Kata kunci: revitalisasi, bank sampah, PalabuhanratuThe  waste bank in Palabuhanratu Village  has been established since 2010. This waste bank is one of the waste bank among two other waste banks, newly established in 2016. The volume of waste in 2015 is 134,89 m3 per day, covering 89% of Palabuhanratu Village area  is still not optimal in its processing, because the reduced waste is still about 5% of the total waste generation delivered to the Cimenteng Final Diposal Site (FDS), which located about 70 km from Palabuhanratu Village. The existing waste bank’s performance is still very poor, because one waste bank can only serve one RW and can not serve the entire village. In addition, the processing of organic waste to be compost has not been done simultaneously by the whole community, due to the lack of people's knowledge. The purpose of this research is to know the existing condition of waste management and to formulate the revitalization of existing waste bank. The research used survey research method by using questionaire, in depth interview, and observation. Analytical technique using quantitative and qualitative analysis. The findings shows that the residents of Palabuhanratu Village who often do waste sorting from the source only from the residents of RT 01 RW 33. In addition, the number of existing temporary disposal site (TDS) in Palabuhanratu Village is still lacking, so it requires addition up to 5 units that integrated with waste bank in this village. Keywords: revitalization; waste bank, Palabuhanratu

Kata Kunci: Green Accounting, Bank Sampah, Perekonomian   ABSTRACT One of the big problems faced by big cities in Indonesia is solid waste. Garbage can be interpreted as a consequence of the activities of human life. It is undeniable that garbage will always exist as long as life activities continue. Every year, it is certain that the volume of waste will always increase along with the increasing consumerism of society. The Ministry of Environment noted that the average Indonesian population produces around 2.5 liters of waste per day or 625 million liters of the total population. This Abdimas aims to change Mitra's mindset about the waste management paradigm that is based on the final approach, it is time to leave it and replace it with a new paradigm. The paradigm that considers waste as a resource that has economic value and can be used, for example, for energy, compost, fertilizer, and industrial raw materials. Waste management can be done with a comprehensive approach. Starting from upstream, that is, since a product that has the potential to become waste has not been produced. Continued downstream, where the product has been used, so that it becomes waste, which is then returned to the environmental media safely. The goal is to reduce waste in TPS/TPA and encourage community economic empowerment, through the use of waste with the 3R (Reduce, Reuse and Recycle) program. Environmental issues are interesting subjects that are related to the earth’s sustainability. While Garbage is basically an obstacle, it also has the potential to prevent environmental damage and increase the community's economy if it is well managed. This research aims to analyze local government policies in waste management based on the value of ecological justice to achieve natural preservation. The research method used is qualitative with primary data from interviews and observations supported by laws and regulations related to waste management. The research was conducted in Kuningan Regency and Ciamis Regency. The results showed that the Ciamis local government policy in waste management was equipped with local regulations, government officials, infrastructure, community participation, and program innovation, namely waste sorting, waste bank, maggot, and garbage alms. The conclusion is that local government policies, especially in Kuningan, still need improvement related to optimizing the role of the local government in institutional and funding of waste management and increasing public education regarding waste management. Good waste management can create environmental sustainability and community welfare.

This study describes collaborative governance in the management of plastic waste bank in Pasuruan Regency. The problem of plastic waste experienced by Pasuruan Regency regarding the ineffectiveness of plastic waste management has led to Government efforts to overcome it, one of which is through a plastic waste bank. The emergence of plastic waste banks in Pasuruan Regency began with the participation of the community. This study uses a qualitative approach, a type of descriptive research and uses two types of data, namely primary data and secondary data. Data obtained through in-depth interviews, observation, and document analysis. Determination of research informants was done purposively. The validity of the data uses triangulation and analysis techniques using interactive models. The results of the study show that collaborative governance in the management of plastic waste banks has been carried out through four stages, namely assessment, initiation, deliberation, and implementation. The process of collaborative governance begins with the process of assessment or identification, carrying out plastic waste management involving several stakeholders. Next is the initiation process, conducting deliberations which were attended by stakeholders. Then the stages of deliberation through deliberation and dialogue to reach agreement between stakeholders in collaborating and the last stages of implementation carried out by all stakeholders in accordance with the assigned division of tasks. Collaboration in the management of plastic waste banks is still semiformal, which is only based on the commitment of the stakeholders involved. Regional development components are growth center and hierarchy of region. Indonesia begin to promote the goal of equitable development and the economy embodied with regional development concepts, which is one of them is the concept of rapidly growing strategic area. This concept sees the area as an internal and central area which is affecting the surrounding area. Therefore, it is necessary to analyze the regional development of KSCT in order to know how developed internal area and the impact which is distinguished by two approaches that are economic growth and spatial. This research uses the longitudinal development method with the analytical approach used is deductive and quantitative descriptive research type. The compilation and analysis techniques used are primary data (observation, interview) and secondary data collection; Descriptive, descriptive statistics, GIS and overlay, Scalogram and Marshall Index, Gravity Model and Breaking Point, ICOR, LQ, and Klassen Typology. There are two outcomes: Kartasura District as itself and its impact to the surrounding area. In its internal area, the development of the area that occurred in 2011 has not been able to change much from economic growth and spatial development, and there is an internal gap which becomes obstacle for its development as the rapidly growth strategic area. While the impact on Sukoharjo District has begun to be seen with the contribution of local revenue that has been able to independently, however, the existing base sector has not been evenly distributed in all sectors and not all have been developed quickly. For the surrounding area, it had already an impact as a center of the rapidly growth strategic area.
