The issues of food security and poverty are basically two important points that have a strong relation to rural community development. A study was conducted to understand more on the depth of the relation between food security and local initiatives development. The aim of this research is to figure out how small peasant households build their institutions as they react to fulfill food security needs. The study is also to understand what type of intervention programs have been developed by the government and community, especially those concentrating in rural food-security. The study also seeks to find the answer of how deep had the peasants’ interest and initiatives been considered to be important part of food-security development program. Las but not least it was devoted to identify the current state of food-security situation of peasant’s household in rural areas. The research was carried out in Jambakan Village, Bayat Sub-district of Central Java Province. The method used in this study was community study (through survey and qualitative approaches and case study). The results of the study are: the implementation of food self reliant village program run by the government was not quite successful to accomplish due to governance problematic at local level. Some key factors explaining the relationship between the successfulness of the program and food security’s achievements are technical assistance, community organizers, trust, and leadership

This research paper is the part of Research Project entitled “Impact of Elected Women Representatives in the Life and Livelihood of the Women in Rural Areas: With Special Reference to Tiruvannamalai District, Tamil Nadu” funded by University of Madras under UGC-UPE Scheme.The 73rd and 74th amendments of the Constitution of India were made by the government to strengthen the position of women and to create a local-level legal foundation for direct democracy for women in both rural and urban areas. The representation for women in local bodies through reservation policies amendment in Constitution of India has stimulated the political participation of women in rural areas. However, when it’s comes to the argument of whether the women reservation in Panchayati Raj helps or benefits to the life and livelihood development of women as a group? The answer is hypothetical because the studies related to the impact of women representatives of Panchayati Raj in the life and livelihood development of women was very less. Therefore, to fill the gap in existing literature, the present study was conducted among the rural women of Tiruvannamalai district to assess the impact of elected women representatives in the physical and financial and business development of the women in rural areas. The findings revealed that during the last five years because of the women representation in their village Panjayati Raj, the Physical Asset of the rural women were increased or developed moderately (55.8%) and Highly (23.4%) and the Financial and Business Asset of the rural women were increased or developed moderately (60.4%) and Highly (18.7%).

Zimbabwe has faced persistent droughts from around year 1990 to date posing a structural food security challenge to the populace. Recently, the government of Zimbabwe introduced a blue print to spearhead and map sustainable balance in tapping value from the available natural and man-made resources in the country. This is known as the Zimbabwe Agenda for Sustainable Socio-economic Transformation Programme (Zim Asset). Amongst its prospects, agriculture and nutrition has been reckoned as a sustainable cluster for economic development. This study was undertaken one and half years after the implementation of Zim Asset as an evaluation mechanism on the successes and challenges faced in transforming the Zimbabwean economy with specific reference to the Food and Nutrition Cluster. The study employed both post positivism and interpretivism philosophies applying quantitative and qualitative approaches in gathering research data. The research instruments included documentary evidence, face to face in-depth interviews and focus groups. The in-depth interviews explored issues to do with resources allocation in line with the Zim Asset agriculture sustenance objectives. Focus was therefore, on the four Ministries supporting the Food and Nutrition Cluster. Eighty percent of the respondents reported that the economic blue print has not made any significant strides in improving the country’s agricultural performance and food security since the inception of Zim Asset in October 2013. It was noted that the country continued to import maize from Zambia and other countries in the region. The major reason for its lack of success was due to the unavailability of resources to support the programme and the fact that land was allocated to unproductive and cell phone farmers. There was consensus that land audit and recapitalisation of the agriculture sector were critical in achieving the desired outcomes. The study recommends that the programme be adequately funded, so that the country can become self-sufficient.

The Government of Indonesia executed the Indonesia Sanitation Sector Development Program (ISSDP, April 2006 - January 2010), with financial support from the Governments of the Netherlands and Sweden, as well as management support from the World Bank's Water and Sanitation Program (WSP). The program assisted a dozen cities to improve sanitation in a wider sense. It covered safe disposal of human excreta and waste water, local drainage, solid waste management and promotion of hygienic practices. The program was demand-based: the cities brought in their own human and financial resources, but got technical assistance for sanitation situation assessments and mapping, sanitation strategy and program development, and finding additional resources for increased implementation. The program had three major thrusts: (1) develop an enabling sanitation environment, (2) raise sanitation awareness and promote good hygiene, and (3) build city sanitation planning capacities and develop city sanitation strategies. The promotion component included development of poor-inclusive sanitation intervention, assisting men, women and children in the poorest neighborhoods to strengthen good and improve bad sanitation and hygiene conditions and practices. Community empowerment is important in urban sanitation development, but at the same time, requires that the social and technical institutions in charge of empowerment and sanitation adopt new skills and techniques for working with communities. Without the right skills to assist the communities, build their skills, and provide some minimal monitoring of performance afterwards, there is a risk of over-expecting what a community can manage. Community empowerment with gender- and poor-inclusive approaches must be integrated into all stages of urban sanitation development, i.e. (1) the organizational development, (2) review of related existing projects and services, (3) formulation of an overall city sanitation strategy and program, and (4) local project planning. Equitably attention for gender and poor is part of the overall organization, strategy formulation, local action planning, program and projects development and implementation, and monitoring and evaluation of outputs, outcomes and impacts.

This study aims to explain and analyze empowerment-based poverty alleviation programs through the activities of assistance, facilitation and promotion and determinant factors of success in empowerment-based poverty eradication in Pohuwato District. This research method using qualitative approach, descriptive type to get a complete picture of problem of resource development of apparatus. The results of the research show that the assistance activities through training, consultation and technical assistance, and similar activities have not been coordinated with other supporting programs, making it difficult for the facilitator task as a program facilitator. Empowering the poor through the provision of facilities, has not been able to improve the capacity of the community. The low capacity and quality of service of government apparatus from the local level to the rural level, so that the provision of facilities does not allow the involvement of the poor. A highly centralized bureaucratic system and a highly authoritarian political system that has been practiced for more than four decades in Indonesia, brings out the weaknesses of the bureaucratic character. Promotion activities in the context of empowering the poor as an activity aimed at developing responsive services, the reality has not been effective in helping facilitate the poor to access various development programs that are beneficial to improving the welfare of the poor by earning productive employment. Activities that require synergies of cooperation between institutions / organizations (Government, Private, NGOs), difficult to realize because the dominance of egoism interests of each stakeholders in addressing every village development program. It is recommended to optimize training, consultation and technical assistance activities, as well as similar activities coordinated with support programs. Provision of adequate supporting facilities that can empower the poor on an ongoing basis, and streamline promotion to develop responsive services that enable poor people to access programs.Need to pay attention to communication factor, resources, attitude, and bureaucracy structure,so asnot tohinder the smooth implementation of poverty eradication program based on empowerment society.

This paper aimed to explore the effectiveness of agricultural cooperatives towards the enhancement of food security in rural areas. The formation of agricultural cooperatives in South Africa is a prerequisite for obtaining government support concerning activities aimed at social and economic development. It is well-documented that agricultural cooperatives are business entities and vehicles for food security. However, this review sustained that agricultural cooperative do not completely alleviate the vulnerability of food-insecure households because of the dearth of institutional support and sufficient productive resources.  Focus group discussions with six agricultural cooperatives and four face-to-face in-depth interviews with municipal officials were conducted to envisage the improvement of food security through agricultural cooperatives. Using thematic analysis to analyse data, findings confirmed that institutional support improves the efficiency of agricultural cooperatives at the local level. Furthermore, institutional support enhances productivity which renders the cooperatives as a supplementary intervention to food security. However, there is a gap in enabling access to agricultural inputs, such as funding for access to farming equipment. This paper recommends the implementation of a cooperative management structure to enhance planning, coordination, and monitoring. The municipality should review the agricultural cooperative governance frameworks to achieve enabling environments for farming activities

Objective - The Indonesian rice sector seems to lose global competitiveness, and the government intervenes in the market to achieve food self-sufficiency. Particularly, in the main rice producing areas of Central Java, the rice sector does not have a comparative and competitive advantage due to small farm size. Then, we need to investigate the reasons why the farm sizes of rice producers are still small. Methodology/Technique - We hypothesize that the existence of surplus labor in rural areas restrains farm size enlargement. Therefore, we need to examine the existence of surplus labor in study area. By using the empirical model of the Cobb Douglas production function, we test the hypothesis of surplus labor. The estimation result shows that there is a surplus of labor in the study area. Findings - In addition, we examine the impact of surplus labor on land lease market in rural area. This study proves empirically that there is surplus labor in rural areas; therefore, farmers have difficulty finding job opportunities in sectors other than farming. In such a case, they prefer to cultivate rather than lease their land. Novelty - This result implies that the existence of surplus labor restricts the number of land lease contract. As a result, the land lease supply in the land lease market has become very limited. Thus, the existence of surplus labor in rural areas would be a constraint of farm size enlargement. This is the first study which explores the relationship between surplus labor and land lease market in the main rice producer area in Central Java. The rapid population increase has consequences on food security in Africa. The policies of the colonialists protected European markets and discouraged the growth of indigenous agro- industries in Africa. In Ghana much food is produced during the harvest seasons but greater part of it gets rotten due to lack of preservation or storage facilities. Despite the negative attitude of the colonialists towards local products indigenous food preservation continued unabated although limited to the aging population in the rural areas. The purpose of this chapter is to share the Akan heritage of indigenous food preservation as a strategy to manage postharvest losses and ensure food security and sustainable livelihoods. The chapter which emanated from an ethnographic study used interviews and observations for data collection. The study found that the Akan communities without agro-industries use their indigenous knowledge and skills to preserve food and create jobs. The chapter concluded that in this era of Africa's rebirth its people should utilize indigenous food processing skills to reduce postharvest losses and ensure food security. It was recommended that the government of Ghana should provide financial support to make indigenous agro-industries sustainable.

AbstractThe ‘Agenda 2000’ introduces the Rural Development Policy, as part of the Common Agricultural Policy (CAP), as a complex policy that can ensure a stable income and a reasonable standard of living for the rural population. Rural development is a major CAP objective since over 50% of the population lives in rural areas and accounts for 80% of E.U. Territories. As a concept, the ‘rural area’ is defined both at a national and European level following specific criteria; however, these criteria differ from one country to another. A complete definition can be found in the European Charter of Rural Areas. Between 2014-2020, the development of rural areas in Romania is supported by the National Rural Development Program. It provides non-reimbursable funds from the European Union and funding from the Government of Romania. Convergence with the Europe 2020 Strategy is ensured through the Partnership Agreement with the European Union, which covers a number of challenges and thematic objectives. In order to achieve them, well-founded investment programs are needed. These programs must have a direct impact on increasing the living standards of the population residing within rural areas. Over 19 billion euros were allocated to Romania for the 2014-2020 period; these funds were used for agricultural policy and rural development. The total budget of the NRDP (2014-2020) is 9.4 billion euros, of which 1.3 billion euros comes from national funding. We believe the achievements recorded in rural areas, up to 2020, are modest and do not reflect the proposed objectives. Thus, projects were drawn up at national and local levels seldom support rural development and do not reflect development needs; sadly, these projects are often drawn up without focusing on efficiency.

Ajara Autonomous Republic, both within the country and in the world tourist market, has always been positioned as a maritime tourist destination. However, over recent years diversification of tourist products and appealing new market segments have become one of the main priorities of the tourism development strategy of Ajara Autonomous Republic. As a result, the government is creating an appropriate tourist infrastructure, especially in rural areas to support developing such tourist products as adventure and eco-tourism. Adventure tourism can deliver significant benefits at the local level and it is a developing segment in Ajara. Creating adventure tourism products requires integration of various interdependent services. A tourism value chain is defined as a system that describes the cooperation of private and state sectors in providing resources, which creates costs and adds value through various processes and delivers final products to visitors. The purpose of the research was to determine weak links in the value chain and creating a comprehensive value chain model to form the competitive adventure tourism product. The research involved all actors, which operate in the tourism sector. Based on the results of the survey, in the value chain, the food link turned out to be the weakest, whereas the accommodation with the highest share was distinguished in the visitor spending structure. Overall, the cost of the adventure tour will be affordable for both international and domestic tourists. At this stage, government support and participation are crucial in the formation of adventure tourism infrastructure. Through using the case study and qualitative research methods, we tried to identify challenges to the growth of adventure tourism in Ajara and developed recommendations to overcome these challenges.

This study focuses on the linkage between institutional changes and food security in Mtwara region. Institutional changes in terms of increase numbers of financial, commercial, hospitalizes, education, infrastructures and improved moral and altitudes of farmers have a direct relation with food availability and accessibility. Both formal and informal institutions have potentials to help improvement of food availability and accessibility. However, despite institutions dealing with food security having changed in Mtwara, food security is low. The fundamental question is which one among these institutions, has high impact on food security.This study sought to determine the linkage between institutional changes and food security in Mtwara region. The specific objectives of the study were to identify institutions existing and their functions at household level, analyze various sources of food grains and states of food security at the household level in Mtwara region, and assess the linkages between institutional changes and food security. Structured questionnaire, Focus Group Discussion and Oral interview had been useful for collecting primary information in which the best recorded interviewees were analyzed supplemented by documentaries (text and photography). Findings revealed that financial institutions and education have high impact on food security in the study area. Generally, this study concluded that banks, SACCOS, traditions (moral, attitudes, beliefs), and roadshave slightly difference effect on food security. Since 2010these institutions had been increased and improved and have a direct relation with food security.It is recommended that the, government and other stakeholders should create true transformation in rural people to provide them decent jobs, good living conditions, and different opportunities in order to maintain youth to stay in rural area for maximizing the food production. Further studies should be done on the factors influencing people to stay in rural areas in which agricultural activities are being done.
