In this work are presented studies of cultural policy, dilemmas about determination and definition of the concept, as well as the influence of cultural policy on identity preservation of Hungarians in Vojvodina, first of all their cultural identity. Review of this interesting topic was inspired by the fact that despite constant negative trend of birthrate, forced emigration and assimilation, Hungarians in Vojvodina have, in comparison with other national minorities, the widest circle of cultural, expert and interest associations. The number of various manifestations, diverse in content, is increasing year-on-year, and a growing devotion to identity and identification with Hungarian cultural elements such as maternal language, religion, and education, lead to the thinking about the causes of this trend. To begin with, some possible answers to this question are given. It is the matter of awakening of the identity of Hungarians in Vojvodina, or improvement of adequate cultural policy and socio-political circumstances in which they express their identity.

This article aims to analise how the Brazilian State of Rio Grande do Sul (RS) projects its distinctive cultural identity internationally. It does so by identifying the cultural elements in the state’s paradiplomacy from 1987 to 2014 through a sequence analysis including two elements: RS’s paradiplomatic and cultural institutions; RS’s paradiplomatic agenda. Three phases are identified in terms of space given to culture in the paradiplomacy institutional framework: expansion (1987-1994); retraction (1995- 2010); expansion (2011-2014). The phases are slightly different in terms of agenda: will but lack of means (1987-1990); focus on other issues (1991-2010); construction of an incipient agenda (2011-2014). Also, the 2012 actions to structure cultural policy at federal and state level can be seen as a factor for the agenda expansion in the last phase. However, despite the discourse around the gaúcha identity being present within the state and country, the projection further afield remains weak. Generally, the multiple changes in institutional framework and agenda show that a long-term project has not been decided on. Thus, the resulting policies are highly dependent on each governor’s vision.***Instituições e agenda de paradiplomacia cultural: O caso do Rio Grande do Sul***O objetivo deste artigo é de avaliar como o Estado do Rio Grande do Sul (RS), Brasil, projeta internacionalmente a sua identidade cultural singular. Para tanto, ele busca identificar os elementos culturais na paradiplomacia do estado de 1987 a 2014 com uma análise de trajetória composta de dois elementos: as instituições paradiplomáticas e culturais do RS; a agenda paradiplomática do RS. São identificadas três fases em termos de espaço dado à cultura na estrutura paradiplomática: expansão (1987-1994); redução (1995-2010); expansão (2011-2014). As fases relativas à agenda são um pouco diferentes: ambição, mas falta de meios (1987-1990); foco em outras temáticas (1991-2010); construção de uma agenda incipiente (2011-2014). Além disso, as ações conduzidas em 2012 para estruturar as políticas culturais em nível federal e estadual podem ser vistas como um fator da expansão da agenda na última fase.  Entretanto, apesar do discurso ao redor da identidade gaúcha ser presente dentro do estado e em nível nacional, a projeção internacional dele é fraca. De maneira geral, as múltiplas mudanças na estrutura institucional e na agenda mostram que um projeto de longo prazo não foi estabelecido. Portanto, as políticas resultantes são altamente dependentes da visão de cada governador.

Identity is the expression of an individual's self-definition and self-positioning. It gives the answer to who a person is and what his worldview is. It is the definition of being and belonging. It is the explanation of what the individual is, both socially and psychologically. It is clear that identity, which is the focus of our research, is a concept related to belonging, what we have in common with some people and what differentiates a person from others. Based on this definition, it can be stated that identity is characterized by sharing certain things and, on the basis of these common points, a person is differentiated from other groups of people and approaches a group to which he feels belonging. In this understanding, identity is determined not by the norms that characterize the culture of a particular period, but by the existence of a community of people who share a common heritage, such as language and history: “… our identities reflect common historical experiences and common cultural codes that provide us as «a people» with stable, unchanging and permanent frames of reference and meaning under the changing distinctions and changes of our true history.» Accordingly, we can define the Kyrgyz identity through «a common culture, a common history and a kind of collective real identity shared by all members of the clan». However, the Kyrgyz identity accepts cultural identity as a reality belonging to both the future and the past. In this direction, the Kyrgyz identity is a positioning formed within the framework of historical and cultural discourses. In the light of this information, in this study, we will reveal the historical roots of the Kyrgyz identity.

Communications are being transformed by the combination of digital technology and a global media economy. There is increased convergence between traditional broadcasting, cable distribution, satellite broadcasting, telecommunications and the Internet, which has boosted the sheer volume of programming and information that can be conveyed, and extended its reach at both domestic and international levels. Many will see these developments as an opportunity to promote new media products and to rationalise their operations in a global market place. Others may be concerned that the need to compete successfully in that market place will threaten the survival of local and national cultural identity. In terms of policy and regulation, states may be tempted to emphasise trade and industrial policy, intended to improve transnational competitiveness, at the expense of media and cultural policy, aimed at protecting pluralism and diversity.

Mundurukú, a Tupian language of Brazil, exhibits two opposite scenarios. On one extreme, there is Mundurukú do Pará, the language of daily communication in the Mundurukú Indigenous Land, with fluent speakers found across all generations and still acquired by children as a mother tongue. On the other extreme, there is Mundurukú do Amazonas, formerly spoken in the Kwatá-Laranjal Indigenous Land, but whose inhabitants have shifted to Portuguese. A group of Mundurukú students from Amazonas decided to initiate a process of language revitalisation as a way to strengthen the community's ethnic and cultural identity. This paper reports the initial stages of language planning, and includes future actions to promote language use in the homes and communities, assessement of language proficiency, and definition of educational programs to teach Mundurukú in local schools.

Identity is liquid and changeable as time goes by. The change of identity is possible since identity can be formed both from the past and from the future. In the case of cross culture, one’s identity may have certain problems especially in determining cultural identity. Problems in cultural identity have become an interesting topic to be discussed. It was also an interesting topic for writer to color their literature work.The focus of this research is the cultural identity in “Tamu dari Jakarta” (2002) short story by Jujur Prananto. This story brings out an interesting topic about a villager named Ratna who move into a big city (Jakarta). Problem of cultural identity was clearly seen when she visited her hometown (Klaten), the villagers no longer see her as one of them instead the saw her as a visitor or according to the title of this short story, a guest from Jakarta.The form of this research is a textual analysis research using the concept of cultural identity by Stuart Hall. This research shows that the cultural identity of Ratna is constructed through positioned and positioning identity that is shown from the cross-cultural interaction between characters in this story. Furthermore, the proses of being positioned and positioning was based on the stereotype of Jakarta citizen. However this story gave a different view and new insight on the stereotype of Jakarta citizen.   Keywords: cultural identity, cross-cultural, Jakarta citizen

Abstract John Stuart Mill claims that free institutions are next to impossible in a multinational state. According to Will Kymlicka, this leads him to embrace policies kindred to those of Friedrich Engels, aimed at promoting mononational states in Europe through coercive assimilation. Given Mill’s harm principle, such coercive assimilation would have to be justified either paternalistically, in terms of its civilizing effects upon the would-be assimilated, or non-paternalistically, with reference to the danger that their non-assimilation would pose to others. However, neither possible interpretation is plausible; Mill takes Europe’s civilized status to shield Europeans from paternalistic coercion, and he opposes coercive assimilation where it could conceivably be justified in the name of defense. Although this much suggests that Kymlicka misinterprets Mill by ignoring his definition of nationality, it leaves scope for Kymlicka to argue that Mill favors policies that promote mononationality through neglecting the languages and cultures of national minorities.

This chapter explores cultural identity negotiation on social media for a specific refugee group. Previous research indicates the importance of a sense of community and cultural preservation in regards to establishing and maintaining a cultural identity for this specific group. The group, Meskhetian Turks, is an example of ethnic identity and an established ethnicity through shared history and struggle. This chapter focuses on the virtual implications of the group's identity in social media. More specifically, it explores how social media platforms serve as a cultural unifier, where cultural identity is maintained and perpetuated in the face of an unattainable physical homeland.

In the postcolonial era, we have witnessed waves of mass immigration. Consequently, many states are no longer associated with just one or two national languages. Newly formed immigrant minorities raise demands for language rights, alongside national minorities, which raise similar demands.Such a complex situation exists, for example, in Canada, where only French and English are declared official languages although there are other languages, such as Chinese, which are spoken by large communities of people. My paper addresses the general question of which linguistic minorities are most entitled to comprehensive language rights. Will Kymlicka distinguishes between national minorities, which he regards as deserving of comprehensive language rights, and immigrant minorities which are not. Many scholars challenge Kymlicka’s distinction. However, none of them have suggested alternative criteria for distinguishing minority languages that are entitled to protection from minority languages that are less entitled to protection. In my paper, I suggest such a criterion. My alternative criterion is based on the intrinsic interest people have in protecting their own language as the marker of their cultural identity, thus, comprehensive language rights are to be accorded to linguistic minorities that possess the strongest intrinsic interest in the protection of their language as their marker of cultural identity. I apply my criterion to the Israeli case, in which there are two dominant linguistic minorities: the Arab national minority and the Jewish Russian immigrant minority. Relying on general criticism of Kymlicka’s distinction, I argue that this distinction is not applicable to the Israeli linguistic case. Applying my alternative criterion to the Israeli case, I argue that Israeli Arabs have a stronger interest in Arabic than the Russian Jewish minority has in Russian because Arabic constitutes Israeli Arabs’ exclusive marker of identity.

This paper examines Cicero’s Pro Archia Poeta Oratio and the author’s implicit and explicit views on how Roman cultural identity is constructed. While the speech itself is the legal defense of the poet Archias’ claim to Roman citizenship, it also situates the debate of legal citizenship within a broader context of Roman cultural identity. More specifically, it is argued that the oration allows Cicero to emphasize the combination of artes, in this context replacing the literal definition of “skill” or “art" with a foundational and necessary Roman virtue, and humanitas as a means of describing the role education plays in creating Roman identity. For Cicero, the combination of artes and humanitas results in a type of education oriented toward characteristic Roman virtues like honor, glory and public service, which serves as the basis for his definition of Roman cultural identity. This argument comes primarily from the deconstruction of the oration and the examination of specific passages to identify key themes and expressions, and combining this analysis with recent academic scholarship on Cicero’s orations.

On its surface, Bonnichsen v. United States is an administrative law case, reviewing a decision by the Secretary of the Interior regarding the appropriate reach of a specific set of legislative and regulatory rules. As such, Judge Gould, writing for a panel of the Ninth Circuit of the United States Court of Appeals (Ninth Circuit) decided that the secretary's office had overstepped its bounds; in short, its interpretation of the rules in question was not reasonable. But underneath the legal categories, Bonnichsen is a much more complicated and politically charged case. It is about competing conceptions of history and spirituality. It is about sovereignty (although that word is not uttered once in the decision, aside from reciting a definition of Native Hawaiians) and the clash of cultures. It is less about the standards for decision making and more about who the appropriate decision makers are. It is a case about a man who lived 9,000 years ago and about how today we should understand his cultural identity.
