Article analyzes federal, regional and municipal programs of tourism development in the territory of the Russian Federation. Comparison of programs of various levels allows to draw a conclusion on identity of the main approaches to their development and, as a result, lack of accounting of levels of public administration and regulation, territorial distinctions, distinctions in powers of authority and opportunities of bodies of the state, regional and local government. The author on the basis of the carried-out comparative analysis formulates need of forming different purposes in case of drafting programs of tourism development for different levels of authorities and territorial units. The article offers a system of distributing criterion functions and the tasks following from them on levels of public administration in case of drafting of development programs of the sphere of tourism in the Russian Federation. The author draws conclusions on the necessity for differentiated approach to management of the sphere of tourism depending on industry and sociocultural specialization of several regions of the country. These conclusions allow to develop further classification of regions of Russia on the basis of their suitability and prospects for the tourist infrastructure development and intensification of tourist flows. The system of stratification of the purposes and tasks, formulated in programs of tourism development, at the different imperious and territorial levels is offered. Thus, the article proposes scientific bases of forming purposes and tasks which need to be used when developing concepts, strategy and programs of development of the sphere of tourism. Using the conclusions contained in article will allow to change also cardinally the principles and methods of development of the state, regional and municipal programs of tourism development

This article is a further continuation of the work on the review of the foundations of public administration of the use of national resources in relation to the field of scientific and state scientific and technical activities in the Russian Federation. The basic functions of the state management of scientific and technical activity are considered from the system positions, the analysis of the existing legal regulation of preparation and acceptance of system of scientific specialties on which scientific degrees are awarded is carried out, system shortcomings of the approved nomenclature of scientific specialties on which scientific degrees are awarded are revealed. The substantiation of the classification system for “Nomenclature of scientific specialties for which scientific degrees are awarded” is carried out.

В статье рассматривается основной инструмент государственной культурной политики «Стратегия государственной культурной политики на период до 2030 года» и его роль в обеспечении сохранения культурного наследия Российской Федерации. Цель исследования заключается в выявлении значения данного инструмента для обеспечения сохранности памятников культуры Российской Федерации и развития этого сегмента культуры. Автором проанализированы основные положения Стратегии, результаты её влияния на сферу сохранения культурного наследия, обозначены основные проблемы государственного управления в исследуемой сфере. Научная новизна исследования состоит в обобщении результатов работы в сфере культуры в целом и управлении культурным наследием, в частности, а также в выявлении влияния Стратегии на сферу сохранения культурного наследия. The article deals with the main instrument of the State cultural policy «Strategy of the State cultural policy until 2030» and its role in ensuring the preservation of the cultural heritage of the Russian Federation. The author analyses its main provisions and its impact on the preservation of cultural heritage. The article identifies the main problems of public administration in the field of cultural heritage preservation.

The article considers the unity of executive power in the federative model of contemporary Russia to show that a single system of executive power within the Russian political-legal culture presupposes a hierarchical relationship between executive authorities of different levels. Such specifics of the relationship between the federal executive bodies and executive bodies of the subjects of the Russian Federation contradicts the idea of a vertical division of powers. The Russian model of federal relations is based on the fact that if the interests of the federation and its subjects are intertwined the best decision is not to isolate or separate the levels of power but rather to help them to interact, to provide a joint solution to the challenges of the state and its constituent parts. The author studied the federal legal acts and the practice of the Constitutional Court, in which the principle of the unity of the executive power was reinforced and evaluated. The article is based on the culturological approach as a kind of the system-structural analysis of law and other elements of social reality. This approach allows to consider the specifics of the Russian federalism as a special model of public administration in dynamics, and the corresponding institutions in their constant interaction and development. The formal-legal method allowed to identify the legal content of the principle of the state power system unity as the ‘cornerstone’ of the Russian federative structure. As a result, the article presents the following cultural-historical model of the Russian federative relations: it allows for widespread decentralization in the political sphere (by providing a list of objects of joint jurisdiction of the federal center and the subjects of the Russian Federation, and also - by residual principle - the exclusive legislative competence of the subjects), while the federal center strengthens centralization mechanisms in the administrative sphere (through the distribution of powers within the joint jurisdiction), thus, ensuring political competition under the tough statist principles in public administration.

Subject. This article analyzes the State programmes of the Russian Arctic regions aimed to implement natalist policies. Objectives. The article aims to identify and classify the tools to stimulate birth rate in the areas that are fully or partially within the Arctic zone of the Russian Federation. Methods. For the study, we used general scientific and statistical analysis methods, and the graphic visualization technique. Results. The article describes the fiscal, organizational, and economic tools to stimulate fertility in the regions of the Russian Arctic. The article notes the insufficient use of the available set of fertility incentives in the Arctic regions, as well as the lack of a systematic approach to their implementation. Conclusions. It is necessary to improve the State regional programmes of the Arctic regions of the Russian Federation in terms of a more complete and comprehensive use of birth rate stimulating tools.

This article discusses the role of social infrastructure in the framework of integrated development of territories. Analytical data is provided on the volume of the construction market, both in the Russian Federation and within the limits of St. Petersburg. In addition, methods for solving the problem of the need to increase residential development in the context of a shortage of territories for the integrated construction of residential premises are considered. Examples are given illustrating the implementation of various programs for the construction of social infrastructure in various regions of the Russian Federation, and possible ways of interaction between developers and state authorities are outlined.

The article analyzes the significance of the personnel policy of the civil service as one of the most important links in the chain of public administration. The concept of personnel policy of civil servants, its main goals and objectives, which determine the specifics of the considered institution of law, is revealed. Modern problems that hinder the development of the state personnel policy are presented. The author touches upon the issue of digitalization, changes due to this large-scale phenomenon that should be implemented in the field of personnel policy of the public service, as well as possible difficulties associated with such a transformation. It is concluded that the main function of the personnel policy of the civil service at present should be the search for the most competent specialists with a high level of professional training, since this directly affects the quality of public administration. The features of the state personnel policy in the United States of America are considered, the concept of “positive recruitment” is revealed. The possibility of introducing some elements developed by the American personnel policy of the civil service into the current personnel system of the Russian Federation is evaluated.
