation of professional and amateur art is the author of this article considers the philosophical approach. There are also special connections of personality and social factors that determine the spiritual crisis of man.

The article is devoted to topical issues of public administration tasks in the implementation of public service activities in the field of urban planning. The author notes that the analysis of the types of administrative services provided to entities (individuals and legal entities) determines the low level of development and some uncertainty in the regulations for the provision of such services. It is noted that the service state is formed from a number of important and interconnected elements, one of which is its social purpose, which is manifested in the activities of public authorities in the process of providing public services. The article defines urban planning activity as a system with polysubjective composition, as it is a purposeful activity of state bodies, local governments, enterprises, institutions, organizations, citizens, associations of citizens to create and maintain a full living environment, which includes forecasting development settlements and territories, planning, construction and other use of territories, design, construction of urban planning facilities, construction of other facilities, reconstruction of historic settlements while preserving the traditional nature of the environment, restoration and rehabilitation of cultural heritage sites, creation of engineering and transport infrastructure. It is emphasized that when studying the public service activities of public administration bodies, it is necessary to take into account the fact that the improvement of the procedure of its implementation and legislative regulation and regulation has not only service but also law enforcement content. Based on the identified aspects of public service activities of public authorities in the field of urban planning, it is possible to formulate such tasks that should help create appropriate conditions for individuals and legal entities, under which the latter are able to effectively implement and protect their rights guaranteed by law. , freedoms and legitimate interests: development and implementation of effective tools, methods and techniques of service policy in the field of urban planning; introduction of clear mechanisms for the provision of services by public authorities and further implementation of the Unified State Electronic System in the field of construction, etc.

Abstract Available data on internet use by citizens indicate that participation in social networking represented one of the most common online activities in the EU-28 in 2016. Social media have been perceived as new tools that can enhance participation and inclusion of citizens and other important stakeholders in public decision-making for several years. According to available literature, the use of social media may also drive innovation in public service delivery and government operations. Research on the use of social media by Czech public authorities is rather limited and is still in its beginnings. Th e paper outlines results of web-based analysis that focused on the use of Facebook (FB) by Czech regions. Findings on practices of 13 regions (i.e. all regions in Czechia, excluding Prague for its specifics) are presented. They clearly indicate that FB is used particularly as a one-way communication channel only for some kinds of information, rather than an instrument for including citizens into public deliberations. This is in compliance with research on practices in developed as well as in transition countries. Data also show rather heterogeneous practices related to types of information that are published on FB profiles of Czech regions.

The paper deals with the concept, essence and purpose of anti-corruption monitoring in public administration. The author carries out a comprehensive analysis of the main directions of anti-corruption monitoring exercised by the relevant officials of state bodies. The paper examines provisions of normative legal acts at the Federal level and at the level of constituent entities of the Russian Federation that envisage the order of anticorruption monitoring, as well as the powers of participants of this direction of combating corruption in public administration. The author gives examples of reporting documents of anti-corruption monitoring of some public authorities and gives his own assessment of their content. The author substantiates the proposals for amendments and additions to the federal anti-corruption legislation in order to consolidate anti-corruption monitoring as one of the most important tools to combat corruption.

The purpose of the article is a comprehensive analysis of communication technologies of interaction between society and public administration and administration. It is emphasized that one of the functions of public authorities is communicative. The importance of establishing a communicative process in the system of public administration and administration as a dialogue and interaction between equal actors, where the use of direct information channels and feedback channels should be balanced and manifested through various electronic forms of participation. There are three main models of electronic participation: management model; consultative model; participation model. It is substantiated that the availability of a developed information infrastructure is a condition and indicator of the effective-ness of public administration and the use of information and com- munication technologies is associated primarily with the implementation of the e-government project. It has been proven that in order to increase the efficiency of public administration and administration by transforming the existing bureaucratic system, it helps to make it more flexible and adapted, less hierarchical and regulated, and to make the transition to post-bureaucratic organizations. Transferring the service to electronic form eliminates the negative, dysfunctional practices inherent in modern bureaucracy. The study found that the reforms taking place in the system of electronic communication of public administration and society are to some extent ambivalent and contradictory. It has been proven that without broad administrative reforms aimed at improving the functioning of the state apparatus, the introduction of e-government technologies will not be effective and will be reduced to long and unsuccessful attempts. One way out of this situation is to adopt a new theoretical paradigm of administrative reform, in which e-government will cease to be a complement to bureaucratic structures, and systematic management of all administrative processes to achieve the end results will become a central part of public administration.

The purpose of the study is to provide scientific and theoretical substantiation of the organizational and legal foundations of the development of the public service institution in Ukraine. It is proved that an important direction of organizational and legal development of the civil service institute is the increase of the efficiency of public administration, qualitative increase of the personnel potential of the civil service. Study of the main areas of organizational and legal support of public administration has allowed to determine the priorities for the development of the civil service in Ukraine. The research revealed that the effectiveness of public administration is determined by its ability to operate with modern tools of analysis, modeling and forecasting, which depends on the organizational structure of management. The results of the research show that the development of the Ukrainian state depends to a large extent on the qualitative leadership of the state-management structures, on the personal professional level of the manager, on the presence of progressive orientations, vigor and responsibility.
