The article reveals the main results of the research conducted by Russian State University of tourism and service in the 2016 on the development of recom- mendations for the creation of conditions for the concentration of tourism activity in the Noginsk Municipal District, consolidated investment plan and a system of program activities for the development of the tourism complex of the Noginsk Municipal District of Moscow Region. The study was commissioned by the Noginsk Municipal Administration with the aim of creating appropriate scientific, methodological and project proposals. A large-scale study of the tourist and recreational potential of the region has been carried out, and its main strategic message concluded in the thesis that realization of cultural and recreational components of the district will ensure the investment attractiveness and profitability of the industry in the long term. At the same time, the accelerated development of the industry is impossible without the restructuring of its management using project and program-target methods. The article notes that the thematic basis for the development projects of the tourist complex Noginsk municipal district should be the key elements of symbolic capital, which later will help build a series of values for the development of tourism products. As a linguistic form of positioning, the author proposes to use the slogan "Noginsk – the territory of faith, hope and love". The choice of the slogan is caused by the resource potential of the Noginsk district. The con- ceptual core of the topic "Noginsk is the territory of faith" is the saturation of the area by the objects of the Russian Orthodox Church. The author regards emotional ties of generations, nostalgic trends, military and historical heritage, history of industrial development, present and future of the district as conceptual nuclei of the topic "Noginsk – the territory of hope". The topic "Noginsk – the territory of love" is complementary and allows combining under the slogan other resources that are not included in the first two nuclei, since love is multifaceted.

The tourism development, based on domestic and entry consumer has recently become especially important in the modern Russian market of tourist services. It requires the development and implementation of new tourism business projects, effective implication of territories which were less involved before. As an example, there were taken the cities of the Moscow region for the study. The analysis of their tourist potential is evidence of little use in tourist activity and, despite the proximity to the most powerful tourist centre of the country as Moscow, weak representation in Federal target programs. Researching tourist features of the suburban cities, the authors emphasize their undeniable advantages in comparison with other Russian cities. The first block is represented with their historical role in the formation of the Russian state. Special attention is paid to the preservation of the historical environment and the possibilities for its use in tourist programs and routes. There is discussed the conservation status of 22 “historical cities”. Rich cultural and historical heritage of the cities of the Moscow region has permitted to allocate the second block of advantages, giving opportunities for the development of all types of tourism. During the analysis of existing cultural heritage objects of Federal, regional and local importance there was shown their role in attracting tourist crowds. The author presents the uniqueness and significance of museums, mansions, monuments related to the military events and other attractions of the Moscow Region. Special attention is paid to the state programs of development of tourism in the Moscow region, city unions and associations whose members are cities of the Moscow region. The article uses integrated approaches to showing perspectives of tourism development in cities of the Moscow region which indicate the necessity of a unified state strategy based on the principles of sustainable development and more effective search of innovative forms of cooperation of state and municipal authorities with the involvement of private enterprises.

Введение. В обзоре дано освещение и осмысление прошедших в 2018 г. международных научных конференций и культурных мероприятий, приуроченных к 200-летию со дня рождения И. С. Тургенева. Широкомасштабное празднование юбилея свидетельствует о возрастающем внимании литературоведов и широкой общественности к личности и творческому наследию великого русского писателя, который до сих пор не удостоен в мировой литературе того места, которое он заслуживает наравне с нашими другими русскими классиками – Толстым, Достоевским, Чеховым. Цель. Данный обзор позволяет увидеть масштабность научных и культурных мероприятий в юбилейный тургеневский год, почувствовать атмосферу и «пульс» этих мероприятий, познакомить специалистов с их организацией, участниками, содержанием наиболее основательных и запомнившихся выступлений, задуматься о сложной личности писателя, его постоянной эволюции, его творческих поисках. Материал и методы. Авторы используют комплексный подход к анализу научно-культурных событий юбилейного тургеневского года. Он обеспечивается системой методов: описательно-аналитическим, культурно-историческим, сравнительно-типологическим, биографическим, историко-литературным, историко-функциональным, социологическим. Результаты и обсуждение. Рассмотрена тематика и проблематика научных конференций, дан краткий анализ наиболее содержательных и запомнившихся выступлений, особое внимание уделено докладам ведущих тургеневедов. Обстоятельно описаны научные мероприятия в ведущих научных центрах России (ИРЛИ РАН и ИМЛИ РАН, МГУ, СПбГУ, РГГУ), а также зарубежные форумы в Салониках, Брюсселе, Руане, Париже/Буживале. Проведенный анализ научных докладов позволяет увидеть основные направления в современном тургеневедении, убедительно представить историко-культурный контекст творчества русского писателя и его многогранную личность. Заключение. Материал научного обзора юбилейных тургеневских конференций может быть использован в научной и учебной деятельности ученых (филологов, культурологов, историков), аспирантов, школьных учителей для расширения представления о творчестве Тургенева, масштабах его личности, его вкладе в русскую и мировую культуру.Introduction. The review provides coverage and understanding of the International scientific conferences and cultural events held in 2018, dedicated to the I.S. Turgenev’s 200th anniversary. The large-scale celebration of the anniversary testifies to the increasing attention of literary critics and the general public to the personality and creative heritage of the great Russian writer, who until now has not been honored in the world literature with the place that he deserves at par with other Russian classical writers – Tolstoy, Dostoevsky and Chekhov. Purpose of the study. This review allows you to see the scale of scientific and cultural events in the Turgenev jubilee year, to feel the atmosphere and the “pulse” of these events, to introduce specialists to their organization, participants, the content of the most thorough and memorable speeches, to think about the complex personality of the writer, his constant evolution, his creative searches. Material and methods. The authors use an integrated approach to the analysis of the scientific and cultural events of the Turgenev anniversary year. It is provided by a system of methods: descriptive-analytical, cultural-historical, comparative-typological, biographical, historical-literary, historical-functional, sociological. Results and discussions. The topics and problems of scientific conferences are examined, a brief analysis of the most informative and memorable speeches is given, special attention is paid to the reports of leading Turgenev’s works and literal specialists. Scientific events in the leading scientific centers of Russia (IRLI RAS and IMLI RAS, Moscow State University, St. Petersburg State University, Russian State Humanitarian University), as well as foreign forums in Thessaloniki, Brussels, Rouen, Paris/Bougival, are thoroughly analyzed. The analysis of scientific reports allows us to see the main directions in modern Turgenev works and creativity science. The analysis presents convincingly the historical and cultural context of the work of the Russian writer and his multifaceted personality. Conclusion. The material of the scientific review of the Turgenev anniversary conferences can be used in the scientific and educational activities of scientists (philologists, cultural scientists, historians), graduate students, school teachers. It will expand the understanding of Turgenev’s work, the scale of his personality, his contribution to Russian and world culture.

The Russian State University of Justice in 2020 has started the implementation of the Research and Practice Project «Conciliation procedures in civil and administrative proceedings». In 2020–2021 the Project is housed in Podolsk town court of the Moscow Region. The present article provides information on the progress and first results of Project implementation. The article makes an emphasis on practical aspects of the issue. The author analyses and overcomes challenges which occurred during the implementation of the practical part of the Project and mediation procedures on litigation cases.

Currently, one of the main strategic tasks of the Russian state is to preserve the cultural and civilizational code of Russia. In this regard, issues related to historical memory are being updated. Despite the development of the problem field of research, the authors of this work chose a non-standard approach to the problem and set a goal - to consider the formation of the historical memory of modern Russian youth through the development of cultural volunteerism. The example of cultural volunteering shows how objects of spiritual, historical and cultural heritage are preserved, cultural, educational and creative events are held, and the population gets acquainted with the world’s best examples of art. During the analysis, the authors came to the conclusion that volunteering in the field of culture helps not only to preserve the cultural and historical heritage of the country, to immerse young people in the history of their people and to acquaint the population with the best world examples of art, but also allows young people to become the part of the country’s history by organizing and conducting large-scale events.

The research on problems on preserving identity of tradition folk art and craft for strategic objective to design modern methods and tools in order to contribute to the creation of an education process. Experience was acquired in conducting relevant large-scale festivals, competitions, science conferences clearly demonstrated the younger generations growing ability in ownership to provide effective Russian Art cultural. Increased attention to realize workshops with Folk art and craft in the Moscow region system of additional education indicated positive dynamic for introducing teachers and children’s through period 2010-2020 years. It is notable for protection cultural historical heritage areas of Moscow region, which directed towards traditional Russian decorative Art especially over the past years.


The key aspects of the process of designing and developing an information and cartographic control tool with business analytics functions for the municipal level of urban management are considered. The review of functionality of the developed tool is given. Examples of its use for the analysis and monitoring of implementation of the program of complex development of territories are given. The importance of application of information support of management and coordination at all levels of management as an integral part of the basic model of management and coordination system of large-scale urban projects of dispersed construction is proved. Information and map-made tool with business intelligence functions was used and was highly appreciated in the preparation of information-analytical and presentation materials of the North-Eastern Administrative District of Moscow. Its use made it possible to significantly optimize the list of activities of the program of integrated development of territories, their priority and timing.

In the Moscoww region, frosts are quite probable to return until the fi rst decade of June. To protect potatoes from the returning cold weather, it is possible to use a temporary covering material in the “planting – seedling emergence” period. The authors have studied the use of covering materials on early potato varieties of Udacha, Zhukovsky early, Red Scarlet, Snegir’, and Meteor. Studies have been conducted on the test plot of the Vegetable Growing Department of Russian State Agrarian University – Moscow Timiryazev Agricultural Academy in 2017-2019. Non-woven white and black material of the same density of 17 g/m2 was used for covering. No covering was used in the check variant. The cultivation technology was standard,it included tillage (plowing, spring tillage, and cutting ridges before planting), as well as plant care (inter-row cultivation and hilling-up). Planting was carried out with a single-row potato planter. The earliest emergence of seedlings was observed under white covering material with a diff erence of 5-6 days in relation to the check variant. In the variant with a black covering material, the diff erence averaged 3-4 days. Due to covering, planting was carried out earlier than expected and the crop was formed by July 15. The interphase period between potato planting and seddling emergence decreased, while that from seddling emergence to harvesting increased, consequently, the yield increased by 11.6…14.7%. The maximum yield was obtained with the Red Scarlet variety using the white covering material, the minimum – in the check variant without covering. The same trend is typical for other varieties. It has been established that covering with any material has a positive eff ect on the duration of the potato growing season and the yield by increasing the period of tuberization. Covering allows getting early potato varieties 2 weeks earlier in the Moscow region.

The present article is dedicated to the problems of the organization and planning of scientific and research work of students of the University in English classes, gives grounds for the purposes and tasks of such competence-forming activity as part of the “Oriental studies” speciality program, the Russian State University for the Humanities. The article analyzes these competences, as well as forms and methods of their formation and development. The author presents demarcation of scientific knowledge and gives its characteristics: using most general qualities of a subject, objective reasoning, argumentativeness, results verifiability and reproducibility, consistency, practicality, capability to change, anticipating the future, making forecasts, methodological reflection. The author tried to analyze the reflexive component of scientific and research work of students in more detail. The article presents possible reflexive positions in the interaction between the teacher and the student and shows the dynamics of this interaction, i.e. gives a hierarchy of positions which the student can occupy in the educational process depending on how independent they are in their activity. The article also highlights the content of scientific and research work of students of the University in English classes on the basis of work with foreign texts in the macro-discourse for the “Oriental studies” speciality. The given foundations of the organization and content of scientific and research work of students have been regularly used in English language classes, as well as in optional forms of scientific activity. The students have shown good results and passion for this kind of work, which confirms the correctness of this approach.

The paper provides the results of seven-year study of downy mildew on Skadovsky Zvenigorod Biological Station of Moscow State University (ZBS MSU, Moscow Region). A total of 29 species of Peronosporales (Oomycota) were revealed during the study. An annotated list of species is presented, among them Peronospora anemones is recorded for the first time for Russia, P. chelidonii and P. stachydis are new for the European part of Russia, 8 species are new for the Moscow Region.
