The five-year period of development as outlined in the document RPJMD (Medium-Term Regional Development Plan), has achieved significant success, although there are still conscious strategic issues that are unsolved optimally. It can be traced from a series of evaluation studies to ensure consistency between the programs organized in 5 years with defined policy agenda to achieve the vision of local government. This study was conducted in a pragmatic approach that emphasizes the evaluation of policies: First, Integratif. An evaluation of the program and its financial package on cross institutions (Ind: SKPD/regional work unit). Secondly, comparatively, the achievements of development program compared with: (a) the goals stated in the document of Medium-Term Regional Development Plan (RJPMD/Ind), (b) development of mean achievement average per year, (c) the achievements of other areas, including a national scale and the achievement of the MDG's (Millennium Development Goal's).Object of the study are: All the goals set out in the mission to realize its vision of regional development as well as development programs and activities to achieve the targets and affect from various sources of financial. This study covers the gains of development programs within 5 years, including: macro achievements and outcomes for each development field. In addition, it is also obtained a description of the degree of relevancy, coherence, and correspondence between the realization of programs and activities with targeted goals, as well as the achievement of the mission and the development agenda so it can be measured the degree of the medium-term vision achievement. The district/city as a target sample of the study is Jayapura District, Puncak Jaya, District, Mimika District, and Jayapura city.

Buntago Zone consists of Buntok, Tanjung and Tanah Grogot is the area each other adjacent and border on the Province Central of Kalimantan, South of Kalimantan and East of Kalimantan. Buntok is “Kawasan Andalan” in Barito Regency, Tanjungis one of the Local Activity Center (PKL) support zone for “Kawasan Andalan” Kandangan in Tabalong Regency, and Tanah Grogot is Capital city of Pasir Regency is Regional Activity Center (PKW) support zone for “Kawasan Andalan: Bonsamtebajam. The development plan of Buntago is expected to become acoordinating tool and also a basic preparation for inter sectoral and inter regional development programs. The usage of this plan is also to regulate interregional potencies in order to optimalize their contribution for the development of communityeconomic welfare. Buntago zone have the prospect to be developed mutual profit together with pre-eminent commodity palm coconut and rubber. The development plan of Buntago zone divided into two scenarios. Stage 1 is the scenario for themanagement of development basics (2006-2010) and stage 2 is the scenario of development growth acceleration (2011-2015). The need of investment projected for funding this development is over 25 billion IDR. The investment needed for funding in the stage 1 is amount of 7 billion IDR, and for the stage 2 is 17 billion IDR. In order to support the development of Buntago, the government is projected to give 80% of total budget needed in the stage 1 and 60% in the stage 2, while therest will be covered by private sector.

The purpose of this study was (1) to find out and analyze the effectiveness of the role of the escort team, government security and regional development (TP4D) at Palopo in preventing corruption, (2). Knowing and analyzing the factors that influence the implementation of the role of the Guardian Team, Government and Regional Development (TP4D) at Palopo in preventing corruption. The research conducted by the author is a type of descriptive research with a juridicalempirical approach is research that examines positive legal rules in order to get answers to existing problems by linking to facts or phenomena about the role of TP4D Palopo in preventing corruption. Research Results show that The implementation of Attorney Palopo's TP4D duties in the prevention of corruption has been carried out effectively, including: escorting and safeguarding the course of government and development through preventive efforts; provide legal assistance in each stage of the development program; coordinate with the Internal Government Supervisory Apparatus (APIP) to prevent irregularities; monitoring and evaluating the implementation of work and development programs.

A region’s development planning should be carried out by referring to the strategic issues faced by the region. Thus, strategic issues become the basis upon which regional governments formulate their policies and work programs. This study examined how each region in Bangka Belitung Islands Province positioned strategic issues of ecology in its regional development planning. The current writers examined eight regional governments’ Regional Medium-Term Development Plan (RMTDP) documents; one of which belongs to the provincial government, while the rest belongs to the regency/city governments. This study found that ecological issues comprised an average 17.6% of the strategic issues in all of the planning documents, the highest of which was found in Belitung Regency’s planning document. In addition, the analysis revealed that the general focus of the strategic ecological issues was environmental damage, which was reported by three of the regions as a result of mining activities. This study provides an illustration of how each regional government is committed to take ecological issues seriously and include them in the strategic issues at the regional level.

One of the three main problems facing the Indonesian people in the midst of the current swift of globalization and information is the problem of radicalism, intolerance and the crisis of national identity. The reason as written in the national development agenda is because the politics of uniformity has eroded the character of Indonesia as a warrior nation, fading solidarity and mutual cooperation, and marginalizing local culture. This study aims to find out and explain Pancasila as the foundation and goals of Indonesia's human development in the President Jokowi era. This study uses a qualitative-descriptive method with a literature review approach, by reviewing the 2014-2019 Medium-Term Development Plan (RPJMN) document which is the program implemented during one period of President Joko Widodo's administration. The results showed that the values of Pancasila as the philosophy of life of the Indonesian people had not yet been fully manifested, both at the level of concepts and in the implementation of national development programs. However, efforts to increase Indonesian human development which more 'Pancasila' have been included in the 2014-2019 RPJMN.

Based on the Surabaya Madura Regional Development Agency Master Plan 2010-2024, Madura Island has a strategic position as part of the Gerbangkertosusila Urban National Strategy. There is still, however, a development disparity between Madura Island and East Java. This can be seen from the economic performance of Madura Island which is quite low compared to other districts or cities in East Java Province. Madura Human Development Index (HDI) is below the East Java on average, and the percentage of poor people in Madura is the highest in East Java. Therefore, the development of Surabaya-Madura (Suramadu) must be integrated through regional development, such as development of connectivity systems. The research used descriptive analysis to assess the characteristics of a program and to adjust the characteristics with sustainable development theory that consists of three components, namely: environmental, economic, and social developments. These can ultimately be used to sharpen the development target to be achieved in the next 5 (five) years. Data were collected using secondary survey instruments through existing literature studies and policy reviews, such as National Medium-Term Development Plan 2020-2024 and Regional Medium-Term Development Plan of East Java Province.

The rural infrastructure development program (PPIP) is development programs community empowerment. Where people have got to dive headlong in village development, especially physical development he purposes of this research is to find how the participation of the community in the Rural infrastructure development program (PPIP), Ngranget Village, Dagangan District, Madiun Regency. The kind of research is qualitative descriptive. In research, this is the population is the number of household heads involved in the delivery rabat concrete development in Ngranget village which consisted of 95 KK. The majority of informants interviewed in this research was 12 people. Was used in the study data collection method that is Technical Documentation interviews and data available for analysis namely described the results of research or data with a form of what is he got writer whether it is the results of the interviews, or result in appreciating documentation then investigated and the studies of the issue and. The result that the community participation in development in the village of rabat concrete Ngranget mind (planning), low participation in the form of energy high, participation in the form of expertise, quite low in the form of goods low, the form of money and participation is very low.

This study aims to explore the factors of the implementation of Midterm-term Change Project proposed by alumni of Leadership Development Program (Diklatpim) Level held in 2017 in the Riau Province. Data was collected using interview technique and review of related documents. The informants included three parties namely the alumni as the owner of the change project, the alumni superior as the mentor and organizer of the Training. The results showed, from the perspective of implementation, there were internal factors (low willingness, seriousness and motivation, as well as alumni communication with limited work teams) and external (unavailability of IT staff, lack of support for infrastructure and budget facilities, inequality of perception between participants and stakeholders to supporting data, as well as the lack of direct attention of superiors as mentors) which is the cause of the suboptimal implementation of medium-term change projects. This research contributes to efforts to improve the implementation of medium- term change projects through an understanding of the factors that cause the low level of implementation of the project term change in 2017 Riau Province Diklatpim IV alumni.Keywords: leadership development, change project, training evaluation, Riau.

The article concerns the mechanisms of entrepreneurship development in partnership with local government, science and business. The author presents evidence that the sector partnership is crucial for the success of projects developing entrepreneurship in the local and regional perspective. Local government has the resources and capabilities to act as initiators of projects and programs supporting the economic development of the city or voivodeship. At the same time, representatives of local government units must use appropriate operational and management methods in the implementation of the policy of strengthening entrepreneurship. Inter-sectoral collaboration requires the application of organisational solutions allowing for the involvement of units in different fields and basing on various legislation. The author also indicates that the source of the competitive advantage of cities and regions may be the specialisation, as well as the commercialisation of knowledge and technology. In this case, the inter-sectoral partnership is crucial as it conditions the success of economic development programs in its social, economic and political sense. At the same time, the article describes the methods of building the inter-sectoral cooperation. As a basis for the appropriate use of the different potential of the cooperating participants, the authors indicated projects and programs embracing groups of projects. All this is worth being recognised within the framework of strategic documents, such as development plans, strategies, and other records used by local government agencies. The article uses the outcome of the participatory workshops during the preparation of the Rybnik Enterprise Development Program. The aim of the study is the verification of the assumption that the sectoral partnership is crucial to the processes of local and regional entrepreneurship development.

Facilitation of Development Planning is very urgent and vital as an instrument to increase effectiveness in building synergy in terms of regional development in accordance with the mandate of the law on national development planning, namely in accordance with Permendagri Number 86 of 2017. Kendal Regency Facilitation Process by the Central Java provincial government those that have been implemented well will produce legal products that are able to explain the central government's development programs and there will not be problems in the future. The problems of Regional Development Planning, which have been carried out by the Central Java provincial government, are still much sought to be in accordance with the conditions and needs and well implemented in accordance with the laws and regulations, the need for a better solution to avoid future problems ; Time problems that are less effective, and so that scheduling is done in great detail and in a short amount of time, to improve the performance and effectiveness of facilitation. This study investigates how venture development programs such as private incubators, university incubators, and accelerators influence the success of participating nanotechnology startups. With the recent growth in such programs, empirical work is needed to compare their impact on participants across programs and with nonparticipants. Using data on firm bankruptcies, liquidation, government grants, and venture capital, we find benefits, but the influence of each venture development program varies greatly. We further investigate the influence of program services and resources to clarify program heterogeneity beyond existing typologies. The results clarify the role of these programs and ecosystem intermediaries.
