The article deals with the peculiarities of the transformation of  Turkey in the sphere of internal and foreign policy in the light of the  referendum held on April 16, 2017 on the issue of the extension of  powers of the head of state. The preconditions and consequences of  the transition of Turkey from a parliamentary political system to a presidential one are analyzed, as well as the problem of stability of  the internal political situation in the republic in the conditions of the economic crisis, the unresolved Kurdish problem, the increase  of terrorist threat. In the article the changes in the positioning of Turkey in the international arena appeared after the referendum,  in particular in the relations with the European Union which Turkey  has tried to join for a long time are revealed. Special attention is  paid to the international and political activity of Turkey in the Middle East region and in the Syrian conflict zone where the military  confrontation sparked the activation of radical Islamist movements  and terrorist structures. The evolution of the Turkish approaches to the crisis in Syria is analyzed, the role of Turkey which with Russia  and Iran has become a guarantor of peaceful settlement  within the framework of Astana process is estimated. Based on the  analysis of the peculiarities of the transformation of Turkey as a  regional power a conclusion is made about the postreferendum continuity of the political course in the sphere of internal and foreign policy and that within the framework of the  presidential political system developing in the republic one can  expect greater dynamics in the adoption of economic, political and  international solutions.

The article explores changes in the foreign policy of the Republic of Bulgaria, which began with the transformation of the political regime in the state and the establishment of a democratic political system. At the turn of the century, Bulgaria became a member of influential international organizations – NATO and the European Union. Bulgarian officials have stepped up their relations with NATO officials and the military departments of the Allies. The Russian war in Ukraine has transformed RB into a “frontal zone” of the EU and NATO, increased its strategic importance, strengthened the desire of the politicians of the Republic of Bulgaria to seek guarantees of their security in the United States. However in the last six years, under the influence of a Russian factor, Bulgaria often takes other positions, different from the NATO and EU common line, in particular, seeking to re-establish traditional close ties with Moscow, advocates a good and constructive dialogue with the Russian Federation, in the European arena, stands for softening sanctions and giving the European Union a position more pragmatic about Russia. Resumo:O presente artigo tem como objetivo identificar o populismo, a democracia e a constituição na Venezuela. A Venezuela, por ser um país que tradicionalmente estruturava sua ação na construção da democracia representativa, na defesa da liberdade e na consolidação da integração hemisférica,passou a desenvolver, com a chegada ao poder de Hugo Chavez Frias, um marcante perfil ideológico. Dos anos cinquenta até os oitenta, ainda que tenha predominado um sistema centrista dominado por partidos e dirigentes políticos de centro, os militares exerciam uma participação indireta nas questões de Estado. No final dos anos 90, se observa que o sistema político assumiu características complexas, com a presença do Estado cada vez mais refletida na centralização do Executivo, o excessivo personalismo político do Chefe de Estado e o envolvimento de militares no sistema político, refletindo nas instituições venezuelanas.Palavras-chave: Política externa; Venezuela.; Atores; Processo decisório. Abstract:This article aims to identify populism and the fragility of democratic institutions in Venezuela. Venezuela, as a country that traditionally structured its action in the construction of a representative democracy, in defense of freedom and the consolidation of integration in the hemisphere, began to develop, with the coming to power of Hugo Chavez Frias, a remarkable ideological profile. From the fifties to the eighties, although the country was dominated by a centrist system with political parties and leaders of the center, the military exerted an indirect interest in matters of state. In the late 90s we observe that the political system became a complex traits, with the presence of the State increasingly reflected in the centralization of the Executive, excessive political personalism of the Head of State and the involvement of the military in the political system, reflecting in the Venezuelan institutions.Keywords: Foreign policy; Venezuela; Actors; Decision making.

On 1st July 2013, the Republic of Croatia officially became the 28th member of the European Union. This event marked the fulfillment of a foreign policy goal, along with joining NATO in 2009, as a major step forward in the country’s long-term consolidation process. The article therefore analyzes the key events of the Croatia – EU relations in 2007-2008, which moved this Balkan country closer to implementing its Euro-integration course. Particular attention is paid to the peculiarities of the pre-accession negotiations with the European Union, as well as to internal and foreign policy factors that had a direct impact on the Euro-integration dialogue between Croatia and the European Union. In this context, emphasis is placed on problem issues that slowed down the dynamics of the negotiation process to a certain extent, in particular the unilateral application by Croatia of the Ecological and Fisheries Protection Zone, and measures taken by the Croatian authorities to settle them. Significant achievements of Croatia in the negotiation process with the European Union are highlighted, in particular, progress of the country in meeting the European Union criteria as well as a date determination the of pre-accession negotiations completion as an important political sign of the European Union readiness to accept a new member in future.

The place and international position of Lebanon in the world political arena today is changing and transforming under the influence of globalization. Thus, this is not deprive, but changes the vector on the international arena and does not exclude the already acquired conservative character. Prime Minister Tamam Salam, who is the executive of the President of the Republic of Lebanon, is reforming and liberalizing the law and changing the vector of foreign policy. He doing this without leaving the traditions and religious views, also without rejecting the conservative nature of foreign and domestic policies. Although Lebanon is part of the League of Arab States, which is accused of non-democracies, it has a democratic regime for a long time. Balancing the policy of the Lebanese Republic between conservatism, traditionalism, democracy and liberalization makes Lebanon a great country for analysis, since it provides an opportunity to reflect the coexistence of democracy with the stereotyped vision of the “Islamic world”.

This chapter provides an outline of the change that took place in Turkey between 2007 and 2011, signalling a historic shift in the use of power in the country, long controlled by a staunch and virtually autonomous bureaucracy, both military and civilian, and known as ‘the state’, in the face of the chronically fragile democratic politics, forming ‘the government’. The time-honoured identity politics of the very bureaucracy, centred on ‘Westernisation’ as a policy incentive, was deftly appropriated by the ruling AKP via newly tightened links with the European Union to transform the settled centre-periphery relations often considered to be pivotal to Turkish politics, and reconfigure access to power. The chapter details the gradual fall of the bureaucracy—that is, the military, the higher education, and the system of high courts—and recounts the basic developments in foreign policy and on the domestic scene during and immediately after the change.

Democracies are at risk to be strangled by the populist demagogues, posturing as the only and true leaders of 'the people', while disregarding constitutional "structure of liberty", meaning that, the parliamentary supremacy, judicial review and, above all, the constitutional limits to the very direct decision making by the voters' constituencies. Referenda are being used ever more, often to push certain decision, which could not pass the parliament. The claim is that there must not be any limits to the power of the people. That phenomenon the most esteemed liberal magazine "The Economist" nicknamed coining the word "referendumania", apparently combining 'a mania' with 'referenda'. It has been received with a lot of sympathy by the general public, in circumstances when the television and the Internet shows all the misery of the numerous assemblies, not only in a new but also in the mature democracies. After the referendum on the Brexit has been used as an instrument of the political struggle in the mother of parliaments, Great Britain, which lead to the ongoing "melting down" of the highly valued British political system, it seems that the worst of prophecies are realized by advancing populist forces in a number of Euroepan states. Republic of Croatia has been for a long time exposed to such treats, by the political groups extremely opposed to governmental policies, first by the Catholic conservatives and most recently by the trade unionists. Due to the very inadequate regulation of the referenda on civil initiatives, whereas the decision is to be made by a majority of those who vote, without any quorum being provided, the posibilites of manipulation are enormous. In the lasting confusion, a number of politicians has already proclaimed their intention, if elected the president of the Republic, to use such a referendum in order to remove all the checks and balances between the chief of state and "the people". Taking such treats very seriously in the existing crisis of democracy, the author emphasizes hi plead for an interparty agreement which would enable the referendum to be properly regulated and thus incorporated into the system of a democratic constitutional democracy.

The monograph is devoted to the foreign policy of Ancient Rome during the period of the kings and the early Republic. The paper draws attention to the fact that at these stages of its development, Rome did not create a state in the modern sense, but rather a Federation, and with a developed self-government of its participants. Thanks to a system of mutually beneficial treaties, Rome became a political center among the peoples of Ancient Italy. At the same time, remnants of tribal relations were preserved in Ancient Rome for a long time. Attention is also paid to the development of military Affairs in Rome. It is noted that in Ancient Rome for a long time there were no defensive walls, which predisposed the Romans to an offensive type of warfare. The Romans created battle tactics that would be consistent with the characteristics of the soldiers ' weapons and would allow for rapid military training among recruits, which provided the Romans with high mobilization capabilities. However, classically represent the soldier in the Lorica of segmentata in the tsarist period was not. An important role in the development of Rome as the center of international politics of Ancient Italy, the center of the Federation was played by the high moral standards postulated by the ancient Roman society and invested in the concept of the Republic. All these diplomatic, ethical, and military features of Ancient Rome combined to determine the success of Roman civilization. However, it is worth noting that the disorganization of these principles caused the fall of Rome. For anyone interested in the historical processes of Ancient Italy and Ancient Rome.


In this issue of the Contemporary Military Challenges, we focus on the relations between the European Union and NATO in the field of security. On 1 June 2021, NATO Foreign Ministers met in Brussels to discuss the details of the NATO Summit to be held on 14 June 2021 in Brussels, Belgium; the period, which coincides with the publication of this thematic issue. Twenty foreign ministers represented NATO member states, which are also EU members, making an event such as the NATO summit all the more important for the future of European security. Many topics were mentioned at the ministerial, such as Afghanistan, Belarus, Russia and China. In general, however, the emphasis was put on the fact that NATO should adapt to new challenges, security settings in a highly competitive environment. As mentioned by NATO Secretary General Jens Stoltenberg, we are presented with a number of challenges to our security that we need to tackle together, because no country and no continent can deal with them alone. This includes strengthening the existing partnerships and building new ones, including in the Asia-Pacific, Africa, and Latin America. The participants also discussed the stepping up of training and capability building for partners, as well as work to address the security impact of climate change. In the conclusion, the ministers broadly agreed that it was important to start work on NATO's next Strategic Concept, because our strategic environment has significantly changed since 2010. Secretary General underlined that NATO’s future adaptation would require Allies to continue investing in defence, and to invest more together, as a force multiplier and a strong message of unity and resolve. During Donald Trump’s mandate as President of the United States, the fact that the European Union or its Member States pay too little attention and thus resources for their own defence has often been a hot topic of political debate. In 2016, a year before the US President Trump took office, the European Union adopted a Global Strategy which envisaged several options to strengthen the Common Security and Defence Policy, which we will discuss in further detail in the next issue of the Contemporary Security Challenges. The Global Strategy provided that the European Defence Fund, the Permanent Structured Cooperation, the Coordinated Annual Review on Defence, and other existing and new mechanisms would operate in such a way that activities, resources and capabilities would not duplicate with NATO’s, but would complement each other. True enough that, within the Common Security and Defence Policy, the European Union has already foreseen many activities at its meetings and in the adopted documents in terms of strengthening this policy, but later implemented little. Has anything changed in this area in the past four years, or will perhaps something change at the time of the conference on the European future? Just as the Alliance is planning a new strategic concept, the European Union is announcing a Strategic Compass, which will set new directions for future cooperation, also in the field of security. In this issue, the authors present how the cooperation between the European Union and NATO is taking place in 2021 in some areas of security. The article titled EU-NATO cooperation and the Slovenian presidency of the Council of the European Union by Marko Mahnič presents an interesting thesis on whether obstacles to the coherent functioning of the European Union and North Atlantic Treaty Organization in the field of common security and defence are of a purely technical nature, or are there maybe differences in the policies, bilateral relations and national ambitions of certain countries. Damjan Štrucl writes about the EU-NATO partnership and ensuring information security and cybersecurity: theory and practice. According to him, the development of information and communication technology and new challenges of the modern security environment have led to the signing of the Joint Declaration on deepening the strategic partnership between both organizations in 2016. The author provides an analysis of the EU-NATO strategic partnership in ensuring security and defence in the modern security environment. Defence initiatives to strengthen the security of the European Union motivated Gregor Garb to write an article presenting what the 2016 European Union Global Strategy contributed to the EU’s strategic defence autonomy. Initially, in a theoretical sense, and after five years in a practical sense. All of course, given the fact that the European Union will continue to maintain strong relations and cooperation with the North Atlantic Alliance. David Humar and Nina Raduha present the process of creating the Military Strategy of the Republic of Slovenia in the Slovenian Armed Forces. Changes in the international environment have initiated security-related strategic considerations of NATO and the European Union. Slovenia as a member of both organizations also needs a strategic consideration in both military and security fields. Their article provides more details about the The process of devising the Military Strategy of the Republic of Slovenia. Tackling irregular migration in Europe is a topic addressed by Miklós Böröcz. Ever since 2015, the then mass illegal migration has posed a major problem for Europe and the European Union. The mass refugee crisis has gradually transformed into illegal migrations of individuals and small groups, who have maintained and strengthened contact with everybody along the way, who take part in this and ensure that the migration flow with of illegal character does not subside. The author provides some solutions to this problem.

The European Union dynamically exercises various forms and methods of the Soft Power in its foreign policy. The article reviews its main principles and characteristics as well as conceptual basics. As an example, the article considers the European cultural diplomacy in the Republic of Kazakhstan as a method of soft power. The authors pay an attention specific actions of the European cultural diplomacy in Kazakhstan as well as the mechanisms of its implementation. Apart from that, cultural soft power of two European countries – France and Germany – are considered as separate actions of the EU member states in the sphere of culture. Finally, it assesses importance of Kazakhstan for the EU and effectiveness of such policy in this country.
