Abstract Available data on internet use by citizens indicate that participation in social networking represented one of the most common online activities in the EU-28 in 2016. Social media have been perceived as new tools that can enhance participation and inclusion of citizens and other important stakeholders in public decision-making for several years. According to available literature, the use of social media may also drive innovation in public service delivery and government operations. Research on the use of social media by Czech public authorities is rather limited and is still in its beginnings. Th e paper outlines results of web-based analysis that focused on the use of Facebook (FB) by Czech regions. Findings on practices of 13 regions (i.e. all regions in Czechia, excluding Prague for its specifics) are presented. They clearly indicate that FB is used particularly as a one-way communication channel only for some kinds of information, rather than an instrument for including citizens into public deliberations. This is in compliance with research on practices in developed as well as in transition countries. Data also show rather heterogeneous practices related to types of information that are published on FB profiles of Czech regions.

The literature argues that leadership is required to bring in cultural changes to support the use of web-based tools and links familiarity with successful adoption. Yet, little research exists exploring how these issues influence senior leaders' use of Web 2.0 and social media in a government bureaucracy. This study uses a mixed methods approach to look at senior leaders use and adoption patterns in the Ontario public service, to probe the concept of familiarity by understanding the relationship between home/personal use and work/professional use, and to contribute to an emerging public administration area. An assessment of government of Ontario Internet and intranet sites, an analysis of survey responses from 117 senior leaders in the OPS and information gathered from interviews support the study's findings.

The modernization of the management system and the knowledge management model is needed in the context of the public administration reform, taking into account the concept of decentralization and Good Governance. That is why the article focuses on the author’s approach to substantiating the formation of a modern knowledge system in public management and administration in Ukraine. It is proved that the approach to the knowledge system formation should be based on the identification of the needs of public administration objects. The need to comply with the necessary diversity law for a management subject of public entity regarding its knowledge of the entity has been identified. The content of the principle «from general to specific» for the objects of public administration is considered. The formation structure of the basic knowledge system in the public sphere is presented, which unites a number of blocks. The first block deals with the system of basic knowledge of public management and administration. The second block deals with the idea of a public authorities system at different levels. The third block concerns the formation of basic knowledge about public service. The fourth block concerns the formation of a basic knowledge system about current trends in the development of domestic public administration. The fifth block deals with the knowledge about the development and implementation of public policy and implementation of public administration. The sixth block deals with the consideration of public administration as a deliberate activity to establish internal procedures and processes in public administration to ensure their smooth functioning. The seventh block concerns the knowledge system for ensuring social stability. The eighth block is a glossary of basic terms and the ninth is a bibliography. The proposed approach is the scientific substantiation of the development of educational and professional programs of the basic textbook and standards for the specialty 281 – «Public Management and Administration». The chapter examined the impact of social media on information retrieval among undergraduate students in Faculty of Management Science, University of Ilorin. It determined the social media network that undergraduate students are more exposed to for retrieving information, identifying the differences in undergraduate students' usage of social media network for information retrieval based on gender and age brackets, exploring preference for social media compared to other sources of information retrieval system available for students, exploring the types of information retrieved from social media network, and identifying the challenges faced by undergraduates in the use of social media networks. The population of the study was comprised of 3,634 students out of which a sample of 360 was chosen through stratified random technique. A self-designed questionnaire was used to collect data. Five research questions were developed and answered by the study. The findings revealed that undergraduate students' exposure to social media is very high.

Social media has become an integral part of many people's lives around the world. The main use of this communication channel is to connect with social circles. It is also widely used for commercial and business purposes. Governments are also keen to use social media as an alternative to the traditional communication channels. Nonetheless, when the level of use of social media in the government is compared to other fields, a clear gap becomes apparent. This chapter investigates the adoption of social media as a communication channel between citizens, public agencies and government departments; and considers a wide range of factors that affect the issue from the perspective of public agencies. This chapter presents an extensive literature review and proposes a framework that organises the critical factors that affect public agencies' efforts while implementing social media. We also provide a list of hypotheses to validate and evaluate the significance of these factors.

In this chapter, the authors argue that social media and Web 2.0 technologies have the potential to enhance government responsiveness, representation, citizen participation, and overall satisfaction with the public policy-making process. To do that, this chapter suggests the dialectical approach of a new E-government maturity model through both New Public Service and Social Construction of Public Administration views. Then, they provide guidance to practitioners who are responsible for developing social media and Web 2.0 strategies for public service organizations. Finally, to provide guidelines for public administrators, this chapter argues that the “public sphere” should be redefined by citizen’s online social networking activities with public administrators and capacity building activities among practitioners in public service agencies through their use of social media and Web 2.0 tools.

Abstract In today’s turbulent environment it is difficult to imagine a modern company knowingly waives the benefits of electronic communication. Simultaneously there is a multitude of companies that misuse these tools, that makes their actions usually having exactly opposite results of intended. Due to advantages of the Internet as a communication channel and effective advertising medium, more and more companies decide to invest into it. In Poland in 2013, with nearly 7 billion of PLN spent on advertising, more than 21% was invested in online promotion. Furthermore, Internet as an advertising channel of communication is the only one noting regular annual increase in spending on advertising campaigns in comparison to other media. This article is an attempt to show the merits of building companys’ competitive advantage with the use of Internet and particular regard to social media. It presents both own model on-line communication and the results of research among 11 largest retail banks in Poland and opinions of their 1800 customers.

Social Networking Sites (SNSs) are web-based facilities that allow for social interaction, sharing, communication and collaboration in today's world. In the current study, patterns of use of social media among students at a public Midwestern university are examined. In addition, students were surveyed regarding concerns for privacy and trust and whether concerns differed by gender, ethnicity, employment and relationship status. The survey data gathered from students suggest that students mostly used SNSs from less than one hour to about 3 hours a day and for communication and maintaining relationships. Students also had academic uses for SNSs. Even though concerns for privacy and trust exist, they did not differ by gender, employment and relationship status and students are still willing to use SNSs. The findings from this research have implications for various stakeholders especially instructors who may be considering the use of SNS for academic purposes.

This article presents an approach to teaching how social media impacts the public-sector workplace. Social media creates new challenges for both public administration practitioners and teachers. Yet, the topic does not yet have wide-scale discussion in the public administration education literature. After a review of four approaches to public administration (managerial, legal, political, and ethical), we developed a fictional social media case that was administered in an email survey to a sample of 50 graduates of a Master of Public Administration (MPA) program (37 responded and completed the survey). The case involves a local government employee whose employer wants to terminate because of the employee’s use of social media following a city council meeting. The results of our survey provide insight into how administrators would deal with the situation presented in the case and leads to the development of a series of questions for faculty using the case in their classroom. Our teaching case should provoke serious classroom discussions. Our study reveals the importance of the teaching and discussion of social media in public administration courses along with identifying continuing areas of future research.

Scholarly efforts to understand the use of social media during disasters have grown over the past decade, thanks to widely available data and powerful analytical tools. These efforts occurred in several academic fields, including disaster management, public administration, computer science, communications, and medicine. While such efforts have created a rich tapestry of perspectives, the ever-growing body of literature has become difficult to navigate. This article tackles this issue by painting a broad picture of the past, present, and future of the literature by analyzing metadata of 1,414 articles published on this subject. The results identify five important points. First, the literature on the use of social media during disasters has grown very rapidly in the past decade, but it is approaching a maturation point. Second, the literature is interdisciplinary in nature, and with the exception of medical journals, journals from different disciplines frequently cite each other. Third, the interdisciplinary nature of the literature comes from its intellectual roots. Fourth, the topography of the literature consists of a small number of core journals that publish a significant number of articles and a large number of journals in the periphery that occasionally publish relevant articles. Finally, the article discusses the challenges facing the future of the literature and makes suggestions.
