Innovative Infrastructure Financing through Value Capture in Indonesia

Indonesia needs significant additional infrastructure investment to sustain its economic growth. However, the COVID-19 pandemic has further limited the fiscal space of the government. This report proposes a new method to increase infrastructure investment based on the concept of value capture. The report studies how Indonesia’s existing policies and regulations can be used to build a value capture framework that ensures the maximization of the social, economic, and environmental value of infrastructure investments. The framework focuses on strategies to deliver infrastructure projects that create greater value and, at the same time, generate funding for up-front investment.

Economic growth is one indicator to measure  the success of economic development in a country. Economic development is closely related to infrastructure. Infrastructure development will have an impact on economic growth both directly and indirectly. Therefore, the role of the government in determining infrastructure development policies is very important to increase economic growth in Indonesia. The purpose of this study is to determine the effect of infrastructure on economic growth in Indonesia including road infrastructure, electricity infrastructure, investment, water infrastructure, education infrastructure and health infrastructure in Indonesia in 2015-2017.The analytical tool used in this study is panel data regression with the approach of Fixed Effect Model. The spatial coverage of this study is all provinces in Indonesia, namely 34 provinces, with a series of data from 2015 to 2017 with a total of 102 observations. The data used is secondary data obtained from BPS Indonesia.The results of the study show that (1) the road infrastructure variables have a negative and not significant effect on GDRP. (2) electrical infrastructure variables have a negative and not significant effect on GDRP. (3) investment variables have a positive and significant effect on GDRP. (4) water infrastructure variables have a positive and not significant effect on GDRP. (5) educational infrastructure variables have a positive and not significant effect on GDRP. (6) health infrastructure variables have a positive and significant effect on GDRP. Keywords: development, infrastructure, investment, GDRP, panel data

The paper investigated the social and financial resources’ interface in WASH programmes for vulnerable communities. Nineteen villages were randomly selected from the Jariban district in Somalia using the random number generator based on the village list. Data was collected in a sequential methodology that started with transect walks to observe and record the WASH infrastructure. Thirty-eight focus group discussions and desktop reviews triangulated transact walk recordings. The findings indicate minimum to zero investments towards WASH infrastructure in Jariban from the state government, with more dependency on the donor community. The study revealed that resources for the construction of latrines and water sources come from the following sources, NGOs (54.3%), diaspora community (34.5%) and community contributions (11.2%). The findings revealed a backlog in the WASH infrastructure, resulting in low access to water supply and sanitation services. The results demonstrate limited resource allocation by both the government and community, affecting the WASH infrastructure’s sustainability and further development. Due to the backlog in investments, particularly on improved latrines, it is concluded that their usage is low and a hindrance to having access to sanitation, hygiene and water as per the SDG goals, of leaving no one behind. While investment towards WASH in Jariban demonstrates multiple potential sources, there is a need to strengthen domestic resource mobilisation and explore governments’ role and capacity to secure WASH infrastructure investments. It is also recommended to explore how to tax the remittances to fund WASH infrastructure development and the private sector’s role in WASH infrastructure investment.

In the past decade, to help maintain political stability and promote economic growth, South Korea has committed substantial resources to commercialized sports, including golf. A major source of support for building golf courses has come from government leaders and economic and social incentives as well. In the past 4 years the government has given permission to build 135 new golf courses. The official government discourse about the new golf courses is that they are being built in the interest of “sport for all.” But the golf courses overwhelmingly require membership, which is extremely expensive. Despite the enormous power and resources of the dominant groups in Korea, there are elements of opposition. The golf boom has been severely criticized because it removes large amounts of land from agricultural and industrial productivity, contaminates farm land, and pollutes water. It also represents the worst aspects of the social imbalance of wealth.

The article analyses the present state of Russian society in the context of overcoming economic stagnation and activating the mechanism of economic growth. The author examines the possibility of mobilizing human capital; social attitudes and their dynamics; the institutional structure of Russian society, implicating the principles of solidarity and coordination of interests within the framework of various voluntary unions and associations.  The analysis allows the author to define the social conditions for the activation of economic growth as complex, ambiguous and requiring a significant adjustment of social policy. At the same time, there are certain manifestations of Russian society’s interest in self-development, consolidation, and more active socio-economic transformations. The social demand for progressive sustainable economic development being obvious, the government will be able to launch economic growth by shifting from a policy of social protection to a policy of social development, with adequate goodwill and flexibility.

This Study entitled as “Livelihood Pattern of the Tibetan Refugees in Nepal” (A Case Study of the Samdupling in Jawalakhel and Khampa Refugee Camp in Boudha- Jorpati) aims to discover the livelihood patterns of Tibetan refugees residing in the Samdupling camp in Jawalakhel and Khampa Refugee’s Camp in Boudha-Jorpati. The paper intends to examine the problems confronted by Tibetan refugees residing in the Samdupling camp and Khampa Refugee’s Camp. The study itself is conducted with the objectives of describing the present socio-economic status of Tibetan refugees dwelling in aforementioned camps located inside the Kathmandu valley and Lalitpur. This write-up not only deals with different livelihood aspects of Tibetan refugees but also compares the livelihood of two camps to list out the social, economic and political problems affecting their livelihood. However, this study is mainly based on the primary information and the data which were collected using the techniques of household survey and sampling survey, along with questionnaire and interview during the several field visits to camps. The paper concludes by stating that government intervention is required to resolve the issues affecting the livelihood of Tibetan refugees. Tibetan refugees’ problems required a political yet humanitarian resolution. The government needs to decide on whether to endow the citizenship or refugee card to the refugees who have been deprived of the both, or opt for the third-party settlement. For that Tibetans refugees also need to cooperate and coordinate with the refugees department under the Ministry of the Home Affair, Government of Nepal

The ecological footprint demand and ecological capacity for the six types of productive land during 2005~2010 are calculated using the ecological footprint model in this paper by taking Dongying City as the example, and the ecological deficit of Dongying City is thereby figured out. Based on this, the indicators such as the ecological footprint of 10k yuan GDP, the ecological pressure index, the ecological diversity index, and the social economic development index, etc representing the sustainable development are calculated and analyzed, to learn that it is not allowed to be optimistic about the ecological environment in Dongying in recent years, as the ecological deficit has increased year after year, and the ecological pressure has become heavier and heavier. However, it is learned through analysis of the ecological footprint of 10k yuan GDP and the social economic development index that under the situation when the ecological pressure on economic growth in the ecological economic system of Dongying is increased, a tendency exists for the consumptive and extensive economic growth pattern to gradually step towards the ecologically intensive pattern, but it is still required to make more efforts in the aspects of reducing the ecological footprint demand and improving the ecological capacity.

HKI is a work declared by creative economic actors as an effort to encourage Indonesia's economic growth. In addition to being a form of legal protection, the existence of one type of HKI namely the brand can be used as a concept as collateral. In fact, there is no legal force to implement this because there are no regulations governing it, causing legal uncertainty for the parties involved, especially regarding the policy of banking institutions in providing credit to cooperatives or UMKM that have been certified. The results of this paper show that the application of collective brand certificates to be used as collateral for bank loans does not yet have legal certainty, and the efforts that can be made by the government are to harmonize regulations, provide counseling on the importance of the existence of HKI, and monitor the balance between applicable rules and reality. which took place in the field. The role of cooperatives or UMKM is to maintain good performance when banking institutions have provided access to capital in the form of credit by implementing the Linkage Program Executing pattern based on the principle of consensus or trust and applying risk management principles in each credit agreement. The social responsibility of banking institutions in this case is to provide easing of collateral and is not commercial in nature.

Road and bridge infrastructure investment can increase economic growth. The purposes of this study are to analyze the budget for road infrastructure development in Banten Province, analyze the effectiveness of road and bridge infrastructure investment for economic growth in Banten Province and formulate effective strategies to improve economic growth through investments in road infrastructure in Banten Province. The data was analyzed using descriptive analysis, regression,and SWOT analysis.The descriptive analysis explained that growth of budget and its realization. Based on regression analysis, road and bridge infrastructure investments are significanly influence for the economic growth. Analisis deskriptif menjelaskan pertumbuhan anggaran dan realisasi jalan dan jembatan di Provinsi Banten. Berdasarkan hasil regresi, variabel jalan dan jembatan berpengaruh signifikan kepada pertumbuhan ekonomi. Strategi untuk meningkatkan pertumbuhan ekonomi melalui investasi infrastruktur jalan dan jembatan di Provinsi Banten adalah melakukan sinergi stakeholder pemerintah, swasta dan masyarakat melalui program Corporate Sosial Responsibility (CSR) yang ditujukan pada pembangunan jalan dan jembatan bagi industri yang terkait dengan tingkat kerusakan jalan, difungsikannya secara intensif Subbagian humas di Dinas Bina Marga dan Tata Ruang (BMTR) yang bertanggungjawab terhadap berbagai kegiatan investasi infrastruktur jalan dan jembatan yang melibatkan masyarakat dan rapat secara rutin untuk membahas dan menyelesaikan permasalahan yang terjadi antar instansi.Kata kunci : Infrastruktur, Pertumbuhan Ekonomi, Regresi, dan Analisis SWOT

The mass protest to end the Special Anti-Robbery Squad (known as the #EndSARS protest) was a decentralized social movement and series of mass protests against police brutality in Nigeria. The protest started in 2017 as a Twitter campaign using the hash tag #ENDSARS to demand the disbanding of the Special Anti-Robbery Squad. This paper argues that the #EndSARS protest in Nigeria was a microcosmic manifestation of the deeply rooted dissatisfaction of Nigerians with the social, economic and political situation of the country. Data was collected using secondary sources such as internet material, journal, research reports and textbooks, and were analyzed using the expository and analytical method of inquiry, the paper demonstrates that the protest was just the avenue the Nigerian youths got to ventilate their frustration, disappointment and anger with the government. The paper asserts that nepotism, tribalism, insecurity and corruption are the underlying issues that fuelled the protest. Restructuring and resource control, which underline the gross inequality in Nigeria, are other current debates that gave rise to the protest. Following the analysis, the paper concludes that nepotism, tribalism, insecurity and corruption are the bane of Nigeria’s economic, political and social ill.

Brazil has a vast diversity of natural resources, which are important in the economic and social context of many families, identified through non-wood forest products (NWFP), among them chestnuts, in the north, and pine nut, in the south of the country. Thus, the objective of the work was to analyze the productive chain of the Brazilian chestnuts in order to establish and identify potentialities existing in its productive chain that can be used to promote the pine nut productive chain in the social, economic and environmental spheres. The study was carried out through the application of an open questionnaire, having as target audience representatives linked to the commercialization and research of both forest products. As a main result, it is evident that the pine nut has an incomplete production chain, presenting itself as a product with secondary representation in the formation of farmers' income, which contributes to the structure of pine nut commercialization being incipient. In addition, the lack of social organization for extractivism is responsible for the non-consolidation of the chain, coupled with the incipient process of industrialization and processing of the pine nut. which limits the added value of the product. There is a need for greater interest and attention on the part of the government with actions involving entities that can assist in the most different spheres, as well as providing technical assistance, research, and financial support.
